The Foundatioii continues its activities (which are described fully in the Significant activities s¢ction of this report) with th¢
Foundation's principal sources of income dui'ing 2023-24 being raised from projects in Cyprus, tlie Philippines. Saudi
Arabia, China and Zambia.
Total incoming TesouTces for 2023-24 amounted io £116.1189, which was above the 2022-23 level of £75,21 l. reflecting a
higher level of project activity during the year. Costs in generating the Foundation's 2023-24 income amounted to £8t4,?15,
an increase on the 2022-23 level of £51,821. Governaiice costs in 2023-24 were slightly higher at £2,550 from the 2022-23
level ot. £2,196.
The Slynll Foundation continues to receive donations from ils supporters directly or through contribution of projecl fees,
which has ¢nabl¢d Ihe Foundation's funds at 4 April 2024 to amoiiiit to £114,186, an increase of £27,874 from Ihe level at 4
April 2023 of £86,312. Of the lotdl baldnLe al 4 April 2024. £6,962 represenrs restriLted funds drising from the doiiation uf
Lertain fees.
Reserves policy
The Foiindation Inonitors its financial position and reserve.s regiilarly at Tnistees rneelings. The Foiind3tion has a policy of
In¢iilitaining ¢lV¢iilable unrestricted resources of at leasi £25,000 after reviewing ¢ind t<)king account of known resources and
coiiimilments. This policy is subjeLI lo regular review. Tlie Trustees L'ollsider tlilli reserves at this level are required 10

Governing documenl

guarantee, as defined by the Coinpanies Act 2006.
The Slynn Foundation is a UK based charity working with senior judges and justice inititutions around the world to
enhance the rule of law, and to iTnprove professional understanding of human rights, mediation and legal practice,
Recrultment and appnintment nf new trustees
The direclors of the company are also charit), Iruslees t.or the purposes of charity law. All iruslees give their time
voluntarily. Expenses paid by trustees relating to trust business are disclosed in note 3 to the accounts. Mosl new trustees
are 81ready familiar with. and have already participated in, the work of the Foundation prior lo appointment as trustees. and
as siic.li minimal training and iiiductioii is required. New trustees are provided with the governing documents, fin(￿ClaI
informalion and information regarding the detailed activities of the Foundation.

SIGNIFICANT ACTIVITIES
Overvieiv
2023-2024 has been another busy year for the Foundation as it has continued to adapt to a challenging environmenl where
Governinent budgets have re%tiicted funding which ha% re%ulted iii le%s ability to eiigage in long-term project%.
The Foundation engages with legal systems across the world where it considers that the proposed engageinent can ad￿ance
its charitable objectives. In ihis year. Ihese included Brunei Darussalain, China, Cyprus, Ihe Western Balkans and Saudi
Arabia (where il is working in cotbjuiiclion with the British ETnbassy). The Foundation also h¢ld an Open Forurn ¢v¢nt in
London focusing on Ukraine.
Following ihe Foundation's adoption ot. changes to the constitution in relation to length of service the Board's Skills
diversity was reviewed, and a decision taken to hold a furiher open recruitment for Trustees in February ?024 resulting in
two additional Iruslees beiiig appointed to the Board, Rogei. Coventry CMG aiid Professor David Oniierod KC who took up
their roles at a meeting of the Board of Tn]stees on ihe 23rd of April 2024.
The Foundation Chairman engauyed with UK Government fundiiig directorates lo torii) a Rule ot. Law Workiiig Group
which will consider the turthemienl and coordinated deployment ot" international d¢velopmenL t"unding in the legal training
sphere.
The Fi)unLldtio)n has Lontinued lo benefit froin ihe pro bonu input of Cliffurol Chdnce and remains extremely grateful for this
invaluable support.

part of her London programme hosted by the FCDO.

China - In November, the FoLmdation assisted with a Great Britain China Centre programme ("Promoting Fair Trial in
China throuTrh Raising Evidence Standards in Criniinal Procedure }, in Chongqing, China by identifying a senior judge who
was able lo present on standaids ot. proot. al different staoT¢S of crisninal proce¢dings, and ihe rol¢ of sentencing guidelines
and the Sentencing Council.
Saudi Arabia - Following the Scoping Visit conducted in early ?023, the Foundaiion delivered the first of three two-day
seminars in Riyadh led by Sir Peter Gross iii cooperation with the British Embassy and the Saudi Judicial Training Centre to
a cohort of thirty judgyes and assislants from the Judicial Preparation Ceiilre.

Saudi Arabia - The Foundation delivered the second of the two-day sciniiiars in Jeddali to an aiidience of approximately
thirtv Judges and j udicial ￿￿51s1dllt￿ in cunjunclions with the British Cunsul Lind Saudi Judicial Tr<iiiiin¥ Centre.

C)'prus - The Foundcltion continued its relationship with the judiciary of northern Cyprus and membeyE of the Cyprus Bar
with a two-day programme oll criminal, and tamily law.
Website & Social Media Channels
During 2023, the Foundation continued to develop ils website and social media to demonstrate its work and attraci t'urther
interest in ils prograinmes. Video clips were widely u.sed, and the websit¢ provided ali invaluable aid in the recruilinent of
new Trustees and conlinues to demonstrate through its reporting funclions the broad g¢ographic int¢rest in the Foundation's
work, wliile social inedia Lhannels allow the Foundation to engage with new audiences on current issues.
Conclusion
The Foundalion continues to receive enquiries for assistance and regularly reviews its policies and working methods. The
future for 2024-25 looks positive.
