29th of October 1998. The company issues Iwo shares following contributions from John Langloi8 arKI Robert
Glover and i88ued Its Memorandum and Articles of As$o¢ialion on the 13th of March 1998.
The company is a registered chartsble company limited by guarantee and wa8 $81 up by a Memorandum of
Assoclatlon on the 17th of August 2005. The charitable company was es18bllshed wllh the Intent lo pass
operations of the Guemsey Tegislered company, Care for Childran, lo the UK Company, whiGh was undertaken

. Review of actlvltles
The year f*ed an enormous challenge with the COVID pantsmic worlthide, which carriod massive limitalion5
on our direct project work in Asia. Thailand, Vielnam and Cambodia followed China with l&ngihy lock downs in
countrie5 limiting our staff s interventions. Alongsid8 this chall8ng8 W8 becam8 awar8 of the impact the
pandemic would have for future work in Asia wth all countries reporting significant numbers of children entering
care through losing their parents.
b. Fundralslng actlvltle8 and Income generatiol)
Care for Chihsren's income generating offices Tn Hong Kong, USA and the UK were effected, h¢)wever giving was
up and our donors became very supportive and flexible as a great encouragement to the charity.
Since the doc[￿entary Children of ShaThJhai had ths first debut on TV on 1 June 2021, the fitm has been
incredibly well reeeived in the UK and beyond. Many major rn¢￿1a outlet have highty praised lh8 quality arth
power of the film.
The documentary has proven to become an extremely effective tool to raise profiles foT Care for Children, a5 well
as presenting ils vision, track record, methodology, and achievement in great depth, and within as short as an
houf s time.

The Trustees have considered the financial FK)sition of the charity and Group al 31 December 2021. As at the
date ofihis report, the charity has continued lo meet its liabilities. The Trustee5 aro confident that the charity can
continue its successful track reeord of securing the funds needed to support its valuable work. This will be
achi8ved by tha senior managers and fun(Iraising l&am applying for grants and donations. The charity's annual
budgets and fundraising log demonstrate how th& income wll be raised to meet all the charitable expenditu
and support eO81s. These financial slalements have beèn prepared on the going concem basis.
b. Reserves poll¢y
The policy of the Board is to seek lo build up a reserve of unrestricted fund$ ffjuivalent lo two months normal
operating expenses, or £250.000 which ever is the greater. as a buffer against the in8Vitable cydical n*ur& of
donations raised by fundraising activitie5. In order to build this unrestricted reserve. funds are set aside in a
Separate bank deposil account. At this level the Board is confident that il could continue the core acliv5ties of the
charity during a cyclical reduction of funding. when il would be able lo achieve a reduction of its programme of
aclivilies conslstent wth a lower funding level. Due lo the difficult COVID clrcumslances the level of unrestricted
funds did fall in 2020, but the charity cut expendiiure in 2021 and the financial position improved in 2021 and to
date.

The charity has the power lo deposf( or invest in any manner (but to invest only after obtaining such admce from
a financial expert as the directors consider necessary and hawng regard lo the suitability of investmpnls and the

2.1 Basls of preparatlon of financlal statements
The financial stslements have been prepared in aCCord￿ce with the Charities SORP {FRS 102) -
Accounting and RepDrting by Charities.. Statement of Recommended Practice applicable to charities
p￿parIng their accounts in accordance with the Financial Reporting Stsndard applicable in the UK
and Republic of Ireland {FRS 102) leffeclive 1 January 2019), the Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 102) and thè Companies Act 2006.
Care for Chlldren IUKI meets the definitlon of a public benefit entty under FRS 102. Assets and
liabilities are initially recognised al historical Gost or tr4n$?￿1On value unless otherwi8e 818ted in the
relevant accounting policy.
The Consolidated state￿nI of Financial ActNities ISOFAI and Consolidated Balance Sheet
consolidate the financial ststemenls of the Group and its subsidiary undertaking. The resu]ts of the
subsidiary we consolidaled on a lin8 by line basis.
The Group has taken advantage of the exemption allowed under section 408 of the Companie5 AGt
2006 and has not presented ils own Slalement of Financial ActNities in these fmancial statements.
2.2 Golng con¢8m
The Trustees are confident that the charity Can continue its successful track record of securing the
funds needed to support its valuable work. This will b8 achieved by the senior managers and
fundraising team applying for grants and donatTons. The charity's annual budgets and fundraising log
demonstrate how the income will be raised to meet all tha Charitable eypenditure and support Gosl5.
The Trustees therefore consider it appropriate to prep8re these finanryal stalemen15 on th& going
concem basis.
2.3 Income
All income is recognised once the charity has entftlement to the incom8, it is probable that the income
will be received and the am￿nt of incoma receiv*•le (xn be measured reliabty.
Grants 8re included in the Consolidated Statement of Flnanclal Actlvities on a rec9ivable basis. The
balance of Income recew8d for specific purposes but not expended during the p8fiDd is shown in the

The Cambodia fund is lor international meetings and visits to further promote fostering in Cambodia. The
Llght Foundation Fund represents funding receivable from Ihe Light Foundation to support the launch and
development of Care for Childran's pilot project in Cambodia. Under the grant agr8emenl, Care for
Children wll receive 8 maximum of $300,000 per year for 3 year8.
The Childfen of Shanghai documentary fund supports the development of a documentary that tells the
story of some of the fir8t children in Shanghai that were placed into foster families by Care for Children.
Th8 reslrictlon applicab18 to the88 funds is met as th8 charity incurs expenditure on the documentary as
there no restri￿lOn$ on the intangSble asset.
The India and Nepal fund for an exploratory vlsll to scope out a potenllal fosterlng project In th08e
