The Trustees Report
The Trustees present their annual report and the statement of accounts for the year ending 31st March 2022.
The Board of Trustees are satisfied with the performance of the charity during the year and the position at 31st March 2022 and consider that the charity is in a strong position to continue its activities during the coming year, and that the charity's assets are adequate to fulfil its obligations.
Name, registered office and constitution of the charity
The full name of the charity is The All Wales Forum of Parents and Carers of People with Learning Disabilities. The charity is also known by the name The All Wales Forum.

Objectives and Activities of the Charity
The principal activities of the Charity are to secure support and relief for, and to promote the interests of, people disadvantaged by Learning Disabilities, by enabling their parents and informal carers to promote and increase public awareness of the rights of people with Learning Disabilities:

To be treated as individuals

To live ordinary patterns of life in the community
-
To receive additional help and support in developing their maximum potential.
The main objectives of the charity are:

To inform parents and informal carers of people with Learning disabilities of any services and/or support which may be available to them, and of significant events and developments.

To enable parents and informal carers of people with Learning Disabilities to engage in discussion, information sharing and partnerships with other individuals, bodies or organisations.
-
To promote and maintain harmonious relations between all bodies, agencies and individuals with an interest or concern for people with Learning Disabilities, and their parents and informal carers.
-
To advance such other charitable purposes which will benefit people with Learning Disabilities as the Trustees from time to time determine.
An explanation of the charity's main objectives for the coming year
In the coming year the intends to:

Strengthen the Forum and its links with local groups;

Continue to work with local authorities to support local groups;
-
Continue to provide support and information, to encourage the formation of new groups where desired, and to help mitigate the sense of isolation experienced by parents and informal carers;
-
Increase and provide better levels of support for people with Learning Disabilities, so that their parents and informal carers are more able to campaign for improved services.

An explanation of the charity's strategies for achieving its stated objectives
The Charity will continue to seek to identify issues which are of concern to parents and carers, and will discuss these statutory agencies and other service providers with a view to improving the lives of people with Learning Disabilities and their parents and informal carers.
Details of significant activities (including its main programme, projects, or services provided) that contribute to the achievements of the stated objectives.
The Charity:
-
represents parents and informal carers on various bodies: at national, county and local levels;
-
maintains and regularly updates its website with informative and relevant information and news;
-
through its website, social media, telephone and face to face meetings egages with local groups and gives opportunity for important issues to be discussed;
-
holds regional meetings to raise and discuss topics of concern to parents and informal carers;
-
works with existing groups across Wales, and encourages the formation of new groups where these may be desirable and desired.
In addition the Charity will deliver its new Project with the support of the Welsh Government - Caring Communities of Change through working together with the network, we want to enable parents and family carers to have an equitable voice and to be empowered to make positive decisions to meet their needs. How will we do it? We will identify issues & opportunities at local, regional & levels where we can come together to raise awareness, discuss solutions & generate innovative community lead ideas & assist in the future planning of services & support for both carers & their relatives. The All wales Forum will also work in partnership with Welsh Government & Third Sector Partners to deliver social care projects across Wales to meet the well-being needs of Learning Disability family & unpaid carers.
Caring Communities of Change
The project will put learning disability family carers at the heart of service design and delivery across Health and Social Care in Wales.
The All Wales Forum will work in partnership with carer-led networks and third sector organisations to co-produce, pilot and scale up innovative and practical solutions to meet the needs of the families.
What is our goal?
To enable Learning Disability families across Wales to secure their rights, enhance physical, emotional and economic well-being and support family relationships, all through having an active contribution to society.
What will we offer?
Transitions - All Moves Matter will provide a voice and control for family carers during the process of planning from home to independent living. The project will generate creative opportunities and give families a choice by accessing alternative models and purchase options.
Respite - Break from the Routine will work with families to co-produce provide responsive and flexible alternative offers to respite care. It will provide options for respite care that can be ‘self-funded’ or paid for through Direct Payments.

Resilient and inclusive communities - Creative Carer Communities will re-design community activity to meet the needs of the communities they serve, making them more accessible. Innovative and sustainabl solutions will be scaled up to break the cycle of dependence on more traditional service models.
The contribution of volunteers
The Charity is grateful to its board of Trustees and to other volunteers who act and campaign on the All Wales Forum's behalf.
Summary of main activities of the charity in relation to its objects
The Charity consults with parents and informal carers, and campaigns on their behalf with statutory authorities such as the Welsh Assembly Government, elected councils and area health boards, and liaises with voluntary sector organisations to promote the rights of people with Learning Disabilities and their parents/informal carers.
Achievements and Performance of the Charity
A review of charitable activities undertaken by the charity
The charity has continued to campaign on behalf of parents/informal carers of people with Learning Disabilities and to liaise with organisations in the statutory and voluntary sectors over issues of concern. It directs parents/informal carers to sources of advice and guidance where required. The AWF website and social media keeps members abreast of the Forum's activities and of matters in the field of Learning Disabilities as a whole.
Fundraising activities
The Charity relies on grant aid from the donors identified in the accounts, whose support is valued. There have been no other fundraising activities.
Investment performance achieved against investment objectives set
The Charity currently has no assets invested other than in its various bank accounts.

Structure, Governance and Management
Nature of the Governing Document and constitution of the charity
The All Wales Forum of Parents and Carers of People with Learning Disabilities is a Company Limited by Guarantee and not having a Share Capital, as defined by the Companies Act 1985 and 1989. It operates within the terms of its Memorandum and Articles of Association.
The methods adopted for the recruitment and appointment of new trustees
Membership of the Charity is open to any parent of informal carer of a person with Learning Disabilities. No person other than a trustee retiring by rotation shall be appointed or reappointed a trustee at any general meeting unless:

he is recommended by the trustees, or:
-
not less than fourteen nor more than thirty-five clear days before the date appointed for the meeting, notice executed by a member qualified to vote at the meeting has been given to the Charity of the intention to propose that person for appointment or reappointment stating the particulars which would, if he were so appointed or reappointed, be required to be included in the Charity's register of trustees, together with a notice executed by that person of his willingness to be appointed or reappointed.

The Charity is working to have in place suitable policies and procedures for the introduction and training of trustees.

The Charity is governed by its Board of Trustees, of which there shall be not less than three (unless otherwise determined by ordinary resolution). There is not a maximum number set. No business is transacted at any meeting unless a quorum (five persons, each being a member or duly authorised representative of a member organisation) is present.

The Charity is a member of a number of networks including Learnng Disability Consortium, Wales Carers Alliance, the Alliance of Alliances and WCVA.

The Charity has no subsidiaries or other related parties.
The major risks to which the charity is exposed and reviews and system to mitigate risks
The Charity operates proper financial checks over its income and expenditure transactions.
The Charity does not provide professional advice on matters which comes to its attention, but rather provides guidance on where such advice may be found from professional sources.
Relationships with other groups, charities and individuals
The Charity maintains close contacts with other voluntary sector organisations which share aims similar to its own. It maintains links with statutory service providers and other organisations, and with individuals who have relevant expertise or interest in the field of Learning Disabilities.
Financial Review
Policies on reserves
The Charity is working to build up its reserves in line with the Statement of Recommended Practice of the Charity Commission.
Funds in deficit
The Charity has no funds in deficit.
Principal funding sources and how expenditure in the year under review has supported the key objectives of the charity.
The Charity is grateful to its funders - principally the Welsh Assembly Government, Powys County Council, Ceredigion County Council, Awards for All - for their support during the year
under review. Without their generosity the Charity would not have been able to fulfil its key objectives.
The investment policy and objectives, including the extent (if any) to which social, environmental or ethical considerations are taken into account
The Charity has no policy in respect of investment.
Availability and adequacy of assets of each of the funds
The Board of Trustees is satisfied that the Charity's assets in each fund available and adequate to fulfil its obligations in respect of each fund.

Transactions and Financial position
The financial statements have been prepared implementing the 2005 Revision of the Statement of Recommended Practice for Accounting and Reporting by Charities issued by the Charity Commission for England and Wales (effective April 2005) and in accordance with the Financial Reporting Standard for Smaller Entities (effective January 2005) .As stated in the introduction to this report, the Trustees consider the financial performance by the charity during the year to have been satisfactory.
Share Capital
The company is limited by guarantee and therefore has no share capital.
Plans for Future Periods
The Charity intends to expand its activities as funding permits, and will seek additional funding from other sources as circumstances allow.
The name of the Chief Executive Officer and other senior staff member(s) to whom day to day management of the charity is delegated by the charity trustees.

The Trustees, in their capacity as directors, state that so far as each of the directors at the time this report was approved are aware:-
a) There is no relevant accounting information of which the accountants are unaware, and
b) The trustees have taken all steps that they ought to have taken to make themselves aware of any relevant accounting information and establish that the accountants are aware of that information.

Statement of Directors' and Trustees' Responsibilities
Charity Law and the Companies Acts require the Board to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity as at the end of the financial year and of the surplus or deficit of the charity. In preparing those financial statements the Board is required to :

select suitable accounting policies and then apply them consistently;
-
make judgements and estimates that are reasonable and prudent; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.

state whether applicable accounting standards and statements of recommended practice have been followed ,
-
subject to any material departures disclosed and explained in the financial statements;
The Trustees are also responsible for maintaining proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and which are sufficient to show and explain the charity's transactions and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The Trustees are also responsible for the contents of the Trustees' report, and the responsibility of the accountants in relation to the trustees' report is limited to examining the report and ensuring that, on the face of the report, there are no inconsistencies with the figures disclosed in the financial statements.
Method of preparation of accounts
The trustees, in their capacity as directors, state that the accounts have been prepared in accordance with the special provisions in the Companies Act 2006 relating to small companies.

Accountants Report to the Trustees on the Unaudited Accounts of All Wales Forum of Parents and Carers of People with Learning Disabilities For the Year ending 31st March 2022
We have examined the financial statements of the company for the year ended 31st March 2022 which comprises the Statement of Financial Activities, the Balance Sheet and the related notes. The financial statements have been prepared in accordance with the accounting policies set out on page 8.
Respective responsibilities of the directors and reporting accountant.
The directors responsibilities for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards are set out in the Statement of Trustee' Responsibilities.
We have been appointed as examiner under the Charities Act 1993 and report in accordance with regulations made under section 43 of that Act. It is our responsibility to form an independent opinion, based on our examination, on those statements and to report to you.
Basis of opinion
Our examination was carried out in accordance with General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.
Opinion
In our opinion ,
a - the accounts are in agreement with the accounting records kept by the company under section 386 of the Companies Act 2006 and that no matter has come to our attention which gives me reasonable cause to believe that in any material respect the requirement to keep accounting records and to prepare accounts have not been met; or that attention should be drawn in order to enable a proper understanding of the accounts to be reached.
b - having regard only to, and on the basis of, the information contained in those accounting records:

I the accounts have been drawn up in a manner consistent with the accounting requirements specified in the Act; and
-
ii the company satisfied the conditions for exemption from an audit of the accounts for the year specified in section 477(2) of the Act and did not, at any time within that year, fall within any of the categories of companies not entitled to the exemption specified in section 478(a) to (c).

1) Principal Accounting policies
- 1.1The financial statements have been prepared in accordance with the Financial Reporting Standard for Smaller Entities (FRSSE), effective January 2005, and all other applicable accounting standards, as modified by the 2005 Revision of the Statement of Recommended Practice for Accounting and Reporting issued by the Charity Commissioners for England & Wales, effective April 2005. The accounts have been drawn up in accordance with the provisions of the Charities Act and the Companies Act.
Insofar as the Statement of Recommended Practice for Accounting and Reporting issued by the Charity Commissioners for England and Wales, effective April 2005 requires compliance with specific Financial Reporting Standards other than the FRSSE then the specific Financial Reporting standards have been followed where their requirements differ from those of the FRSSE.
Advantage has been taken of paragraph 3(3) of Schedule 4 of the Companies Act 1985 to allow the format of the financial statements to be adapted to reflect the special nature of the company's operation.
The company has taken advantage of the exemption in the Financial Reporting Standard No 1 from the requirement to produce a cash flow statement.
The particular accounting policies adopted are set out below.
1.2 Accounting convention
The financial statements are prepared on a going concern basis, under the historical cost convention.
The charity is entirely dependant on continuing grant aid and as a consequence the going concern basis is also dependant on the continuing grant aid.
1.3 Incoming Resources
Incoming resources are accounted for on an accrual basis except donation income which is recognised when received.
1.4 Investment Income
Bank Interest received is included on a receivable basis.
1.5 Recognition of liabilities
Liabilities are recognised on the accruals basis in accordance with normal accounting principles, modified where necessary in accordance with the guidance given in the Statement of Recommended Practice for Accounting and Reporting (effective April 2005) issued by the Charity Commissioners for England & Wales.
1.6 Resources Expended
The policy for including items within the relevant activity categories of resources expended is as soon as there is a legal and constructive obligation committing the charity to the expenditure as described in Financial Reporting Standards 5 and 12.

1.7 Fixed assets and depreciation
All tangible fixed assets are stated at cost less depreciation
Items of less than £100 are not capitalised.
Depreciation has been provided at the following rates in order to write off the assets (less their expected residual value) over their estimated useful economic lives.
Equipment - 25% Straight line per annum
1.8 Capital grants
The board of trustees consider that, in order to comply with the Statement of Recommended Practice for Accounting and Reporting issued by the Charity Commissioners for England & Wales (effective October 2005), gifts of tangible fixed assets or grants of a capital nature given for specific purposes and fully utilised in the furtherance of the objects of the charity should be credited to the relevant fixed asset fund after the sums have been properly expended on the restricted purpose. The related asset is shown in the balance sheet at the full cost of acquisition or subsequent revaluation.
1.9 Funds structure policy
The charity maintains a general unrestricted fund which represents funds which are expendable at the discretion of the trustees in furtherance of the objects of the charity. Such funds may be held in order to finance both working capital and capital investment.
Restricted funds have been provided to the charity for particular purposes, and it is policy of the board of trustees to carefully monitor the application of those funds in accordance with the restrictions placed upon them.
A fixed asset fund is maintained which represents the written down value of tangible fixed assets, and is divided into a restricted fixed asset fund representing the written down value of those assets subject to restrictions, with the balance being in a designated fund representing the written down value of those assets free of restrictions. The detailed operation of these funds is described under the accounting policy 'Capital grants'.
There is no formal policy of transfer between funds or on the allocation of funds to designated funds, other than that described above.
Any other proposed transfer between funds would be considered on the particular circumstances.
