Chairman’s Report
This year I was delighted to welcome our new Project Manager, Kelsey Reed, to the PACT team. Kelsey took up the role in May 2024 following Dave Evans’, decision to take a phased retirement. Dave is due to retire fully later in June 2025 after 21 years working for PACT and for the past year has been progressively handing over the role to Kelsey.
The board is looking forward to working with Kelsey in her new role.
I have had another busy year visiting many of the projects that PACT has supported, details of some of which can be found on our website. The commitment and dedication that volunteers and voluntary groups give to our communities together with the tireless work of officers and staff of North Wales Police never cease to amaze me.
It is truly humbling to see their work in action.
Our two High Sheriffs, Karen Farrell-Thornley in Clwyd and Sarah Foskett in Gwynedd highlighted this in their respective award ceremonies at the end of March 2025 when volunteers, community groups, young people and police were recognised at ceremonies held at Rydal School in Colwyn Bay and Harlech Memorial Hall.
Both Karen and Sarah were extremely active during their year in office visiting may community groups and raising a combined total of almost £45,000 for Crimebeat here in North Wales.
Once again Your Community Your Choice has proved popular with groups across North Wales. It is fantastic to see how community groups use the money seized from criminals and put it to good use in our communities.
Our new ‘info-graphic’ highlighted some of our achievements during the 2024 calendar year and you can find this on our website. Of particular note is the number of young people who have attended Justice in a Day since we began this programme with our partners at Theatr Clwyd back in 2010. The total now stands at 10,000 young people.
Our year has ended on a sad note with the passing of one of PACTs long-standing trustees, Lloyd FitzHugh. Lloyd joined the PACT board of trustees in 2010 and throughout his time with us was constantly involved in our work supporting community projects, local policing teams and our Justice in a Day education programme, which was of particular interest to him in his role as a Justice of the Peace.
He will be sadly missed.
Lloyd would have been delighted when we recently secured £30,000 from the Proceeds of Crime Act Fund that we will be utilising over the coming year and beyond to support some exciting new pieces of work which I will be reporting on in my next annual report.
Finally, I would like to thank my board of trustees for their continued commitment and to North Wales Police, Chief Constable Amanda Blakeman and Police & Crime Commissioner, Andy Dunbobbin, for their continued engagement and support of our work.

Trustees’ Annual Report
The Trustees have pleasure in presenting their report and the financial statements of the charity for the year ended 31[st] March 2025.
Objectives
The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Trust’s aims and objectives and in planning future activities and setting the grant making policy for the year. In all activities the Trust seeks to raise the profile of community safety and, through the protection of people and property, significantly minimise the fear of crime, thereby enhancing quality of life throughout the region. The activities include:

Promoting crime prevention initiatives.

Promoting Road Safety as an integral part of life to the people of North Wales through training, education, publicity, and special projects.

Educating the people of North Wales in all matters relating to drug, alcohol and other substance abuse, thereby helping to reduce drug-related crime.

Developing educational programmes for the benefit of young people and others.
Constitution
The North Wales Police and Community Trust was launched on 14[th] October 1998. The trust is a registered charity under the Charities Act 1993. The Charity registration number is 1071628.
Governing Documents
The Trust is governed by the Declaration of Trust (Trust Deed), which was formally made on 9[th] September 1998.
Organisation of the Charity
The Trust is run by the Board of Trustees. In accordance with the Declaration of Trust, the Board of Trustees, when complete, should consist of up to thirteen trustees representing North Wales Police, the voluntary and business sectors, and the High Sheriffs of Clwyd and Gwynedd.

Restrictions on the Trust’s activities
The activities of the Trust are restricted to the objectives as outlined in the Declaration of Trust as approved by the Charity Commission. The area that can benefit from the Trust’s activities is restricted to North Wales.
Financial review
The charity actively continues to pursue a year-on-year increase in its reserves, so as to reduce financial risk within the forthcoming year.
For the year ended 31 March 2025, there was a surplus of £34,908 (2024: deficit of £19,531). The free reserves of the organization at 31 March 2025 were £0 (2024; £0).
Total income for the year ended 31 March 2025 was £305,034 (2024: £140,585).
Total expenditure for the year ended 31 March 2025 was £270,126 (2024: £160,116).
Policy on Reserves
The Trustees are aware of the Charity Commission’s requirement in regard to reserves policy.
The Trustees regularly review the level of reserves held by the Trust and are satisfied that these are kept at an acceptable level to ensure that the Trust continues to operate effectively.
Independent Examination
In accordance with PACT’s original Declaration of Trust the trustees confirm that, as the Trust’s annual turnover is less than £500,000, an independent examination is required. Should the Trust’s turnover exceed this level then a full audit will be required.

In all its activities PACT strives to support the objectives of the Police and Crime Plan, reducing crime and anti-social behaviour and helping to make North Wales the safest place in which to live and work and to visit.
Police Property Act Fund
PACT Trustees continue to manage the Police Property Act Fund on behalf of the Police and Crime Commissioner.
The Police Property Act Fund is made up of monies received by the police from the sale of found property and from property which is confiscated by order of the courts and then sold. The main aim of the fund is to support local projects undertaken by voluntary/charitable organisations that solely benefit the communities of North Wales.
Our Small Grant Fund and Main Grant continue to be mainstays of our funding. Following the pandemic PACT has continued to support an increasing number of projects with our Neighbourhood Policing Teams which you can see listed in the appendix. The Small Grant Fund continues to be extremely popular with our Neighbourhood Policing Teams. The fund, which allows officers to apply for grants of up to £250, is now in its 24[th] year and provides a simple yet effective tool for community engagement.
PACT continues to receive sponsorship from CGI UK Ltd to support our Small Grant Fund, enabling PCSOs to get involved with community projects that help to support the Police and Crime Plan. We are grateful to Phillipa Proctor and her team at CGI for their continued support.

Justice in a Day
Thanks to funding from the UK Shared Prosperity Fund Justice in a Day was delivered to secondary and primary schools across Conwy in October and November 2024, and with secondary schools Wrexham following a successful bid to the Wrexham SPF Key Fund. In total over 800 young people attended workshops across the two counties to give them a taste of how the criminal justice system works and the devastating effect crime can have on families and the community.
Justice in a Day has been running for 15 years and during that time around 10,000 young people have been given a real insight into how the criminal justice system works.
Working with schools, police, courts and magistrates, the day is exceptionally powerful and what we hope it encourages good citizenship at a crucial age in our young people’s development
In this year’s programme a teenager was groomed by a vicious county lines gang to become a drugs supplier and was been sentenced to 18 months in youth custody. Magistrates heard how the 16-year-old called Connor was forced into selling drugs after he started taking drugs himself and fell into debt.
He was caught when he was seen passing drugs to another person at a party and was arrested. Police officers found him to be in possession of Ketamine, a Class B controlled drug. He was charged with possessing drugs with intent to supply.
Having attended the workshops, we received comments from young people who attended:
Hannah McLaughlin, 13, said she had realised that television depicted crime and justice in a different way to real life. “We need to educate young people that drugs do no one any good and that many people will be affected by one person’s action,” she said.
Connor Smith, also 12, said: “I didn’t know the court took into account the offender’s background and that the main purpose is to try and help (the offender). I feel some sympathy towards the offender because with support he could have a good future.”
Eloise Blundell said she had never been in a real courtroom before. “We’ve talked about drugs and their effects in school but today has been different I’ve learned a lot about how the justice system works and the difference between adult and youth courts,” she said.

‘Your Community, Your Choice’
In March 2025, the winners of the Your Community, Your Choice fund, providing £60,000 to support grassroots projects across North Wales, were announced at a presentation event held at Eirias UE)F Park, Colwyn Bay. The initiative, which empowers local communities and is decided through a public vote, is supported by the North Wales Police and eeeee| Crime Commissioner, North Wales Police, and the North Wales Police and Community Trust (PACT).
Over the past twelve years, the Your Community, Your Choice initiative has awarded almost £660,000 to 214 projects working to reduce crime in their neighbourhoods and support the priorities in the Police and Crime Commissioner’s Police and Crime Plan. The funding comes partly from money seized by the courts through the Proceeds of Crime Act, with the remainder provided by the Police and Crime Commissioner.

The High Sheriffs Crimebeat Fund
We were delighted to announce that in March 2025 Youth Shedz Cymru won first place in the High Sheriffs’ Association of England and Wales National Crimebeat awards for their ‘outstanding contribution to helping reduce crime and creating a safer community’. National Crimebeat is the association’s youth crime prevention charity. The award took place at a glittering ceremony in London attended by the Youth Shedz management team, colleagues from the North Wales Police and
Community Trust and young people from the Colwyn Bay, Mochdre and Llandudno Junction Youth Sheds (known as ‘Shedderz’).

Youth Shedz was established by founder Scott Jenkinson in 2018 at its original location in Denbigh and has now grown to 12 sheds and projects in towns across North Wales, such as Llandudno Junction, Denbigh, Rhyl, Kinmel Bay, Blaenau Ffestiniog, Llysfaen, Buckley and Holyhead (along with Betsi, a mobile shed that can visit communities across the region).
A Youth Shed is similar to a community or youth centre and having a shed in a town significantly reduces the amount of anti-social behaviour. This is because it provides somewhere for young people to get together and get involved in positive and worthwhile activities. The philosophy is that no young person is excluded and Youth Shedz aims to reach people who may be less likely to engage with mainstream traditional youth services.
Sarah Foskett – High Sheriff of Gwynedd 2024/25 said “I was so proud of Scott and the Youth Shedz group for winning the National Crimebeat Awards; what an achievement providing support and confidence for all those who use Youth Shedz throughout North Wales. The support Crimebeat have given this project has proved that investing in young people can be successful and improve their futures, preventing crime in our communities.”
Scott Jenkinson, Founder, Youth Shedz said: “We are thrilled to have been recognised by this award and are super proud of all of the young Shedderz that we have the privilege of working with. We give thanks to all of our funders and supporters like the Police and Crime Commissioner, the Police and Community Trust and the High Sheriffs; we really cannot do it without you!”

OP BANG and SUMMER CHALLENGES 2024
With support from North Wales Police and North Wales Fire & Rescue Service we developed and expanded Op BANG to incorporate a Summer Challenge where youth groups were challenged to deliver a Summer and Halloween project that addressed anti-social behaviour during these seasonal periods and encouraged young people to get involved in their communities.
These periods are always a busy time for all emergency services when we often see an increase in participation of potentially risky activities if the correct precautions are not taken.
Youth groups across North Wales were invited to take part in our two Challenges with the chance of winning a cash prize for their youth group. This was a great way for groups, clubs and schools to help out in their own community, raise awareness of local or national issues,

educate others around dangers of particular activities or just really make a difference to the lives of local people.

Statement of Trustees’ Responsibilities
The trustees are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that year.
In preparing these financial statements, the trustees are required to:
-
select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP;
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the trust will continue in operation.
The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

INDEPENDENT EXAMINER'S REPORT
TO THE TRUSTEES OF North Wales Police and Community Trust (PACT)
I report to the trustees on my examination of the financial statements of North Wales Police and Community Trust (the charity) for the year ended 31 March 2025.
Responsibilities and basis of report
As the trustees of the charity, you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act).
I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
Your attention is drawn to the fact that the charity has prepared financial statements in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn.
I understand that this has been done in order for financial statements to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
-
1 accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or
-
the financial statements do not accord with those records; or
-
the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

Notes to the Accounts
1. Accounting Policies
The principal accounting policies are summarised below. The accounting policies have been applied consistently throughout the year and in the preceding year.
a) Basis of Accounting
The accounts are drawn up on an accruals basis and in accordance with Statement of Recommended Practice: Accounting and Reporting by Charities , issued in March 2005.
b) Fund Accounting
-
Unrestricted Funds are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity.
-
Restricted Funds are subject to restrictions on their expenditure imposed by the donor.
c) Incoming resources
All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:
-
Voluntary income is received by way of grants, donations and gifts and is included in full in the Statement of Financial Activities when receivable. Grants, where entitlement is not conditional on the delivery of a specific performance by the charity, are recognised when the charity becomes unconditionally entitled to the grant.
-
Donated services and facilities are included at the value to the charity where this can be quantified.
-
Investment income is included when receivable.
-
Incoming resources from grants, where related to performance and specific deliverables, are accounted for as the charity earns the right to consideration by its performance.
d) Resources expended
Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates:

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.
-
Governance costs include those costs associated with meeting the constitutional and statutory requirements of the charity and include the independent examination fees and costs linked to the strategic management of the charity.

- All costs are allocated between the expenditure categories of the SoFA on a basis designed to reflect the use of the resource. Costs relating to a particular activity are allocated directly, others are apportioned on an appropriate basis e.g. floor area.
2. Employees’ remuneration
No employees were paid by the trust during the period. The services of a Project Manager/Crimebeat Co-ordinator were donated by North Wales Police. This cost is included in the statement of financial activities.
3. Trustees’ remuneration and expenses
None of the Trustees, nor any connected persons, received any remuneration during the period.
No reimbursements of Trustees expenses, or expenses of any other connected persons, were made during the period.
