## **Chairman’s Report** 

As another year comes to a close, I am delighted that PACT has once again been active across all six counties of North Wales and I have been privileged to see first-hand many of the projects that we have been able to support. 

One project in particular that I am very proud to have been involved in was the development of the Sharing Stories programme which we able to launch in April of 2023 to over 200 assembled guests at the Scala Cinema in Prestatyn. 

Sharing Stories was originally developed back in 2019 with young people from the North Wales Sexual Abuse Referral Centre (SARC) to support young people who have been victims of sexual abuse. 

The latest development of this project has seen us support the production of two films with accompanying booklets aimed at supporting parents and fathers of victims. 

During the research for this project it became evident that there is little support facilities out there for parents or fathers and we were keen to help to resolve this. We were delighted to work in partnership with colleagues at the North Wales SARC and Wild Kindness Films CIC to make this project happen.

Sharing Stories is just one of many projects that we have supported this year – you can find more in this annual report. 

Once again I would like to conclude my report by thanking my fellow trustees for all their support throughout the course of this year, to partners, sponsors and supporters, to the Police and Crime Commissioner and to North Wales Police - the Chief Constable and her officers and staff and their continued commitment to our communities.

## **Trustees Annual Report** 

The Trustees have pleasure in presenting their report and the financial statements of the charity for the year ended 31[st] March 2024. 

## **Objectives** 

The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Trust’s aims and objectives and in planning future activities and setting the grant making policy for the year.  In all activities the Trust seeks to raise the profile of community safety and, through the protection of people and property, significantly minimise the fear of crime, thereby enhancing quality of life throughout the region. The activities include: 

- Promoting crime prevention initiatives. 

- Promoting Road Safety as an integral part of life to the people of North Wales through training, education, publicity, and special projects. 

- Educating the people of North Wales in all matters relating to drug, alcohol and other substance abuse, thereby helping to reduce drug-related crime. 

- Developing educational programmes for the benefit of young people and others. 

## **Constitution** 

The North Wales Police and Community Trust was launched on 14[th] October 1998. The trust is a registered charity under the Charities Act 1993. The Charity registration number is 1071628. 

## **Governing Documents** 

The Trust is governed by the Declaration of Trust (Trust Deed), which was formally made on 9[th] September 1998. 

## **Organisation of the Charity** 

The Trust is run by the Board of Trustees. In accordance with the Declaration of Trust, the Board of Trustees, when complete, should consist of up to thirteen trustees representing North Wales Police, North Wales Police Authority, the business sector, and the High Sheriffs of Clwyd and Gwynedd. 

## **Premises** 

Administrative activities of the Trust are undertaken at:

## **Restrictions on the Trust’s activities** 

The activities of the Trust are restricted to the objectives as outlined in the Declaration of Trust as approved by the Charity Commission. The area that can benefit from the Trust’s activities is restricted to North Wales. 

## **Financial review** 

The charity continues to actively pursue a year-on-year increase in its reserves, so as to reduce financial risk within the forthcoming year. 

For the year ended 31 March 2024, there was a deficit/ surplus of   £19,531  (2023: £21,822). The free reserves of the organization at 31 March 2024 were £0 (2023; £0). 

Total income for the year ended 31 March 2024 was £140,585 (2023: £244,162). 

Total expenditure for the year ended 31 March 2023 was £160,116 (2023: £265,984). 

## **Policy on Reserves** 

The Trustees are aware of the Charity Commission’s requirement in regard to reserves policy. 

The Trustees regularly review the level of reserves held by the Trust, and are satisfied that these are kept at an acceptable level to ensure that the Trust continues to operate effectively. 

## **Independent Examination** 

In accordance with PACT’s original Declaration of Trust the trustees confirm that, as the Trust’s annual turnover is less than £500,000, an independent examination is required. Should the Trust’s turnover exceed this level then a full audit will be required.

In all its activities PACT strives to support the objectives of the Police and Crime Plan, reducing crime and anti-social behaviour and helping to make North Wales the safest place in which to live and work and to visit. 

## **Police Property Act Fund** 

PACT Trustees continue to manage the Police Property Act Fund on behalf of the Police and Crime Commissioner. 

The Police Property Act Fund is made up of monies received by the police from the sale of found property and from property which is confiscated by order of the courts and then sold. The main aim of the fund is to support local projects undertaken by voluntary/charitable organisations that solely benefit the communities of North Wales. 

Our Small Grant Fund and Main Grant continues to be a mainstay of our funding. Following the pandemic PACT has continued to support an increasing number of projects with our Neighbourhood Policing Teams  which you can see listed in the appendix. The Small Grant Fund continues to be extremely popular with our Neighbourhood Policing Teams. The fund, which allows officers to apply for grants of up to £250, is now in its 23[rd] year and provides a simple yet effective tool for community engagement. 

PACT continues to receive sponsorship from CGI UK Ltd to support our Small Grant Fund, enabling PCSOs to get involved with community projects that help to support the Police and Crime Plan. We are grateful to Phillipa Proctor and her team at CGI for their continued support.

## **Justice in a Day** 

Justice in a Day was delivered across Gwynedd and Wrexham counties in March 2023 and featured in our 2023 Report. 

During the remainder of 2023 time was spent reviewing funding opportunities to enable us to deliver the programme again in late 2024. 

You will be able to read about our 2024 programme I our next Annual Report.

## **‘Your Community, Your Choice’** 

The winners of a special £50,000 fund to help communities across North Wales were announced at an event in Colwyn Bay on 23 February. The initiative, called Your Community, Your Choice, helps support grass-roots projects in the region and is supported by the North Wales Police and Community Trust (PACT), the North Wales Police and Crime Commissioner, and North Wales Police. 

Over the eleven years since Your Community, Your Choice started, almost £600,000 has been awarded to nearly 200 projects working to reduce crime in their neighbourhoods and also to support the priorities in the Police and Crime Commissioner’s Police and Crime Plan. The funding for Your Community, Your Choice comes partly from money seized by the courts through the 

Proceeds of Crime Act, with the rest coming from the Police and Crime Commissioner.

## **The High Sheriffs Crimebeat Fund** 

Over in Gwynedd, following the popular Nathan Broadhead mural on Sackville Road in Bangor, a new artwork has now been painted in Hirael. The High Sheriff of Gwynedd High Sheriff Janet Phillips took some time to visit the project with incoming High Sheriff sarah Foskett. Children and young people of Bangor created the brilliant mural, with the amazing artist Andy Birch Dime One. Bangor Neighbourhood Policing team have worked closely PACT  and Crimebeat, in collaboration with Gwynedd ly Youth Service, Bangor City Council, and Gwynedd Council, and secured funding to commission the mural. oe . WUEos ‘ ~—o)gs— The building (the rear of Bangor City Bowls Club) had previously been subject of damage and become featureless. Project lead, PCSO Julie Broadhead said “I wish to sincerely thank our partners, and the young people and residents of Hirael for coming out and helping. 

“This is the third project we have completed in the district following from ‘Gareth Bale’ in Caernarfon.  Our intention is to sell our wonderful city through the power of art. “With special thanks to Byw’n Iach and Bangor City Bowls Club for the use of the building.” 

In Clwyd High Sheriff Kate Hill-Trevor held a successful Awards ceremony at the end of her year in office to celebrate the work of community groups across Clwyd together with Crimebeat project of the year – Rhyl Youth Boxing  Club. 

The event, attended by over 90 representatives of community groups across Clwyd also gave the High Sheriff the opportunity to recognise the work of her Volunteer Police Cadets, VPC Steffan Lea and VPC Brooke Blake-Haines. 

The High Sheriff and her Cadets are pictured here when they visited Rhyl Youth Boxing Club earlier in the year.

## **OP BANG (Be A Nice Guy)** 

Together with North Wales Police and the Arson Reduction Team PACT has once again joined forces to ask people to 'Be a Nice Guy' with grants available through Operation BANG to support local initiatives that address deliberate fire-setting and anti-social behaviour over the Halloween and Bonfire period. 

By working with key partners such as the North Wales Fire and Rescue Service, Community Safety Partnerships and local authorities, we are able to promote key messages through the 'Be a Nice Guy' initiative. 

It has been identified that this approach, along with targeted diversionary activities which engage young people in fun and entertaining events, can be very effective in ensuring that everyone can enjoy themselves safely. 

In 2023 we were also able to complement our Halloween and bonfire grants with a youth community competition  held during Summer 2023 which saw three youth groups across North Wales being successful with their projects.

## **Statement of Trustees’ Responsibilities** 

The trustees are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that year. 

In preparing these financial statements, the trustees are required to: 

- select suitable accounting policies and then apply them consistently; 

- observe the methods and principles in the Charities SORP; 

- make judgements and estimates that are reasonable and prudent; 

- state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements; and 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the trust will continue in operation. 

The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## **TO THE TRUSTEES OF North Wales Police and Community Trust (PACT)** 

I report to the trustees on my examination of the financial statements of North Wales Police and Community Trust (the charity) for the year ended 31 March 2024. 

## Responsibilities and basis of report 

As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act). 

I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## Independent examiner's statement 

Your attention is drawn to the fact that the charity has prepared financial statements in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn. 

I understand that this has been done in order for financial statements to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015. 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- 1 accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or 

2. the financial statements do not accord with those records; or 

3. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

## **Notes to the Accounts** 

## **1. Accounting Policies** 

The principal accounting policies are summarised below. The accounting policies have been applied consistently throughout the year and in the preceding year. 

## **a)  Basis of Accounting** 

The accounts are drawn up on an accruals basis and in accordance with _Statement of Recommended Practice: Accounting and Reporting by Charities_ , issued in March 2005. 

## **b) Fund Accounting** 

- Unrestricted Funds are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity. 

- Restricted Funds are subject to restrictions on their expenditure imposed by the donor. 

## **c) Incoming resources** 

All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income: 

- Voluntary income is received by way of grants, donations and gifts and is included in full in the Statement of Financial Activities when receivable. Grants, where entitlement is not conditional on the delivery of a specific performance by the charity, are recognised when the charity becomes unconditionally entitled to the grant. 

- Donated services and facilities are included at the value to the charity where this can be quantified. 

- Investment income is included when receivable. 

- Incoming resources from grants, where related to performance and specific deliverables, are accounted for as the charity earns the right to consideration by its performance. 

## **d) Resources expended** 

Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates: 

- Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them. 

- Governance costs include those costs associated with meeting the constitutional and statutory requirements of the charity and include the independent examination fees and costs linked to the strategic management of the charity.

- All costs are allocated between the expenditure categories of the SoFA on a basis designed to reflect the use of the resource. Costs relating to a particular activity are allocated directly, others are apportioned on an appropriate basis e.g. floor area. 

## **2. Employees’ remuneration** 

No employees were paid by the trust during the period. The services of a Project Manager/Crimebeat Co-ordinator were donated by North Wales Police. This cost is included in the statement of financial activities. 

## **3. Trustees remuneration and expenses** 

None of the Trustees, nor any connected persons, received any remuneration during the period. 

No reimbursements of Trustees expenses, or expenses of any other connected persons, were made during the period.
