THE NEEDS OF ALL INDIVIDUAL RESIDENTS, SOCIAL ORGANISATIONS AND GROUPS WITHIN THE COMMUNITY WILL BE PARAMOUNT WITHOUT DISCRIMINATION OF AGE, RACE, RELIGION OR POLITICAL OR OTHER OPINIONS.
