Another busy and exciting year for Youth in Romsey where we seem to get busier and busier offerin8 SUPPOrt
to the young people of Southern Test Valley and surrounding areas.
We continue to run our Monday and Tuesday evening Youth Support Groups which are attended by young
people who struggle with anxlety and low self-esteem frlends and is made posslble by funding from BBC
Children in Need.
Our Wednesday evenin8 club, Allsorts, 15 for young people with disabilities and is funded by Hampshire
County Council as part of their Short Breaks Scheme and enables children and young people with disabilities
or additional needs to join in with safe and fun activities, 8ivin8 parents or carers an opportunity to have a
short break from caring,
We provide basic sexual health services on a day-to-day basis and Solent NHS Trust visit us once a month to
facilitate a full clinic which is much needed due to the local shortage of sexual health provision.
Our Allotment Group is thrivin& and it provides a weekly place for youn8 people who either struggle to
access mainstream education or for other youn8 people who are currently not in education, employment or
trainin8. It's a greal place to meet, work and chat with our staff, Wendy, Llnda and Poppy as well as having a
breakfast sausa8e or bacon roll cooked by Wendy, our Centre Manager. The allotment also provides a crop of
fruit and vegetables for us all to enjoy during the summer months.
Youth in Romsey continue to offer free, confidential crucial mental health support all over Southern Test
Valley and in the New Forest and Waterside area to young people between the ages of 11 and 18*ears
through counselling sessions in the Centre, This core service 15 invaluable as more young people struggle to
f ind high quality support with their mental health concerns and the problems arising from it, including
affecting school and colle8e work and attendance and impactin8 their overall wellbein8.
As a fundamental part of our service, we appreciate that identifyin8 poor mental health and providin8
appropriate support and treatment Is more important than ever as we understand more about mental health
implications for young people in toda(s society. Offering counsellin8 has been made possible by funding
from the CCG (Clinical Commissionin8 Group) via No Limits in Southampton.
Provlding support to pupils in local Secondary and Primary Schools continue5 and we have bullt strong
connections in these schoo15 because we are all working toward5 the best outcome for youn8 people. We all
reco8nise that access to mental health care is critical for health and well-being during adolescence and that it
can contribute towards a better outcome for young people.
Our play therapy support for youn8 people under the a8e of 11 years 15 now well-established in our Centre
and covers both Southern Test Valley and West Hampshire. This has been made possible by funding from the
CCG (Clinical Commissionin8 Group) via No Limits in Southampton.
We were able to offer a counselling provision to young people aged between 18-25 years until October 2023
due to a generous grant from GarfieldWestonFoundation paid over a two-year period through the UK Youth
Fund. Sadly, this funding has now ended but we continue to search for other fundin8 Streams to be able to
continue to offer thls service.
All the amazing facilities we offer are made more successful by our dedicated and steadfast army of
volunteers who commit to comin8 each week to work across all these groups. They give their valuable time
to provide our young people with the opportunity to work through real challenges and make meaningful
change to their lives, so, the Trustees would like to thank them for everything they help us achieve.

Being able to offer our facilities to other groups is important to U5 and our room bookings provide a venue
for local businesse5 and community groups to provide their services ranging from a sewing club to courses on
providing lifesaving skills.
We rety heavily on donation5 and fundraising to ensure the continuity of our charity and althou8h fundrai5in8
is becoming ever more difficult we have been fortunate to have received donations thoughout the year.
It Is especially wonderful when these donations come to us from our local community as it makes both us and
the services we offer feel really valued. Last year these included grants from our local councillors, N Adams-
King, J Burna8e and M Cooper which enabled us to purchase much needed resources for the centre. We also
had generous donations from Romsey Business Consortium, Mountbatten School, Stroud Scholl, Hayes
Travel. Southampton Quakers, Romsey and Waterside Lions CLub, Romsey Round Table and Romsey Rotary
Test with walk the Test Way where a team from 8roadlands walked for us. Some people choose to remain
anonymous either through our Localgivin8 account or through the Local Charities Trust and Charities Aid
Foundation, We would like to take this opportunity to say how appreciative we are of their kind heartednes5
even if we can't thank them personally.
We are also grateful to our two Local Authorities, Hampshire County Council and Test Valley Borough Counc51
who continue to fund a small amount of our activities.
The trustee5 continue to oversee the efficient runnlng of Youth in Romsey and, as Chair, l am very proud to
be part of this wonderful or8anisation and grateful for the commitment of such a loyal team.
Finally, I would like to thank the wonderful staff who give so much to ensure that Youth in Romsey remalns
the fantastic orgnisation that it 15. Their hard work, dedication, commitment and passion for what they do
every day ensures that our charlty remains an out5tandin8 service that benefits the young people and their
families in our community of Southern Test Valley and beyond.
FINANCIAL REVIEW
Youth in Romsey is committed to creatln8 and preservin8 SUPPOrt for young people in the Southern Test Vallev
area. It is the duty of the trustees and management to ensure the continued financial support to deliver that
service. To acheive this, we aEree a pollcy in respect of cash resen4es.
The purpose of our policy:
To retaln sufficient fund5 in reserve to finance the operation of Youth in Romsey as a servlce for a twelve month
period. To review this flgure annually to assess current and future needs to ensure continuance of the service.
The future of Youth in Romsey is not secure due to local government grant expenditure cuts to youth ser¥ices and
many charitable orgainsations are sufferin8 hardship and therefore we must have a reserve to ensure
continuation of the servlce which is essential to the young people of the area.
The curreni projected requirement for basic provision of services for Youth in Romsey includin8 Staffin8 a5
currently approved and running costs for twelve months is calculated as £85,469.
This figure would ensure the service remainin8 open for twelve months, on current estlmates, should fundin8 no
lon8er be available to this organisation.
This reserve does not include restricted funds for projects currently run by Youth in Romsey.

The Trustees are responsible for keeping proper accounting records that disdose with reasonable accuracy at
any time the financial position of the charity and to enable them to ensure that the financial statements
comply with the Companies Act 2006. The Trustees are also responsible for safeguarding the assets of the
charity and hence taking reasonable steps for the prevention and detection of fraud and other irregularities.
The above report has been prepared in accordance with the provisions applicable to companies subject to the
small companies regime as set out in Part 15 of the Companies Act 2006 and in accordance with the Charitie5
SORP (FRS 102).

Independent Examlner's Report to the trustees of Youth In Romsev
I report to the charity trustees on my examination of the financial statements of Youth In Romsey for the
vear ended 31 March 2024.
Responsibilities and basis of report
As the charity's trustees of the company land also its directors for the purposes of company law) you are
responsible for the preparation of the financial statements in accordance with the requirements of the
Companies Act 2LN)61'the 2006 Act.
Havln8 satisfied myself that the financial statements of the Charity are not required to be audited under Part
16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of
your charity's financial statements as carried out under section 145 of the Charities Act 20111'the 2011 Act'l.
In carrying out my examination I have followed the Dlrections given by the Charity Commission under section
145(51 (b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I can confirm that no material matters have tome to my attention in
connection with the examination 8lvin8 me cause to believe:
accountin8 records were not kept in accordance with section 386 of the 2006 Act, or
the flnancial statements do not accord with those records: or
the financlal statements do not comply with the accountin8 requirements under section 396 of the 2006
Act other than any requirement that the financial statements give a 'true and fair, view which is not a
matter considered as part of an independent examination; or
the financial statements have not been prepared in accordance with the methods and principles of the
Statement of Recommended Practice for accounting and reportin8 by charities applicable to charities
preparlng thelr accounts in accordance with the Financial Reporting Standard applicable in the UK and

l Accounting policies
Basis of preparation
The financial statements have been prepared in accordance with Accounting and Reporting by Charities-
Statement of Recommended Practice applicable to charities preparing their accounts in accordance with
the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 102) (effective I
January 20151 (Charities SORP IFRS 10211, the Financial Reporting Standard applicable in the UK and
Republic of Ireland IFRS 1021 and the Companies Act 2006.
Change in basis of accounting or to previous accounts
There has been no change to the accounting policies (valuation rules and method of accountin8} since
last year and no changes have been made to accounts for previous years.

Expenditure is recognised on an accruals basis. Expenditure includes anyVAT which

Stock is included at the lower of cost or net rea lisable value. Donated items of stock are recognised at fair
value which Is the amount the charity would have been willin8 to pay for the items on the open market.

Trade and other debtors are reco8nised at the settlement amount due after any trade discount offered.
Prepayments are valued at the amount prepaid net of any trade discounts due.
Cash and cash equlvalents
Cash and cash equivalent5 comprise cash at bank and on hand, demand deposlts wlth banks and other
short-term highty liquid investments with original maturities of three month5 or less and bank overdrafts.
In the statement of financial position. bank overdrafts are shown within borrowln85 or current liabilitie5.
In the Statement of Cash Flows, cash and cash equtvalents are shown net of bank overdrafts that are
repayable on demand and form an integral part of the company's cash management.
Trade and other credltor$
Short term creditors are measured at the transaction price, Other creditors and provisions are recognised
where the charity ha5 a present obligation resulting from a past event that will probably result in the
transfer of funds to a third party and the amount due to settle the obligation can be measured or
estlmated reliably. Creditors and provisions are normally recognised at their settlement amount after
allowing for any trade discounts due.

Research and development
Expenditure on research and development is written off in the year in which it 15 incurred.
Foreign currencies
Monetary assets and liabilities denominated in currencies other than the functional currency of the
charity are translated at the rates of exchange p￿vallIng at the end of the reporting period.
Transactions in currencies other than the functional currency of the charity are recorded at the rate of
exchange on the date that the transaction occurred.
All exchange differences are are taken into account in arrivlng at net incomelexpenditure.
Leased assets
Where the charity enters into a lease which entails taking substantially all the risk5 and rewards of
ownership of an asset, the lease is treated as a finance lease.
Leases which do not transfer substantlally all the risks and rewards of ownershlp to charlty are classified
as operatin8 leases.
Asset5 held under finance lea5e5 are initially reco8nised as assets of the charity at thelr fair value at the
inception of the lease or, if lower. at the present value of the minimum lease payments. The
corresponding liability to the lessor is included in the balance sheet date as a finance lease obligatlon.
Lease payments are apportioned between finance expenses and reduction of the lease obligation so as to
achieve a constant rate of interest on the remaining balance of the liability. Finance expenses are
recognised immediately, u nless they are directly attrlbutable to qualifying assets, in which case they are
capitalised in accordance with the charity's policy on borrowin8 Costs.
Assets held under finance leases are depreciated in the same way as owned assets.
Operatln8 lease payments are recognised as an expense on a straight-line basls over the lease term.
In the event that lease Incentive5 are recelved to enter into operating leases, such incentlves are
recoEnised as a Ilabllity, The a88regate benefit of incentives Is recognlsed as a reduction of rental
expense on a straight-line basis.
Penslon costs
The charity operates a defined contribution plan for its employees, A defined contribution plan Is
pension plan under which the company pays fixed contributions into a separate entity. Once the
contributions have been paid the company has no further payments obligations. The contributions are
reco8nised as expenses when they fall due. Amounts not paid are shown in accruals In the balance sheet.
The assets of the plan are held separately from the company in independentty administered funds.
Receipt of donated good5, facilities and services
All donated goods, facilities and service5 received are recogni5ed within incoming resources and
expenditure at an estimate of the value to the charity.
