I report in respect of my examination of the Trust's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under seckn'on 145{5)(b) of the Act. IER Oct 2018 Page 2 Birmingham Airport Binningham Airport Community Trust Fund Trustees Report for the Financial Year 202312024 Summary The Birmingham Airport Community Trust Fund was established in 1998 to provide a means whereby Birmingham Airport Ltd invests in a range of local projects which benefit the local community and environment. The Trust is adMiniste￿d by a secretary appointed by Birmingham Airport Ltd and operated by nine Trustees who decide on how funds will be allocated. The Community Trust Fund supports projects which meet one or more of four criteria: Heritage ConseNation. Environment improvement, improving awareness of environmental issues, environmental education and training, encouraging and protecting wildlife. Bringing the Community closer together through facilities for sport, recreation and other leisure time activities. Improving health and wellbeing through the promotion of healthy lifestyles and employment opportunities. The Trust's Area of Benefit covers those areas most affected by the Airport's operations and is defined as lying within the boundaries of a published list of post codes. Under the tenns of its Section 106 Planning Agreement with Solihull Metropolitan Borough Council in 2009, the Airport Company agreed to pay £75,000 each year into the Trust, this sum being Index-Linked to inflation. The Fund is also lopped up, by those fines imposed on airlines that exceed the Airport's noise violation levels. In 2023124, the Airport Company paid the surn of £106,031 into the Fund, based on an inflationary uplift of 11 Oh. A further £3,250 was received in fines. The Trustees made awards totalling £113,098 and two prior awards lapsed (£1,894) leaving a balance of £67,233 carried forward on 31 St March 2024 (See Appendix B for full accounts) The Trustees report no material changes to the operation or organisation of the Fund during the year. Trustees The Board of Trustees is made up of two nominees from Solihull Metropolitan Borough Council, two from Birmingham City Council, three from the Airport Consultative Committee and two from the Airport Company. As is normal, local authorities review their nominations to outside bodies at theirAnnual General Meeting and as a result this year there was one change to the make-up of the Board, with Solihull MBC Councillor Robert Grinsell being replaced by Councillor David Cole. As reported in last year's Trustees report, Cllr Grinsell had taken on the role of Chairman of the Twstees at the October 2022 grant-making meeting. His departure Page 3 therefore left the Chairman's position vacant. Subsequently SMBC Councillor Martin Mccarthy agreed to take on the role and was formally elected at the Trustees meeting in October. Additionally, Trustee Mo Ball, representing the Bimiingham Airport Consultative Committee (ACC) resigned from her role and at its meeting in De￿Mber, the ACC appointed Richard Habgood as its new representative. At the end of the year therefore, the Board was comprised of the following nominees.. Cllrs Marje Bridle and Colin F Green Cllrs David Cole & Martin Mccarthy Dave Cuthbert, Maggie Kennett & Richard Habgood Cllr Bob Sleigh Andy Holding (Secretary) Birmingham City Council Solihull MBC Airport Consultative Committee Birmingham Airport Ltd Trustees Comments The Trustees report that for both rounds of grants made this year, as in the previous year, there were fewer applications to the Fund than was typically the norm. Likewise, they note that both grant-making meetings Saw funds carried over, which was undesirable given that the Fund's purpose is to disburse monies donated by the Airport Company. The Trust expect measures taken during the year, including a greater emphasis on promoting the Fund and the raising of the maximum grant available to £5,000, are expected to address both issues during 2024125. Grants Awarded At their grant-making meetings, the Trustees considered a total of 41 applications for funding. Trustees may award applicants either the full amount requested, or a partial grant. They may also make awards where they attach conditions, meaning the amount granted will not be paid until one or more conditions are met. The Trustees may also decline to make any award at all or invite applicants to re-apply. Accounts At the October 2022 meeting, one project re￿iVed an award of £3,000, but subsequently faced a number of unforeseen technical issues which prevented the grant from being spent. At their October 2023 meeting, the Trustees agreed to make an additional payment of £1,428 to address these issues and enable the original grant to be utilised, this is shown in the third table in Appendix A. For clarity, this additional award is included in the £113,098 total.
