The Trustees present their Report and Accounts for the year ended 5 April 2021. The Accounts comply with statutory requirements and the requirements of the charity’s governing document.
## **STATUS AND ADMINISTRATION**
High Sheriff of Somerset Charitable Trust is the new name of the Somerset Crimebeat Trust which was constituted by Trust Deed in July 1998. It is a registered charity number 1071107.
## **OBJECTIVES**
- To promote for the public benefit and, in particular, for the young and for the elderly, a safer and increased quality of life through the prevention of crime and the protection of people of all ages and property from criminal acts;
- To secure the advancement of education, particularly amongst those aged between five and twenty-five years of age, but also for the public benefit generally in all matters relating to crime and to alcohol, drug and other solvent abuse at large.
## **ORGANISATIONAL STRUCTURE**
The Charity is administered by the Trustees.
The body of Trustees shall consist of not more than 12 persons being:
- ex-officio Trustees; and
- co-opted Trustees.
The ex-officio Trustees shall be the incumbent High Sheriff, the immediate past High Sheriff (who acts as Chair), the previous two High Sheriffs before that and the two future High Sherriffs of Somerset. Each appointment shall be made for a term of four years.
Co-opted Trustees shall be persons who through residence, occupation, employment or otherwise have special knowledge of the area of benefit or who are otherwise able by virtue of their personal or professional qualifications to make a contribution to the pursuit of the objects or the management of the Charity. They shall be appointed for a term of five years by a resolution of the Trustees passed at a special meeting.

## **CHAIRMAN’S STATEMENT and Review of Activities for year ending 5 April 2021**
The Trustees meet quarterly to consider grant applications for projects within the Trust’s objectives. In addition, the Trustees review and report back on progress of previously approved projects, liaise with youth workers, and consider fund raising activities.
Coronavirus disrupted much of our general grant making this year. However, the Trustees continued to support and expand a significant project aimed at helping young people in areas of multiple deprivation to gain a more detailed insight into apprenticeships as a possible career path known as Unlocking Potential Somerset.
New funds were raised to enable the UP Somerset programme to expand to Taunton and Wellington schools as well as existing schools in Bridgwater and Weston-Super-Mare. The three-year programme now works closely with a total of nine secondary schools and is reaching over 180 disadvantaged pupils per annum. The delivery partner for this work is the charity South Bristol Youth. The Further Education Colleges in each area are supporting the Trustees by helping to ensure appropriate oversight of the work undertaken within the project.
We have had another successful year, with a total of £65,000 raised by fundraising activities for Unlocking Potential Somerset and a further £48,000 committed to the UP Somerset programme subject to satisfactory performance and another £36,000 already committed for 2022. I was delighted with the most generous response to the appeal for Somerset Crimebeat Trust now known as the High Sheriff of Somerset Charitable Trust.
Although much of 2020/21 was affected by Covid which meant meetings via Zoom, we wish to record our ongoing thanks to the Bath & West Showground management for hosting our quarterly meetings.

## **HIGH SHERIFF OF SOMERSET CHARITABLE TRUST**
I report on the accounts of the Trust for the year ended 5 April 2021.
## **RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER**
The charity’s trustees are responsible for the preparation of the accounts and consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed.
It is my responsibility to examine the accounts under section 145 of the Charities Act, to follow the procedures laid down in the general Directions given by the Charity Commission under Section 145(5)(b) of the Charities Act, and to state whether particular matters have come to my attention.
## **BASIS OF INDEPENDENT EXAMINER’S REPORT**
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as the whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
## **INDEPENDENT EXAMINER’S STATEMENT**
In connection with my examination no matter has come to my attention:-
1. which gives me reasonable cause to believe that in any material respect the requirements
- to keep accounting records in accordance with section 130 of the Charities Act
- to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act have not been met; or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES**
## **Basis of Preparation**
These accounts have been prepared on the receipts and payments basis.
## **Receipts**
Receipts for the general purposes of the Charity are credited to unrestricted funds. Receipts subject to specific wishes of the donors are carried to relevant restricted funds.
## **Restricted Funds**
The restricted PCSO Fund is predominantly for PCSO’s initiatives, however, local grassroots activities, of a low-cost nature, by the police would be included, especially those designed to include PCSO’s and Constables.
The restricted Unlocking Potential Fund is designed to help 13 to 15-year olds who may struggle to focus on and see the relevance of their upcoming GCSE Exams. We do this by providing insights to apprenticeships to help create the additional motivation for them to achieve success. Initially the Unlocking Potential Somerset initiative concentrated on an Insights to Apprenticeship programme amongst four Bridgwater and two Weston Secondary schools during 2019/20 academic year and has now been extended to Taunton Deane schools during 2021.
## **2. TRUSTEES’ REMUNERATION**
No Trustee received any remuneration or expenses (2019/20: £Nil).
## **3. FUND RAISING**
High Sheriff’s 2020 Appeal
£77,462 donations of which £65,270 was restricted income for the Unlocking Potential Fund (2019/20: £85,730 Included in these donations were £60,512 restricted income for The Unlocking Potential Fund and £10,000 restricted income for the PCSO Fund.)
Instead of a High Sherriff’s concert, a very well attended multi-faith evensong service was held in Wells Cathedral on 9[th] February 2020 to recognise the many volunteers across Somerset. Monies raised for UP Somerset are included in these accounts as part of the High Sheriff’s Appeal. (2019/20: Costs of £10,066 were incurred which related to the concert held in 2019.)
