STRUCTURE, GOVERNANCE AND MANAGEMENT
SHOC is a charitable company limited by guaranlee. It is governed by a Memorandum and Articles of Assoclation.
SHOC has up to eight direciors who meet five times a year with the Chief Executive Officer {CEO) and the Executive
Team. The project manager runs the Day Centre and refers policy matters to the CEO for decision.
APPOINTMENT OF DIRECTORS
The recruitment process is run by the Chair of Trustees and overseen by the CEO. The Board identifies the skills which
it needs within it. and then actlvely seeks people with these skills to apply and become a Director or Trustee of the
charity. Candidates are required to complete an application form setting out details about themselves and their suitability
for directorship and trusteeship. These applications are treated on a confidential basis, reviewed by the Chair of Trustees
and the CEO and matched against the skills criteria established by the Board. Prospective directors or Irustees are
invlted to attend a number of Board meetings as an observer. The directors or trustees are elected by those attending
the Trustee Meeting.
DIRECTORS, TRAINING
Because poor governance costs more than learning to govern well, the Board invests in its governance capacty.
Training and retraining are used to orient new members as well as increase exlstlng members, ski118 and underslanding.
Both Chair and Vice Chair receive specific training as necessary regardlng chairing meetings and the Board attend an
annual day away. Outside monitoring assistance is also arranged so that the Board can exercise confident control over
organisational performance. Mechanisms are used to ensure the Board's ability to listen to the beneficlaries. viewpoints
and values. Governan￿ costs are prudent though not at the expense of endangering the development and maintenance
of superior capability of the Board.

OBJECTIVES AND ACTIVITIES
PRINCIPAL ACTIVITY
SHOC creates public benefit by providing, wrthin a safe friendly environment, a comprehensive package of services to
tackle homelessness, social exclusion, and hea￿h issues and to help people maintain their a¢¢ommodalion. The long-
term aim is to enable people to be reintegrated into mainstream society.
PUBLIC BENEFIT
In accordance with the above objectives for this year. and with due regard to the published Charity Commission guidance
on the operation of the Public Benefit requirement of the Charities Act 2011. the Directors have undertaken appropriate
activlties in furtherance of those aims for the public benefit. This yearfs activities, achievements and future plans are
summarised below.
VOLUNTEERS
During the financial year SHOC hosted a Big Sleep Out fundraising event and there were 30 volunteers. There were
also 12 regular volunteers who support the operations of the service to include personal care, hairdressing, preparing
and serving of two meals during operational hours six days a week and on Christmas Day. Total volunteer hours were
5.705 and only £36 was reimbursed in expenses.
ACHIEVEMENTS AND PERFORMANCE
The Statement of Financial Activities is set out on page 8.
Growing Hope In Slough
This year has tested every part of our service. Rough sleeping in Slough remains at record highs, and the pressure on
our team has been relentless - with an average of 53 people coming through our doors every day seeking help. safety,
and hope. And yet, even under this weight. our team has risen. We adapted, collaborated, and fought to create space
for the most vulnerable...and it's working.
Turning Pressure into Progress
Through close collaboration with the Rough Sleeper Team and Housing Needs Team and Trinty, more people
are being housed than ever.
We have reviewed our practices, refocusing on people who are street homeless and Signposting those in
temporary accommodation to the most appropriate services
protecting staff capacity while improving
outcomes.
Despite the daily challenges, we have become part of the new local delivery partnership group led by Slough
Borough Council {SBC) and Homeless Link, ensuring our voice is central in reshaping the homelessness
pathway.
These first green shoots are small, but they are real - and growing.
Buildlng the Future
We are negotiating a new central site to replace the Quaker Meeting Hall, which we wlll leave in June. This
short-term base will buy us time as we continue searching for a permanent home.

We have submitted a proposal for a second supported neighbourhood housing 30 people and will be opening
four new houses this summer.
Step by step, we are creating a new pathway and places of safety for the most vulnerable people in Slough.
RoaGhing Further, Caring Deaper
We are ci>designing a women's project with Turning Point. ensuring women can shape their own support.
We are supporting refugees referred by the Home Office. helping them navigate complex syslems and take
their first steps toward stability.
We continue to support the local Polish community. even arranging for a dentist to provide on-site check-ups.
The Big Sleep Out raised £21 k, delivering £16k net profit and rallying our whole community around our mission.
We were named as the Mayorfs Charity of the Year.
The community is standing with us
and that strength is prlceless.
Holding the Llne
Despite cash pressures, income recelved by March 2025 was £252k, thanks in part to 8 £125.5k strategic
donation from THP,
Our unrestricted reserves were 19 % above the minimum, and cash stood at £261 k, givlng us breathing space
to continue our vital work while planning the future.
We are rebulldlng stability
while still delivering.
RESERVE POLICY
As SHOC is almost entirely funded from short-term grants which may not be renewed the policy is to retain in excess of
3 months. operating costs in cash within our unrestricted reserves which at current levels of expenditure require a figure
in excess of £66.156 (2024: £5g,482). On 31 st March 2025, unrestricted general reserves were above the level required
lo meet the Board's policy and the trustees felt they were adequate but not excessive given the current economic
environment.
FINANCIAL REVIEW
The financial stslements showed a deficit of £12.8k at 31 MaTch 2025. A restricted grant of £4k received towards specrfic
projecls was defe￿ed to the 202&26 financial year. Total restricted reserves at 31 March 2025 was £6k.
GOING CONCERN
The Trustees have a reasonable exp8Ctation that the charty has adequate resources to continue in operational
existence for the foreseeable future. For this reason, they conlinue to adopt the golng concern basis in preparing the
financial statements. Further details regarding the adoption of the going concern basis can be found in the accounting
policies.

Even while under immense pressure, the team has never stopped showing up. They are the community of change in
Slough - proving every day that compassion can be stronger than crisis.
We are preparing to launch our new 'Connection Days. programme to bring local businesses into our mission and
planning our next Big Sleepout on World Homeless Day (10 Oclober 2025).
Beyond every number, every statistic, are the lives that matter most - people who are moving from the streels into
homes, from Grisis into stsbility, from isolation into communty. Together. we are not just responding to homelessness.
we are building a future without it.
RESPONSIBILITIES OF THE TRUSTEES
The trustees are responslble for preparing the Trustees, Annual Report and the report and financial statements in
accordance with applicable law and regulations.
Company law requires the trustees to prepare a report and financial ststements for each financial year. Under that law
the trustees have elected to prepare the report and financial statements in accordance with United Kingdom Generally
Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). The report and financial
statements are required by law to give a true and fair view of the state of affairs of the charity and of the surplu5 or deficit
of the charity for that period.
In preparing these reports and financial statements. the trustees are required to: select suitable accounting policies and
then apply them consistently: make judgemenls and estimales that are reasonable and prudent.. prepare the report and
financial statements on the going concem basis unless it is inappropriate to presume that the charty will continue in
operation.
Trustees are responsible for keeplng proper accounting records which disdose with reasonable accuracy at any time
Ihe financial position of the charity and which enable them to ensure that the report and financial statements comply
with the Companies Act 2006.
Trustees are also responsible for safeguarding the assets of the charty and hence for taking reasonable steps for the
prevention and detection of fraud and other irregularities.

I report to the Trustees on my examlnation of the accounts of SHOC, Slough Homeless Our Concem for the year
ended 31 Marth 2025 which are set out on pages 7 to 14

The trustees (who are also the directors of the company for the purposes of company law) are responsible for the
preparation of the accounts in accordance with the requirements of the Companles Act 2006 {"the 2006 Act.). The
trustees are satisfied that an audlt is not required for this year under sectlon 144(2) of the Charities Act 2011 (the
2011 Act) and have chosen instead to have an Independent examination.
Having satisfied myself that the accounts of the charitsble company are not required to be audlted under Part 16
of the 2006 Act and are ellglble for Indepe.ndent examination. I report in respect of my examination of the
charitable companls accounts as carried out under section 145 of the 2011 Act. In carrying oul my examination
I have folk)wed the requirements of the applicable D1￿ctIonS given by the Charity Commission under section
145(5Xb) of the 2011 Act.

Slough Homeless Our Concem is a charitable company limited by guarantee incorpordted in England and Wales. The
address of the registered office is given on the legal and administrativ8 information page. The nature of the charity's
operalions and principal activities are day care seNi¢es including practical support to end homelessness in Slough.
q.1 Accounting convention
The ffinancial ststernents have been prepared in accordance with the charitsble company's gov8mlng documenL th8 Companies
Act 2006 and 'A¢counting and Reporting by Charities: Statement of Recommended Practice applicable to Charities pr8parlng
their accounts in a¢¢ordance wlth the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). {as
amended for accounting periods commencing from 1 January 2019). The charitable company is a Public Benefit Entity as defined
by FRS 102.
The financial statements are prepared in sterling, which is the functional currency of the charitable company. Monetary
amounts in these financial statements are rounded lo the nearest pound (£).
The financial stst8m8nts have been prepared under the historical cost convention. modified to include the ￿valUation
of freehold properties and to include investment properties and ¢ertaln financlal instruments at fair value. The principal
accounting policies adopted are set out below.
1.2 Golng concern
The Trustees Confirm that there ar8 no fundamental uncertainties al￿lrt the charlty's abilty to pay debts as they fall due for at
least a year from when the accounts are signed and therefore the accounts have been prepa￿d on a going cOn￿M basls.
1.3 Charitable funds
Unrestricted general funds- these are funds which can be used in accordance viith the charitable objects at the discretion
of the directors.
Restricted funds -these are funds for the p8rfomance of specffic projects and activities and they will be deployed on
completion of th8 sp8cific projects and activities.
1.4 Income
Income is reLognised when the Charity is legally entiued lo it after any perfomiance conditions have been met. the amounts
can be measured reliably, and it is more Ilkely than not that income will be recelved.
Cash donations a￿ ￿cOgnISed on r8C8iPt. Other donations are ffjcogntsed oncethe Charity has been notffied of the donation
unless perfO￿nanCe conditions require deferral of the amounL Income tax recoverable in ￿latiOn to donations received

known, and receipt is expected. If the amount is not known. the legacy is treated as a contingent asset.

2.0 Liabllltles and provisions
Liabilities are recognised when there is an obligation at the balance sheel date of a past event. It is probable that a transfer
of economic benefit will be required in setuement, and the amount of the settlement can be estimated reliably. Liabilities are
recognised at the amount the Charity anticipates it will pay to settle the debt or the amount it has received as advanced
paymerrts for the goods or seNices it must provide.
Provisions are measured at the best estimate of the amounts required to settle the obligation.
Holiday pay accruals
The holidays period for all staff is from 1st January to 3181 December and the company's policy is to U￿lise holiday
entitlement wthin the period. A provision is made in the financial statements for unused holidays at the end of the financial
year.

Estimates and judgements are continually evaluatad and are based on historical exp8rtence and other factors Ihat are
