FULMER CHARITABLE TRUST THE REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31ST DECEMBER 2023 The trustees present their report and financial statements of the charity for the year ended 31st December 2023. The financial statemenls have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the Charity's Trust Deed, the Charities Act 2011 and "Accounling and Reporting by Charities: Statement of Recommended Praclice applicable to charities preparing their accounts in accordance with Ihe Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" Objectives and Activities The Trustees meet to consider applications for assistance and decide which Gauses to support, utilising the income of the Trust for such purposes. The Trustees confirn thal they referred to the Charity Commission's general guidance on public benefit when reviewing aims. objectives and grant making policy. The Settlor expressed his wish that available income should be distributed under the follov4ing "Heads of Charity" and broadly in the proportions indicated. Relief of suffering and hardship- 70° Advancement of education- 10°/0 Advancement of religion- 100 Other charilable purposes for Ihe benefil of the community- 10°/0 Achievements and Perforniance Grants are being given regularly under Ihe objeds of the Charity using income generated by the investments held. During the year the Trustees have made substantial charitable donations to a wide variety of causes in accordance with the wishes of the Settlor. A detailed list of donations made is set out at note 2 to the accounts. Financial Review Reference to "PY" as the previous accounting period means the 12 months ended 31st December 2022. During the year under review, the total donations received (inclusive of associated gift aid) were £87.500 {PY - £25.000). Investment income of £399.673 (PY - £366,158) was receive(J. The Trustees have made charitable donations tota11ing £403,900 (PY - £385.900) during the year. Administration and governance costs were 6 % of income. Reserves are maintained at a level to rneet imrnediate charitable requirements and the ongoing administration of the Trust. The Trustees are satisfied that the balance of £12,572,648 is sufficient to meet these requirements.

FULMER CHARITABLE TRUST THE REPORT OF THE TRUSTEES (CONTINUED) FOR THE YEAR ENDED 31ST DECEMBER 2023 The Trustees have assessed the major risks to which the Fulmer Charitable Trust is exposed. and are salisfied that systems are in place to mitigate exposure to Ihe major risks. The principal risks and uncertainties relate to the financial performance of the companies and funds in which the charily invests. The Trustees give grants only from monies as and when they are received so there is no risk of over commitment, and with minimal overheads the inherent simplicity of Ihe financial arrangements would always hold true. Reserves Policy The charity retains reserves at a level sufficient to cover one year of normal operating costs. As of 31 December 2023 these costs were covered many times over. structure. Governance and Management Fulmer Charitable Trust is registered with and regulated by the Charity Commission under Charity No. 1070428 and is governed by ils Trust Deed. The Charitable Trust was established by deed in 1997 and subsequently received from JS Reis a substantial gift of Henry Boot and Sons plc Ordinary Shares. The Settlor appointed Trustees and during his lrfetime has the power of appointing new Trustees. There shall be at least two Trustees. The Truslees meet regularly but are obliged to meet al least twice each year. There are no volunteers apart from the Trustees. Subjected to this, Irustees can be appointed by a general resolution within a meeting of the Trustees. The maximum number of truslees which can be appointed at any one time is five. Currently the numbers of Trustees resides at fwe. All Trustees undergo an induction and training on appointment.

Report and the accounts in accordance with applicable law and United Kingdom Accounting Standards (Uniled Kingdom Generally Accepted Accounting Practice). The Trustees are required to prepare accounts for each financial period which give a true and fair view of the state of affairs of the Trust and of the incoming resources and application of resources. including the income and expenditure. of Ihe Trust for that period. In preparing these accounts the Truslees are required to: select suitable accounting policies and apply them consistently: observe the methods and principles in the Charities SORP- make judgements and estimates that are reasonable and pnjdent; prepare the accounts on the going concern basis unless it is inappropriate to presume that the Trust will continue in operation. The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the Trust. They are also responsible for safeguarding the assets of the Trust and taking reasonable steps for the prevention and detection of fraud and other irregularities. Disclosure of information to auditor Each of the Trustees has confirmed that there is no information of which they are aware which is relevant to the audit, but of which the auditor is unaware. They have further confirmed that they have taken appropriate steps to identify such relevant information and to establish that the auditor is aware of such infomiation. Auditor David Owen & Co were re-appointed as the charity's auditors during the year and have expressed their willingness to continue in that capacily. Conclusions relatlng to going concern In auditing the financial statements. we have concluded that the Trustees, use of the going concern basis of accounting in the preparation of the financial statements is appropriate. Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that. individually or collectively, may cast significant doubts on the charitys ability to continue as a going concem for a period of at least Iwelve months from when the financial ststements are authorised for issue. FULMER CHARITABLE TRUST NOTES TO THE ACCOUNTS FOR THE YEAR ENDED 31ST DECEMBER 2023 1 ACCOUNTING POLICIES Charity infomiation Fulmer Charitable Trust is a public benefit entity registered with and regulated by the Charity Commission under Charity No. 1070428 and is govemed by its Trust Deed. Basis of preparation The accounts have been prepared in accordance with FRS 102 Yhe Financial Reporting Standard applicable in the UK and Republic of Ireland", the Statement of Recommended Practice"Accounling and Reporting by Charities" for charities applying FRS 102. and the Charities Act 2011. The accounts (financial siatements) have been prepared to give a 'true and fair, view and have departed from the Charities {Ac¢ounts and Reports) Regulations 2008 only to the exlent required to provide a 'true and fair view.. This departure has involved following the relevant version of the Sklement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) rather than the Accounting and Reporting by Charities: Statement of Recomrnended Practice effective from 1 April 2005 which has since been wilhdrawn. 1.2 Going concern At the time of approving the accounls, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concem basis of accounting in preparing the accounts. 1.3 Charitable funds Unrestricted funds are available for use at the discretion of the Trustees in furtherance of their charitable objectives. Restricted funds are subjecl to specific conditions by donors as to how they may be used. At 31 Decemeber 2022 and 31 December 2023 there were no restricted funds. 1.4 Income Income is recognised when Fulmer Charitable Tnjst is legally entitled lo it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that the income will be received. Cash donations are recognised on receipl. Other donations are recognised once Fulmer Charitable Trust has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid is recognised at the time of the donation. Bank interest and investment income is included in the Statement of Financial Activities on receipt. 1.5 Expenditure Liabilities are recognised as Èxpenditure as soon as there is a legal or construclive obligation committing the charity to that expenditure, it is probable that settlement will be required and the amount of the obligation Can be measured ieliably. All expenditure is accounted for on an accruals basis. All expenses including support costs and governance costs are allocated or apportioned to the applicablè expenditure headings.

As at 31 December 2023 and 31 December 2022 only one fund is in operation and this is unrestricted. 1.7 Tangible Fixed assets Tangible fixed assets costing more than £5,000 are capitalised and included at Cost. Depreciation is provided on all fixed assets at rates calculated to write off the cost on a 5traighl- line basis over the expeded useful economic life as follows- Freehold land.- Nil Freehold Buildings.. Over 50 years 1.8 Fixed assets investments Fixed asset investments are initially measured at transaction price excluding transaction costs, and are subsequenily measured at fair value at èach reporting dale based on the qLJOted market price in an active market. Changes in fair value are recognised in net incomel(expenditurel for the period. Transaction costs are expensed as incurred. 1.9 Financial instruments Fulmer Charitable Trust has elected to apply the provisions of Section 11 "Basic Financial Instruments" and Section 12 "Other Financial Instruments issues" of FRS 102 to all of its financial instruments. Financial instruments are recognised in Fulmer Charitable Trust's balance sheet when the Trust becomes party to the contractual provisions of the instrument. Financial assets and liabilitie5 are offset. with the net amounts presented in the financial statements. only when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a nel basis or to realise the asset and settle the liability simultaneously. Fixed asset investments are slated at fair value with any gains or losses arising on remeasurement recognised in profit or loss. Basic financial assets. which include debtors and cash and bank balances, are initially measured at Iransaclion price including transactions costs and are subsequently carried al amortised cost using the effective interest method unless the arrangement constitutes a financing Iransaction. where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are nol amortised.

Financial liabilities classified as payable within one year are not amortised. Debt instruments are subsequendy carried at amortised c05t using the effective interest rate method. Trade creditors are obligations to pay for goods or seD/ices that have been acquired in the ordinary course of operations from suppliers. Amounts payable are classified as current liabilities if payment is du8 Wlthin one year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially at transaction price and subsequently measured at amortised cost using ihe Derecognbtion of financial liabllfties Financial liabilities are derecognised when Fulmer Charitable Trust's contractual obligations expire or are discharged or cancelled. 1.10 Taxation The Fulmer Charitable Trust . as a registered charlty, obtains exemption from taxation under part 10, ITA 2007 and s.256 TCGA 1992.

The Trust gave £1,200 (2022: £1,200) to Ihe Dragonfly Schools Foundation of which C Myium is the Chair of Trustees. The donation is in line with other grants awarded. 8 Non - adjusting event after the end of the reporting period Total Chari Investments On Ihe 30th June 2024. the value of the Charity's financial investments has reduced by 1.40/0 when compared to the value of the investments at the balance sheet date. The trustees take a long term view and are able to tolerate volatility of investments. as long as the Trust is able to meet its short term grant making commitments. The trustees have reviewed these commitments and are confident the Trust has sufficient liquidity within the portfolio to meet its liabilities.
