The trustees, some of whom are also Directors for the purposes of the Companies ACL have pleasure
in presenting their report and the unaudited financial statements of the charity for the year ended 31
March 2025.
Aims and Objectives
The charity's primary aims are to provide jobs and training for deprived communities throu￿1 the
provision of services meeting community. needs and its objectives for the public benefit during the
reporting period were for the provision of childcare through our Treasures NeighbouThood Nursery.
Coupled with this service we also offered jobs and training to local people wishing to pursue a career
in childcare. These align with the long-tern] vision of the Charity which is to support families in
need and facilitate exemplary childcare to support parents return to work.
Annual objectives for th¢ year have been set to contribute directly toward these longer-terni goals.
Strategies for Achieving Aims
To achieve th¢s¢ aims, the charity adopt¢d the following key strat¢gies=
The charity operates a children" s day nursery in Staveley, Nr Chesterfield. Derbyshire.
Children s ages range from birth io age 5 years.
To provide community supwrt in Slaveley
These strategies are reviewed annually to ensure they remain appropriate and effective.

expanding the activities and range of services provided. Objectives set for this reporting period

Financial Review
Reserves Policy
The trustees regularly revieiv the reserves policy io ensure financial stability.
i) Level of Reserves and Rationale
As at year-end, the charity held £438,618 in reserves. These reserves are consideTed necessary to:
Meet future operational commitments.
Mitigate financial risks.
Ensure continuity of services in the event of income fluctuations.
ii) Total Funds Held
Total funds at year-end amounted to £438.618.
iii) Restricted Funds
As the year end the charity had no restricled funds.
iv) Funds Tied Up in Tangible FiIed Assets
An amount of £271,421 is represented b). tangible fjxed assets which cannot be realised without
impacting operational capacity.
v) Free Reserves
After making the necessary allowance for restricted, designated, and non-liquid funds, free reserves
totaled £167,197.
vi) Comparison With Reserves Policy
The free reserves of £167,197 are above the level identified in the reserves policy.
The trustees plan to maintain a minimum reserve of £50.000.
3. Structure, Governance and Management
The Trustees of the Charity are also Directors for company law purposes and met on a regular
basis throughout the financial year.

Governing Document
Touchstone Community Development is based 23 High StreeL Staveley, Chesterfield, Derbyshire,
S43 3UX which is the company's registered office and the principal address of the charity.
Touchstone Community Development is a company limited by guarantee and not having a share
capital {company registration No. 2971101) and Registered Charity (No. 1069864). The date of
incorporation was 26 September 1994.
Trustee Recruitment and Appointment
We are currently looking for an increase in the number of trustees to strengthen the trust board. An
assessment has been made to discover thos¢ additional skills required.
New trustees will be recruited using advertising, nomination and skills audit and are appointed in
accordance with the constitutional provisions.
Organisational Structure and Decision-making
The day-to-day operations are delegated io the senior management team, while strategic decisions
remain the responsibility of the board of trustees. Key decisions are made through board meetings.
Trustee Induction and Training
All new tru5tee5 receive an induction programme covering:
The charity's governance framework.
Their roles and legal responsibililies.
Key policies and procedures.
Ongoing training is provided as required.
Setting Pay and Remuneration
The remuneration of key management personnel is deterniined by the trustees with reference to:

Related Parties and Partnerships
The charity collaborates with the Margaret Mason Children I, Trust and Oakco Limited who
support the activities of the charity and maintains transparent relationships with related parties. All
transactions with related parties are disclosed in accordance with the SORP.

Risk Management Statement
The trustees recogmise their duty under the Charities Act 201 l and the Charities SORP (FRS 102)
to ensure that the charity has effective risk management s}'stems in place. The board maintains an
active and robust approach to identifying, assessing. and tnanaging the major risks to which the
charity is e.xposed.

During the year, the trustees conducted a comprehensive revieiv of the principal strategic,
operational, financial, compliance, and repulational risks facing the organisation. This process

Trustees, responsibilitie5 Statement
The trustees (who are also directors of Touchstone Community Development for the purposes of
company law) are responsible for preparing the Trustees, Annual Report and the financial statements in
accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally
Accepted Accounting Practice).
Company law requires the trustees to prepare financial statements for each financial year. Under
company law the trustees must not approve the financial statements unless they are satisfied that they
give a true and fair viem, of the state of affairs of the charitable company and of the incoming resources
and application of resources, including the income and expenditure, of the charitable company for that
period. In preparing these financial statements, the trustees are required to-
select suitable accounting policies and ihen apply them consistently;
observe the meihods and principles in the Charities SORP 2019 (FRS 102).

Independenl Examiner's Report to the Trustees of Touchstone Community Development
I report on the accounts of the company for ihe year ended J l March 2025 which are set out on
pages I to21.
Responsibilities and basis of report
As the charity trustees of the company (and also its directors for the purposes of company law) you are
responsible for the preparation of the accounts in accordance with the requirements of the Companies
Act 2006 {'the 2006 Act,).
Having satisfied myself that the accounts of the company are not requir¢d to be audited under Part 16
of the 2006 Act and are eligible for independent examination, I report in respect of mv examination of
your company's accounts as carried out under seclion 145 of the Charities Acl 2011 ('the 201 l Act.).
In carying oul my examination I have followed the D1￿ctionS given bv the Charity Commission under
section 145(5)(b) of the 2011 Act.

Accounting policies
The principal accounting policies adopted, judgements and key sources of estimation
uncertainty in the preparation of the financial statements are as folloi¥s=
Company information
Touchstone Community. Development is a company limited by guarantee not having a share
capital. The company's registered office is. 23 High Street. Staveley, Chesterfield, Derbyshire,
S45 3UX. the Memorandum and Articles of Association, had undertaken to contribute the sum
not exceeding £ l in the event of a winding up of ihe company.
1.1 Accounting convention
These accounts have been prepared in accordance with FRS 102, "The Financial Reporting
Standard applicable in the UK and Republic of Ireland" ("FRS 10?"). "Accounting and
Reporting by Charities" the Statement of Recommended Practice for charities applying FRS
102, the Companies Act 2006 and UK Generallv Accepted Accounting Practice as it apples
from l January 2015. The charity is a Public Benefit Entity as defined by FRS 102.
The accounts are prepared in Sterling which is the functional currency of the company
Monetary amounts in these financial statemenls to the nearesl £.
The accounts have been prepared on historical cost convention apart from freehold property
that is carried at mark¢t valu¢. The principal accounting policies adopted are set out below.
These are accounts for the y¢ar ended 31 March 2025 prepared in accordance with FRS 102,
The Financial Reporting Standard applicable in the UK and Republic of Ireland.
1.2 Going concern
At the time of approving the accounts, the Direclors have a reasonable expectation that the
charity has adequate resources to continue in operational exislence for the foreseeable future.
Thus the Trustees continue to adopt the going concem basis of accounting in preparing the
accounts.
1.3 Charitable Funds
Unrestricted funds are available for use at the discretion of the Trustees in furtherance of the
general objectives of the charity.
Designated funds are unrestricted funds earniarked bj the T￿￿teeS for particular purposes.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or
throu￿ the tems of an appeal.

1.4 Incoming resources
All incoming resources are included in the SOFA when the charity is legally entitled to the
income and the amount can be quantified ivith reasonable accuracy. Gifts in kind have been
included at market value of gifts received and in assets acquired. No amounts are included in
the financial statements lor services donated b). volunteers.
1.5 Resources expended
All expenditure is accounted for on an accruals basis and has been classified under headings
that aggregate all costs relating to the categot)-. Where costs cannot be directly attributed to
particular headings they have been allocated to activities on a basis consistent with use of the
resources. Fund-raising costs are those incurred in seeking voluntary contribulions and do not
include the costs of disseminating inforn]ation in the support of the charithble activities.
1.6 Debtors
Trade and other debtors are recognised at the settlement amount due after any trade discounts
offered. Prepayments are valued at the amount prepaid net of any trade discounts due.
1.7 Cash and cash equivalents
Cash and cash equivalents include cash in hand. deFK)sits held at call with banks, other short-
term liquid investments with original maturities of three months or less, and bank overdrafts.
Bank overdrafts are shown within borrom'ings in current liabilities.
1.8 Creditors and provisions
Creditors and provisions are r¢cognis¢d M,here the charity has a present obligation resulting
from a past event that will probably result in the transfer of funds to a third party and the amount
due to sellle the obligation can be measured or estimated reliably. Creditors and provisions are
norn]ally recognised at their settlement amount after allowing for any trade discounts due.
1.9 Financial instruments
The charity has financial assets and financial liabilities of a kind that qualif). as basic
financial instruments. Basic financial instruments are initially recognised at transaction value
and subsequently measured at their settlement value.
Derecognilion offinanciol liabililies
Financial liabilities are derecognised when the company's contractual obligations expire or are
discharged or cancelled.
1.10 Employee benefits
The cost of any unused holida)- entitlement Is recognised in the period in which the
employee's services are received.
Tennination knefits are recognised immediately as an expense when the company is
demonstrably commilled to terminate the employment of an emplo!e¢ or to provide tennination
benefits.
1.11 Taiation
The charity is exempt from tax on income and gains falling with section 505 of the Taxes Act
1988 or section 252 of the Taxation of Chargeable Gains Act 1992 to the extent that these are
applied to its charitable objects.

companv where Margaret Mason (Trustee) is a director. The charity also received a donation of
£175,000 from Breedon House Nurseries Limited. a company where Margaret Mason was a
director during the year.
