This report is provided for Chanty Commission purposes. The Corporate Trustee presents the Charity's annual report together with the Independently examined financial statements for the year ended 31 st March 2023. The Charity's annual report and accounts for the year ended 31 st March 2023 have been prepared in accordan￿ wilh part 8 of the Charities Act 2011, the Charities (Accounts & Reports) Regulations 2008 and the Charities Statement of Recommended Practice (SORP) 2019. Summa of Aims & Ob'ective Birmingham Community Healthcare NHS Foundalion Trust General Charity is registered to raise funds and receive donations to benefit the patients. their carers and the staff who treat them at Birmingham Community Healthcare NHS Foundation Trust. The Charity exists lo make a difference by providing "extras" not funded as part of core NHS services. These are the things that can bring a smile to patients, enhance their experience, and improve their care with us. The Charity's income derives from fundraising. donations, charitable grants. legacies. and sponsorship. All money raised goes directly to the Charity and is spent according to donors, wishes. The Corporale Trustee oversees charitable expenditu￿ ensuring we fulfil our aim to make a real differen￿ for our staff and our patients and improve their experience whilst working within or accessing our services. Trustee The Charity has corporate trustee status: "Binmingham Community Healthcare NHS Foundation Trust. is the corporate trustee with the members of the Trust Board who served during the financial year acting as a collective Trustee. As Executiv& and Non-Executive Board members change, the Corporate Trustee changes to reflect the current Board of the trust. The Trustee have had regard to Charity Commission guidance on public benefft in section 4 of the Charities Act 2006. The Corporate Trustee is responsible for ensuring that proper accounting records are maintained along with the preparation of financial statements that give a true and fair view. The Corporate Trustee is also responsible for the policies and procedures adopted and for complying with the guidan￿ laid down by the Charity Commission on the role of a Trustee. Bimiingham Community Healthcare NHS Foundation TTUSt has an established Charitable Funds Committee to manage the charitable funds, and this meets on a bi-monihly basis and reporls to the Corporate Trustee. The purpose of the Committee and delegated authority is determined by the Tenns of Reference, the most recently revised version was approved by the Trust Board on the 4th of May 2022. In Awil 2021, as part of the Board Development Programme. the directors of the trust received a dedicated training session on their duties and responsibilities when in their rote as Corporate Truslee", including where enhanced duties for specific Board members apply. Another training session is scheduled to take place 9th November 2023. Dele ation of Authori Expenditure is COTnmitted by the Charity in line with the following scheme of delegation: Charity Manager: up to £5,000 Chair of the Charitable Funds Committee: up to £25.000 Charitable Funds Committee: up to £50,000 Corporate Trustee: above £50,000. Public Benefit Statement Our Public Benefrt Statement was approved by the Charitable Funds Committee on the 5th of December 2018. When making decAsions. exercising any powers or duties due regard is made to the approved public benefit statement. Grants are made in accordance with charity law, our constitution and the wishes and directions of donors. In making grants, we endeavour to refled Ihe wishes of patients and staff by directing funds towards Pagè 3

areas they tell us are most in need. When considering where to focus our attention our Corporate Trustee Board and. particularly. the members of the Charitable Funds Committee, have regard to the Charity Commission's guidance on public benefit and what this means for the Charity. Risk Mana ement As part of the management of the Charity, the Trustee considers the major risks to which the Charity is exposed. The risks are reviewed regularly by the Charrtable Funds Committee and the Corporate Trustee, abng with the systems and procedures put in place to mitigate and manage risk. The followng risks were identified, and actions taken to mitigate or manage the risks. Risk: Financlal rlsk For this financial year the Charity has delivered a financial loss of £77,473 after accounting for a Gift in Kind of £156.153 from the Birmingham Community Healthcare NHS Foundation Trust. The Charity continued to submit successful grant applications and were awarded bids from NHS Charities Togelher in 2021-22 but these are expected to be of a non-recurring nature and will eventually be phased out leaving the Charity to manage the normal underlying position where the full costs of the Charity may oulweigh the income received from donations and fundraising. This underlying posilion may place longer term cash pressures on the Charity and as such the risk is actively managed. Actlons: The financial situats'on is being actively managed as part of the Charity strategy arKI revised forecasts have been presented to the Charitable Funds Committee and the Corporate Trustee which demonstrate that the Charity has a robust financial position through to 2025126 and that this position will be reviewed and reported on a regular basis. Rlsk.. Governance rlsk The Charity has recognised a risk regarding its govemance arrangements and the role and responsibilities of the corporate Trustee. which may resull in the Charity failing to meet legal and regulatory requirements. Actions: The Trust created a meeting of the Corporate Truslee in November 2019 to act as a single corporate trustee. and it reports to the Trust Board and holds Ihe Charitable Funds Committee to account. The Corporate Trustee comprises all Trusl Execulive and Non-Executive directors and it sits twice each year after a full Trust Board meeting. The Corporate Trustee holds the Charitable Funds Committee to account on matters of finance, investments, and the overall Charitable funds strategy. The Charitable Funds Committee oversees all matters ￿lating to the operation of the Trust's Charity and sits on a bi-monthly basis. Achievements and Performan Several significant charitable activilies have been undertaken during 2022123. Page 4

Toys for the Cobden Hotel loy library for families in temporary accommodation, and therapeutic toys for the Soho Paediatric Occupational Therapy serrfice Items and resources to support Ihe delivery of our ongoing Arts in Health Project, such as arts & crafts supplies. as well as freelance musicians, entertainers. and instructors Bags and contents for the District Nurses winter support bag scheme, including flasks. blankets. themial socks. soups. hot chocolate sachets. and hot water bottles to support those struggling due to the current cost of livin9 crisis Items and resources to support the delivery of 2 Healthy Communities Family Fun Day events at the Midlands Arts Centre reaching over 800 individuals Christmas gifts. Advent calendars. activities. and craft kits for both inpatient and community services (such as Children in Care, WMRC Paeds etc.) to enhance the festive period for those who are unable to be visited by families or carers, or who are from underprivileged backgrounds Items and resources to support the delivery of the liolunteering Futures project Enhancement items for indoor and outdoor areas as part of our Safe Spaces scheme, including a complete re-do of the staffr￿M at LanSd0￿e Health Centre including a mural, new dining seating, new sofas, and a television Page 5

Our Plans The current charity strategy sels out the strategic objeclives for the remaining year. Our goals focus on what we want to achieve for our patients and what we will need to do as a charity to further help enhance patient care. We will continue to invesl to grow the Charity, building general. grant and corporate fundraising. We will also be developing a series of specific priorities for targeted fundraising, as well as increasing our staff and public engagement. The Charity has a clear focus for 23124 which includes the development of the next 5 year strategy which will then provide the KPIS and associated implementstion plan that can be reviewed and reported on quarterfy for assurance. In total the Charity as of March 2023 comprises 3 full time staff. a Charity Manager, a Campaign Manager and a Chanty Communication and Engagement Lead. Project funding has also enabled the recfuitment of a fixed tenn Charity Assistant. fixed tenn Project Support Manager to support the Arts in Health project and part time fixed term Volunteer C(>ordinator (the latter posts currently funded until March 2024). The Charity Team will maximise opportunities to work collaboratively with other NHS Charities as well as increasing opportunities to work in partnership with other not for profit organisations. Financial Review Fund balances stood at £841.203 as of the 31 st of March 2023, a decrease of 8°A on the previous year. This decrease is made up of several factors but largely related to an increase in charitable activities as well as a decrease in the value of investments during the year as the portfolio struggled with the economic crisis. Charitable activities costs include staffing costs and patient expenditure. Costs in 2022123 have remained at an increased level. this higher level of expenditure is recognised as a strategic objective to enhance patient benefit. There has been a modest increase in cash balances during the year largely related to continuation of the grants awarded by NHS Charities Together to support recovery projects including earty intervents'on initialives. Creditors represent Charity expenditure charges to the Bimingham Community Healthcare NHS FT revenue accounts towards the end of the financial year and these will be discharged in 2023-24. Reserves Polic The Trustee believes thal all income donations should be spenl in line with donors, wishes and within reasonable timescales. In order to ascertain the level of reserves to be held, the Trustee will continue to review the level of funds held and the reliabilrty of each source of income on a regular basis. Expenditure plans are prepared when appropriate to ensu￿ that reserves are held to meet the needs of the Charity now and for the forthcoming years. The Charity Manager regularly meets with the Fund Advisors across the clinical divisions to identify areas in which funds can be spent to make a difference for patients and carers. The Trustee has agreed a maximum cash reserve of £100.000 whid) aims to achieve a forward looking approach whereby reserves are held based on a year's future spend. Page 7

It is proposed that the reserves will comprTse cash In the Charity's current account and business Gall accc>unts and a 5Vo instant access cash resources within the investments. The Charity also held unrestricted fund balances of £72.655 at the end of the financial year and has no further a>mmitments that are not provided as a liability within the accounts. Investments The Charity has a fomial Investmenl Policy which is reviewed on an annual basis. The investment objectives are to yield a reasonable amount of income through ethical investments in accordance with Charity Cornmis5ion guidance. The Charity has noted the guidance from the Charity Commission and has stipulaled that investing in companies manufacturing and distributing armaments. alcoholic and tobacco products and any others which may bring criticism to the Charity or ts Trustee in rts education and health roles will not be permitted. The Charity engages Brewin Dolphin as investment managers. The Charitable Funds Committee annually reviews the performance of the external Investment managers and ensures that the investment of funds is in line with its policy. Goin Concern In preparing these accounts the Corporate Trustee have considered the future activities of the Charity and consider it to be a going concem. The Trustee have considered the impact of COVID-19 on the Charity and are reassured that this will not have a negative impact on the Charity being able to discharge its duties in fLrture years. The Charity holds unrestricted funds of £78,236 and Ihis provides some coverage for the committed expenditure related to staffing costs, fundraising costs, and other overheads of the Charity. The Chaiity also holds a significant cash balance at the end of the year which is well in excess of the outstanding creditors. Therefore. the Charitable Funds Committee considers it appropriate to prepare the Charity's financial statements on a going concem basis. They are also responsible for safeguarding the assets of the Charity and hence for tsking reasonable steps for the prevenlion and detection of fraud and other irregularities.
