Our grant-making in 2020121 was dominated by our response to Covid-19 pandemic and huge need to support
community and voluntary organisation5 delNering on the front line. In awardirKJ grant5 from 45 different fijnds and
foundatioris during the year we distnbuted over £5.4 nwll*)n. This includ•d 1,167 grants to community groups and
individuals acros5 Lancashire an4J Merseyswje: a5 well as 16 wants to groups outside of our reg'ons. Our pint
endowment fund Stoc￿ at £18.8 Milli￿ by March 2021. havirty begun endowment buihjing In 2007 wittt around
£130,000.

¢over the cost of business development for six months of the pandemic1£40kl which ensured no member of
the team was furtoughed at a time when the community needed our resources more than ever.

CFLM collaborated with BBC Radio Lanca5hire and BBC Radk) Merseyside to be a part of their 'Make a
Drfference. in,tialive. This featured airtime with our CEO. Rae Brooke. our Devebpment Director. Karen Morris
and cwr Business Devek)pment Manager, I￿n Philffips and a number of groups 5UPPOrted by CFLM during
the pandemic. This raFsed the profile of the role we pky. groups w& support and key issues faced by those in
need of support.

We also secured addrtional funding prograrnmes from Barcla￿, Police and Crime Commissiongr, Liverpool
City Council as well as a Irusl transfer completion from HUnt￿Y Palmer and 3 further significant donath)n into
the Blue Sky Foundation in¢luding an addit￿nal aM￿Jnt into endowment.

Our Partnarships as a Catalyst for Change
We administered 45 funds and foun¢Jalion5 in 2020121, working in collaboratw philanthropists, families.
trusts and ￿mFanieS who are committed to improviThJ kxal lives. This work included administering 10 funds in
Lancashire. 32 fund5 in MerseyEide, 2 that covere(I both Lancashire and M8rseysidè and 1 in the rest Of the
UK.

W8 continue to work wilh many business leaders with connections in the North Wesl, facililating their local
giving for comrnunilies. including Sir Mthael Bibby and Sir Terry Leahy. We also work dosely wth a number of
families such as the McQueen family for The Mark m￿ueen Foundation. Ihe Bamett family for the Olivia Rae
Foundation, and the Lancaster famity for the Lancaster Foundation.

CFLM conts'nued their annual work North & Weslem Lancashire Chamber of Comwnerce on the Be
Inspired Businèss Awards Foundation, linked to the Be Inspired Business Awards to recL¥Jnise gocrfj corporate
citizenship in Ihe wunty and support Wl communitywork and enterprise.
We thank all the companies that choose to work in collaboration us to support the communitl8s in which

Unlocking Donnant and Inactive Trusts
Our work in this area continues wth thè backing of the Charity Commission as a pre-approved administration
option for trusts and foundations that are inacthve, ineffective LY dLYmant.
Working with New Donors and Fund Holders
The Charity Commissi¢)n's ertdorsemenl of communty foundatM)ns as an allemative to registering a charity
prDvides a welcomed endorsement of our woth locally and as a UK neI*￿rk of 46 community foundalions.

CFLM operated for the ninth year wth majority private funds. compared to majorty public funds in 2011112.
The surplus for the year endeij 31 March 2021 ensured we exceeded our three year target of br8ak•v8n
results at least every Ihree years_ From wr current £18.8 millbon endowment funds hew, our ambition is to
reach £20 million by 2022 and £37 mill￿n by 2030 for full suslainability- Our endowment funds have recOVe￿d
well during this year despite the ongoing impacts of the Cowd-19 pandemic being felt.. the markets, and our
endowment fund value has continued to make fvrther recovery since April 2021. We plan for the excess
r8sèrvès lo be invested primatily in our gro￿ and for Ofganisation81 improvements as finances allow.
During 2020121 investment perfomiance outstripped the ￿SE ALL Share against which we berKhmark
performance.

CFLM operates in an ever changing econom￿ and rrt*Irt￿l 18ndxape. Due to this we vrtit1( proactively lo be fil
for purpose and relovanl lo our communth8s in Lancashire and Merseyside. CFLM has made the successful
transiknon from majority publi¢ fundir¥J lo majority privatè funding to operate in a new environment and enhance
our work.

We have audited the financial statements of Community Foundations for Lancashire and Merseyside “the parent charitable company” and its subsidiaries (“the group”) for the year ended 31 March 2021 which comprise the consolidated and parent charitable company Statement of Financial Activities (incorporating an Income and Expenditure Account), the consolidated and parent charitable company Balance Sheet, the consolidated Statement of Cash Flows and the notes to the financial statements. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including FRS 102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (United Kingdom Generally Accepted Accounting Practice). 

In our opinion, the financial statements: 

- give a true and fair view of the state of the group’s and of the parent charitable company’s affairs as at 31 March 2021 and of the group’s net income and net movement in funds for the year then ended; 

- have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice; and

We conducted our audit in accordance with International Standards on auditing (UK) (ISAs (UK)) and applicable law. We identified areas of laws and regulations that could reasonably be expected to have a material effect on the financial statements based on our understanding of the Company and through discussion with the Directors and other management (as required by auditing standards). 

We also had regard to laws and regulations in areas that directly affect the financial statements including financial reporting (including related company legislation) and taxation legislation. We considered the extent of compliance with those laws and regulations as part of our procedures on the related financial statements. We evaluated management's incentives and opportunities for fraudulent manipulation of the financial statements. 

We communicated identified laws and regulations throughout our team and remained alert to any indications of non-compliance throughout the audit. Audit procedures performed included: 

- Discussions with management, enquiring over non-compliance with laws, regulations and   fraud; 

- • Reviewing minutes of all Board meetings during year; and 

- Review of transactions (including journals) using data analytic software. 

Our approach to identifying and assessing the risks of material misstatement in respect of irregularities, including fraud and non-compliance with laws and regulations, was as follows: 

- the engagement partner ensured that the engagement team collectively had the appropriate competence, capabilities and skills to identify or recognise non-compliance with applicable laws and regulations. 

- we identified the laws and regulations applicable to the group and charitable company through discussions with directors and other management, and from our commercial knowledge and experience of the computer component manufacturing and supply sector. 

- we focused on specific laws and regulations which we considered may have a direct material effect on the financial statements or the operations of the group and charitable company, including the Charities Act 2011. 

- we assessed the extent of compliance with the laws and regulations identified above through making enquiries of management and inspecting legal correspondence.

We assessed the susceptibility of the company’s financial statements to material misstatement, including obtaining an understanding of how fraud might occur, by: 

- making enquiries of management as to where they considered there was susceptibility to fraud, their knowledge of actual, suspected and alleged fraud. 

- considering the internal controls in place to mitigate risks of fraud and non-compliance with laws and regulations. 

To address the risk of fraud through management bias and override of controls, we: 

- performed analytical procedures on income, expenditure, debtors and creditors to identify any unusual or unexpected relationships. 

- tested journal entries to identify unusual transactions. 

- assessed whether judgements and assumptions made in determining the accounting estimates were indicative of potential bias. 

- investigated the rationale behind significant or unusual transactions. 

There are inherent limitations in the audit procedures described above. We did not identify any such irregularities however as with any audit, there remained a higher risk of non-detection of irregularities due to fraud, as these may involve deliberate concealment, collusion, forgery, intentional omissions, misrepresentations, or the override of internal controls.
