The charity is acharttable ¢ompany limited by guarantee and was incorporated on 91h July 1997. It is governed by a Mernorandum
and Articles of A55ociation which were last amended in February 2005.
115 objects are to ¢arry out activities to improve the lives of people with a learning disability, their families and carers in the
London Borough of Enfield and adjacent boroughs and counties.
Boai'd of Trustees
The charity is governed by a Board of Trustees elected from the membership. The Board has the power to co-opt non-executive
tnembcrs during the year whose appointment is then subject to the approval of the membership at the next annual general
meeting.
In recruiting new trustees and members of the Board, existing tNstees and management consider appropriate skillsets needed to
enhancc the effective governance and operation of Enfield Mencap. Triistees are provided with an induction following their
appointment.
The Board of Trustees employs a Chief Executive Officer lo manage the org2nisation on a day io day basis. The Chief Executive
Officer reports dii'ectly to Ihe Board of Trustees which meets every siy to eight weeks. An Operations Manager supei'vise5 front
line operation5 l'epoi'ting to the Chief Executive Offtcer. Individual prograinmes and projects have an appointed lead with non-
executive authority.
Affiliations
The charity is affiliated to the Royal Mcncap Society.
RISK ASSESSMENT
The ti'ustees have reviewed the cliarity's exposure to risk and in tl)c view of its aims and mode of operation consider I'isks to be
minirnal and that no a¢tion needs to be taken al present. The exposure is reviewed periodically.
OBJECTIVES AND ACTIVITIES

The i'elief of people with 8 learning disability in particular by the provision of help and support for them and their
families, dependLnls and ¢arers and to prevent learning disabilities for th¢ public benefit;
To provide or assiyt in the provision of facilities for the recreation or other leisure time occupation for people who hAve
need tFLereof by reason of learning disability with the object of improving their conditions of life.
The charity seeks to irnprove the IIVBS of people with a learning disability. their parents and carers in whatever way it can. To
this end, it provide5 a range of day opportunities for young people and adults witb a learning disability. These activities are
described in more detail later in this report
The ti'ustees continue to cai'ry out tl)e aims of ￿)field Mencap for the public benefit witliin the definition of the cliarity's

results are starting to show.

FINANCIAL REVIEW
The Incoming Resources for the year of £725,445 w&8 higher than that of the previous year which was £696,226. The
conti'ibulory factor was the increase in income from the Day & Evening Services. This in¢rease in the fees fi'om the Day &
Evening Services is attributable to the change to the pre pandemic operation levels. The Resources Expended for the year was
£693,224 and thai for the previous year was £676.292. The increase in Ihe level of expenditure reflects the level of activity
carried out in the year under Irview.
The net effect of this is an excess of income over expenditure for the year of £32,221. The previous year's i'esults was a
sui'plus of £19,934, The results for Ilie year indicates Ilie organisalion's deienni118tion to deliver its services iii the given
¢ii'¢umstances and within the resource5 available. The organisation Continues in its effort in monitorin¥ its operational costs,
operating within ils resources and at the same lime reviewing its incorne streams. This to ensure thal the organisation meets its
objectives in delivering its services.
Our reserves al the year end stands at £718,435 which is approximately over a year's worth of the organisation's opei'ational
costs.
Enfield Mencap looks forward to the challenges ahead with the strong n)anagemeiit team in place and the plans to fuither
manage the efficienGy of its rasources and in¢rease its income.
RESERVES POLICY
Reslricted fiEnds aTe maintained specifically for the maintenance of the provision of the service identified in the relevant fuiiding
or gervicc level agreement. ￿]Y surplus funds will be carried fon￿rd for the continualion of that service only.
Taking into account all of the challenge5 that can impact the charities sector, the Iruslees remain committed to the provision of
adequate designated and unrestricted funds to ensure the continuation of provision of services
Levels of unrestrictsd and designated f(mds are regularly monitored in tenns of the Continuation of services and the funding
received.
The trustees will take swift action to redrcss the sltuation should such need arise.

STATELIIKNT OF TRUSTEES, RESPONSIBILITIES
The Iruslees (who are also the directors for the purpose of Company law) are responsible for preparing the Annual Report and
the fjnancial stat¢m¢nts in accordance wilh applicable law and regulations.
Company law i'equires the trustees to prepare financial slatem¢nts for each financial year. Under ihat law the trustees Inust
prepare the financial statements in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom
Aceounting Standards and V4pplicable law). Under company law the Irusiees Inust not approve Ihe financial statements unless
they are sutisfied thal they give a true and fair view ofthe slate of affairs of the charitable company and of the incoming resources
and application of resources. including the income and expenditur¢. of the charitable company for that period.
In preparing thes¢ financial statements, the trustees are required lo:

Basis of preparation
The financial slaternenls have been prepared under the historical cost convention. The financial statements have been
prepared in accordance with Accounting and Reporting by Charities- Statement of Re¢ommended Practice appli¢able
to charities preparing their a¢¢ounts in accordance with the Fillanci&l Reporttng Standard applicable in the UK and
Republic of li'eland (FRS102) (effective l January 2019)-((Charities SORP (FRS102)), Ihe Financial Reporting
Staiidard applicable to the UK and Republic of Ireland (FRS102) and Coinpanies Act 2006.
The Charity meets thc definition of a public benefit entity under FRS102. Assets attd liabilities are initially recognised
at historical cost or transition value unless otherwise stated in the relevant accounling policy note (s).
In preparing the financial statements the trustees have considered whether in applying the accounting policies requir¢d
by FRS102 and the Charities SORP FRS102. the restatement of comparative items was required, After due
¢onsideralion, it was concludLd thai no restal¢ment of the comparatives was requii'ed.
The finan¢ial statements have been prepared on a going concern basis. In arriving al this conclusion, the trust¢¢s have
takei) into ac¢oiint any Inatei'ial uncertainties that may affect the eharity's ability to coi)tinue &$ a going concern. Tile
period Covered by this assessment is at a minimum level of12 months from the date of ihe approval of th¢ accounts.
