## A message from the Chair... 

It’s a huge privilege, once again, to present Mantell Gwynedd’s Annual Report for 2022-23. 

It’s been another busy and successful year and a time when we gradually saw things coming back to normal after Covid-19. 

During Mantell Gwynedd’s AGM in November 2022 we celebrated 25 years of existence and it gave us an opportunity to reflect on a quarter of a century of community action in Gwynedd. So much has been achieved since then and the world has changed a great deal during that time. 

As you see from this year’s Annual Report, Mantell Gwynedd continues to provide important core services for Gwynedd communities. The Gwynedd Volunteer Centre continues its key role of recruiting, supporting and celebrating volunteering. It is good to see that dissemination of grant funding to third sector organisations has continued to support community activities and as this Annual Report goes to press it is wonderful news that Mantell Gwynedd has secured £1.5m to set up a Voluntary Sector Grant Fund as part of the Shared Prosperity Fund. You will also see that our Social Prescription project which was established in 2016 has continued to provide support to individuals in Gwynedd and that Compassionate Cymru Garedig project has now completed its Directory of Services and work is commencing to “fill in” gaps in services. 

Social Value Cymru’s work and the principle of measuring social value is continuing to expand and grow in importance and much of the work is being incorporated into the Social Partnership and Public Procurement (Wales) Act. The aim of the legislation is to work together to improve delivery of public services and well-being in Wales. Measuring social value is key to this and 

I am proud that Mantell Gwynedd have been leading on the work of measuring social value within the third sector in Wales since 2016. 

Without doubt, we are facing challenging times as a sector. As this Annual Report is being prepared there is talk of serious public spending challenges. Cuts to Local Authorities and Health Boards will likely have a significant impact on third sector funding. Let’s hope that those responsible for the purse strings understand the value of third sector services since, without doubt, investing in third sector services will bring about significant savings in service demands, as the work of Social Value Cymru has shown. 

I extend my thanks to all of Mantell Gwynedd’s staff and also to my co Board members for their continued support. As I say every year, Mantell is a very small but a very committed and busy team which brings about significant change through its work. Thanks to all of them and also to every volunteer and third sector worker who fulfils splendid work and makes a real difference to our communities in Gwynedd and beyond.

## Activities 

## **What does Mantell Gwynedd do?** 

The aim of Mantell Gwynedd is to support voluntary and community groups, to encourage individuals to volunteer and to be a strong voice for the third sector in Gwynedd. 

Mantell Gwynedd is a registered charitable company with local membership and it is also part of the Third Sector Support Wales network – a Wales wide network of County Voluntary Councils together with the Wales Council for Voluntary Action (WCVA). The organisation also takes on numerous other projects all with the same objective – to support and promote volunteering and the third sector in Gwynedd. 

## **Mantell Gwynedd activities include the following:** 

- Promote and support volunteering opportunities 

- Represent the third sector and work collaboratively with strategic partnerships 

- Support individuals and organisations to engage more effectively with public bodies 

- Provide governance support to organisations e.g constitutional and financial matters 

- Support organisations to better measure their value, especially social value 

- Operate as a link between individuals and third sector organisations e.g Social Prescription 

- Provide support to run projects and to pilot projects on behalf of the third sector as and when needed 

- Support partners by employing staff 

- Administer grant funding and provide advice on sources of funding 

- Promote the development of social enterprises and the sustainability of organisations 

- Promote and co-ordinate third sector consortia arrangements 



- Sharing information with the third sector via the monthly Bulletin, information sheets, the website, social media and any other appropriate medium 

We received over **4,500** enquiries during the year 

- Offer a programme of training to support organisations and volunteers in their work 

- Offer practical services such as the loan of equipment including the mobile unit, photocopying service, meeting rooms and office space 

- Offer payroll services 

- Promote collaboration across sectors 

Membership 

Membership is open to all voluntary groups working in Gwynedd and the membership fee is **£10 per year** .

## Gwynedd Volunteer Centre 

## **Cost of Living Crisis Workshops** 

The main function of the Gwynedd Volunteer Centre is to promote and celebrate volunteering, recruit and support volunteers and advise and develop good practice in Volunteering 

One of the main themes at the end of the year was the cost of living. There were huge pressures on many people’s lives through the autumn and into Winter, and once again the voluntary sector played a key role in supporting people with advice and help. The Gwynedd Volunteer Centre arranged six workshops to upskill community volunteers with the latest information and help available with a view to reach out and support others within our communities. 

## **Volunteers’ Week 2022** 

Every year, the Volunteer Centre organises a range of activities during 'Volunteer Week' which is a national week to celebrate volunteering. 


The highlight of the Week this year was our 'Celebration and Thank You Event' which was held in person for the first time since 2019. There were around 100 individuals in attendance at Y Galeri in Caernarfon to celebrate the successes of volunteers in Gwynedd. The emphasis this year was on celebrating and thanking all those who worked hard in supporting our communities during the pandemic. 

## **Voluntary Support Ukraine** 

Many families and individuals were relocated to Gwynedd as a result of the war and the Homes for Ukraine scheme by the Welsh Government. Mantell Gwynedd established a Network for local voluntary groups who supported the efforts and to enable individuals to step forward to support the refugees. The role of the voluntary sector became crucial in providing practical support, and a number of groups and communities across Gwynedd stepped up to organise events and recruiting volunteers.

## **CASE STUDY Volunteering experience – Dylan Evans** 

Dylan lives in Waunfawr and received support from the Volunteer Centre. He was referred by Gwynedd Council who were already supporting him to find work. During the initial interview with Dylan and Glyn, an officer from the local authority, we discussed his background, his interests and why he would like to volunteer. 

Among Dylan's interests were sports and trains and we started the process of referring him to join a team of volunteers with the Ffestiniog and Eryri Railway. 

_“I am unemployed and have been looking for jobs for some time. It is difficult to look for jobs but I get a lot of support from Glyn. When I went to see Carwyn at the Volunteer Centre, he talked about a number of different options including volunteering with the trains at Dinas station. I filled in a form and in a few days, I went with Glyn to meet the team in Dinas to see what they are doing there"._

_"Carwyn mentioned that volunteering can improve my CV and give me structure and that many employers are looking for voluntary experiences from people."_ 

_"I started volunteering in the steam sheds in Dinas within a few days. There are about 6 of us working there and the main tasks are fixing the trains. I have learned many skills such as learning about health and safety and how not to burn myself, working within a team, and mechanics work on the trains. It's very physical work and I enjoy myself very much. I go there once a week and volunteer 6 hours at a time." "I'm still looking for a job but I'd like to volunteer more with the Railway over at Boston Lodge in Porthmadog. This is the main workshop where they also repair the trains and vehicles. It's much bigger than the site in Dinas."_ 

_"Since I started volunteering I have noticed that I am much more confident and want to try new things. I never thought I would enjoy it and see a change in myself. Volunteering has helped a lot and I'm looking forward to being able to start at Boston Lodge in Porthmadog"._

## Gwynedd Volunteer Centre 

## **GWYNEDD YOUTH VOLUNTEERING GRANT** 

Mantell Gwynedd continues to administer the Gwynedd Youth Volunteering Grant which is run by a panel of young people. The idea behind this model of putting young people in control of the fund is to upskill for them for the future. It also provides sustainability. 

During the year, volunteers from Ysgol Dyffryn Nantlle were supported as members of the grant panel. Virtual meetings were held and £5,322 was awarded to 7 projects in order to develop volunteering opportunities for young people in Gwynedd. These are the successful organisations and projects:

Here's a quick look at one of the projects that received the Gwynedd Youth Volunteering Grant. 

## **“GIGS FOR YOUNG PEOPLE” – YR URDD, MEIRIONNYDD** 

The grant was used to hold a gig for young people at Theatr Derek Williams, Y Bala and this was the first time that many young people had ever been involved in organizing a gig. Candelas played, and two new young bands on stage offered support - Mynadd from Bala, and Maes Parcio from Caernarfon. This was the second gig that the Theatr and Urdd Meirionnydd had held jointly in order to create momentum and interest in Welsh music, under the banner "Gigs Corridor". The gigs were for young people under 18, in order to provide a safe environment for teenagers. A group of young people were staying in Glan-llyn at the time, they got to attend the gig and see live modern Welsh music for the first time. They were completely hooked! 

Here is a story of Nel one of the project's volunteers: 

## **What is your name and describe your volunteering activity...** 

_"My name is Nel and I volunteered by helping to organise and host a series of gigs called 'corridor gigs' which is a partnership between Urdd Meirionnydd and Theatr Derek Williams. The first gig of the series was held in November 2022 and then the second gig was in April 2023. My responsibilities included helping to decide which bands would be playing, liaising and organizing with the bands, which included Lelog, Mynadd, Yr Ogs and Maes Parcio._ 

_I was also responsible for advertising the gigs by putting posters up in the school and advertising to my fellow pupils orally. I also shared all the ads that were on social media on my own profiles. I also had the privilege of being supported in the two gigs which were held with my bands Lelog and Mynadd."_ 

## **How did you start volunteering and what were your reasons for doing so?** 

_"I first heard about the opportunities to volunteer in a course for Yr Urdd's youth forum, and after that I was inspired to do as much volunteer work as possible, during this period I started volunteering with corridor gigs. My main reasons for volunteering was to develop my confidence, as I enjoy helping others, and as I had heard that it could help me to be accepted to university, it also helped me to get familiar with the music industry."_ 

## **What difference has volunteering made to you and others?** 

_"Volunteering has developed my self-confidence, as I can have more responsibilities and opportunities, I can socialize with new people e.g other support bands. I have had more opportunities to bond with people who are also interested in music. What is also beneficial for me and my bands is that it has been a platform for us to develop our confidence in gigging, and that locally, so there was an opportunity for our friends to see us perform, and both gigs had be successful and fun for everyone. It was also an opportunity to promote Welsh music in our local area, and to promote local and distant bands, and give an opportunity to younger people who might not have the opportunity to go and enjoy music and socialize in a more comfortable setting as it is local and under 18. I have realized that it has encouraged people in my area and people outside my area (Ireland for example) to listen to Welsh artists who played."_

## Health & Well-being 

The Building Strong Bridges project is funded through Betsi Cadwaladr University Health Board and enables Mantell Gwynedd to employ a full time Health and Well-being Facilitator. 

The facilitator post ensures there is a bridge between the Health Board and third sector organisations who provide services within the health and well-being sector. 

The Facilitator: 

- Facilitates meetings and supports Networks and Forums 

- Raises awareness of opportunities to influence 

- Ensures that there is a third sector perspective at partnership meetings and other events 

- Holds a series of Network events throughout the year 

**During 2022-23 a series of Volunteering and Network meetings were held with a variety of subjects under discussion which included:** 

- Investing in Volunteers 

- Speed Dating event to enable individuals across sectors to get to know each other 

- Third sector funding opportunities with a focus on the Social Value toolkit 

- Shared Prosperity Fund discussion 

- Childrens Poverty Strategy 

**The Facilitator engaged with over 400 groups during the year.** 

During the year the Facilitator contributed to the consultation on the Childrens Poverty Strategy in Wales. A meeting was facilitated jointly with Ynys Mon and over 80 individuals contributed which ensured that the third sector had a strong voice as Welsh Government develops the Childrens Poverty in Wales strategy.

## Good Health Event – Dolgellau, October 2022

**The role of the Arfon Community Link Officer at Mantell Gwynedd is to:** 

## Social Prescription 

Social Prescription enables GPs, nurses and other primary care professionals to refer individuals to a range of non-clinical services. Social Prescription also plays a key role in preventative work e.g. promoting awareness of screening, falls prevention, and referring to and promotion of health awareness courses. 

Social Prescription seeks to address people’s needs in a holistic way. It supports individuals to take greater control of their own health and well-being. Social Prescribing schemes can involve a variety of activities which are typically provided by voluntary and community sector organisations. 

- Empower individuals to re-connect with local communities 

- Build confidence and resilience 

- Improve health and well-being 

- Improve the individual’s quality of life 

- Reduce medical appointments and the prescribing of medication 

- Reduce Isolation 

- Increase awareness of what is available to help and support individuals 

- Engaging individuals to take control of their own lives 

**Since the project started in 2016 there have been a total of 1520 individuals who have been supported. During 2022–23, a total of 171 individuals have been supported.** 

There are many different models of Social Prescribing but most involve a link worker or navigator who works with people to access local sources of support. Mantell Gwynedd is well placed as an umbrella organisation to undertake this work particularly given its vast database of opportunities and its connections with, and knowledge of, third sector providers. In addition to this, as it does not itself provide any front line services there is no vested interest or conflict as it refers to other organisations.

## **CASE STUDY 'A'** 

Mr A was referred to the Community Link Officer by his GP. He was feeling lonely, isolated and frightened. He had lost all his confidence as a result of isolating during Covid. It had left him feeling vulnerable and helpless. 

After a lengthy discussion with the Community Link Officer a referral was made to numerous services including the Falls Prevention team as well as Care and Repair. He was given help to fill in the Blue Badge form and supported to use an i pad and a mobile phone and was then signed up with a telephone befriending service. 

Mr A was then provided with an Information Pack which included details about Buy with Confidence scheme, University of the Third Age, Looking after Myself Group and a local lunch group. 

He received his Blue Badge which meant he could then attend the Falls Prevention sessions. This built his strength and confidence. 

He started talking to people through the telephone befriending service and made new friends. 

Mr A is still persevering with his IT skills but he now has a new mobile phone and ipad which means he is able to face time family who live abroad. 

Care and Repair put up handles and other support gadgets in his house to prevent further falls. This has made Mr A feel much safer. 

Mr A contacted the Community Link Officer several months after initial contact to give an update on his situation. He said he now regularly attends two local groups where he has met new people and seen old friends he had not seen for many years. He regularly facetimes friends and family now. 

## _He told the Community Link Officer:_ 

_“I wanted to let you know that your initial help got my life back on track. I was in a very vulnerable situation when my GP referred me to you. I am so grateful to you for helping me turn my life around “_ 

## **CASE STUDY 'B'** 

The Community Link Officer received a self referral from Mrs B who had previously received help with another matter from the officer. 

Mrs B was terribly upset that somebody had used her name and details to commit fraud and she now had a finance company writing to her threatening legal action. Understandably Mrs B was stressed and very anxious. 

The Community Link Officer contacted Action Fraud to report the matter and then Citizens Advice to obtain legal advice. 

Mrs B was given help regarding the communication and in sending information, emails, scans of documents etc to the finance company as proof that fraud had been committed. 

The matter was sorted and Mrs B received an apology from the finance company. 

Mrs B later attended a Scam Awareness Training session to help ensure this would not happen again. 

## Mrs B said: 

_“I am so glad the issue was sorted. It’s been such an upsetting time and I am so grateful to you for supporting me yet again”_

## Social Value Cymru 

The well-being of Future Generations (Wales) Act 2015 set solid foundations for the work of measuring social value by placing a responsibility on public, private and third sector bodies to work differently. To do this there was a need to work out which were the important areas that needed measuring and managing. It is only by understanding the social value of activities that we can effectively get to grips with managing the way in which we create wellbeing. Today these principles have been further enhanced in the Social Partnership and Public Procurement (Wales) Act. The aim of this most recent legislation is to ensure we work together to improve ways in which we deliver public services and well-being in Wales. Measuring social value is central to all of this. 

The Social Value Cymru Team at Mantell Gwynedd are able to offer a wide range of services with regards to measuring Social Value. This includes full SROI reports and training specifically tailored for individual organisations. 


Since 2016 Mantell Gwynedd has been on the forefront of developing and measuring social value and over a period of seven years the Social Value Cymru team has evolved into a three person team of accredited, bilingual, social value practitioners. 

**In 2019 Mantell Gwynedd achieved the national kite mark for embedding social value in all of its work. This was the first time an umbrella organisation achieved this kite mark. A year later in 2020 Mantell Gwynedd won a national award from Social Value UK for its partnership working which was aimed at maximising social value. Fast forward to 2022- 23 and one of our Social Value Practitioners has achieved International Trainer status and now provides social value training worldwide.**

## **CASE STUDY: GISDA** 

GISDA was established in 1985 with the aim of providing shelter and support to young, homeless individuals in Arfon. It has since evolved to become a social enterprise offering services to vulnerable young people aged between 16 and 25 living in North Wales. 

A number of projects and opportunities are offered at GISDA e.g accommodation and additional support, creative and artistic activities, therapeutic and leisure activities, advice and support as well as training and volunteering opportunities. 

GISDA commissioned Social Value Cymru to undertake an SROI (Social Return on Investment) Report on their Cymorth Tai GISDA project. The aim of the project is to provide accommodation and support alongside preparation for independent living. 

During 2021-22 the project supported 151 young people and a further 86 received support through the drop-in service. 

Young people reported positive changes to their lives including an improvement in mental health, physical health, a better network of support as well as an ability to live more independently. 

**The SROI Report showed that GISDAs Cymorth Tai project created value in excess of £3m and for every £1 invested created a value of £5.77**

## **CASE STUDY: Y Bartneriaeth Awyr Agored** 

Established in 2015 to encourage young people to partake in outdoor activities, the Partnership brings together the private, public and third sector. The vision is to enhance people’s lives through outdoor activity. 

Over a period of 8 months Social Value Cymru worked with The Outdoor Partnership to develop a bespoke measurement framework for the entire organisation. 

The purpose of the framework is not only to demonstrate and measure impact but to allow data to be analysed and used to support decision making. Social Value Cymru supported The Outdoor Partnership to set up a Social Value subgroup and helped develop Terms of Reference. It reports directly to the Board of Directors thus ensuring that impact data is given a specific focus to ensure that decisions are made based on what’s important for stakeholders and ensures stakeholder voice is central to governance and decision making. 

As part of the support package provided to the Outdoor Partnership the entire staff team were trained to ensure skills are available internally to measure and manage impact. Resources were developed to guide staff members through the steps to measure impact and to ensure that data is analysed to help maximise future impact through their projects. 

_“We see Social Value as a major vehicle for change and improvement driven from the base up via our stakeholders and from-line staff. Training all our staff has already brought a clear focus on our core themes through value maps. This wouldn’t have been possible without the guidance and support of Mantell Gwynedd.”_

## Prosiect Maes Ni Maesgeirchen 

Since 2018 Mantell Gwynedd have employed a Community Development Officer in Maesgeirchen. She has worked closely the community to identify priorities and expand on the existing work within the community. 

During the year the Community Development Worker has played an important role in many developments including the following: 

- Helped ensure representation on the MaesNi Steering Group 

By employing a Community Development Officer Mantell Gwynedd has been able to provide ongoing support to the project and the community. 

- Supported groups so that those groups then are able to support one another 

- Worked with the Hive Café which prepares up to 70 meals every week and grows much of its own produce through its Gardening Club 

- Helped with the feasibility Study and scoping work in preparation for a new Community Centre 

The MaesNi project is supported through the Invest Local Programme which is funded by the National Lottery and managed by Building Communities Trust. The Invest Local Programme operates in 13 communities throughout Wales and provides opportunities for individuals and groups to improve their communities and make them better places in which to live. 

- Supported the work of transferring a Cyngor Gwynedd asset to the community 

- Supported the work of establishing MaesNi as an entity able to run buildings 

- Worked with the community and “Reconnection Tour”, the Grassroots Advisory Network taking part in a Policy Summit with 16 other communities across the UK on the theme Cost of Living

- Worked with ICAN at MaesNi to integrate mental health support and well-being in the community with long term opportunities to join groups and be a part of the community 

- Supported the HUB and helped build on the community support in partnership with other agencies 

- Helped obtain over £100,000 of additional grant funding for the community towards different events and projects

## Compassionate Cymru 


The Officer’s main work is to: 

In 2018 the Welsh Government set out its aspirations for Wales to become the world’s first “compassionate country”. Since then, work has been ongoing to spread the compassionate approach throughout Wales. 

- Promote compassionate approaches 

- Support local networks which promote compassion 

- Map existing end of life care and grief services and create a Service Map with the aim of identifying gaps in services and working with communities to fill those gaps. In time it is hoped that this will ensure a comprehensive end of life care service within our communities. 

The vision of Compassionate Cymru Garedig is for Wales to become a considerate and caring nation which comes together to develop compassionate ways to support people’s health and wellbeing. Compassionate Cymru Garedig works with individuals, organisations and communities to help improve the ways in which people die, care and grieve in Wales. 

- Support workplaces to adopt policies for individuals who have received a diagnosis of a condition which reduces life expectancy and also support individuals with death and grief. 

The aim of Compassionate Cymru Garedig is to help people collate and share information, and offer care and support in a compassionate way within their communities. It concentrates specifically on end of life care and support, whatever point in life that may happen. 

During 2022-23 the officer has worked in collaboration with others across Wales to identify what services exist for children, young people and adults in Gwynedd, Ynys Mon and Conwy. A comprehensive Directory has been created which includes details of the various services. 

Mantell Gwynedd is pleased to be a part of this unique development and in collaboration with Public Health Wales funding has been secured to employ a Compassionate Cymru Garedig Officer who is employed by Mantell Gwynedd and works across Gwynedd, Mon and Conwy. 

Following completion of the Directory further discussions are now taking place where gaps in services have been identified. One gap in services became apparent in Bethesda and the officer has now worked with the community to create a Caffi Colled.

By working with the Community Chaplain, Sara Roberts a Caffi Colled has been set up in Bethesda.

## Grants 

## **LONELINESS AND ISOLATION GRANT** 

In February 2020 Welsh Government published its first strategy for getting to grips with loneliness. The Loneliness and Isolation Grant was established to help create more opportunities to bring people together. 

Mantell Gwynedd received £20,000 for distribution in Gwynedd during 2022-23. 13 organisations received funding. 

## **Gwerin y Coed, Penrhyndeudraeth.** 

Gwerin y Coed received funding to hold 12 face to face creative workshops at Gwaith Powdwr, Penrhyndeudraeth as well as 6 online sessions. These workshops invited young people and adults who were isolated and feeling lonely to take part in creating a brand new Discovery Path for the community. 

## **Neuadd Bentref Dinas Mawddwy** 

The village hall received funding to help create a digital hub which enabled the community to engage with its members, individuals, parents etc if they were unable to travel to the village hall. The aim is to enable future events to take place at the village hall which can be broadcast online and thus give those who cannot attend in person the opportunity to be a part of the events. 

## **Amgueddfa Forwrol Llŷn, Nefyn.** 

The museum received funding to enable people of all ages to come together to socialise and to enjoy creating music. 



## **Bore Panad 50 Abersoch a’r Cylch** 

A variety of activities were held with the funding which included a cinema visit to Neuadd Dwyfor Pwllheli and Y Galeri Caernarfon as well as a visit to Age Cymru centre at Bontnewydd. The activities helped reduce loneliness and isolation with a particular focus on the older population. 

## **Ffrindiau Dysynni Dogs** 

The group used the funding to develop opportunities with pet dogs so that everybody from the community could take part including those with disabilities and mobility issues. The events which were organised helped people’s mental and physical health and provided a social and friendly space for people of all ages to meet up, socialise and enjoy themselves. 

## **Dragon Theatre, Barmouth** 

The funding was used to hold 14 sessions which provided the opportunity to watch two films per session, a cup of tea and a chance to chat with others. The Theatre also took the opportunity to involve other agencies, such as Citizens Advice Bureau, to provide general up to date information on a variety of topics including welfare benefits, pensions etc. 

## **Tir Dewi, Pen Llŷn** 

The funding was used to launch a brand new group Clwb Ffermwyr Llŷn. This happened as a result of consulting with the farming community during Nefyn Agricultural Show and at the Tractor Race. The informal consultation enabled Tir Dewi to find out exactly what the community needed. The newly formed club provides an opportunity to support families as well as opportunities to meet up and relax whilst sharing concerns.

## **Menter Llŷn, Llanbedrog and Mynytho.** 

The funding was used to purchase community gardening materials for the villages of Llanbedrog and Mynytho. This brought villagers together, promoting socialising and friendships as well as making both villages look colourful. The opportunities provided by the gardening lessened loneliness and helped bring people of all ages together. 

## **Pobl i Bobl, Bangor.** 

Pobl i Bobl used the funding to bring people together through meetings and events and promoted new connections as well as enhancing existing connections. The aim was to offer support whilst also having fun in the process. 

## **Wern y Mynach, Barmouth** 

This community group used the funding to provide gardening and forestry opportunities and building techniques with wood and nature. Individuals of all ages and backgrounds participated and the finished garden provided an outside meeting space to teach new skills to individuals. 

## **Neuadd Bentref Rhiwlas** 

A series of workshops were held under the leadership of Lyn Gallagher, Penmon Pottery with the funding. Pottery tiles were produced which now form a permanent exhibition on the village hall wall. Each tile depicts some of the history of the locality and children as well as young people and adults took part in the work. 


## **Ffrindiau’r Aber, Abergynolwyn** 

A series of tea parties to bring people together every fortnight was how this group used their funding. Light refreshments and activities such as keeping fit for older folks brought the community together regularly and created important connections between individuals. Christmas dinner was prepared for those who would otherwise have spend the holiday alone. Evening activities were also held which broke the long and lonely winter period for many individuals. 

## **Eryri Cydweithredol** 

The “Diddanu” project was launched with this funding. It involved holding a series of social events in Gwynedd to help alleviate loneliness and improve general well-being. The face to face events provided an opportunity to bring people together to socialise whilst enjoying light refreshments such as afternoon tea, music and well-being activities.

## Grants ... 

## **Canolfan Y Fron - Caernarfon** 

## **CRONFA GRANT CROESO CYNNES** 

Opening hours were extended from 10am to 8pm which meant an extra three hours of service for this small village. Those who attended enjoyed the opportunity to learn new crafts and to socialise with others. The extended opening hours also enabled the Ganolfan to provide additional volunteering opportunities in the area. 

During 2022 Welsh Government expanded its support for individuals and families to address the Cost of Living crisis. Recognising it was a challenging time for many, Welsh Government invested £1m for use across Wales to help ensure there were warm spaces available in communities. This was part of a wider Welsh Government package to support struggling individuals and families. 

## **Cricieth Memorial Hall** 

Cricieth Memorial Hall used the funding to extend opening hours which enabled them to open during some evenings, offer a cup of tea and the chance to chat to others. The Hall also provided wi-fi for those individuals needing a working space during the day. 

Mantell Gwynedd received £45,000 for distribution as a grant fund to support organisations in Gwynedd who could provide warm spaces within communities. 19 organisations in Gwynedd benefitted from the Croeso Cynnes grant thus ensuring a warm and welcoming space was available to individuals and families. 

## **St Padarn Church, Llanberis** 

The funding enabled the Church to open its doors on a weekly basis to welcome locals. Two events were also enabled with the funding, a St David’s Day celebration and a Pancake Day event. 

## **Dolgellau Rugby Club** 

The Rugby Club used the funding to open the doors of the clubhouse every Friday between 10am and 3pm so that the community could drop in, enjoy a cuppa and light meal whilst also chatting and socialising. 

## **Canolfan Waunfawr** 

The funding was used to pay utility bills which meant that events could continue at the Ganolfan over the winter period and also offer light refreshments to those attending. 

## **Tecstiliau Cwmni Buddiant Cymunedol – Bethel** 

This group extended its opening hours to provide a “Warm Evening Drop-In” with an opportunity for a cuppa and a chat as well as the chance to create crafts and improve IT skills. They also opened the door on alternate Sundays and the community hugely appreciated the opportunity to socialise as well as learn new skills. 

## **Our Lady of Seven Sorrows - Dolgellau** 

The Church used the funding to hold a series of weekly sessions for the benefit of the local community. Local history sessions were held and opportunities to watch films whilst enjoying socialising over a cup of tea.

## **Pwyllgor Ardal Nebo a Nasareth** 

The funding paid for additional utility costs as a result of ehanced winter activities for the community. With the school being the community centre for the village it was also an opportunity to enhance inter generational relationships in the community. 

## **Dragon Theatre, Barmouth** 

The funding enabled the Theatre to open its Art Room on Mondays and provide light refreshments including lunch and evening meal. Locals enjoyed the opportunity to eat together whilst socialising and keeping cosy. 

## **Morfa Bychan Community Centre** 

The community centre used the funding to pay for additional utility costs as they offered enhanced opening hours at the centre so that locals had better opportunities to socialise. 

## **Eglwys Efengylaidd Ardudwy** 

Open doors, a warm welcome and a panad with company were offered at the Church with the Croeso Cynnes funding. Astonishingly, in such a very small hamlet, 20 individuals benefitted from the open doors and 9 new volunteers were recruited. 

## **Friog and Fairbourne Memorial Hall** 

## **Grŵp Cymunedol Maes Tryfan, Bangor** 

Funding enabled the group to provide a warm and welcoming space for children, young people and families. Several activities were also held and the socialising opportunities enabled the development of a Committee to further develop opportunities for the locality. 

The funding was used to open the Hall doors during the daytime which would otherwise not have been possible. Age Cymru and Coleg Meirion Dwyfor worked alongside the Hall to offer opportunities and support during the new daytime opening hours. 

## **Capel Caersalem, Caernarfon** 

## **Canolfan Pennal, Tywyn Meirionnydd** 

The money enabled the Ganolfan to open on a weekly basis whilst offering light meals, access to the web, and the chance to borrow newspapers, books and to socialise. They were also able to offer a meals on wheels service for the elderly. 

## **SHED, Y Felinheli** 

An opportunity to cosy up in front of a warm fire to enjoy chatting and food and occasional music was enabled by the funding. It promoted well-being and socialising amongst locals. 

## **Pwyllgor Pentra Deiniolen** 

The local committee in Deiniolen worked with Menter Fachwen to open an evening and weekend café for the benefit of local residents. It was an opportunity to socialise, keep warm and have a bite to eat whilst offering a warm welcome to everybody. 

Meals were provided as well as opportunities to socialise by playing games and arranging many activities for local families which would not have been possible without the Croeso Cynnes funding. 

## **Clwb Pêl Droed Bethel** 

The funding was used to utilise the vacant Y Bedol site in Bethel to hold a series of activities throughout the winter months and offer a cuppa and light refreshments to all attendees. 

## **Cwmni Bro Antur Aelhaearn** 

Cwmni Bro Antur Aelhaearn worked alongside the neighbouring village of Trefor to hold a lunch club over a 10 week period during the winter months. A two course meal was prepared and served to up to 50 individuals. All ages were welcomed and it provided an opportunity to chat, socialise and keep warm.

## Mantell Gwynedd celebrates a Milestone! 

**DURING 2022 MANTELL GWYNEDD CELEBRATED ITS 25TH BIRTHDAY!** 

In a splendid event at Portmeirion during November 2022 a significant number of organisations and individuals joined in celebrating a quarter of a century since Mantell Gwynedd was created.

Former members of staff were welcomed as well as others who had been a part of the beginning of this incredible journey 25 years ago. Gwen Griffith, Mantell Gwynedd’s current Chair presided over the day but also present was Gareth Jậms who was the first Chair of the organisation back in 1997. The keynote speaker was Chris Buchan, Head of the Community and Third Sector Unit at Welsh Government who gave a presentation on the challenges currently facing the sector and the need for resilience in order to survive. 


A timely and interesting presentation was also given by Teresa Owen who is Director of Public Health at Betsi Cadwaladr University Health Board. She talked around the theme “Looking back and Looking Forward” and emphasised the strength of the third sector during Covid when there was a need to respond quickly to challenges. She said Covid had been an unprecedented challenge to the entire population but it was also the time when the third sector had been at its very best. A third sector perspective was provided by Mark Owen of North Wales Outdoor Partnership who talked about the importance of evaluating services and especially measuring Social Value. He provided a whistlestop tour of the development of the Partnership reminding everybody of the opportunities provided by the unique North Wales landscape and all it has to offer.

## Mantell Gwynedd's Payroll Service 

Mantell Gwynedd has offered a third sector payroll service for many years. 

Financial matters, and particularly payroll matters, can be very complicated for small organisations who often depend on volunteers for their day to day running. 

The payroll service provided by Mantell Gwynedd offers reassurance to organisations that proper procedures and protocols are in place and also ensures there is somebody at the end of a telephone line to offer support and assistance when required.

Ar ol cyfn¢)J Covid mae staff wedi dychwetyd i'r swyddfeydd yng Nghaemarfon a Dolgellau ac mae
Irefniadau gwaith 'hybrhl" yn eu Ile sydd yn sicrhau fod y swyddfeydd ar agor yn dtyddiol ond sydd hefyd
yn galluogi staff i weithio hyd at 50% O'u hamser adref. Er bod y trefniadau hyn yn eu Ile ers Chwefror
2022 mae y nifer sydd yn "galw'i fewn" i'r swyddfeydd e.e. i chwilio am gyfieoedd gwirfoddoli, yn parhau
yn isel a'r 01 trced cyhoeddus ar y styd fawr yn gyffredinol hefyd yn isel. Er fod hyn tu hwnt i Manlell fedru
gwneud dim amdano bydd yn rhaKI ail edrych ar y ffyrdd yr ydym yn ymgysylltu gyda'r cyhoedd a bydd yn
rhaid ail afael mewn ymdrechion i farchnata. Mae Swyddfa t)olgellau yn enwedig wedi tr*Jd yn dawel er
gwaetha ymdrechion i gynnal hyfforddiant ag amr￿￿01 ddigwyddiadau eraill yno. Bydd rhaid meddwl yn
ofalus lawn am ddyfodol yr adeilad yn NolgelLau.

Pob blwyddyn mae Canolfan Gwirfoddoli Gwynedd yn trefnu ystc*J o Weithga￿ddaU yn ystod 'VIWhnos
Gwirfc&ldoWrf Sef￿thnOS genedl*thol i ddathlu wrfodddi.
Yn 2022 dychweh)dd uchafowynl yr Whnos gyda'n 'Diwyddiad Dathlu a Diolch. a gafodd ei gynnal wyneb
yn wyneb am y tro ￿ntaf ers 2019. Bu cNJdeulu 100 0 unigolion yn Y Galeri yng Nghaemarfon i ddathlu
Iwddiannau gwirfoddowr Gwynedd. gyda phwyslais ar waith gwirfoddowr oedd wedi cefnogi ein
cymunedau yn yslod y pandernig.
Yn sgil y rhyfel a chynllun Cartrefi i Vlcrain gan Lywodraeth Cymru. Cr(￿wYd nifer o deuluo&Jd ac unigolion
i Wnedd. Sefydlodd Mantell Gwynedd rh*ydwarth o hjdiadau gwirfoddol oedd yn cefnogi'r ymdrech yn Ileol
ac er mwyn galluogi unigolion i gamu ymlaen i gefnogi'r ffoaduriaid. Daeth rol y sector wirfoddol yn hollbvrysig
Irwy ddarparu cefnogaeth ymarferol i'r ymdrech a nifer o grwpiau a chymunedau ar draws Gwynedd
yn Irefnu digwyddiadau a reCnWt￿ gwirf0dd0￿r.
Un o brif Ihemau ar ddiwedd y flwyddyn oedd yr argyfrwng coslau byw. Daeth pwysau enfawr ar fywydau
unigolion yn yr Hydref ac i'r Gaeaf, a gwewd unwaith yn rhagor rol al￿￿dd01 y trydydd sector wrth i bobl
geisio am gyngor a chymrth. TrefncKld y Ganolfan WIrfcNJdoli chwe gweilhdy gyda'r nod o hyfforddi
gwirfoddowr cymunedol gyda'r wybr)Jaeth dweddaraf o'r cefnogaeth sydd ar gael fel eu bod yn m&Jru

banel o bobl ifanc. Y syniad lu 61 i'r M￿je1 yma o roi F(*bl ifanc mthvn Th￿laeth o'r gronfa yw er mwyn rhoi
sgiliau newydd iddynt ar gyfer y dyfcxjol. M& hefyd yn sicrhaLr Cynalla￿￿Jd ar gyfer y dyfodol.
Yn ystod y tyddyn, fe gefnogwyd wirfcxldotrwyr o Ysgol Dyffryn Nanule fel aelodau o'r panel grant.

Mae presgripsiwn wmdeilhasol yn galluogi meddygon teulu. nyrsus a gweithwyr proffesrynol eraill yn y maes
gofal sylfaenol i gyfeirio unigolion at amryw o wasanaethau I￿01 sydd ddim yn wasanaethau clinigol. Mae
hefyd yn chwarae rhan allweddol yn yr agenda ataliol e.e. codi ymwybyddiaeth am sgrinio, atal codymau a
hybu cyrsiau iechyd a Iles.
Dull sydd yn mynd i'r afael ag anghenk)n unigolion wEwn rrK#Jd mwy holistig ydyw a'u hanncg i gael gwell
gafael ar eu Ilesianl a'u hiechyd eu hunain. Mae gwerthgareddau Presgripswn Cymdeilhasol yn gallu bod yn
amrywiaelh enfawr o bethau ond. ar y cyfan. gweithgareddau ydynt sydd yn cael eu darparu gan fudiadau
cyrnunedol a gwrfoddol.
Mae sawl model gwahanol o Bresgnpsiwn CyrThJeithasol ond mae'r rhan fivyaf yn fc*Jelau sydd yn cynnwys
Swyddog Cyswif( Cymunedol sy'n derbyn cyfeiriadau a wedyn yn gweithio gyda'r unigolion i adnabod
cyneoedd addas ar eu cyfer. Mae Manlell Gwynedd mvwn unigryw i ddarparu gwasanaeth Presgripsiwn

yng Nghymru.
Ym mis Hydref 2022 cynhlwyd digwyddiad lechyd Da yn Nolgellau a bu i dros 200 0 unigolion fynychu'r

Erbyn hyn mae egwyddorion gwerth cyrTrJeithasol w&Ji eu halgyfnerthu yn y Ddeddf Partneriaelh
GynThJef(ha$ol a Chaffael Cyhoeddus ICymru}. Nod y Ddeddf yma yw gweithio gyda'n gilydd i wella'r dull o
ddarparu gwasanaethau cyhoeddus a Ilesiant yng Nghymru. Bydd mesur gwerth cymdeilhasol yn g￿iddl01 i'r
cyfan.
Ers 2016 mae Mantell Wnedd wedi tk)d yn Cyfiawni gwaith aMc*sol yn y maes mesur gNerth cymdeilhasol.
Dros gyfnod o sailh mlynedd mae'r b"m wedi datblygu i f(xl yn dri ￿lL￿1 sydd wedi cymhwyso trwy Sccial Value
UK fel ymarferwyr achrededig yn y maes.
Ym 2019 er¢illodd Mantell Wnedd farc ans¥wdd cenedlaethol am wreiddio gwerth cymdeithasol yn ei holl
waith. Dyma'r tro cyntaf i gorff ymbarel ennill marc ansawdd o'r math yma. Yn dd￿VeddaraCh yn 2020
derbyniodd Manlell Gvrynedd wobr gan Social Value UK am ei waith yn gweithio mewn Partnerraelh i gynyddu
gwerth cymdef(hasol. Bellach, mae un o'r ts"m Scc¢al Value Cymru gyda statsvs Hyfforddwr Rhyngwladol ac yn
darparu hyfforddianl ar gyfer mudiadau ar draws y byd.
Mae Tim Social Value Cymru, Manlell Gwynedd yn gallu CYnn￿ amrejjiad eang o wasanaethau yn y maes
mesur gwerth cymdeilhasol gan gynnwys adrcxldiadau SROI Ilawn a hyfforddiant wedi ei del￿r0 ar gyfer
mLFdiadau unigol.

Ers rhai blynyddoedd bellach mae Mantell Gvrynedd yn darparu wasan*th cyfiogres ar gyfer mudiadau
trydydd sector yng Ngwynedd.
Gall m*erion ariannol a chyflogaeth fod yn gymhleth i fvdiadau bychan sydd yn aml yn dibynnu ar

Cymru, sef rwdwaith o fvdiadau cymorth i'r tydydd $&tor yng Nghymru sydd a'r nod o allu¢)Ji'r sector
gwirfoddowr i gyftannu'n Ilawn al lesianl unigolion a ¢hymunedau, yn awr ac yn y dyfodol. Bydd Manlell
Gwynedd yn cyflawni'r Cytundeb twy ddarparu cefnTrJaeth mewn pedwar maes, sef LlYW￿Jr8ethU Da,
Gwirfcédoli, Cyllid Cynaliadwy ac Ymgysylwu a Dylanwadu.
Rhoddodd COVID-19 ffocws newydd ar bwy&grwydd gWe1th￿ mewn partneriaeth ac ar draws sectorau.
Byddwn yn parhau i gyd weithio mewn partneriaeth er Iles wblogaeth Gwynedd ac yn goberthio bydd y
partneriaethau rheiny yn parhau i ffynnu a thyfij.
Ttwy ein prosiect Socrdl Value Cymru. bydt]kn yn pathau i hywddo'r gwaith o fesur gwerth
cymdeithasol. Tw'r gwailh hwn rydym yn gallu dangos sul yr ydym fel s￿ir yn datgloi potensial Deddf
Llesiant Cenedlaethau'r Dyfodol Icymrul 2015. Yn ogystsl, bydd y Ddeddf Parts)eriaelh Gymdef(hasol
Chaffael cyh0￿dus Icyrnrul yn rhoi Lyfn"foldebau newydd ar gyrff cyhoeddus ac yn sefydlu'r Cyngor
Partneriaeth Gymdeithasol. Bydd gofyn i gyrff cyhoeddus gyflawni dyletsvryddau rheoli contractau er
mwyn S￿rhaU y rhoddir syhv i ganlyniadau cyrnderthasol gyfrrfd trwy gadwyni cyfienwi. Mae hwn yn gam
allweddol wrth i wailh Social Value Cymru ddatblygu.
Byddwn yn ceisio ymestyn ein gwarth PresgripsAvn Cymdeithasol er mwyn sicrhau bod mudiadau'r
tydydd sector yn cael y cyfie i chwarae rhan fl*nllaw mewn darparu ofnogaelh i unigolion sydd heb
anghenion clinigol. Gobef(hwn uchafu polensial mudiadau'r tydydd sector i gyfrannu i'r agenda Ilesiant
wrth wneud hyn. a thr￿ hynny, yn gwireddu p)tensial Deddf Gwasanaethau Cymdeilhasol a Llesiant
(Cyrnrul 2014 sydd yn rhoi'r trydydd sector wrth galon darparu a chynllunio gwasanaethau. BYd￿n yn

Mae'r Ymddiriedolwyr (sydd hefyd yn gyfarwyddwyr o Mantell Gwynedd Cyf. at lywrpas cyfraith
cwmni} yn gyfn'fol am baratoi Adroddiad yr YmddiriedoNYyr a'r adroddiadau ariannol yn unol a'r
gyfraith berthnasol a Safonau Cyfrifo'r Deymas Unedig gan gynnwys Safon Adrodd Ariannol 102: Y
Safon Adrodd Ariannol sydd yn berthnasol i'r DU a Gweriniaeth Iwerddon (UK GAAP).
Mae cyfraith cwmni yn ei wneud yn ofynnol i Ymddiriedowr baratoi Adroddiadau Ariannol am ljob
cyfnod ariannol sydd yn rhoi golwg cywir a theg o sefyI￿a ariannol y cwmni elusennol ac o incwm a

Mae'r elusen yn gwmni cyfyngedig prerfat heb gyfranddaliadau wedi ei gofreslru yng Ngtymru, ac yn
elusen gofrestredig yng Nghymru. Cyfeiriad y swyddfa gofrestredig yw 25 Y Bont Bridd, Caernarfon,

Caiff incwm Cyfyngedig ei gynnwys mewn cronfa gyfyngedig a'i gyfatebu a'r gwariant.
Mae'r incwm w￿1 ei rannu rhwng y gwahanol gronfeydd Mae'r arian craidd yn cael ei ddangos fel incwm
gwirfoddol. Mae incwm eraill yn cael ei ddangos fel incwrn o weithgafeddau'r elusen, sy'n cynnwys
¢ytundebau gyda gwahanol arianwyr a gwasanaethau sydd yn ran o weithgareddau'r cwmni er mwyn
hybu ei nod elusennol yn unol a'r SORP, fel y nodir yn nodyn 2. Mae inowm yn cael ei ohirio ble mae
wedi ei dderbyn ymlaen Ilaw.
Mae rhai cylundebau cyfyngedig yn gadael y cwmni ail ddosbarthu costau rhedeg fel costau'r cytundebau
ac mae'r incwm yn cael ei ddangos fel incwm anghyfyng&Jig. Mae'r Irafc*Jion yma yn cael eu dangos ar
wahan yn y Oalganiad o Symudiadau Anannol. CyfanswTn 2023 oedd £32,239 (2022.. £48,939).

Mae'r holl gostsu yn cael eu hadrcwjd wrth natur y gwariant. M* gwariant cyfyngtyjig yn cael ei
ddyrannu i gronfa gyfyngedig.
Costau cefnogol
Y mae'r costau wedi eu manylu yn y datganiaj o symudiadau anannol a'r nodiadau. Gan mai
gweithgareddau elusennol yn unig sydd. a dim gweithgareddau codi anan. nid oes rhaniad pellach wedi
ei wneud o'r costau cefnogol.

Mae'r cwmni yn gweithredu cynlluniau 9rantiau a gWe￿r yn ncKJyn 2.
Cynlluniau Penslwn
Mae'r cwmni yn ael¢JJ o gynllun pensiwn Cyngor Gwynedd sydd yn gynllun budd wedi ei ddiffinio. Mae'r
cynllun yn cael ei reoli gan y 'Local Government Pension Scheme Regulations 1997".
Mae'r symiau sydd wedi eu crjli yn erbyn yr ehhT gweithredc￿ yn cynrychioli cost lefel bresennol o'r
gwasanaeth ynghyd a'r eKv neu'r collgjion ar y selli￿lau a'r C￿ladaU Ile yn berthnasol Maent wedi eu
cynnwys fel rhan o gostau staff. Mae ¢))stau gwasanaeth yn y gorffennol yrF cael eu cydnabod yn y
Datganiad o Symudiajau Ariannol yn syth os ywr buddiannau mewn m&Jdianl.
Os nad yWr buddiannau mewn meddiant yn syth, yna mae'r costsu yn cael eu cydnabod dros gyfnod tan
fod y buddiannau yn dc(l i feddianl. Mae'r Ilog ar adenillion ar yr asedau yn ￿e[ eu netio i ffwrdd o gostau
yllido a chredits lebyg o dan Ilog. Mae enillion a cholledion actwdrardd yn cael eu cydnabod yn syth yn

Bu'r prif swyddog yn aelod annibynnol o Fwrdd lechyd Betsi Cadwaladr fel cynrychiolydd o'r
trydydd sector am gyfnod o dair mlynedd. Ymddiswyddcmjd ar ddwedd Chwefror 2019. Mae'r
cwmni wedi derbyn cyllid ar gyfer dau gynllun gan y Bwrdd lechyd eleni, sef Adeiladu Pontydd
CadarnlHwylusydd lechyd a Cyswllt Cymunedol (2022.. 2). Yn ogystal bu cytundeb dosbarthu

Structure, Governance & Management
The company is limited without share caprtal and is a registered charity and its governing d￿Ument
is its Memorandum & Articles of A5sociab"on. Appointrments are made al the Annual General
Meeting, in accordance witti the Memrandum and Artides of the charity.
Mantell Gwynedd has a process to induct new trustees. It is the resFKJnsibilrty of the Chief Officer
and the Chairman lo ensure that the new tnjstees folbw the induction pfr￿SS.
The business of the Charity is managed by the Iruslees. Trustees are responsible for devekjping
the Charity's policy structure, and ensuring that the Charity is managed effecb"vely. The aim is lo
secure the welfare of the chanty, thus enabling the work to conb'nue in the fvture.
Staff have been appoin￿. to work direcuy forthe Twstees. to oversee the day lo day management
of the office. in line wlh the operating policy. The Board meets at least four times
per annum,
although additional meetings may be convened should the need arise. The trustees may appoint
one or more sub-committees in accordance wlh the Memrandum and Art￿leS of the Company.

The Partnership Agreement bewn WeLsh Govemment is in place until March 2025. Any core
funding in the fLrture will be dependent on discussions wthin Welsh Govemment as part of the
annual review of budgets. Welsh Govemment departments resFK)nd to a budget prccess providing
informalh)n lo re-rterale the need for exisb.ng fvnding alloc2thJns and demonstrate the impact of any
withdrawal of funding. W￿lIst there would be significant reputab.onal damage and legal challenge to
Welsh Govemrnent if agreed contracts were withdrawn or changed. officials are asked to provide

Additional funding re￿Ned from V¥G during 2021-22 has ensured that the work of the Soaal Value
Cymru team has progress￿1 with 3 members of staff now fonning the team. Although there is
considerable interest in SVC work the future of the team is entirety dependent on being able to
attract the necessary funding to maintain the team and this will largety need lo be done through
¢ommissioned work. A numter ot recent tenders for work have been successful and a number more
remain in the pipeline. However, il remains a risk that other organisations and agenaes have now
identified th8 potential of So￿?1 value measurement work and there may be greater comFelition
facing us. As organisat￿¢ns kn cuts lo funding there wll be less budgetary flexibility to invest in
social value work.
As a￿vayS. Mantell Gwynedd wll need to obtsin fvnding from other sour￿8 in order to compliment
its core fvnding so il is able to respond to S￿tOr demands. As many extemal sources of funding
diminish and decrease there wll be greater o)mpeb"b"on for funding. We will need lo be fftalNe and
innovatwe as we approach reduced ftjnding stre¥[T￿. Possible significant cuts within the Pltblic
sector might mean Ihal Local Authorities and Heath Boards will be managing their funding in a way
which might lessen any third sector investment.

The Arfon Social Prescription prO1￿t is fvnded through BCUHB. The current fvjnding stream
finishes in March 2023. This poses a signifunt risk lo the future of the project. There is
considerable competib'on for funding in this area of work and whiL8t we are grateful to WG for their
more strategic approach to Social Prescribing it remains clear th* we will ne￿1 to compete for
funding. On a positive note however. Mantell Gvrynedd has invested considerabty in the evaluation
oltheArfon prqect overa period of five yearswith encouraging reports. We will continue to evaluate
the project so that we are ready ftjr any funding opportunities. Our attempt to win RIF (Regional

Following the Covid peTi¢>J. stsff have re￿rned to Off￿ in Caemarfon and Dolgellau. Hybrid
working arrangements are in pla￿ to ensure offI￿S are open io the ptjblic but also enabling slaff

nurTtber of indNiduals "dropping in" to our office5 has nowhere near reached pre covid numbers.
Street footfall is generalty much Ic¢•ver post covid and whilst this may be beyond our control we will

nedd Volunteer Centre
The main function of the Gwynedd Volunteer Centre is io promte and ￿lebrate volunteering, recruit
and support volunteers and advise and develop g￿d practi￿ in Volunteering.
Every year, the Volunteer Centre organises a range of a¢tivrties dunng Volunteer Week, which is a
national week to celebrate volunteering. The hwJhlight of the Week this year was our'celebration and
Thank You Evenf which was held in person for the first time since 2019. There were around 100
indNiduals in attendance at Y Galeri in Caemarfon lo ￿lebrate the su¢¢esses of volunteers in
Gwynedd. The emphasis this year was to celebrate and thank all those WIM) worked hard in supporting
our communities during the pandemic.
Many families and indNiduals were rehjcated to fvnedd as a result of the war and the Homes for
Ukraine scheme by the Welsh Govemment. Mantell Gwynedd establish&J a Ne￿ork for local voluntary
groups who supported the efforts and lo enable indNiduals to step forward to support the refugees. The
role of the voluntary sector becanE ¢xucial in providing practical support. and a number of groups and
communities across Gwynedd stepFed up to organise events and recruib.ng volunteers.
One of the main themes at the end of the year VRS the o￿t of Ipling. There were huge pressures on
many people's lives through the autumn and into Wnter, and On￿ again the voluntary sector played a
key role in supporting ￿ople advre and help. The Gwynedd Volunteer Centre arranged srx
workshops to upskill community volunteers ￿th the latest informat￿￿ and help available wlh a view to
reach oul and suppjrt others within our cM)mmunities.
Mantell Gwynedd continues to administer the Gwynedd Youth Volunteering Grant which is run by a
panel of young people. The idea behind this model of putting young people in control of the fvnd is to
upskill for them for the future. It also provides sustsinability.
During the year, volunteers from Ysgol Dyffryn Nantlle were support&J as members of the grant panel.
Virtual meetings were held and £5,322 was awarded to 7 prqects in order to develop volunteering
opp)rtunilies for young people in GwyneAd.

Social Prescription enables GPS, nurses and other primary care professionals to refer individuals lo a
range of non4linic21 servi￿. Sccial Prescription also plays a key role in preventative work e.g.
promoting awareness of screening, falls P￿Vents"0n. and referring to and promotion of health awareness

Social Prescription seeks to address people's needs in a holistsc way. It supports individuals to tske
greater control of their own hea￿h and well-being. S¢xial Prescribing schemes can invofve a variety of
actNilies which are typically provid&J by voluntary and ¢xJmmunity sector organiSa￿On5.
There are many different models of Soaal Prescnbir¥J but ￿)st invofve a link worker or navigator who
works with people to a￿esS Iccal sources of support. Mantell G￿ne￿￿ is well placed as an umbrella
organisation to undertake this work particularly given its vast database of Op￿rtUnItses and its
connecbons with, and knowledge of, third S￿tOr providers. In addition to this. as it dc*s not itself prowde
any front line serV￿eS there is no vested interest or conflict as it ftfers to other organisabons.

The well-being of Future Generations (Wales) Acl 2015 set solid foundations for the work of measuring
social value by pLqcing a responsibility on public. private and third sector bodies to work differentty To
do this there was a need to work out Wh￿ were the imph)rtant a￿aS that needed measuring and
managing. 11 is only by un¢Jer5tanding the social value of activrties that we can effectwely get lo grip$
th managing the way in which we create well-being. Today these principles have been further
enhanced in the Social Partnership and Public Pr￿ureMent (Wales) Aci. The aim of this most recent
legislation is to ensure we work together to improve ways in which we delrver public services and well-
being in Wales. Measuring soryal value is central to all of this.
Since 2016 Mantell Gwynedd has been on the forefront of developing and measuring social value and
over a ￿riod of seven years the Soual Value Cymru team has ev0￿ed into a three person team of
acGrediied, bilingual. social value practs'tioners.
In 2019 Manlell Gwynedd a¢hieved the nat￿nal kite mark for embedding S(￿la1 value in all of its work.
This was the first lime an umbrella organisab'on xhieved this krte mark. A year later in 2020 Mantell
Gwynedd won a national award from Social Value UK for ts partnership working which was alm￿ at
maximising SLrial value. Fast foThvard to 2022- 23 and one of our Social Value Practitioners has
achieved International Trainer status and n¢)w provides swal value training worljwde.
The Social Value Cymru team offers a varied package of seNw in the soaal value arena including

The MaesNi project is supported through the Invest L￿al Programme which is funded by the National

employed by Manlell Gwynedd and works across Gwynedd. Mon and Conwy.

comprehensive Directory has been created which include5 details of the various services.

have been idenlified. One gap in services b*me apparent in Bethesda and the officer has nowworked

future. Mantell Gwyn&Jd will provide support under each of the four pillars of work - Good
Govemance, Volunteering, Sustainable Funding. and Engage￿￿nI and influen¢ing_
Covid-19 has provided a new focus in terms of partnership working and particularly cross sector
workn"ng. Vve will continue these collaborats've approaches for the benefit of the people of
GWYn￿d and hope that newly fomied partnerships 12n flourish and grow futher.
Through our Social Value Cymru prciect we will continue to encourage and support the sector lo
measure its social value. Through th￿ work we are able to demnstrate how the third sector can
help unkjck the potential of the Well-being of Future Generab"ons Iwales) Act 2015. In addf(ion lo
the 2015 legislab.on The Social Partnership and PublK ProcUre￿Ent Act (Wales) puls responsibility

how Social Value Cymru develops.
We wll endeavour to expand on our Soual Prescription work to ensure thal third sector
organisations are provided with the opportunty to delNer support lo indwiduals with non-clinical
needs. By doing so we hope that third sector organisations are able to contribute fully to the well-
being agenda, thus fulfilling the aspirats.ons of The Soual Services and Well-being (Wales) Act 2014
wh￿h places the third sector at the heart of the design and delNery of services. We will ￿ntinUe to
measure the social value of this work so that we are well placed with suffi￿ent eviden￿ as we
pro￿ed to look for funding to continue wrth the prq'ect.
We will Iwk at practical way$ of supporting the third sector to Ctimpty with the legislatwe
requirements of The Welsh Language {Walesl Measure 2011. We will take every opportunity to
support and promote the Welsh language within the third sector and will continue to build on Manlell
Gwynedd's good work in this area.

Company law requires the Trustees to prepare financial statements for each finanual year. Under
Company Law the trustees must not approve the financial siatements unless they ate satisfied that
they give a true and fair view of the charttable company and the incoming resources and application
of resources, including the income and expenditure, of the charitable company for that period. In
preparing these finanoal statements. the trustees are ￿Uired to..
select suitable accounting policies and then apply them conSisten￿y.'

The main source of income are grants and Contracts from various sources.

Under certain contracts the company is alb)wed to recharge certain ovethead ¢))sts to the restrcted
fund and an agencyladministrab.on fee are induded in income as unrestricted and the 4uivalenl
costs are included in the restricted fund. These a￿ not netted off in the Statement of Financial
Actwities due to the nature of the contract. The total for 2023 was £32,23912022'. £48.9391

Costs have been calegorised in accordance with the guidance given in the Charibes SORP where
all the expenditure directly related lo ihe aims of the charity are shown as costs of 'charitable
actNities'. Govemance costs include those incurred in relation to the constitutional and stalulory
r4uirements. Support ttjsts are included within the charitable aCti¥￿'eS as analysaj in the SOFA.

The general running costs of the charity are detailed in the SOFA and notes io the aceounls. Since
there is only one charrtable aclNity and no tradinglfund ratsing activities il ts rbQt considered
necessary to further allocate SUPFM)rt costs.
Grants Schemes
The company operates grant Schen￿ and the re￿ant detsils are shown in note 2.
Pengk)n Schefflos
The company ts a member of the Gwynedd Council pension scheme which is a defined benef
statutory scheme. The fund is govemed by the L￿al Governn*nl Pension Scheme Regulations
1997.
The amounts charged to operating profit are the ￿rrent Serv￿ ¢osts and gains and losses on
setllements and curtailments where applicable. They are includ&J as part of staff costs. Past
service costs are ￿COgniSed immediatety in the Ststement of Financial ActNities ifthe benefits have
vested. If the benefits have not vested immediately. the costs are recognised over the ￿rIOd until
vesting occurs. The interest costs and the expected return on assets are shown as a net amount
of other finance costs or uedits adjacent to other finance cnsts.
Actuarial gains and losses are recLignBed imfftdiately in the Stste￿￿nt of total r￿agnised gains

The scheme is fvnd&J with the assets ofthe scheme held separately from those of the company, in separate
trustee administered funds. The pension scheme assets are measured at fair value and liabilrties a
measured on an actuarial basis using the projected unit methThl and discounted al a rate equivalent to the
CLtrrent rate of relum on a high quality corporate ly)nd of equlva￿nt currency and term to the scheme
liabilities. The actuarial valuabons are obtsined al least tr5ennialty and are updated at each Balance Sheet

The company has started a new pension scheme for any new staff wrth The Pension Trust, where the

Gwynodd Councll Penslon Scheme
The company is a member of the ffinedd Council Pension scheme which is a defin&J benefit statutory
scheme The fund is govemed by the Local Government Pension Scheme Regulab"ons 1997. The last
triennial independent actuarial valuab'on was performed as at 31 March 2022, however a delailed valuation
is perfomied al each year end in acCOrdar￿ with FRS102. The pension costs for the period are detailed
