Objectives and Activities
We Love MCR Charity gives heart, hope and opportunity to the people of Manchester, when they need it most.
The charity was set up to support and provide benefits to the residents of Manchester. The charlty does this by providlng
grants to young people and to community groups, and providing therapeutic family breaks to families, helping to improve
their lives and life chances.
Through the year the Charity attracted voluntary donations totalling £104,503. This included some Major Donors to the Slr
Howard Bernstein Endowment Fund which is used specifically for the Manchester Rising Stars Programme. The Major
Donors contributed £28.250 to this fund during 2023124.
The Charity was able to administer grants to 83 young people through the Mancunian Rising Stars Fund to the value of
£112,791. The funding helps disadvantaged young Mancunians to overcome financial barriers so they can take their next
steps to success in work or educational settings.
In addition, work was delivered by the Charity during this financlal year through the Stronger Communities Grants
programme.
The Charlty was able to administer grants to 58 community groups through the Stronger communlties Fund, totalling
£199,595. This funding supported groups to Improve their communities through projects With young people, projects to
reduce loneliness and isolation and activities to protect green spaces.
Structure, Governance and Management
The Lord Mayor of Manchester's Charity Appeal Trust was established by Trust Deed in 1996 and registered with the
Charity Commission in December 1997. The Charity subsequently was amalgamated with the Common Good Trust, the
Youth and Communitv Trust. and the Lord Mavor's Fund for Familv Holidavs. Since 2011, the Charitv has regularlv carried
out activities as We Love MCR Charity.
The Lord Mayor and the Deputy Lord Mayor of Manchester Clty Councll are ex offlclo trustees (during 2023-241. The
Former Lord Mayor is appointed as a trustee for a period of a year following standing down as Lord Mayor. Other trustees
have been co-opted to serve the Charity for 3 period of 3 years and are appolnted by a resolution of the Trustees passed at
a Special Meeting under Clause 12 of the Trust Deed.
The trustees decide on investment management and grant allocations to organisations within the Manchester area who
have applied for asslstance.
Grant allocations to organisations and indivlduals are funded from investment income. donations and monies raised by
fundralsing activities.
The trustees have the power to invest in any part of the world and in any way which they, in thelr discretion. thlnk fit.
The Lord Mayor is normally elected annually and takes hi5/her office in May of each year. The new Lord Mayor was elected
in May 2023 and will stay in position until May 2024.
For the year 2023124 the Charity ha5 employed on a full-time basis a Development Manager, a Communications Officer,
and a Grants Manager. All staff are employed by Manchester City Council IMCCI, and thelr employment costs are then
paid to MCC by the Charity.
MCC also provides generous gift-in-kind support to the Charity, including Office Space, IT, HR, Flnance and Strategic
Management. The annual account5 are prepared under the guidance of the Deputy Chief Executive and City Treasurer of
Manchester City Council. This generous support helps the Charity to control its overheads expenditure.

Achievements and Performance
The trustees meet every quarter where decisions are made by Consensu5 of the full board. All meetings are minuted and
actions reviewed to check on progress and to ensure that objectives continue to be met.
DurinE 2023124 the Charity provided grants support to ambitious community groups and young people across the City of
Manchester. The trustees met every quarter to take and revlew declslons and to assess progress and future direction. All
meetings were minuted and actions reviewed to check on progress and to ensure that objectives continued to be met.
Success is measured by collating responses from groups and individuals who have been assisted by the tharity and ensuring
that a range of people are supported in a variety of ways through diverse projects and activitles.
The Trust received income totalling £611.25712022123 E529,6811 from Donations, Sponsored Events and Dividends in the
year. Some fundraising events were held durine the year. These included 3 Peaks Challenge in June 2023, Heart and Hope
Black Tie Dinner in September 2023 and Firewalk Event In St Anne's Square in January 2024.
The Sir Howard Bernstein Fund la restricted fund within the Charityl aims to support young Mancunians to galn knowledge,
skills and resources to succeed. Through the Manchester's Rising Stars Fund it supports disadvantaged young Mancunians to
overcome flnancial barrlers so they can take their next steps to success In Work, Qualifications and Entrepreneurship. 83
grants were awarded totalling £112,791. This Included fundlng for vital equipment and resources for young people. This
included 2 Rising Stars who have Olympics ambitions in the shot put and volleyball. aspiring musicians and tradespeople
including plumbers and bricklayers.
The Stronger Communities Fund provided grants totalling £199,595 to 58 ambitious Manchester-based community groups.
This funding supported groups to improve their communltles through projects with young people, projects to reduce
loneliness and isolation and activitles to protect green spaces.
The Charity received 'in kind, SUDDOrt from Manchester Citv Council for accountancy. finance, IT and Mana￿eMent SUPDOrt.

Financial Review
The Charity's accounts have been prepared in accordance with Financial Reporting Standard FRS 102 and in compliance with the Charities
Act 2011.
On a day to day basls the maln funding sourte Is donatlons from Indivlduals and companles.
The Charity's balance sheet as at 31st March 2024 shows a balance of £755,187 12022123 £943,698), with Unrestiicted Funds of
£560,33512022123 £681,3951 and Restricted Funds of £194,85212022123 £262,303).
The Sir Howard Bernstein restricted fund is planned to be utilised over the next 2-3 years specifically to a551St young people gain
knowledge and ski115 they need to succeed in education, employment and enterprise.
The unrestrlcted funds were used In 2023-24 prlmarlly to support Stronger Communlty Fund grants.
The unrestrlcted funds may be used for any tharStable purpose In order to beneflt the resldents of Manchester, Includlng provldlng short
breaks for young people and their families who reside within the Citv.
It is the policy of the Charity to maintain unrestricted funds which are free reserves of the charity at a level estimated to provide
sufficient funds to cover the costs of 8eneratin8 funds, charitable expenditure and to respond to any emergency situations which may

The total value of investmènts increased by £6,03812022123 decreased by £339,519). Thè 22123 decrease was mainly due to disposal (bf
investments as Trustees made a decSslon to wlthdraw £300,000.00 from the BlackRock lrnvestment fund in Aprll 2022 Sn order to top up
it's readily available funds.
All Investments being managed by Black Rock Merrill Lynch are invested in the Charities UK Equity Fund and the Charities UK Bond Fund.
Castlefield Investment managed pèrmanent endowment portfollo at the 315t March 202415 100% In balanced managed funds.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31st March 2024
which are set out on pages 8 to 16.
Responsibilities and basis of report
As the charity's trustees you are responslble for the preparation of the accounts in accordance with the requirements of
the Charities Act 20111'the Act'}.
I report in respect of my examination of the charity's account5 carried out under section 145 of the Act and in carrying
out my examination I have followed all the applicable Directions given by the Charity Commission under section
1451Sllbl of the Act.

Since the charity's gross income exceeded £250.000 your examiner must be a member of a body listed in section 145 of

ACCOUNTING POLICIES
B051s of preparatlon
The financial statements have been prepared in accordance with Accounting and Reporting by Charltles Statement of
Recommended Practice applicable to charities preparing their financial statements in accoidance with the Financial
Reporting Standard applicable in the UK and RepublSc of Ireland IFRS 1021 (effective I january 20151, Icharities SORP
IFRS 10211, and the Charitles Act 2011.
The accounts have been prepared in pounds sterling.
Golng concern
The Trustees consider that there are no material uncertainties about the Fund's ability to contSnue as a golnÈ concern.
Financial provision is available to enable the Fund to continue until the end of 2024.
Crltlcal accounting judgements and estlmatlon untertalnty
In preparing these financial statements, Trustees have made judgements, estimates and assumptions that affect the
dlsclosures made In the financial statement5. Estimates and judgements are continually evaluated and are based on
historical experience and other factors, including expectations of future events that are belleved to be reasonable under
the circumstances.
Accountlng Perlod
The accounting period is from l Aprll 2023 to 31 Mar¢h 2024.
Income
Income, including donations and legacies from institutions, corporates, trusts and Indlvidvals is included in the
Statement of Financial ActivltSes when the Fund Is entStled to the income, where the amount can be measured with
Goods, facilities and services donated for the Charities use where the benefit is quantlfiable and the goods or services
would have had to be purchased, are recognlsed In the flnanclal statement5 under Donations and Legacies as income
(gift5 in kindl when received and expenditure when distributed, at a reasonable estimate of thel¥ value In the perlod In
which they are received.

Expenditure
All expenditure is recognised on an accruals basis and Is recognised when there is a legal or constructive
obligation to pay for expenditure. These costs are directly attributable to specific activities.
Raising Funds
These are the c05ts associated with raising funds from all sources of incoming resources including Investment
Management COSts.
Charltable activities
Grants payable are charged In the year when the offer is conveyed to the recipient, except in those cases where
the offer is conditional, such grants being recognised when the conditions attaching are fulfilled.
Support Cost allocation
Support costs are those functions that assist the work of the charity but do not directly undertake charitable
activities. Support costs include back office costs, finance. personnel and governance costs which support the
Trusts charitable programmes and activities. These costs have been allocated between cost of raising funds and
expenditure on charitable activities. The support costs are allocated or apportioned to activities on a basis
consistent with identified cost drivers for the cost category. Cost drivers utilised include number of direct hours
of query resolution.
Fixed Asset Investments
Investments are initially recognised at their transaction value and subsequently measured at their market value
as at the balance sheet date using the closing quoted market price. The statement of financial activities includes
the net gains and losses arislng on revaluation and disposals throughout the year.
Investment Gains and Losses
All gains and losses are taken to the statement of financial activities as they arise. Realised galns and losse5 on
investments are calculated as the difference between sales proceeds and their opening carrying value or their
purchase value if acquired subsequent to the first day of the financial year. Unrealised gains and losses are
calculated as the difference between the fair value at the year end and their carrying value. Realised and
unrealised investment gains and losses are combined in the statement of Financial Activities.

The Trust is a registered charity and does not trade for tax purposes and is therefore not subject to taxation on its
activitie5.
