FOR THE AVOIDANCE OF DOUBT, THE WORDS "BLIND" AND "BLIND PEOPLE" THROUGHOUT THESE ARTICLES SHALL BE INTERPRETED SO AS TO INCLUDE PERSONS OF ALL AGES WHO MAY OR MAY NOT HAVE OTHER DISABILITIES AND WHO, THOUGH NOT TOTALLY BLIND, HAVE LOW VISION WHICH CANNOT BE CORRECTED WITH THE USE OF SPECTACLES OR CONTACT LENSES OR ARE THREATENED WITH LOSS OF SIGHT.
