THE BRITISH ONCOLOGY PHARMACY ASSOCIATION (BOPA)

I report to the trustees on my examination of the accounts for this charity for the year ended 31[st] March 2025, which are set out on pages 5 - 27.

Respective Responsibilities of the Trustees and Examiner

As the charity trustees of the charity, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

It is my responsibility to:

examine the accounts under section 145 of the Charities Act,

to follow the procedures laid down in the general directions given by the Charity Commission (under section 145(5)(b)) of the Charities Act, and

to state whether particular matters have come to my attention.

Basis of Independent Examiner’s Report

My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.

Structure

Members of the committee are elected for a three year term of office by the voting members through an electronic ballot. Each candidate provides a written statement in support of their application. These statements are electronically submitted to the members. The results of the election are announced at the Annual Symposium. Members can serve a maximum of two consecutive terms of office on the committee.

This committee then votes for the officers of Chair and Treasurer between themselves.

The association does not require any fundraising or grant-making activities. It is self-funding by members subscriptions, with additional sponsorship from the pharmaceutical industry for key projects such as e- Learning.

Decisions are made at the monthly committee meetings on behalf of the membership. The committee have several sub committees which feed back to the committee their decisions and ideas on behalf of the membership.

Governance

Due to the nature of this charity no policies are in place to recruit and train trustees. Generally, those people elected by the members of the association are then responsible for the maintenance and safe handling of the Charity on behalf of the members.

Any decisions that require the membership to be involved in, such as national consultation documents, the document is placed on the BOPA website and emailed throughout the membership for comments to be received by the reference sub-committee who will then collate the response and return it.

The association works closely with the NHS England Cancer Area Team Pharmacists, and other relevant (oncology) pharmacy groups.

Objectives

The stated aim of BOPA is to promote excellence in the pharmaceutical care of patients with cancer through education, communication, research and innovation by an alliance of hospital, community and academic pharmacists, pharmacy technicians, those in the pharmaceutical industry and other healthcare professionals.

Public Benefit

These activities are undertaken to further the charitable purposes for the public benefit and the trustees believe that these activities satisfy the charity commissions general guidance on public benefit.

Achievements and performance

The role of BOPA in supporting and provided educational and training resources has increased and the scope and breadth of the projects and advocacy roles we have been involved with has widen. In light of this we have seen our BOPA membership increasing, for example in August 2025 we had 1093 paid members, 2501 free members and 30 corporate members. Additionally, since the launch of the website in 2019, BOPA has received over 3000 networking and clinical queries. Examples of BOPA’s key achievements are described below.

Let’s Communicate Cancer

After much work the LCC 3-year review was completed in February 2025. The process involved advertising and recruiting reviewers, preparation of an SOP, talking through the review points submitted to decide which required action, implementation of the actions, reinstallation of changed elements, checking media quality of materials was maintained.

LCC development documents are gradually being transferred from Jackie to the BOPA drive. Responsibility for LCC is being handed over to the Education and Training sub-committee. A new LCC Lead Jennifer Allen is in post and is handling enquiries and progressing LCC.

Work was carried out on LCC to make the new Play Your Part materials more visible in the modules rather than solely situated on the Cancer Hub. The red flag animation videos are now in Module 1 along with series 1 of the factsheets. Other series of factsheets are situated in Modules 2 and 3 as appropriate. Material on the NHS E-learning for Health website is now out of date so negotiations between BOPA and the E-lfh teams are underway to inform users this is the case.

The LCC lead will preside over the current Royal Society Prevention for Health accreditation.

A grant has been received from Ipsen to examine the usefulness of LCC to other professions such as nursing and medicine. This work is being undertaken by the BOPA special interest group looking at community support of advanced cancer patients (CASPC).

Further work is required by all areas of BOPA to advertise and increase uptake of the valuable LCC resource.

Research Subcommittee

The aim of the BOPA Research Committee is to lead, develop and encourage high quality oncology/haematology pharmacy practice research and thereby increasing knowledge and promoting excellence in the care of cancer patients. Our main roles include

be completing a project titled: ‘A Realist Evaluation of
CloseHER2Home, a community pharmacy-led cancer treatment
pathway’.

A dedicated workstream has recently restructured to enhance
research collaboration across the BOPA community. This refreshed
approach aims to foster inclusive engagement and create a dynamic
platform for all members to contribute to research initiatives.

We received 174 abstracts for the 2025 conference. Five have been
selected for Oral presentation (Plenary), 5 for the highly commented
poster presentations, 124 for posters and 40 were rejected. There
were 2 abstracts received under the service improvement and New
Models of Care category which have been invited to present as at
future My Research Webinar.

BOPA
conference
The research stream at the BOPA conferences remains strong with
multiple sessions including presentations from Professor Christine
Bond and Dr Ruth Miller. Our focus this year is developing our
members to be better equipped to undertake research.
Advanced
Pharmacy Study
Day
We presented at the BOPA Advanced Pharmacy Study Day in Jun
25 titled_"Getting Started with Research: A Practical Guide to Begin_
_and Thrive."_Now in its second year, this well-attended event aims to
support senior pharmacists pursuing RPS Advanced Credentialing or
Consultant Pharmacist Credentialing. The study day provides
practical guidance to help attendees generate evidence for the
research pillar, a key component of the credentialing process.
Mentoring Since the creation of this expert mentorship list in Sept 2022, we
now have 29 experienced pharmacists who have volunteered to
support BOPA members to develop research projects, service
evaluations/innovation projects or audits. Check out

Cancer
pharmacy
technicians
The research subcommittee and pharmacy technician subcommittee
conducted a national survey on workforce distribution, training
received and perceived gaps to provide insight into aligned post-
registration training framework and strengthening education
pathways and work plan standardisation. We will be presenting a
poster at the BOPA conference 2025.
Future activity We are exploring ways of using AI to support with the subcommittee
activities.

● Over the past two years, we’ve welcomed more than 30 delegates
● In 2025, we introduced a modest delegate fee, yet attendance increased compared
to the inaugural. Feedback has been consistently positive, and we enhanced the
programme in year two based on delegate

practice pathways, develop professionally, and connect with peers across the UK.

The EDI sub-committee consists of 15 members and 3 recently recruited interns. In the past 12 months, it’s been very active in delivering BOPA’s commitment to building a diverse, equitable and inclusive community for all members, non-members and patients in cancer care.

Review of BOPA Educational Materials We are developing a checklist of EDI
considerations to guide the design of
educational materials for BOPA.
Once the checklist has been approved, we
will begin reviewing the most frequently
accessed documents as a priority and
apply the checklist to promote inclusive
language throughout BOPA’s website.
This work is being carried out in
collaboration with the E&T Subcommittee.
Re-survey of membership reception of Equity, diversity, and inclusion in oncology
the EDI engagement pharmacy practice: Everyone's business.
We have resurveyed BOPA members at
2024 conference with re-designed
questions, taken into account feedback
that we have received from the first
survey. However, the response rate was
very low (8 responses in total), and we are
working towards improving engagement
within our subcommittee.
Transatlantic collaborations: Jurga presented BOPA EDI survey results
Canada (2022), our current workstreams and her
recently published scoping review results
(Scoping review identifying interventions
that have been tested to optimise the
experience of people from ethnic minority
groups receiving systemic anticancer
therapy (SACT)) at ISOPP.
This has generated interest to work
collaboratively on several projects. Our
survey is going to be adapted and used to
gather views of cancer pharmacy
workforce in Canada, this will generate
additional publications with BOPA being
acknowledged as a collaborator.

subcommittee in 2025.
Transatlantic collaborations: We had Mo Adedipe presenting at one of
USA our EDI meetings and we are building
links to work together on future research

This was another productive year for the GAP members engaged in a variety of projects covering the full range of BOPA activities. To aide committee members support projects which impact on pharmacy staff working in cancer services, the committee has updated its terms of reference to better reflect the evolving role of pharmacy staff and their role in supporting patients with cancer. We will continue to provide governance oversight, both within BOPA ensuring clarity and accountability for the membership, and for BOPA’s engagement with the outside organisations, ensuring that collaboration represent the best interests of BOPA, its membership and the wider oncology pharmacy profession. We continue to advocate for the role of pharmacy professionals within cancer services and promote continuing excellent work undertaken by BOPA and its members. We will also continue to publish position statements on behalf of the BOPA membership, ensuring that we speak as one body on areas of critical importance to oncology pharmacy, providing support and guidance as needed.

A summary of the activities of the committee are summarised below:

UK Pharmacy Research Advisory Board (UK PRAG)

In November GAP members contributed to the content of the UK PRAG groups pharmacy research strategy seeking to further embed the role of clinical-academia and research capacity within the workforce.

UKSB – IT policy

GAP members have played a key role in reviewing the latest update of the national UK SACT Board intrathecal policy. Members have helped to ensure that this policy is reflective of changes to provision of IT chemotherapy, challenging outdated practices and ensuring that patient safety is maintained through clear and evidence-based practice.

UKSB – hypersensitivity guidance

In May members have helped to review and contribute to the UK SACT board hypersensitivity to chemotherapy management guidance. This has helped to ensure that national guidelines reflected best practice principles.

Initial standards for pharmacy technician verification

In April GAP collaborated with the pharmacy technician committee to produce initial draft guidance regarding the potential role of pharmacy technicians in verification. This highlighted several areas of good practice which has been developed by early adopter sites for wider consideration.

UKSB Standardisation of SACT reviews

In June members helped to review the initial UK SACT board guidance regarding standardisation of SACT reviews by non-medical healthcare professionals. This ongoing work has involved extensive collaboration between GAP members, the BOPA exec, consultant pharmacist group and UK SACT board. Given the importance of this development to BOPA members working in advanced practice roles reviewing patients GAP have worked to ensure that this guidance supports the safe and effective practice of its members.

Develop guidance for BOPA endorsement of training programmes developed by external bodies

GAP have worked alongside the education and training committee to ensure a consistent approach to requests for endorsement of training programmes developed by external bodies. This guidance provides clarity for BOPA and its members as well as consistency for external bodies seeking to collaborate with BOPA.

Support and Collaborations

Supported the establishment of the new BOPA AI specialist interest group seeking to define the role of this emerging technology within oncology pharmacy practice.

Supported the NHS England Aseptics Infusion Board as part of workforce strategy developments to ensure rationale use of aseptic manufacturing capacity.

Conference Presentations

The GAP committee has worked to support BOPA members to present at a range of conferences within the past 12 months including, the pharmacy show, HSJ cancer forum, the RPS conference and CPC north.

Changes to GAP Co-chairs in 2025/2026

After supporting the work of the GAP committee as co-chair for 8 years Rhiannon is stepping down. The GAP members would like to thank her for her tireless work in driving forward changes to national policy that GAP members have contributed to. Rhiannon has helped to steer BOPA and the oncology pharmacy profession through a number of challenges during her tenure (Covid) and always acted with commendable attention to detail and good humour. Rhiannon will be replaced by David Mace who will assume a role as co-chair in November 2025. After six years of dedicated service as co-chair, Andy is stepping down to pursue an exciting new chapter—a PhD. Andy’s leadership, insight, unwavering commitment and pragmatism have made a lasting impact, and GAP are very grateful for his contribution. Andy will be replaced by Jessica Pealing from January 2026.

Both Rhiannon and Andy will remain as members of the GAP committee and help to support the new chairs as they development within the role. GAP are delighted to welcome David and Jess into their new roles

The conference sub-committee had another productive year and delivered another successful conference in Birmingham 2024, alongside the executive committee.

One significant difference to previous conferences, was the inclusion of an award ceremony at the Gala Dinner. Winners of the research awards, BOPA fellowship and the new Above and Beyond Award were recognised at this ceremony, whereas previously is at been on the Sunday morning. There was overwhelming positive feedback about this, and so the subcommittee have made the decision to repeat this at the Belfast Conference.

We have also responded to feedback ensuring we make the conference as welcoming as possible for ‘first timers’ and those coming on their own. Benefit to the public

As an organisation promoting excellence in the pharmaceutical care of patients with cancer, BOPA provides up-to-date resources for academic pharmacists, pharmacy technicians, those in the pharmaceutical industry and other healthcare professionals. Thereby promoting up-to-date safe and efficient practice through education, training and through participating in collaborative research both nationally and at a global level. In 2025 BOPA also created a Patient and Public Involvement Specialist - Advisory Group (Cancer Community Partners Group - Cancer Community Partners Advisory Group BOPA)

Activities undertaken to benefit the public

  1. Let’s Communicate Cancer project. The aim of the project is to educate and up-skill community pharmacists to engage with the public in the community setting with confidence and developing a knowledge base around cancer and its treatments.

  2. The development of podcast to provide education and training using a new technology platform.

  3. Annual BOPA symposium: Providing educational sessions to our members, on areas such as clinical management in cancer, good practice research methods (e.g., engaging with patients, public and carers) and scientific updates. This ensures our members have the knowledge, skills, and confidence to manage and work with cancer patients at their place of work.

  4. The publication of the “Clinical considerations for the safe and inclusive prescribing for trans gender and non-binary patients”. This work was completed in collaboration with OutPatients (a charity supporting and amplifying LGBTIQ+ voices in cancer care).

  5. Financial review

Trustees’/members’ expenses for services

As a charitable organisation members and the three trustees are eligible for travel expenses, team building exercises and hotel accommodation. In this financial year the total cost is £1,999.

Reserve accounts

The Charity holds cash funds of £119,859, split between Nat West Bank accounts and a Scottish Widows account, of which £68,941 are restricted.

The reason for holding these reserves is:

  1. In the event of a reduction in income the charity will be able to continue to provide its core functions and cover all existing fixed costs and commitments e.g., website maintenance.

  2. The charity provides an annual educational event. In the normal course of events these meetings are at least “break even”. However, there is the risk that the income for this meeting may be below the costs associated with running the meeting, and BOPA will be liable for this shortfall.

Summary of accounts

The total income received was £143,086 and the total payments made were £186,522.

This gave BOPA net expenditure of £43,436 for the year, and total assets/funds of £119,859, split between unrestricted funds of £50,918 and restricted funds of £68,941.

Plans for the future

  1. To continue to collaborate with national and international (oncology) pharmacy groups to maintain and consolidate its professional and advocacy role.

  2. During 2025-2026 BOPA will continue to develop and provide high quality education and training materials for all their members.

  3. BOPA is also keen to develop and continue educational scholarships for its members and to fund research into Pharmacy Practice Research where there is a focus on cancer.

  4. The BOPA 2025 symposium will be delivered as a face-to-face in London, England.

  5. Continue collaboration with Specialist Pharmacy Groups and Professional Leadership Bodies to work together to have a unified Pharmacy voice within the UK.
