OBJECTIVES AND ACTWMES
Aim ofthe Charty
The Lancashire Partnership Agairtst Crime was estsblished in 1992 and is a partnership of Lanc8shire
Businesses. publ￿ Services and Voluntary Organisat￿nS working togelher lo reduce levels of crime and disorder
ross Lancashire, Blackwol and 81ackbum with Darwen. The Partnership has charitable ststus and is a
company limited by guarantee which raises valuable addilional resour￿5 through fundraising events, charitable
donations and grants. The aim of the charity is lo promote Ihe prevention and reduction of crime and anti-social
behavioui in Lancashire and to support initsab.ves that lead to increased communrty safety and better quality of
life for our region's residents and visitors.
Achlevements in the year
The Charity's main ath.vity continues lo be the payment of grants for projects linked lo the prevention of crime.
Many of the schemes the chanty helps were designed to reassure and protect the vulnerable and elderfy, reduce
incidents ol criminal damage and anlFTrsocial behavh)ur, reduce vehicle crime and domestic burglaries in addition
to engaging with young people to introduce them into construthe Iwsure I"me aclivilies.
The charty continues to award grants on application. E&h grani application is ￿VIewed and authorised where il
is considered to satisfy the objectNes of the chanty.

Our Funding
Established in 1992 the Lancashire Partnership Against Crime has gone from strength lo strength wth over £4
million being allocated towards projects ￿Unty-wide. providing a significant addition to community safety and
prosperity and making a ￿81 differerbce lo the communty of LarKashire.
Funds ale raised in the charity largely from (kjnations. Through the trading Subsidiary. LANPAC Limited, we also
raise funds from various events and the annual membership fee received from our members. LANPAC members
represent the complete spectrum ol Lancashire's businesses and publtc setvices, including the police. l¢xal
aulhorilies, national companies with branches in the county. small local fimis, pla￿ of worship and even sole
traders. No org3nisation is loo large or small and our graduated system of membership fees 15 designed lo ensure
that no one is excludeé. We bdieve that our members exemplty the best of Lancashire, people who undeisland
the Importance of corporate social responsibility and ts growng impact. t￿th on their working environment and
the way they Ihemsefves are per￿1Ved by their customers.
The charity or any person on behalf of the charty does not raise funds from the Publ￿ by fundraising and does
not use professional fundraisers.
Our Membets
The svpport of our members is vital to our success. We encourage partnership working and encourage matched
funding being sought to ¢ompkn)ent any Mon￿ all￿ated by LANPAC lo pum*prime projects. As a result, this
has rnulliplied our initial oulL8y fourfold, so that, in real terms. for every £400 donated to LANPAC in the fom ol a
membership fee, it is in reality worth £1,600 to our charity

Reserves policy
The free reserves ofthe Charity as al 31 March 2023 were £78.57612022.. É115.8291. The directors are regularly
promoting granl applicab"ons. however grants awarded depend on the volume and quality of applications received.
Investment powe
Under the Articles of Association the Direclors have the power to expand the funds of the company in such
manner as they shall consider mosl beneficial for the achievement of the objects.
Risk management
The trustees have a duty to identr'fy and ￿VIeWthe risks lo which the charity is expose(l and lo ensure appropriate
controls are in place lo provide reasonable assurance against fraud and error. The main risk to the charity is
ensurin9 that gfanls are awarded to ￿na fwje wqect& All projects appI￿ationS are reviewed and the projects
visited wherever possible.
Going con¢em
The Trustees consider that the charity has sufficient reserves to meel liabilities as they fall due for a period of al
least twelve months from the date of the signing of the accounts. As such, the accounts are prepared on a going
concern basi5.

The Charity plans lo conbnue its grant makiro ¥b"vities and lo ￿duce reserves through the awarding of larger
amounts lo suitable bvjger projects. The Charity will also provide practKal supwrt in the fomi of conferences,
particularly in those areas which are seen as wiorities.

Basis of preparing the financial statements
LanGa5hire Partnership Again51 Crime Limited is a incorporated tharrty in England. In the event of Ihe charity
being wound up, the liability in respect ofthe guarantee is limtted to £1 per memberofthe charity. The address
of the registered office is gwen in the charity information of these financial ststements. The nature of the
charty's Operat￿nS and prinupal actNrties a￿ in the detailed in the Report of the Trustees.
The charty constitutes a publ￿ benefft enbty as defined by FRS 102. The financial ststements have been
prepared in accordance with Accounkn"ng and Reporting by Chanties" Statement of Recomrnended Practice
applicable to charities preparing their accounts in ar£ordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland IFRS 1.021 issued in October 2019 ,the Financial Reporting
Standard applicab￿ in the Unrted Kingdom and RepuNic of Iieland IFRS 1021. the Charities Act 2011, the
Companies Act 2006 and UK Generalty Accepted Acc4)unting Practice.
The linanc￿l statements are prepared on a going ￿nCern basi5 under the histori￿1 cost convenlKJn, modified
to include certain items at fair value. The financBI statements are presented in sterling which is the functional

Expenditure recognition
AJI expenditure Is accounted for on an accruals basis and has been ctassified under headings that aggregate
all costs rekted lo the category. Expenditure is recognwd where there is a legal or constructive obligation lo

then the grant is only accrued when any unfulfilled conditions are outside of the control of the charity

Investments in subsidiaries are measured al cost less impaimient
Future commitments
Future commitments are to be met from f￿t￿re income. sL￿h commrtments are not prowded for until the
ielevant expenditure becomes due.
Taxation
The charity is an exempt chanty within the meaning of schedule 3 of the Charities Act 2011 and 15 considered
lo pass the tests set out in Paragraph 1 Schedule 6 Finan￿ Act 2010 and therefore it meets the definilion of
a Charitab￿ company for UK corporation tax purposes.
