SNIP International is a registered charity whose purpose is to relieve the suffering and distress of stray and feral animals in communities outside the United Kingdom, particularly through the sterilisation of such animals. In practice, this means welfare activities in connection with stray and feral cats and dogs.

This is the first report of the Trustees for the CIO.
STRUCTURE AND GOVERNANCE
SNIP International is a Charitable Incorporated Organisation (CIO), not having a share capital, having its constitution and objectives set out in a document dated 18[th] May 2020; it having converted, from a company limited by guarantee and charity formed in 1996, on that date.
The Trustees are empowered to exercise all the powers of the CIO subject to its constitution and charity law.
During the year, there were five trustees (as above) and all offer themselves for reappointment.
RISK MANAGEMENT AND RESERVE POLICY
There is negligible risk in the operation of SNIP International.
It is the policy of SNIP International not to commit to equipment donations or the major part of overheads unless funds are available. Some overheads recur annually (amounting to no more than several hundred pounds) and by prudent management of reserves are covered multiple times.
Our reserves policy also enables us to consider applications for donations of equipment despite not having sufficient current income to support them.
OBJECTIVES AND PRINCIPAL ACTIVITIES
SNIP International is a registered charity dedicated to the relief from suffering of stray and feral animals in communities outside the United Kingdom, particularly through the sterilisation of such animals. Our current focus is on stray and feral cats and dogs.
The principal activity is to donate equipment designed for use in ‘Trap/catch, neuter and return’ procedures to overseas groups who share our approach to the treatment of stray and feral cats and dogs.
The Trustees confirm that the Charity Commission’s general guidance on public benefit has been considered in relation to the objectives of the Charity. The report sets out those objectives and describes how they have been met in the current year.

REVIEW OF ACTIVITIES IN THE YEAR 2022
The core work of SNIP International is to send equipment to groups and organisations all over the world to improve the welfare of dogs and cats through Trap, Catch, Neuter and Release (TCNR) schemes. I am pleased to report that we have once again been able to send equipment far and wide now encompassing 92 countries, 595 groups with 1934 pieces of equipment.
Thankfully ICAWC (The International Companion Animal Welfare Conference) resumed in Sofia, Bulgaria after several years break due to Covid. As in previous years SNIP International attended to distribute equipment to the attending groups from around the world and to specific groups in both Bulgaria and Romania through our TNR Bulgaria & Romania project. Thanks go to our partners and funders, Cats Protection, MDC Exports, Pet Plan Charitable Trust and of course Dogs Trust Worldwide.
The Catstar project in Sri Lanka that commenced on 16[th] April 2021 as at three year plan to neuter 9000 cats is now in its second year. Though challenging local conditions slowed progress, Catstar have still made significant progress and SNIP International is proud to be a major funder for this project.
The new European organisation SNIPiE will help to alleviate some of the ongoing problems our charity has encountered since Brexit. This will help us going forward to ensure best value for money when exporting equipment to those groups in need of help and will help maintain our ability to carry on our core work.
One of the issues we encounter as a totally volunteer led CIO is the amount of time and effort required from the trustees and especially with increased complexity of exportation and volume of applications for help. As a result we have initiated a call for ‘extra helping hands’ to lighten the workload. This will be ongoing into 2023 however we are very grateful for the help of Juliette Jones and more recently Adelle Goodman.
I would like to thank my fellow trustees and volunteers for their time, effort and friendship. SNIPi has enabled tens of thousands of cats and dogs the chance of a better life, through donations of equipment to caring people, for TNR/CNR schemes in their neighbourhoods all over the world .
In ending my report for 2022 I would also like to pay tribute to those people that have consistently helped fund our work year on year. You are invaluable. Thank you.
FINANCIAL RESULTS AND ACCOUNTS
As shown in the Receipts and Payments account Income exceeded Expenditure for the year ended 31 December 2022 resulting in a cash decrease of £46,688 due in part to the funding of our special projects in Sri Lanka, Ukraine and Montenegro. The accounts are prepared on a ‘receipts and payments’ basis as prescribed by the Charity Commission and the CIO governing document.

STATEMENT OF TRUSTEES’ RESPONSIBILITIES
Charity Law requires the Trustees to prepare financial statements for each financial year giving details of Income and Expenditure in the year together with assets and liabilities.
The Trustees also acknowledge their responsibility to keep proper accounting records that disclose with reasonable accuracy at any time the financial position of the CIO.
They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

The restricted funds include monies due for equipment delivered but not paid by the year end, including bank charges.

The accounts have been prepared under the receipts and payments basis of accounting as prescribed by the Charity Commission and the charity’s governing documents.
For the year, ending 31[st] December 2022 the CIO was entitled to exemption from audit as its income was below the required threshold.
The directors acknowledge their responsibility for complying with the requirements of the Charity Commission with respect to accounting records and for the preparation of accounts.

SNIP International Charitable Incorporated Organisation NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31st DECEMBER 2022
1. ACCOUNTING POLICIES
The financial statements have been prepared on a receipts and payments basis in accordance with the prescribed format of the Charity Commission.
Voluntary income is received in the form of donations (including legacies) from individuals, grants from charitable funds, annual subscriptions of Friends of SNIP International and certain administrative, publicity and some travel costs are borne by the Trustees and not reimbursed.

i) Grants from charitable funds are included in the Statement of Financial Activities when payment has been received.

ii) Annual Subscriptions of Friends of SNIP International are credited to the Statement of Financial Activities when received.

iii) Where significant income arises from occasional promotional events, such income is shown separately before deduction of expenses and the related expenditure, if material, is also shown separately.
Expenditure is included in the Statement of Financial Activities when paid and noted separately are any outstanding liabilities when incurred including constructive obligations, if any have arisen.
2. VOLUNTARY SERVICES
SNIP International has no employees. All its activities are carried out on a voluntary basis.
The Trustees are prohibited from receiving any remuneration for their services under the terms of the its constitution unless such services are provided in a professional capacity. There were no such professional charges in the year (2020 Nil).
3. TAXATION
- No liability to or refund of UK tax arises as a result of these accounts.
4. UNRESTRICTED FUND
This represents the cumulative surplus of income over expenditure and is generally available to meet expenditure incurred by the company as detailed above.
5. CONSTITUTION
SNIP International was incorporated as a CIO on 18[th] May 2020 and the liability of each member is limited to £10.
