SNIP International is a registered charity whose purpose is to relieve the suffering and distress of stray and feral animals in communities outside the United Kingdom, particularly through the sterilisation of such animals. This is the first report of the Trustees for the CIO.
STRUCTURE AND GOVERNANCE
SNIP International is a Charitable Incorporated Organisation (CIO), not having a share capital, having its constitution and objectives set out in a document dated 18[th] May 2020; it having converted, from a company limited by guarantee and charity formed in 1996, on that date.
The Trustees are empowered to exercise all the powers of the CIO subject to its constitution and charity law.
During the year, there were six trustees (as above) and all except Mr Robert Bacon offer themselves for reappointment. Mr Robert Bacon resigned as a Trustee of the charity on 8[th] May 2021.
RISK MANAGEMENT AND RESERVE POLICY
There is negligible risk in the operation of SNIP International.
It is the policy of SNIP International not to commit to equipment donations or the major part of overheads unless funds are available. Some overheads recur annually (amounting to no more than several hundred pounds) and by prudent management of reserves are covered multiple times.
Our reserves policy also enables us to consider applications for donations of equipment despite not having sufficient current income to support them.
OBJECTIVES AND PRINCIPAL ACTIVITIES
SNIP International is a registered charity dedicated to the relief from suffering of stray and feral animals in communities outside the United Kingdom, particularly through the sterilisation of such animals. Our current focus is on stray and feral cats and dogs.
The principal activity is to donate equipment designed for use in ‘Trap/catch, neuter and return’ procedures to overseas groups who share our approach to the treatment of stray and feral cats and dogs.
The Trustees confirm that the Charity Commission’s general guidance on public benefit has been considered in relation to the objectives of the Charity. The report sets out those objectives and describes how they have been met in the current year.

REVIEW OF ACTIVITIES IN THE YEAR 2021
When I wrote this report last year it had certainly been a unique year. However, we did not realise that the whole of 2021 would also be defined by the pandemic COVID-19, and as a result the board members were unable to meet face to face for the entire year. This did not stop the team from carrying on as usual and via numerous Zoom calls we were able to make good progress with a number of projects as well as maintain distribution of many more items of equipment via successful applications to all parts of the world. There is no doubt however that face to face meetings do have merit and we hope to commence these again at some stage during 2022.
Once again ICAWC was another casualty of pandemic and was cancelled for a second year running. We have retained the grant we were awarded in 2020 to supply special project equipment in Bulgaria and neighbouring countries and this will be used in 2022 when we hope to attend ICAWC in Sofia, Bulgaria.
The new website came into being during 2021 and combined with the new logo is a great improvement both in terms of clarity of message but also all content has been updated thanks to some hard work from my colleagues on the Board and Juliette Jones our invaluable volunteer. As a consequence of building the new website we also acquired a new general email address for communications: info@snipinternational.org.
The Catstar project in Sri Lanka commenced on 16[th] April 2021 and although started slowly due to the pandemic, picked up pace through the latter part of the year and cats are now being neutered in numbers as part of this 3yr scheme to neuter 9000 cats.
The Chair took over the role of Company Secretary in February 2021 from our long serving and greatly missed ex-Board member Bob Bacon, albeit he was on hand for several more months to ensure the transition in several areas was as smooth as could be. Thanks Bob.
The bread-and-butter work of the CIO continued throughout the year and as of the end of 2021 SNIP International can report that we have distributed a total 1,597 pieces of equipment to 562 groups in 89 countries since our inception. Unfortunately, we have now encountered the negative effects of Brexit which have resulted in significantly increased costs of transport of equipment mainly via our UK distributor, MDC Exports Ltd. This is a potentially complex area due to individual import taxation regimes in different countries with both increased costs and significant paperwork! As a result, we are looking at possible solutions and this may require setting up a sister association in France in order to access a European bank account that will bring greater efficiency in future costs of fulfilling our charitable objects.
It is also my sad duty to acknowledge the passing of Nigel Haygarth, a founder member of SNIP International and former Chairman and Treasurer. Nigel was instrumental in getting the charity off the ground and along with other founder members, growing the support and growth of the charity so that we are now in a position to carry on with such necessary work.
Once again, I end my report thanking my fellow trustees and volunteers for their time, effort and friendship. SNIPi has enabled tens of thousands of cats and dogs the chance of a better life, through donations of equipment to caring people, for TNR/CNR schemes in their neighbourhoods all over the world .
FINANCIAL RESULTS AND ACCOUNTS
As shown in the Receipts and Payments account Income exceeded Expenditure for the year ended 31 December 2021 resulting in a cash decrease of £12,008 due in part to the funding of our special project in Sri Lanka. The accounts are prepared on a ‘receipts and payments’ basis as prescribed by the Charity Commission and the CIO governing document.

STATEMENT OF TRUSTEES’ RESPONSIBILITIES
Charity Law requires the Trustees to prepare financial statements for each financial year giving details of Income and Expenditure in the year together with assets and liabilities.
The Trustees also acknowledge their responsibility to keep proper accounting records that disclose with reasonable accuracy at any time the financial position of the CIO.
They are also responsible for safeguarding the assets of the company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities

The restricted funds brought forward from 2020 are a grant of £4,000 from The Petplan Charitable Trust towards a supplementary TNR project in the host ICAWC country. The conference which was due to take place in Sofia Bulgaria, having been cancelled, the funds are reserved until such time of resumption. Snip International by custom, also match-funds this amount and meets any transport costs (which have been estimated at £750), giving a total of £4,750 additionally transferred to restricted funds. The transfer of restricted funds (£16,540) in the year are in respect of a Memorandum of Understanding relating to the Catstar project where funds to be expended in 2023 and 2024 have been committed.

Also note that £4,000 grant from The Petplan Charitable Trust received in 2020 has been deferred from commitment until 2022.

The accounts have been prepared under the receipts and payments basis of accounting as prescribed by the Charity Commission and the charity’s governing documents.
For the year, ending 31[st] December 2021 the CIO was entitled to exemption from audit as its income was below the required threshold.
The directors acknowledge their responsibility for complying with the requirements of the Charity Commission with respect to accounting records and for the preparation of accounts.

1. ACCOUNTING POLICIES
The financial statements have been prepared on a receipts and payments basis in accordance with the prescribed format of the Charity Commission.
Voluntary income is received in the form of donations (including legacies) from individuals, grants from charitable funds, annual subscriptions of Friends of SNIP International and certain administrative, publicity and some travel costs are borne by the Trustees and not reimbursed.

i) Grants from charitable funds are included in the Statement of Financial Activities when payment has been received.

ii) Annual Subscriptions of Friends of SNIP International are credited to the Statement of Financial Activities when received.

iii) Where significant income arises from occasional promotional events, such income is shown separately before deduction of expenses and the related expenditure, if material, is also shown separately.
Expenditure is included in the Statement of Financial Activities when paid and noted separately are any outstanding liabilities when incurred including constructive obligations, if any have arisen.
2. VOLUNTARY SERVICES
SNIP International has no employees. All its activities are carried out on a voluntary basis.
The Trustees are prohibited from receiving any remuneration for their services under the terms of the its constitution unless such services are provided in a professional capacity. There were no such professional charges in the year (2020 Nil).
3. TAXATION
- No liability to or refund of UK tax arises as a result of these accounts.
4. UNRESTRICTED FUND
This represents the cumulative surplus of income over expenditure and is generally available to meet expenditure incurred by the company as detailed above.
5. CONSTITUTION
SNIP International was incorporated as a CIO on 18[th] May 2020 and the liability of each member is limited to £10.
