Reserves pollcy
Developmentplus is a project based ¢harlcy where funding is generally gained on a proj6ct by projed basis. In order lo
ènsure that the impact of successful projects is maintained and momentum continued, there is a need lo carry 8 level of
liquid reservès The trustèes also recggnise the importance of the effectNe cwrdination of the projects and that thei8
are other Overall running costs of the charty which need to be included in reserves. Where possible the charf(y looks to
cover a proportion ol these via their project ftjnding but there 15 a iisk th* these may not ahvays be met. The importanee
of cash flow and liquidity led to the strategic decision to sell the property held by the chaiity in 2017. This enabled the
charity to realise eash-reserves trom the fixed as5el that did not meet the requirernenls ol the charrty. This deeis10n
increased the eash hekl by the charty which assisted in the delivery ol pr(¥ects in accordance with the objecttvès and
also covered some of the overheads of the charty.
From this Strateg￿ decision. the Iruslees assessed the ￿Ve1 of risk that the charity faces. notsbly the uncertainty of
income beyond projects and to cover the operating costs of the charty. They concluded. based on thes& risks. that an
appropriate level of reserves lo tKJld would be 12 months of running e¢>sts. Th6 overall support C0515 of the ¢harity (prior
to allocation to charf(abte activities) was £86.292.
At the end ol this pèriod, the unrestricted reserves held weTe £21,861 which is below the desired level. In ordèr to onsurtr
the leve1 of reseNes is mintained. thè projttd appli¢alioTrs will include a proportion of these eosts where possiblè and
thè tiustèes are investl9ating spocific funding pots to cover these operations.
The year end restiicled reserves include arnounts rekling to muttiple year grants dua to the raeognrtion ¢rlteria of
projects in line wth the Statement of Recommended Practice ISORPI. Thè SORP requires the charty to recognise
income when rt is prob8ble. quantifiable and there is entrtlement to the funds whieh has meant that uneondrtional funding
for muttiple years has been rocognised up front in full. These funds wll be expended in future years over the life of the
proie¢t At the year end there was £20,459 01 amounts that are to be &xp8nded In future year5.
