IN PROVIDING SPECIAL BENEFITS FOR THE SAID SCHOOL THE TRUSTEES SHALL HAVE REGARD TO THE DESIRABILITY OF CONSULTING THE HEADTEACHER AND THE GOVERNORS OF THE SCHOOL AND ALSO THE LOCAL EDUCATION AUTHORITY(2) THE OTHERWISE PROMOTING THE EDUCATION OF PERSONS UNDER THE AGE OF 18 YEARS RESIDENT IN RIDGEWAY AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE AND THE PROVISION IN THE INTERESTS OF SOCIAL WELFARE OF FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATIONS TO ENABLE SUCH PERSONS TO DEVELOP THEIR PHYSICAL, MENTAL AND MORAL CAPACITIES THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
