TRUSTEE’S LETTER
THE NEED
When Everything Looks Fine
Behind Closed Doors
Suffering rarely looks the way we expect it to.
Dear Friends and Supporters,
Not every struggle looks like struggle..
In a world of carefully curated snapshots and picture-perfect appearances, hardship is often hidden just beneath the surface. Behind polished smiles, pressed uniforms and homes that seem to be coping are families quietly carrying impossible burdens: empty cupboards, mounting bills, sleepless nights and the daily anxiety of trying to make ends meet.
This year, the cost-of-living crisis continues to cast a long shadow across the UK. The Food Foundation estimates that 1 in 5 families are experiencing food insecurity, with households raising children among the hardest hit. For many of the larger families we support, even small rises in food, rent and utility costs quickly become overwhelming. Over 44% of our beneficiaries live in severely overcrowded areas such as Hackney and Haringey. Our work also extends to families in Salford and Gateshead, where hardship is often hidden behind closed doors and carefully maintained appearances.
Against this backdrop, Food Lifeline continued to respond with compassion, urgency and dignity, supporting over 3,000 families with kosher food provision, emergency support, clothing, vouchers and welfare referrals. Behind every figure in this report is something quieter: a family able to get through another week with dignity and hope.
ZSV also faced a year of challenge and reflection. Following engagement with the Charity Commission, we have strengthened our governance, reporting and internal processes.
It can look like
a parent smiling in public while skipping meals at home.
It can look like
children in neat uniforms whose shoes no longer fit.
It can look like a family with a front door, a table, a routine - and no room left in the budget for food, heating or emergencies.
We believe that success lies in the little efforts we make- and our supporters, volunteers, staff and donors have made every possible effort to meet the current demand. As Trustees, we remain committed to tuning into the story beyond the picture-perfect appearance to care for those whose struggles may be overlooked.
Thank you for helping us ensure that every family is seen.
Sincerely,
Rabbi A. Weinberger Z.S.V. Trust Trustee
For many families, asking for help is the hardest part.
ZSV works quietly, carefully and confidentially to identify hidden need and respond with dignity.

Where the Need Lives
Hidden hardship is not always far away.
It may be the family next door.
The elderly neighbour who smiles from the window.
The child playing outside because there is no longer room at home.
The parent raising six children in an overcrowded flat.
In 2025, ZSV supported families across London, Southend, Manchester and Tyne & Wear - not only where poverty was obvious, but in overcrowded flats and shared blocks where hardship was hidden behind closed doors.
We reached large families, single parents, elderly people, newlyweds starting with very little, and households affected by illness or debt - including children growing up in overcrowded flats, with no private garden and barely any space to play.
Need does not always stand out. That is why we look closer .

The Story Behind the School Run
What People Saw
HOW ZSV STEPPED IN
Quietly, practically and with dignity.
Kosher food support
What No One Saw
behind the front door
at the school gate
Every morning, the Levy children arrived at school on time. Clean shirts. Packed bags. Smiles at the gate.
Their father was working. Their mother was caring for five children, including a toddler at home. From the outside, the family looked like they were managing.
By winter, the weekly food shop no longer stretched to the end of the week. The older boys had outgrown their shoes. The baby needed pampers. Then a utility bill arrived just as Passover expenses were approaching.
Even the small things that make childhood feel normal had become difficult.
They were not asking for luxury. Just food, shoes, warmth and a way through the month.
No one at the school gate could see the calculations happening at the kitchen table
Family vouchers
Children’s shoes
Referral for wider support
WHAT CHANGED
The school run looked the same. The children still went to school. The parents still smiled.
But inside the home, the panic had eased.
ZSV did not change the picture people saw. It changed the pressure hidden behind it.

STRUCTURE, GOVERNANCE AND MANAGEMENT
STRUCTURE, GOVERNANCE AND MANAGEMENT
Trustees' Report
The Trustees present their report and the financial statements of the charity for the year ended 31 December 2025.
Structure, governance & management
The Trustees are involved in the day to day running of the charity and are responsible for the income whether by way of donations and grants.
Investments powers, policy and performance
The charity places surplus funds in a bank deposit account. It is the view of the Trustees that due to the rapid turnover of funds it would not be prudent to invest in any other type of account as the charity requires immediate access to its funds.
Governance and internal control
The power of appointing new or additional Trustees hereof or removing Trustees is vested in the persons who are for the time being the Trustees.
Risk Management
The Trustees have identified and reviewed the major risks to which the Trust is exposed, in particular those related to the operations and finance of the Trust, and are satisfied that systems are in place to mitigate those risks.
Public benefit
The Trustees confirm their compliance with their duty to have due regard to the public benefit guidance published by the Charity Commission when reviewing the Charity’s aims and objectives and in planning future activities.
Trustees' (continued) Report
Financial review (continued)
Despite these financial pressures, the Trustees remained firmly committed to ensuring that support to families in need continued without interruption or reduction, particularly at a time when demand for the charity’s services was increasing. The Trustees therefore took the decision to utilise part of the charity’s reserves to bridge the temporary gap between income and expenditure and to maintain service delivery at the level required.
This placed unavoidable pressure on the charity’s financial position and required careful management of expenditure and resources throughout the year. Nevertheless, the Trustees believe this approach was both necessary and consistent with the charity’s objectives and responsibilities to its beneficiaries.
The charity is now actively focused on rebuilding donor confidence, strengthening income generation and restoring reserve levels to ensure the continued long-term sustainability of its services and support for families who rely upon them.
Plans for future periods
The charity plans to continue its distributions to families in need as well as to the other local needy cases.
Reserves
The Trustees recognise the importance of maintaining adequate reserves to ensure the continuity of the charity’s operations and services, particularly during periods of financial uncertainty or unexpected reductions in income.
The charity’s reserves policy is designed to:
- provide sufficient working capital to meet operational commitments;
Financial review
The charity was able to continue its activities to the satisfaction of the Trustees and is discussed in more detail elsewhere in this report.
During the year, the organisation experienced a period of heightened scrutiny following a Charity Commission enquiry. The enquiry ultimately concluded with no findings of wrongdoing and confirmed that the charity’s operations, governance and activities remained fully compliant and appropriate throughout.
However, the existence of the enquiry created a period of uncertainty which adversely affected donor confidence and resulted in a marked reduction in new and renewed funding commitments. As a consequence, the charity experienced an approximate 18% reduction in income during the year.
-
protect the continuity of services to beneficiaries;
-
manage unforeseen financial risks or fluctuations in income; and
-
support the charity during periods of exceptional or temporary challenge.
During the year, the charity experienced a reduction in income of approximately 18%, principally due to a temporary decline in donor confidence arising from a Charity Commission enquiry. Although the enquiry concluded with no findings of wrongdoing and confirmed that the charity’s operations remained compliant and appropriate throughout, the Trustees considered it necessary and appropriate to utilise part of the charity’s reserves in order to maintain uninterrupted support for beneficiaries and meet increased demand for services.
The Trustees continue to monitor reserves carefully and are actively working to rebuild reserve levels and restore income streams to ensure the long-term financial sustainability of the charity.
At the year end, unrestricted reserves amounted to £127,564 , equivalent to approximately 1 1/2 months of operating expenditure. The Trustees consider this level of reserves to be below target in light of current operational requirements and future financial risks.

TRUSTEE’S STATEMENT
AUDITOR’S REPORT
Trustees' (continued) Report
Trustees’ Responsibilities Statement
The Trustees are responsible for preparing the Trustees’ report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the charity Trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, of the charity for that period.
Independent Auditor's Report to the Members of The Z.S.V. Trust Year ended 31 December 2025
Opinion
We have audited the financial statements of The Z.S.V. Trust (the ‘charity’) for the year ended 31 December 2025 which comprise the statement of financial activities, statement of financial position, statement of cash flows and the related notes, including a summary of significant accounting policies. The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including FRS 102 The Financial Reporting Standard applicable in the UK and Republic of Ireland (United Kingdom Generally Accepted Accounting Practice).
In our opinion the financial statements:
In preparing these financial statements, the Trustees are required to:
-
select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the applicable Charities SORP;
-
make judgments and accounting estimates that are reasonable and prudent;
-
state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The Trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charity’s transactions and disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the Trust Deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
-
give a true and fair view of the state of the charity’s affairs as at 31 December 2025 and of its incoming resources and application of resources, including its income and expenditure, for the year then ended;
-
have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice;
-
have been prepared in accordance with the requirements of the Charities Act 2011.
Basis for opinion
We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the auditor’s responsibilities for the audit of the financial statements section of our report. We are independent of the charity in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Conclusions relating to going concern
The Trustees’ Annual Report was approved on and signed on behalf of the Board of 15/6/2026 Trustees by:
Mr M Fogel Trustee
In auditing the financial statements, we have concluded that the Trustees’ use of the going concern basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating to events or conditions that, individually or collectively, may cast significant doubt on the company’s ability to continue as a going concern for a period of at least twelve months from when the financial statements are authorised for issue.
Our responsibilities and the responsibilities of the Trustees with respect to going concern are described in the relevant sections of this report.

Other information
The other information comprises the information included in the annual report, other than the financial statements and our auditor’s report thereon. The Trustees are responsible for the other information. Our opinion on the financial statements does not cover the other information and, except to the extent otherwise explicitly stated in our report, we do not express any form of assurance conclusion thereon.
In connection with our audit of the financial statements, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial statements or our knowledge obtained in the audit or otherwise appears to be materially misstated. If we identify such material inconsistencies or apparent material misstatements, we are required to determine whether there is a material misstatement in the financial statements or a material misstatement of the other information. If, based on the work we have performed, we conclude that there is a material misstatement of this other information, we are required to report that fact.
We have nothing to report in this regard.
Matters on which we are required to report by exception
In the light of the knowledge and understanding of the charity and its environment obtained in the course of the audit, we have not identified material misstatements in the Trustees’ report.
We have nothing to report in respect of the following matters in relation to which the Charities Act 2011 requires us to report to you if, in our opinion:
-
the information given in the Trustees’ report is inconsistent in any material respect with the financial statements; or
-
adequate accounting records have not been kept; or
-
the financial statements are not in agreement with the accounting records and returns; or
-
we have not received all the information and explanations we require for our audit.
Responsibilities of Trustees
As explained more fully in the Trustees’ responsibilities statement, the Trustees are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the Trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements, the Trustees are responsible for assessing the charity’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the Trustees either intend to liquidate the charity or to cease operations, or have no realistic alternative but to do so.
Independent Auditor's Report to the Members of The Z.S.V. Trust (continued) Year ended 31 December 2025
Auditor’s responsibilities for the audit of the financial statements
Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.
Irregularities, including fraud, are instances of non-compliance with laws and regulations. We design procedures in line with our responsibilities, outlined above, to detect material misstatements in respect of irregularities, including fraud. The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below:
We obtained an understanding of the legal and regulatory frameworks that are applicable to the charity through discussion with the Trustees and identified financial reporting legislation and charity legislation as being most significant to these financial statements.
We communicated these identified frameworks amongst our audit team and remained alert to any indications of non-compliance throughout the audit. We ensured that the engagement team had sufficient competence and capability to identify or recognise non-compliance with the laws and regulations.
We discussed with the Trustees the policies and procedures regarding compliance with these legal and regulatory frameworks.
We assessed the susceptibility of the charity’s financial statements to material misstatement due to non-compliance with legal and regulatory frameworks, including how fraud might occur, by enquiry with the Trustees during the planning and finalisation phases stages of our audit. The susceptibility to such material misstatement was determined to be low.
Based on this understanding, we designed our audit procedures to identify non-compliance with the identified legal and regulatory frameworks, which were part of our procedures on the related financial statement items.
Owing to the inherent limitations of an audit, there is an unavoidable risk that we may not have detected some material misstatements in the financial statements, even though we have properly planned and performed our audit in accordance with auditing standards. For example, the further removed non-compliance with laws and regulations (irregularities) is from the events and transactions reflected in the financial statements, the less likely the inherently limited procedures required by auditing standards would identify it. In addition, as with any audit, there remained a higher risk of non-detection of irregularities, as these may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal controls. We are not responsible for preventing non-compliance and cannot be expected to detect non-compliance with all laws and regulations.

Year ended 31 December 2025
Auditor’s responsibilities for the audit of the financial statements (continued)
As part of an audit in accordance with ISAs (UK), we exercise professional judgment and maintain professional scepticism throughout the audit. We also:
-
Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.
-
Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the internal control.
-
Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by the Trustees.
-
Conclude on the appropriateness of the Trustees’ use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the charity’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the charity to cease to continue as a going concern.
-
Evaluate the overall presentation, structure and content of the financial statements, including the disclosures, and whether the financial statements represent the underlying transactions and events in a manner that achieves fair presentation.
We communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.
Use of our report
This report is made solely to the charity’s members, as a body, in accordance with section 144 of the Charities Act 2011 and regulations made under section 154 of that Act. Our audit work has been undertaken so that we might state to the charity’s members those matters we are required to state to them in an auditor’s report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than the charity and the charity’s members as a body, for our audit work, for this report, or for the opinions we have formed.
