It has been a very challengln8 year with a good deal of uncertalnty over our future. Access to GP face to face appointments has
remained difficult for older pec*ple. There is a real need for our higher level of support which lit5 into the prevention agenda beSng
promoted by both NHS England and the plan5 of North Yorkshire County Council Health and Adult Services. The limltations ol the
NHS and Soclal Care for frail elderly people is becomln8 IncreasSn8ly obvlous wlth ever pressurSsed budgets. We often flnd cases
of poor or inadequate SUPPDrt lor older people in the community.
I want to thank the staff who have remained with us through all these tllfficultles and who have covered extra shifts due to the
difficulty in recruitin8 Sultable staff. Thank5 also to familie5 who complied with our Infection control policy 50 willingly to keep
their loved ones sèfe from Covld.
Havln8 opened up both day care and bathln8 we found Inlrlally people were often too anxlous to come back and due alSD to
recrultment Issues meant we were forced to close a8aln.
Our Support at Home and Shopping Services were unchanged and have been very bu5V.
The real dlfference made to older people's Ilves In provldSns pracrlcal, Indivldually planned gervlces In ihelr own homes often
means they do not have ta 8Q Into ie5identlal care and can remain at hDme well supported by CHCSS. ThÈre has been rnuch debate
In ¥overnment re8ardin8 the poor fundin8 sltuat5on In soclal care leading to bed blockin8 In hosplta15 and It seems de5p5te all thls
rhetorlc it Is down to communilie5 to sort the social needs of people who Ilve amongst them and need support. We need to
continue the work we do around lonellness and isolation and the importance of deci5ion5 made to avoid h05Pltal adrnis5ions bv
proper rounded support at home, OTh present evldence very Ilttle has been learni from the pandemlc In terms ol how to allevlare
pressure on the NHS and especlally elderly people endlng up in Accldent and Emergency. The challenge lor a srnall tharlty such as
ours Is io show è wider audlence what we can do and achleve in kEEpln8 older PEople sale and healthy livln8 In thelr own home5
avoidlng these crises.

We have had to look carefully at the use of the building which is expensive to maintain a5 It Brows older and needs more upkeep.

Our plans have been severely impacted by coronawiru5 restrlction5 and made us focus even more attentlon on SUPPDrting cllents
In their own home as part of an integrated care model which rernaln5 at the heart ol good joined up heèlth and Social care for
everyone but especially those wilh age-related lon8-term conditlons. However, recruitrnent into horne care is proving a huge
challen8e to thls seNlce. Our alm remalns to support older people to live Independently for longer and ensure ihelr lives are
fulfilled, meanln8ful ènd enjoyable. Rlsks associated with care services must be correctly assessed and any identified mitigated
appropriately. We continue to be involved wlth local healthcare teams and social service5 helping to Shape thinkin8 on way5 to
support older people throu8h the later p3rt of thelr Ilves, partlcularly thrgugh prevent5on a8enda5. We are a 8ood example of
integrated support. The organlsatlon remains focu55ed on helping ihose with more complem and mulri-faceted social care needs
living in the community. Those sufferin8 Irorn or those carin8 for people wlth Dementia are a high priority for us as numbers
dlagnosed Increases with thls devastating dlsease.

Volunteerin8 has been badly affected in common wlrh other voluntary 8roups in the area. a5 most of our kind volunteers were
older themselves and vulnerable to Covid so had to cease their actlvitie5 It wlll take time and effort to recruii volunteers Bolns

Many local GP surgeries have been most helpful and supportive In the interests of older patients and worked wlth u5 in
constructive ways such as using photo evidence for cllnical evaluation. Pharmacy siaff have been very supportive too in workin8
collaboratively getting meditatlon ordered and to the clients In thelr homes to people who. through cognitive, eyesight or manual
dexterlty Issues, need our service to remain medication cornpliant and phy51colly well.

ongoinggovernment recommendafjons for vulnerable mernbers DI societyand policy requiremEllts intended to miti8ate
the worst effects of the pandemlc on our cllent 8roupie, frail elderw people with co-rnorbiditie5 of lon8-term a8e-related
condition5 who were idenrffied early in the pandemic as most at risk ol seriou5 illness or death from COVID-19. The
following summary gives details of Services the Charity ran during the year. Information on grant5 awarded is included
after the detalls of services, along with intorrnation on support recelved in the form of donations.

Our Support at Home servlce conynued to serve clients throu8hout the year, with
carers conrnuing to use full PPE 10 protect clients and themselve5 from infection.
AC￿vi￿e5 such as oufjn8s and medical appointments were resumed, Vulnerable
cllents were 5UPPOrted to stay safe and well durSng the year. We have a150 enabled
and reminded many people to 8et their COVID-19 boostef vaccinations by helpln8
them navi8ate the system whether vla their GP or a vacclnation centre. Our
Gardenln8 5ervi£e, introduced in 2020, continued to 8row, adding a new element
to our rounded service. During the year we have supported rnèny people not onlv
with servlces but wlth Informafjon and Advlce on a wSde range of Issues affectlng
olijer people and demand continues to 8fDW wlth many people seeklng our help by
contact(n8 our resource centre every day.

throughout the year.
The service provides an opportunity for particularly vulnerable clients to take a
relaxin8 bath in our purpose-built bathing suite, together with a hairdo or Shave. The
service is prDvided by hi8hly trained care staff and full PPE 15 adhered to.

Shopping servlces have proved an enduring 5ervlce to cllents, with many elderly and
vulnerable people unable to access delivery services as th￿e could only be acce55ed
online. Our Shopping services were provided by pald staff, uslng approprlate PPE and
soclal distancing rnea5ures to ensure that vulnerable clients reEelved re8ular supplSes
of fresh food and essential household Items and that their overall health and
wellbeln8 was monltored.

ThE Shopping Club grew out of è pllot prolert set up in 2010 in response to lar¥e numbers ol enqulrles recelved from or
on behalf of older people no longer able to rnanage their own shoppln8.
Typically, the servlce is pro￿ded on a weekly basls Wlth the£llent elther belng e5COrted, and assisted wlth thelrshoppin8,
orthelr shopping being done forthem (from a list they have compiled) and delivered. Clients are Invarlably dlsabled and,
due to poor rnobllity. are quite Isolated and the servlce helps to address the Isolation as well as shoppln8 needs, as It
provlde5 for a weekly contact and In normal ttmes an opportunity for a cup of tea and a chat once the shoppSng has
been pa eked away. The Ser￿Ce 3150 allow5 for the client's frldge and k5tchen to be checked for health hazards If a cllent
has cognitive is5ue5 or poor sight. and for thelr overall health and wellbelng to be re8ularly monltored. In several cases,
th15 hès enabled a ￿me1¥ offer to be made to particularly fra51 £llent5 of a Support at Horne or Day Actlvity servlce to
addre55 Other areas of need before any higher level of NHS care is needed, e5pe(ially hosplta1i5a￿0n through stomach
UP5et5l1nfec￿QnS which are often caused by eafjng out-ol-date food.
The Shoppin8 Club Con￿nueS to provide a useful Hrst step of low.level Involvement for some clients who may have other
need5, whlch they are not Inlttally wlllin8 to acknowled8e or whose SItua￿on5 deteriorate.

provlded much needed outdoor exercise and soclal Interaction lor clients whose

The Charity celebrated the late Queen's Platlnum Jubllee with a free Indoor 'street
party, event hosted by the Mayor of Knare5borou8h, Kathryn Davles, supporred by all

real need and to develop new income streams whlch can sustain servlces beyond the initial set up costs.
In the past year, we have conDnued io locus on fraller clients, who partfcularly have been struggling to deal with the
practltal, social and emotronal challenges which remain posi the pandemSc. This continues to attract statutory fvnding
Irom the Harro8ate and Rural District CCG. We continue to work Sn an integrated way to help deliver care 35 part of a
loined-up approath with the Statutory sector, both primary and secondary health care, as well as Health and Adult
Service5 and vitally. together with carers offamily or other voluntary sector providers. The aim is to enable the cllent to
receivejoined up efficlent support, which has been properly planned wlthout unnecessary costtothe taxpayer or indeed
thÈ client themselves or rhelr family. A Soclal Enterprlse approach ￿nvOlvIng charges to service users for some services Is
therefore Inevitable and is a key element, not only in continuing to deliver servSces from Knarosborough throughout the
Harrogate District but also throughout North Yorkshire by expanding to other areas which would benethr from this type
of 5eivice provision. Our work over the last year and our plans hopefully demonstrates good pracllce with clear
outcornes of improved health and wellbeing.

The Trustees have consldered the level of worklng reserves that are needed based on'.-

In theirop5nion the working reserve5therelore need to be between £250,0￿ and £260,LKO around 6 months of business
expendlture after adding back depreciation plu5 a contingency toward5 professional fees, The workln8 reserves are the
general funds. these arnounted io £156k at 31 March 2023. The trustees arE keen to Increase reserves and the plans to
do this potential sale of lixed assets should ensure this outcorne.

LOOKING AHEAD TO THE FUTURE
The year just ended has again been a difficult one for the Charity. its Staff, volunteer5. and clients, with 5ervice5 in the
community continuin8 to feel the effect5 of the pandernic.
The adoption of enhanced infection control procedures and adherence to socsal distancing have kept staff and clients
safe and well. Staff have been resilient in working wlthin a con5taDtly chan8in8 environtnent, adaptin8 to new workin8
practices to ensure high quality pracbcal and professional services are dellvered to our rn05t vulnerable in soclety.
The Charity has worked in collaboration with health and social care organisations locally to ensure that the needs of
clients a￿ met, and lamllie5 are 5UPPOrted to make deci5ion5 at this difficult time. The relief of loneliness and isolafjon
provldeij by our service5 cannot be underestimated.
The Charlty has benefitted from irant payments io support Its OPErations distributed by the followln8 organlsadon$-.
NHS North Yorkshire CCG and received 8enerous donatfons from a number Df local individuals ès well as throu8h the
Mayor ol Knaresborough. Kathryn Davles. Thls support has helped the Charity to continue deliverin8 Its vital servic?5
during the past year.
The Charlty returned to our full programme of services at our Knaresborough based resource centre Intludlng Day Care
8né Activities, Assisted Bathin8 anil contfnued expansion of our Support èt Home services including escorted attendance
at appointment5 and outings, The Tru5tee5 and Mana8ernent tearn are locussed on ensurin8 that the Charity rneei
the nEeds of the most vulnerable lor the cornin8 years through collaboratfon with statutory provider5 and other local
Social enterprises. Our planned relocation to a Shared Cornmunity Hub offer5 an opportunity to support older and
vulnerable mernbers of society through Its varied activltie5.
The Charlty has also welcomed back volunteers to support it55ervice delivery and ha5 In place plan5 to attract and recrult
more Voluntary help whlch Is such a valuable resource to the work of the Charltv.
The need to ach5eve more wlth less resources Is a constant thallenge at a time when many more frall people are
struB8lin8 to manage at home. Recruiimeni and retention of quality care Staff to provide our Iervlces Is key but very
£hallenginB In the Harrogate Olstrlct wlth so many other competing factors. In thls rapidly changlng work envlronrnent
praC￿c31. flexlble approach wlth the abillty and willingnes3 to embrace change ènd acqulre new skills are attributes we

2.2 Golnq concern
The trustees recognlse the significant challenges within the care sector and have bullt thesE into their
assessment ol the charity's financial position going forward. The pressures on recruitment, increasing salary
t05ts and reduced resiliencÈ fundSng for the char￿V have led the trustees to re-asse5S the operations and
overhead structure of the chorlty.
The charity had general fundslreserves at the year end of £155,885 (down from £224.283 in the prior year. as
restated). Given that the general reserves are below the deslred level set out In the reserves poliry and that
the deficit has increased compared to the prior year, the trustees made the decision éuring the year to sell I
Hilton Ln, Knaresborou8h HG5 88X and thi5 took place shortly after the year-end.
The trustees believe the funds realised from the property sale and the reduction in property costs movin8
forward should ensure the contlnued operatlon of ihe charlty. Hence, the trustees bdleve it is reasonable to

It has been a very challengln8 year with a good deal of uncertalnty over our future. Access to GP face to face appointments has
remained difficult for older pec*ple. There is a real need for our higher level of support which lit5 into the prevention agenda beSng
promoted by both NHS England and the plan5 of North Yorkshire County Council Health and Adult Services. The limltations ol the
NHS and Soclal Care for frail elderly people is becomln8 IncreasSn8ly obvlous wlth ever pressurSsed budgets. We often flnd cases
of poor or inadequate SUPPDrt lor older people in the community.
I want to thank the staff who have remained with us through all these tllfficultles and who have covered extra shifts due to the
difficulty in recruitin8 Sultable staff. Thank5 also to familie5 who complied with our Infection control policy 50 willingly to keep
their loved ones sèfe from Covld.
Havln8 opened up both day care and bathln8 we found Inlrlally people were often too anxlous to come back and due alSD to
recrultment Issues meant we were forced to close a8aln.
Our Support at Home and Shopping Services were unchanged and have been very bu5V.
The real dlfference made to older people's Ilves In provldSns pracrlcal, Indivldually planned gervlces In ihelr own homes often
means they do not have ta 8Q Into ie5identlal care and can remain at hDme well supported by CHCSS. ThÈre has been rnuch debate
In ¥overnment re8ardin8 the poor fundin8 sltuat5on In soclal care leading to bed blockin8 In hosplta15 and It seems de5p5te all thls
rhetorlc it Is down to communilie5 to sort the social needs of people who Ilve amongst them and need support. We need to
continue the work we do around lonellness and isolation and the importance of deci5ion5 made to avoid h05Pltal adrnis5ions bv
proper rounded support at home, OTh present evldence very Ilttle has been learni from the pandemlc In terms ol how to allevlare
pressure on the NHS and especlally elderly people endlng up in Accldent and Emergency. The challenge lor a srnall tharlty such as
ours Is io show è wider audlence what we can do and achleve in kEEpln8 older PEople sale and healthy livln8 In thelr own home5
avoidlng these crises.

appropriately. We continue to be involved wlth local healthcare teams and social service5 helping to Shape thinkin8 on way5 to
support older people throu8h the later p3rt of thelr Ilves, partlcularly thrgugh prevent5on a8enda5. We are a 8ood example of
integrated support. The organlsatlon remains focu55ed on helping ihose with more complem and mulri-faceted social care needs
living in the community. Those sufferin8 Irorn or those carin8 for people wlth Dementia are a high priority for us as numbers
dlagnosed Increases with thls devastating dlsease.

due to poor rnobllity. are quite Isolated and the servlce helps to address the Isolation as well as shoppln8 needs, as It
provlde5 for a weekly contact and In normal ttmes an opportunity for a cup of tea and a chat once the shoppSng has
been pa eked away. The Ser￿Ce 3150 allow5 for the client's frldge and k5tchen to be checked for health hazards If a cllent
has cognitive is5ue5 or poor sight. and for thelr overall health and wellbelng to be re8ularly monltored. In several cases,

time of linanclal constralnt, CHCSS Continues to provide bold and creative 501urfons whith are intended to buth meet
real need and to develop new income streams whlch can sustain servlces beyond the initial set up costs.
In the past year, we have conDnued io locus on fraller clients, who partfcularly have been struggling to deal with the
practltal, social and emotronal challenges which remain posi the pandemSc. This continues to attract statutory fvnding
Irom the Harro8ate and Rural District CCG. We continue to work Sn an integrated way to help deliver care 35 part of a
loined-up approath with the Statutory sector, both primary and secondary health care, as well as Health and Adult
Service5 and vitally. together with carers offamily or other voluntary sector providers. The aim is to enable the cllent to
receivejoined up efficlent support, which has been properly planned wlthout unnecessary costtothe taxpayer or indeed
thÈ client themselves or rhelr family. A Soclal Enterprlse approach ￿nvOlvIng charges to service users for some services Is
therefore Inevitable and is a key element, not only in continuing to deliver servSces from Knarosborough throughout the
Harrogate District but also throughout North Yorkshire by expanding to other areas which would benethr from this type
of 5eivice provision. Our work over the last year and our plans hopefully demonstrates good pracllce with clear
outcornes of improved health and wellbeing.

The year just ended has again been a difficult one for the Charity. its Staff, volunteer5. and clients, with 5ervice5 in the
community continuin8 to feel the effect5 of the pandernic.
The adoption of enhanced infection control procedures and adherence to socsal distancing have kept staff and clients
safe and well. Staff have been resilient in working wlthin a con5taDtly chan8in8 environtnent, adaptin8 to new workin8
practices to ensure high quality pracbcal and professional services are dellvered to our rn05t vulnerable in soclety.
The Charity has worked in collaboration with health and social care organisations locally to ensure that the needs of
clients a￿ met, and lamllie5 are 5UPPOrted to make deci5ion5 at this difficult time. The relief of loneliness and isolafjon
provldeij by our service5 cannot be underestimated.
The Charlty has benefitted from irant payments io support Its OPErations distributed by the followln8 organlsadon$-.
NHS North Yorkshire CCG and received 8enerous donatfons from a number Df local individuals ès well as throu8h the
Mayor ol Knaresborough. Kathryn Davles. Thls support has helped the Charity to continue deliverin8 Its vital servic?5
during the past year.
The Charlty returned to our full programme of services at our Knaresborough based resource centre Intludlng Day Care
8né Activities, Assisted Bathin8 anil contfnued expansion of our Support èt Home services including escorted attendance
at appointment5 and outings, The Tru5tee5 and Mana8ernent tearn are locussed on ensurin8 that the Charity rneei
the nEeds of the most vulnerable lor the cornin8 years through collaboratfon with statutory provider5 and other local
Social enterprises. Our planned relocation to a Shared Cornmunity Hub offer5 an opportunity to support older and
vulnerable mernbers of society through Its varied activltie5.
The Charlty has also welcomed back volunteers to support it55ervice delivery and ha5 In place plan5 to attract and recrult
more Voluntary help whlch Is such a valuable resource to the work of the Charltv.
The need to ach5eve more wlth less resources Is a constant thallenge at a time when many more frall people are

The trustees recognlse the significant challenges within the care sector and have bullt thesE into their
assessment ol the charity's financial position going forward. The pressures on recruitment, increasing salary
t05ts and reduced resiliencÈ fundSng for the char￿V have led the trustees to re-asse5S the operations and
overhead structure of the chorlty.
The charity had general fundslreserves at the year end of £155,885 (down from £224.283 in the prior year. as
restated). Given that the general reserves are below the deslred level set out In the reserves poliry and that
the deficit has increased compared to the prior year, the trustees made the decision éuring the year to sell I
Hilton Ln, Knaresborou8h HG5 88X and thi5 took place shortly after the year-end.
The trustees believe the funds realised from the property sale and the reduction in property costs movin8
forward should ensure the contlnued operatlon of ihe charlty. Hence, the trustees bdleve it is reasonable to

It has been a very challengln8 year with a good deal of uncertalnty over our future. Access to GP face to face appointments has
remained difficult for older pec*ple. There is a real need for our higher level of support which lit5 into the prevention agenda beSng
promoted by both NHS England and the plan5 of North Yorkshire County Council Health and Adult Services. The limltations ol the
NHS and Soclal Care for frail elderly people is becomln8 IncreasSn8ly obvlous wlth ever pressurSsed budgets. We often flnd cases
of poor or inadequate SUPPDrt lor older people in the community.
I want to thank the staff who have remained with us through all these tllfficultles and who have covered extra shifts due to the
difficulty in recruitin8 Sultable staff. Thank5 also to familie5 who complied with our Infection control policy 50 willingly to keep
their loved ones sèfe from Covld.
Havln8 opened up both day care and bathln8 we found Inlrlally people were often too anxlous to come back and due alSD to
recrultment Issues meant we were forced to close a8aln.
Our Support at Home and Shopping Services were unchanged and have been very bu5V.
The real dlfference made to older people's Ilves In provldSns pracrlcal, Indivldually planned gervlces In ihelr own homes often
means they do not have ta 8Q Into ie5identlal care and can remain at hDme well supported by CHCSS. ThÈre has been rnuch debate
In ¥overnment re8ardin8 the poor fundin8 sltuat5on In soclal care leading to bed blockin8 In hosplta15 and It seems de5p5te all thls
rhetorlc it Is down to communilie5 to sort the social needs of people who Ilve amongst them and need support. We need to
continue the work we do around lonellness and isolation and the importance of deci5ion5 made to avoid h05Pltal adrnis5ions bv
proper rounded support at home, OTh present evldence very Ilttle has been learni from the pandemlc In terms ol how to allevlare
pressure on the NHS and especlally elderly people endlng up in Accldent and Emergency. The challenge lor a srnall tharlty such as
ours Is io show è wider audlence what we can do and achleve in kEEpln8 older PEople sale and healthy livln8 In thelr own home5
avoidlng these crises.
I want to Use this opportunlty to thank all our staff and volunteers for thelr contlnued haré work and dedication, and to express

support they brin8 to the community continue for the foreseeable future.
We have had to look carefully at the use of the building which is expensive to maintain a5 It Brows older and needs more upkeep.

Our plans have been severely impacted by coronawiru5 restrlction5 and made us focus even more attentlon on SUPPDrting cllents
In their own home as part of an integrated care model which rernaln5 at the heart ol good joined up heèlth and Social care for
everyone but especially those wilh age-related lon8-term conditlons. However, recruitrnent into horne care is proving a huge
challen8e to thls seNlce. Our alm remalns to support older people to live Independently for longer and ensure ihelr lives are
fulfilled, meanln8ful ènd enjoyable. Rlsks associated with care services must be correctly assessed and any identified mitigated
appropriately. We continue to be involved wlth local healthcare teams and social service5 helping to Shape thinkin8 on way5 to
support older people throu8h the later p3rt of thelr Ilves, partlcularly thrgugh prevent5on a8enda5. We are a 8ood example of
integrated support. The organlsatlon remains focu55ed on helping ihose with more complem and mulri-faceted social care needs
living in the community. Those sufferin8 Irorn or those carin8 for people wlth Dementia are a high priority for us as numbers
dlagnosed Increases with thls devastating dlsease.

Volunteerin8 has been badly affected in common wlrh other voluntary 8roups in the area. a5 most of our kind volunteers were
older themselves and vulnerable to Covid so had to cease their actlvitie5 It wlll take time and effort to recruii volunteers Bolns
forward.

durin8 the year.
Many local GP surgeries have been most helpful and supportive In the interests of older patients and worked wlth u5 in
constructive ways such as using photo evidence for cllnical evaluation. Pharmacy siaff have been very supportive too in workin8
collaboratively getting meditatlon ordered and to the clients In thelr homes to people who. through cognitive, eyesight or manual
dexterlty Issues, need our service to remain medication cornpliant and phy51colly well.
Thank you to one and all. We will continue with an uncertain future ahead but thinkin8 P051tively and st¥lvln8 to help as manv

practltal, social and emotronal challenges which remain posi the pandemSc. This continues to attract statutory fvnding
Irom the Harro8ate and Rural District CCG. We continue to work Sn an integrated way to help deliver care 35 part of a
loined-up approath with the Statutory sector, both primary and secondary health care, as well as Health and Adult
Service5 and vitally. together with carers offamily or other voluntary sector providers. The aim is to enable the cllent to
receivejoined up efficlent support, which has been properly planned wlthout unnecessary costtothe taxpayer or indeed
thÈ client themselves or rhelr family. A Soclal Enterprlse approach ￿nvOlvIng charges to service users for some services Is

2.2 Golnq concern
The trustees recognlse the significant challenges within the care sector and have bullt thesE into their
assessment ol the charity's financial position going forward. The pressures on recruitment, increasing salary
t05ts and reduced resiliencÈ fundSng for the char￿V have led the trustees to re-asse5S the operations and
overhead structure of the chorlty.
The charity had general fundslreserves at the year end of £155,885 (down from £224.283 in the prior year. as
restated). Given that the general reserves are below the deslred level set out In the reserves poliry and that
the deficit has increased compared to the prior year, the trustees made the decision éuring the year to sell I
Hilton Ln, Knaresborou8h HG5 88X and thi5 took place shortly after the year-end.
The trustees believe the funds realised from the property sale and the reduction in property costs movin8
forward should ensure the contlnued operatlon of ihe charlty. Hence, the trustees bdleve it is reasonable to

The charity operates a defined contributlon penslon scheme. The assets of the Scheme are held separately from
those of the charity in an independently administered fund. The pension cost charge represent5 contrlbutions
