The financial statements have been prepared in accordance with the accounting policies set out in note 1 10
the financial statements and comply with the Companies Act 2006 and "A￿Unting and Reporting by
Charities.. Slalement of Recommended Practice applicable to charities preparing their accounts in accordance
with the Finanual Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021" las amended
for accounting periods commencing from 1 January 20161
Charitable objectivos, actlvities and publi¢ benefft
The charitable company is established lor the public benefit for the e(lucatM)n. treatrment. weffare and care of
people with autism whether or not these conditions a￿ associated with other disabilities.
The trustees have paKI due regard to guidance iSs￿d by the Charity Commission in deading what activities
the tharilable company should undertake.
The activities undertaken in order lo carry out the aims of Auli5m Anglia for the public benefit are as follows-.
To promote the support of children and adulls wih Autism Spectrum Conditions IASCI.
To supplement existing provision of the educational. health arKI social seMce$ in cwperation with local
aulhorilies, health authorities and voluntsry organisations.
To provide facilities for education, inlegration. care and guidance in a constnJctNe en￿rOnment and to set up
educaliorial. training and residenti￿ establishments for such purposes.
To provide help and guidance for parents and familw of children and young people with ASC through advice
and support programmes.
To promote a greater kn(wiledge and undef5tanding of autism am￿$1 the pU￿1C and within the wider
ommunity.

The Charity operates wilhin prescnbed personnel and employment policies. The Charity develops procedures
which are most appropriate lo the circumstances wlhin which il operates. Training. career development and
promotion policies provide equal opportunities for all employees.

The pay of senior staff is reviewed by the remuneration c(Nnmiitee and refiects mathet conditions for the Third
Sector and the prevailing ftnancial dimate.

Employee Involvement
The Charity continues its practice of keeping all employees infomHI on matters affe¢ling them so that
common awareness amongst all employees is developed. Where applicable. the Chartty consults employees
or their ￿PresentatIveS on a regular basis so that the y￿wS of employees can be taken into account in making
decisions that are likely lo affect their interest.
Health & Safety
The Charity has issued a policy statement on its commitment to a safe working environment for all employees
and service users and has a fijll time Health & Safety Offi￿r in its employment.
Employmènt of disabled p•rson$

appropriate opportunities for their training. career development and prornolion. Where employee5 have
become disabled in the service of the Charity. every effort is made to ￿ttabIlItate them in Iheir former
occupation or in some suitable allemative.
Volunteer contributions
The Charity has a sm811. bul growin9 number ol general volunteers who supJ)ort and promote the Charity with
the fvndraising events an¢J promotional ath"vib"es that are held each year. A steering group of volunteers on
the Autism Spectnjm are helping to make all our events more inclusive and aulism friendly.
Strategic R¢port
In the year ended 31 August 2021, performance of Ihe Charity had Shown a deterioration which the Trustees
and Leadership Team had recognised bul were also aware Ihal performance in the short term would be
equally challenging. The results for the year to 31 August 2021. an¢J before considering the ￿ValUationS in
2021, sh¢)w a significant reduction bul again reflect these thallenging conditions. Management continues lo
be resolved to address the issues that are currently affecting performance. At the lime of this report, internal
challenges a￿ being addressed. We are over a year into our Strategic Plan which highlights the importance
that has been placed on the financial performance of the Charity. Extemal factors relating to increasing salary
costs will continue to be a Challenge parti¢ularty when there is the inconsistency of fee income increases from
the Local Authorities lo address this challenge. In￿ased Agency costs due to the effec15 on staff health due
to the Covid situation have also contributed lo eosts.
During the financial year there was again an inerease in School seNi￿s income reflecting the fact that pupil
numbers were slightly higher than the preceding ￿e1Ve months. Adult Services income was also slightly
higher than the previous year and tt)is was a consequence of filling vuds within the servits. Additionally, eosts
were hNJher across all services again reflecting increased salary costs that have been borne principally as a
consequence of Nats'onal Living and Minimum Wage {NMWI legislats"on. As a consequence. a surplus of
£202,00012020.. £96,000 Deficit) for Adult Services and a svrplus of £761,00012020'. £44,000) for the School
were recorded. These resulls are after considering a pro rata share of the Central Business SeNices result,
based on turnover. During the year the School SeNices all funC￿ned from the EwJhl Ash Green site and there
were no openings or closures within Adult SeThices.
Welfare Rights and Corporate Appointee services have been induded in our Chartlable Semces, along with
Fundraising and Marketing. Extemal Training and Diagnostics to better reflect the split betsyeen the not-for-
profit services provided to L¢)cal Authorities and those that are prowded directly by the Charity lo the wider
Aulislie community.
The financing costs of the loans for the year decreased by a further £20.(KJO compargd to the preceding
Ive months1£10,000 lower).
Income from grant making bodies, other donations and fundraisiThJ of £34.000 was Significantly lower than Ihg
previoLTrS yearfs figure of £75.000 as a direct result of cancelled acb'vitses due lo the COVID-19 pandemic.
Fundraising, donations. and grant income have to be an important swr¢e of income and there will be a need
lo improve the level in the next few years.

Nel outgoing resources for the year amounted lo £549,00012020'. £107,CKJOI. The results are again not those
that Ihe Trustees would wish to report and rellect another difficuli twelve mnths for the provision of services.
Although the reduced reflects the effort going into reforming and reposilioning services. a budgeted and
fijrther reduced deficit has been planned for the year ended 31 August 2022. and with the Strategic Plan in
place there is a drive to eliminate the deficts as s<Jon as possible.
As al the 31 August 2021. the nel movement in fiJrKIs was a surplus of £418,OLN) {2020- deficti £107,000) due
to the gain from property revaluations of £￿5,000 {2020: £nil).
At the Balance Sheet dale there was nel debt regarding the bank loans of £474,000 12020= net debt
£554,000). The overall strength ol financial posilK)n of the charity at the balance sheet date has weakened
slightly as a ￿sU11 of the deficil in services. However, both the Twstees and Leadership Team are all aware of
the challenges ahead in relumiftg all services lo a surplus.
The Trustees and Leadership Team are mindful of the major risks that C4)ntinue to face the charity and
acknowledge the need to ensure thal= govemrnent bodies pay appropriate fees for contracted services.. costs
are controlled and kept lo a minimum- vacancies in its Sthools7nd Adult Services are kept lo a manageable
level; fundiaising opportunities are maximised and voluniary income is maintsined at required levels and that
the Charity and ils stsff do nothing to damage the services that are prowded or its reputation.
The Strategic Rèport was approved by the Board of Directcrfs on the 25 Febnjary 2022 and Is signed on its
behalf by the Chairman on Page 7 of the Annual Report.
Flnanclal revlew
Results
Pupil numbers for Ihe year were a little higher than that of the prior year. afihough the mrrt of pupils again
changed slightly and there was a decrease in the provision of residential and respite care. Income for School
Services was slightly higher than the preceding ￿e￿e-MOnth period and costs induding a pro rala amount of
Central 8usines5 Services. were also slIgh￿Y higher in 2021 which saw a sury)lus for the School Services of
£761,000 cornpared with the pri¢Y year surplus of £44,01￿.
Adult Services acbvty recorded a surplus for the year of £202.OIY) 12020 £96,000 deficill. Fee income
increased due to a reduction in service voids and costs were marginally lower. These lower costs are
predominantly due lo the pro rala split across services being more favourable and that is offset by large
increases in National Minimum & Living Wage.

Finanan9 costs of £20,000 were lower than the previous year. reflecling Ihe importance of cash management
lo the Charity as well as the low rates of interest existing in the economy.
After crediting income from grant making bodies. other donations and fundraising of £41,00012020." £75,000)
the net outgoing resources for the year amounted to £487.CK)O. as compared to £107.000 in the previous year.
Capital Expenditure for the year was £268.O¢J) compared to £35.OCKJ incurred in the prewous financial year.
The net debt in 2021 of the charity is £148.000. up from £22,000 net funds owed lo the bank. al thè previous
Balance Sheet date.

In accordance with the Charities Stslement of Recommended Practice {SORPI the tem "reseNes" are that

specifically income funds whieh could onty be realised by disposing of fixed assets held for Charity use or
other amounts that have b￿n designated by the trustees.
In lems of estsblishing a risk reserve. the work of the CIMrity tan be diwded belween those activities for
which fees are charged Ischool and Adult Services). at a level that cover revenue costs in full and those
activities that rely, in whole or in part. by fundraI￿n9.
Although the School and Adult Services fomi the major part of the chari￿s activities, the provision of those
services are not wilhoul risk. As indicated under Risk Management. those risks are well managed. The
expenditure in respect of the non-fee paying part of the Chari￿s activilies is funded principally by grants and
donations with a growing PfOPOrtion being mel by new seryices. There is a rssk in this area of expenditure
exceeding income. but this is unlikely to be significant in relation lo the overall activities of the Charty.
The tnjslees would rHJrmally expect lo have al least two months expermjllu￿, which currently amounts to
£1.869,000, in cash reserves in order to meet fluctuations in income. current liabilities and unplanned
expenditure. At the Balance Sheet date the trustees were aware that although the cash reserves were below
this figure the cash flow for the fortheomin9 year would meet expenditure requirements.

The deficit on general fuThJs 15 being financed by bank loans, which a￿ repayable in annual instalmen15 over
the next five years. In addition to the bank loans at 31 August 2021 of £474.000 the Charity had cash
balances of £327,000.
The trustees recognise the current difficutt economic dimate and Ur￿ertaIntieS around the COVID-19
pandemic bul consider that in the Ivjht of the atrxjve the Charity will have sufficient funds available to meet ils
ongoing obligations.

The objective that had been set for the year in respect of SChC￿l and Adult Se￿Ice9 and the amount
receivable from voluntary income was as follows..
School Sgr¥lces
pup￿ numbers during the year al EightAsh Green were a lrtlle higher Ihan budget and consequenuy fee levels
were similarfy a little higher than the budgeted income figure set. Costs weie higher than those budgeted bul
a School servI￿s surplus was recorded. The surplus was better than that budgeted for.
School facilities continue to be reviewed in the I￿ht of demands from the Local Authorities with the aim of
rnaintaining the high levels of service that have been built up over Ihe years. As a result ol our lalesl Olsled
report grading the Schod Service as inadequate, a total reform of the Servi￿ has been undertaken including
the appoinlment of a new Head Teacher. We still await a formal Msil which has been delayed due lo COVID
restrictions. however we a￿ satisfied wth the results of the monitoring visits and inlemal audits that this is
going well. The ongoing audits indicate that the School is adequately prepared for an Otsled visit.
Adult SeThlces
Income for the year 2021 showed a suWus agalr￿1 a defficit in 2020. Consequenuy. this shows continuous
improvement when compared to the prevths year.

Fundraising income wa5 al a level of £2.000 in the financial period whith was again below the prevlous year's
figure and the larg81 that had been sat for the year_ The level attained rafleets the ongoing difficulty in the
current economic dimate and the competition behveen similar organisab'ons and the availability of funds for
such organisalions.
The plan included a level of voluntsry income Io SUPF¥)rt the 4ts.sm Advice ServTrce team. which reliès on the
voluntary income in order to sustain the service however due to COVID-19 reslricbons. no further volunteers
have yel been brought in.
The Charity does not use extemal fvndraisers. All fundratsing actiwties are carried out by the ChariVs own

plan that had been set.
Risk managemenl
The Board of Trustees fully reeognises rts responsibility for the management of risk, and ther8 is a
subcommittee of the Board of Truslees charged wtth idenlifying, assesgng and minimisH)g the major risks
based on likelihood of occurrence and potential impact} lo whicti the Charity is exposed.
The Board of Trustees as a body has undertaken an annual review of the Ri%k Register and is able to confirm
that the major risks lo whith the Charity is exposed are property hlentified. reviewed and evaluated- and that
appropriate systems have been established and maintained in ¢yder to mthgate and manage those risks.
The Board considers that the maior nsks facing the Charity are.. maintaining and growing voluntary income.
continuing to ensure that govemment bodies pay appropriate fees for contracted services: keeping vacancies
In ils Schools and Adult Services to a manageable level- and ensuring thal the Charity does nothing that could
damage its reputation.
Strategic Plan
The Trustees have approved the new MI￿On Statement and Strategie Plan for the Charty whth sets out the
aims and purposes of Autism Anglia. Subsequent lo this and as a resull of thanges in both the economy and
Leadership Team, the Strategic Plan is ¢Ufrently being reviewed.

Structurt. govemance and management
Constitutional structure
Autism Anglia is a company limited by guarantee and is registered in England & Wales under No. 03407778
and as a charity in England & Wales under No. 1063717. In the event of the Company being woun¢J up, the
liability in respect of the guarantee 1$ limited to £10 per member of the Company.
Any person is entslled to apply for mernbership of the Charity which must be in writing and accompanied by
payment of the annual subscription. The application is subjecl lo approval by the Board of Trustees. On the
31 August 2021 there were 163 Members {2020= 1861 on the Register of Members of the Company. all of
whom are entitled to vote.

All trustees give their lime voluntarily and receive no benefits Irom Ihe Charity bul reimbursemenl of
reasonable and necessary expenses is made available.. detsils are provided in the notes to the accounts. The
Charity bears th8 Cost of the usual Directors. and Officers. insurance for the Board and other committee
members as authorised by the Articles OfAs￿)cIatI0n.
The members of the Charity in general meeting apwint the trustees and in accordance wth Article 32 one
third of the trustees retire each year by rotation. The Irustees retiring by rolalion this year are Mr. James
McElhinney and Mrs. Janel Barker and. who being eligibl8, offer themselves for reaprx)inlmenl.
Trustees who meet fonnally as a body bi-monthly are encouraged to attend all six meetings each year and the
Annual General Meeting of Members.
The members elect the charitable twstees (the Board of Direclors under Company Lawl of up to tjvelve
members {ol whom not more than one hair shall be non-parenl members), who hold office for a term of three
years but wtrKJ may stand for re-election. The Board of Trustees may fill vacancies during the year by
appointing trustees themselves, bul any trustees so appointed shall remain in office only until the next Annual
General Meeting when they shall be eligible for [￿8￿Ct￿n. ¢)therwise. tnjstees shall be app94nled al a general
meeting of the Company.
The trustees also appoint the Chief Executive who is accounlabb to the trustees for the day- t￿laY
management of the Charity, implementing strategic policy and plans approved by the trustees. They are
salaried and not a Irusl8e. They also nominate one from their number to be responsible for finance, one for
health and safety and another for safeguarding. The details of the chief executive, senior management and
those who have acted in a professional role are shown on the information page al the beginning of these
accounts.
Professor Simon Baron-cohen, Tom Blofeld and John Sparkes MBE are p￿sIdents.
Management ofthe Charity
The Board of Trustees hawng approved the annual budget. which incOrp￿aleS the agreed strategic plan,
delegates the day lo day management lo the Chief Executive who is supported by the Senior Management
team. consisting of the Director of Finance. the Director of Adult Services and the Head Teacher at Doucecroft
School.
The actual outcome is monitored by the Board at eath of the bi-monthly meetings.
The Trustees ofAutism Anglia give of their time freely and no Tntslee receNed any remuneration in the year.

All new Iruslees receive a comprehensive Trustees. Manual and pursue an induction programme. (The
complete prcgramme has not been fully available due to Covid restrictions on visits etc.}11 is intènded that the
fvll programme be recommenced effective January 2022. (Subject lo any new Government restrictsons.)
Additionally, individual trustees may undertake specific training in a particular aspect of Tnjsleeship.
As the Charity cares for vulnerawe children and adults. all trustees and School Govemors submit to
Disclosure & Barring Service enhanced checks being elected.
An audit review of truslees. skills is regularly conducted. This process has ensured Ihal the Board maintsins
an appropriate mix of experience and expert15e. Current trustees cover a wde range of experiences, including
commercial business. local govemm¢nt. education. accountan¢y. nursing. social services, financial
Managen￿nI, and of course parents of irKiNiduals with autism.

The Trustees, who are also the directors of Autism Anglia for the purpose of eompany law, are responsible for
preparing the Trustees. Report and the financial statements in accordance with applicable law and United
Kingdom Accounting Standards (United lfj"ngdorn Generally Acopted Accounb"ng Practice).
Company Law requires the Trustees to prepare finanual ststemenls for each financial year which give a true and
fair view of the slate of affairs of the Charity and of the incoming resources and application of resources,
including the income and expenditure. of the charitable company for that year.

Autism Anglia is a private company limited by guaranle? incorporated in England and Wales. The
registered office is 59 North Hill, Colchester. Essex, C01 IQF. In the event of the eharity being wound up,
the liability in respect of the guarantee rs limited to £10 per m8mber of lh8 tharity.
1.1 Accounting convention
The financial slalemenls have been prepared in accordance with the Companies Act 21)06. FRS 102 'The
Financial Reporting Standard applicable in the UK and Republic of Ireland. ('FRS 102,1 and the Charities
SORP "Accounting and Reporting by Charities= Stslement of Recommended Practice applicable lo
charities preparing their accounts in accordance with the FinanrAal Reporting Stsndard applicable in the
UK and Republic of Ireland (FRS 102)" (effective 1 January 2019). The Charity is a Public Benefit Entity as
defined by FRS 102.
The financial statements are prepared in stediTrJ. tpthich is the functional ujrrency of the Charity. Monetary
amounts in these financial ststements are rounded to the neare$t £.
The financial slalements have been prepared under the historical c051 convention, fflodrfied to include the
revaluation of freehold properties and to include investment properb.es and certain financial instruments al
fair value. The principal accounting poliae5 adopted are sel out below.
1.2 Going ¢on¢em
Al the time of approving Ihe financial slalements. the Twslees have a reasonable expectstion that the
Charity has adequate resources lo contir¢ue in operational existenc* for the foreseeable future. Thus the
Trustees continue lo adopt the going concern basis of accounting in preparing the financial stalements.
As with most voluntary seclor organisations the going concem basis used for preparing these financial
statements is dependent urK)n obtaining ￿ntinUed funding to provide the necessary working capitsl for the
general running of the charity. The trustees are Wofking hard to obtain the funding required lo continue the
wide range of services offered. On this basis. the charty consider it appropriate to prepare the financial
statements on the going concern basis. Please see further detsils in our ￿ServeS policy within the
Trustees Report.
The Trustees are working hard to obtain funding required to continue the wde range of services offered
and they are constantly reviewing the services provided to ensure that they continue to be providod on a
cost effective basis.
1.3 Charitable fund5
Unre51ricted fund$ are available for use at the disLYetion of the Trustees in furtherance of their charitsble
objectives.
Reslricted fijnds are subject to specific conditions by donors as to how they may be used. The purposes
and uses of the restricted funds are set out in the notes lo the financial stslements.
Endowment funds are subject lo speafic conditions by donors that the capital musl be maintsined by the
Charity.
1.4 Income
Income is recognised when the Charity is legdly entitled lo rt after any perfomance conditions have been
mat. the amounls can be measured reliably. and it is probable that income will be received.

All expenditure is accounted for on an accruals basis and has been classified under headings that
aggregate costs related lo that Calegory. Where costs such as head office can not be directly attributed lo
particular headings they have been allocated to activities on a basis consistent with the use of resources.
The costs of generating funds Ifundraisingl include the costs of generating voluntary income.
The costs of Charitable A¢tivibes comprise of all the resources applied by the charity in undertaking ils
work to meet ils Charitable objecls as opposed lo the costs of raising funds and govemance.
Governance costs represents expenditure incurred in the compliance with ststutory requirements.
1.6 Tangible fixed asset$
Tangible fixed assets are initially measured at cost and subsequenty measured at cost or valuation, net of
depreciation and any impaimient losses.
Depreciation is recognised so as to write off the cost or Valuat￿)n of assets, less their resKlual values, on

calculaled on turnover for Ihe time being.
Note it does not include Fundraising and Markeb'ng. as these we consider not to be supported by any not-
for-profit income from LA or CCH and this cost sits in CS. to fvnd new initiatives or supplement existing
services that need something above and beyond.
Trustees
None of the trustees lor any persons ￿nnected with them) receNed any remuneration from the charitable

During the year a number of older balances were rdenbfied that the tharity has elected to write off. These
related to old balances within the trade debtors and trade creditors ledgers. Debit balances written off were
