TRUSTEES ANNUAL REPORT

The trustees present their annual report and financial statements of the charity for the year ended 31 December 2022. The reference and administrative information set out on page 1 forms part of this report. The Trustees have taken advantage of the smaller charities’ exemption under Section 133 of the Charities Act 2011 and have prepared these accounts on a Receipts and Payments basis. Consequently, the charities reporting guidance and requirements under “Accounting and reporting by charities: Statement of Recommended Practice (SORP)” are not applied to these accounts.
Objectives and Activities
Summary of the purposes of the charity set out in its governing document:
The relief of deaf people (which expression shall include persons who are totally or profoundly deaf or who are partially deprived of hearing or who are threatened with deafness) in Tanzania.
Summary of the main activities undertaken for the public benefit in relation to these objectives:
Provision of financial and audiological support to Buguruni School for the Deaf in Dar es Salaam, Tanzania. Financial and administrative support to the Tanzania Society for the Deaf (TSD) which owns Buguruni School, and to Umoja Wa Miradi Kwa Viziwi Tanzania (UMIVITA), a NGO in Tanzania that supports young deaf adults.
Public Benefit
The trustees confirm that in planning and delivering the charity’s activities, they have been aware of and had regard to the Charity Commission’s guidance on public benefit.
Policy on grant making
Currently grants are made exclusively to support Buguruni School for the Deaf and its pupils and to TSD and UMIVITA.
Contribution made by volunteers
All of Tanzanear’s work is undertaken by volunteers. There are no paid staff and trustees and executive committee members are not paid for the work they do for Tanzanear.
The Executive Committee believes that its members, who give generously of their time to help in the furtherance of our charitable objectives, should not be out of pocket for carrying out their roles and responsibilities for the charity unless they choose so to be. The charity’s expenses reimbursement policy provides that, in general, Tanzanear will reimburse legitimate expenses, which a Committee member necessarily incurs to allow him/her to carry out his/her duties for the charity.
During 2022, no such costs were claimed or reimbursed (2021 – nil).

Achievements and Performance
Whilst the effects of the CoviD pandemic eased in some areas of our charitable work, the economic conditions continued to influence our ability to do all the work we would like to have done and knew needed to be done. Coupled with our inability to recruit further members to the Exec to help with the running of the charity, our activity in 2022 was limited. That said, I am pleased to say that we have been able to continue supporting Tanzania Society for the Deaf (“TSD”) and UMIVITA as they run their ongoing projects to support the pupils at Buguruni School for the Deaf (“BSD”) and the BSD Alumni.
I was able to spend 3 months at the school at the beginning of 2022. The major focus was in tracking the Alumni – given how much of our supporters’ donations have gone to supporting students, either directly or indirectly, it was important to find out if the funds were well spent. The support given to the students by Tanzanear whilst they were at Buguruni made a huge difference; however, the transfer to secondary school/vocational college caused our students massive problems, principally due to the lack of sign language interpreters in the classroom. To say it is disappointing has been an understatement, but Tanzanear is committed to highlighting the issue to the Government. Much of this work has been carried out with UMIVITA who are working on this in our absence.
Mr Yasin Mawe, the Executive Director of TSD continued to be our main contact, sending regular updates on what is happening at BSD. Unfortunately, some of our Standard VII pupils failed their Standard VII examinations but we understand that this is due to a change in the exam process and lack of additional support for deaf students. On a more positive note, the Vocational class benefitted from external tuition from a ‘proper’ tailor and also from a former pupil who returned to give some cookery lessons. The best thing about this is that the students were able to make the uniforms for the sponsored pupils. TSD is hoping to expand their vocational training (especially for boys) specifically in carpentry and the making of leather goods.
During 2022, the entire School was painted – the paints were donated by Plascon Kansai and Tanzanear contributed to the labour charges. Tanzanear is delighted that TSD has worked hard to encourage local companies/donors to support the School. We continue to send funds for fumigation and kitchen repairs.
The School Audiologist is still employed and carrying out general daily maintenance on hearing aids. During my visit, it was good to see that a small proportion of the students were still wearing their hearing aids but there is no doubt that the pupils have missed the support of The Starkey Hearing Foundation.
Our focus of support continued to be the Buguruni Breakfast Club and the Child Sponsorship Fund, both of which are a major benefit to both pupils and staff. There continues to be more students in need of sponsorship than there are sponsors, but my thanks go to the Treasurer of TSD, who works tirelessly to make sure that as many students as possible are supported in some way.

In my report last year, I mentioned that the Tanzanear Exec was searching for additional Committee members but unfortunately, we have not been successful in this regard. This in turn has had an effect on our ability to spread the word and fundraise.
We remain very grateful for our strong relationship with TSD and UMIVITA who continue to make sure that all funds sent are spent according to our agreement. Both organisations remain committed to serving the needs of deaf students and we remain confident that all our donations are being spent accordingly. The Tanzanear Exec would like to express their thanks to Mr Yasin Mawe and Mrs Elly Saeed for their regular communication to the Tanzanear Exec and most importantly their commitment to the pupils and staff well-being.
As we say year in year out, none of our work would be possible without the wonderful support from our donors, both from here in the UK and our friends in the local community in Dar es Salaam and I would like to take this opportunity to thank them enormously. Collectively, we are making a difference.
Whilst the Tanzanear Exec is committed to supporting TSD and UMIVITA, we know that our ability to grow in 2023 will depend on our ability to recruit more members to the Exec, not only from a practical point of view to share the workload, but also in our ability to raise funds.
2023 will prove to be perhaps one of the most challenging years for Tanzanear and we remain hopeful that the situation will change, otherwise some tough decisions will need to be made.

Financial Review
Financial summary
In total we secured £26,053 of income in the year (including interest on deposits and gift aid reclaims for 2022 and earlier years) as compared with £23,065 in 2021. Total payments in the year amounted to £43,735 (2021 - £45,466). This led to an excess of expenditure over income of £17,682, which was met from reserves (2021 - £22,401)
Reserves and reserves policy
The charity’s policy is to hold reserves to finance future improvements to the audiological facilities at Buguruni School for the Deaf and renovation of its ageing buildings and infrastructure. Reserves have been built up over several years thanks to several generous unrestricted donations which the committee was able to put aside, and in recent years have drawn on, for these purposes. As at 31 December 2022 such reserves amounted to £10,000. Total funds at the year-end amounted to £21,647. The trustees are satisfied that this level of reserves meets its requirements.

Going concern
The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern.
Principal funding sources
The charity is funded principally by voluntary and regular monthly, quarterly, annual or one-off donations from individual UK-based donors.
Risk management
The principal financial risk facing the Charity is limited support from the local authority (LA) in Dar es Salaam and LA appointed head teacher at the school. This is being mitigated through the preparation of a memorandum of understanding for agreement between TSD and the LA. There has been a change of head teacher and closer relationships are developing.

Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (“the Charities Act”) and that an independent examination is needed.
It is my responsibility to:

to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and

to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
