CHAIR'S REPORT
The Year at Lockleaze Neighbourhood Trust
We are delighted to present Lockleaze Neighbourhood Trust's Annual Report for 2024-2025.
Lockleaze Neighbourhood Trust is the Communrty Hub for Lockleaze in North Brislol, and we exist to make
Lockleaze fair, healthy and sustainable for all. led by the people who live here.
Lockleaze is the fourth most diverse ward in Bristol with a strong communty who are proud of where we
live, with the most green space of any ward in Bristol. Built as a garden council housing estate in the 1950s,
Lockleaze is also one of the more deprived wards in the cty. with challenges around hardship, health and
housing. This year saw us facing more challenges in the shape of rocketing housing development across
the ward, increased housing pri￿s, and the continuing Cost of Living Crisis- as well as increasing global
instability. Despite this. our community has continued to support each other and stand together for fairness
and togetherness.
In May 2024 we said goodbye to Suzanne Wilson, our longtime CEO. Suzanne has been a pivotal person
in the growth of Lockleaze Neighbourhood Trust, someone who cares deeply about our community in
Lockleaze and who worked hard lo support residents across the ward. Under her leadership we created
Our Lockleaze our community plan in 2018, started building Community-Led Housing in Lockleaze in
response to that plan, and started many of the projects we support today, our Lockleaze Community
Climate Action Plan and our successful Really Wild Lockleaze rewilding project.
Suzanne also worked hard to support our beloved community centre The Cameron Centre, and it was with
great sadness that we had to hand the site over lo Brislol Cty Council in Autumn 2024 in order to see much
needed new council housing built in Lockleaze, with new homes arriving in 2027. alongside a brand new
community building that Lockleaze residents will name and shape.
As Melissa Blackbum joined LNT in September as CEO. we took over St James Church on Romney
Avenue as a meanwhile space while the 'new Cameron Centre, is built, as well as refurbishing our Hub to
make it the busy, welcoming and inclusive Spa￿ that it is today. Since then. we've brought our community
together for a series of Communty Feasts, including our first Community-Led Iftar in March 2025, and have
begun work on our new Community Plan to ensure that everything LNT d￿S is led by our community's
priorities.

The Trustees present their report and the unaudtted financial statements of the charity for the year- ended
31 March 2025.
Reference and administrative information set out on page 24 forms part of this report .The financial
statements comply with the Charities Act 2011. Ihe Companies Act 2006. the Memorandum and Articles of
Association, and Accounting and Reporting by Charities: Statement of Recommended Practice applicable
lo charities preparing their accounts in accordan￿ with the Financial Reporting Standard applicable in the
UK and Republic of Ireland (FRS 102).
Objects and Activities
The principal activities of the charity are to secure the eslablishment of a community building to provide
facilities for recreation, leisure, education and training with the object of relief of poverty and improving the
conditions of life for persons living in Lockleaze Ward.
We articulate this vision as being led by our Community through our Community Plan and Supporting our
community to create change for themselves and their community. Our mission is A Fairer, Healthier, More
Sustainable Lockleaze For All. You can read more about activities, funding and aims at the top of this
report.

Stewarding Buildings for Our Community
As a community-led organisation, we are responsible for managing a range of buildings that serve as hubs
for local engagement, support, and connection. In 2024-25, our stewardship focused on three key
community spaces.. the Cameron Centre. The Hub, and Old St James.
The Cameron Centre has always been a much-loved space at the heart of the community-a place where
people came together for activities, support. and friendship. This year, the building was taken down to
make way for a new community centre. While we're looking ahead to what the new space will offer, the loss
of the old building has been strongly felt. It meant a lot to so many people. and its absence has left a real
gap. We're doing everything we can to keep that same sense of connection alive during this transition and
to make sure the new space reflecls the spirit and warmth of what came before.
The Hub on Gainsborough Square serves as the heart of our operations, our primary community centre. It
provides a welcoming space where residents can access support, participate in activities, and connect with
one another. It remains ￿ntral to how we reach our communty and a vital daily point of contact.
Old St James is a former church building on Romney Avenue in Lockleaze that we recently brought into
use as a temporary community space. The building has its own unique character and an important place in
local memory (it just got the first Blue Plaque in Lockleaze) and it has allowed us to keep people connected
and supported during a time of change.
Looking ahead, we're excited to welcome the new Cameron Centre as well as other community spaces
across Lockleaze, led as ever by our community.

In 2024 LNT were delighted to be able to employ a Communications Coordinator to share LNT news,
projects and events, as well as our partners, events and services. Using our website, social media
(Instagram, Facebook and Linkedin) and regular e-newsletters. we aim to keep our community in Lockleaze
informed. And its not just digital- we're addressing the digital divide by pr¢)ducing an annual physical
Christmas Vvhat's On Guide, event leaflets and posters. And in order to get the word out about the
Lockleaze community, we are re
ularl featured on local lelevision and radio intep4iews.
Our Impact
LNT Ne￿￿letter$. The LNT newsletter began March 2023 but went on hiatus in mid 2024 due to staff
shortages. We've since begun again after gathering input from 40 residentslpartners. There are now 625
subscribers.
Really Wild Lockleaze sends our monthly newsletters, sharing Really Wild updates and events, IcKal
wildlife news, and local and citywide opportunities around nature. This year 245 our subscriber count has
grown from 270 to 403.
Social Media: The Hub has 1959 followers on Facebook, 680 followers on Instagram and 229 followers on
Linkedln. Posts garner from 100 to 6.7k views on Facebook. Over the year the Facebook account has
reached 50,846 people, up 23.2 % from last year. Really Wild Lockleaze has 200 Facebook followers and
has reached 20,640 people.

Lockleaze Library Service
Having lost our Lockleaze Library in October 2024 when the Cameron Centre was knocked down by Bristol
City Council, LNT were keen to find a way of continuing to have some kind of library service in Lockleaze,
despite the cuts. We developed a pilot project wilh Bristol Libraries for a Dropoff and Collection library
service. Each week, the library delivers books ordered online for collection, and our community can return
any library books at LNT.

Our Impact
Local residents have responded very positively to this service.. they appreciate Ihe convenience of returning
books locally without needing to travel to Horfield Library and since the previous library service at the
Cameron Centre was rarely open, having even a limited library presence is highly valued by the
community. It brings people of all ages into our Hub, where they can find out about our offer.

Housing Matters

Community Hubs is a Iwo-year project supported by Bristol City Council, using their One City approach
and incorporating Asset-Based Community Development in order to find new ways to engage our
communityand create space and opportunty for residents to lead change. It includes fortnightly meetings
with city wide Community Hubs and quarterly reports lo evidence impact of engagement and share good
practice.
Our Impact
Increased access to support and advi￿ (prioritised by residents) from organisations delivering drop
ins for our rota at Hubbub Café. We have a particular focus on housing and money {￿HoUS1n

We use varied engagemenl methods eg Talk and Tours, Rollers & Strollers visits to Stoke Park,
Communty litter picks.. Engaging families through shared Feasts. supporting young people to
achieve Duke of Edinburgh awards.
We work closely with Bristol Cty Council eg codesigning workshops for cty wide partners to
promote community cohesion and address far right activity in communitiesl contributing to Youth
Asset Mapping via workshops, meetings and knowledge sharing., leading on our Community Picnic
in response to knife crime in the Cty in Summer 2024.
Through our strengthened partnerships, we increased training and learning opportunities locally with
UWE, SGS College, and BCC Community Learning Team.
We conduct regular reviews of all groups and activities delivered including scheduled equalities
monitoring to ensure delivery and engagement is representative of Lockleaze.
Attending regular focused network meetings- Lockleaze Youth & Play, Community Exchange, North
Bristol Community Development Workers, Horfield & Lockleaze network to ensure we are up to date
with info, improve signposting and share our knowledge and experience via peer support to
strengthen and improve services across the city for residents.
Shared both local and city wide campaigns. consultations and engagement events to increase
residents opportunity to influence change and use their Vol￿ for positive action.

Hubbub has come a long way from its popup pandemic rcx)ts. It's now a buzzing weekly Wednesday café
shaped by residents and a wami, affordable, and friendly space to grab a cuppa, connect with others, and
feel part of something. Whether people come for a chat, a bit of advice, orjust to bump into a familiar face.
Hubbub has become a staple in the community:
Stronger social ties: Many attendees have built lasting friendships. helping reduce loneliness
and improve wellbeing.
Community connection: It's a space to find out what's on locally, share events, and stay
involved in Lockleaze life.
Drop-lns and Learning: Residents gel advice from visiting partners such as Housing Matters,
Bristol Disabilty Equality Forum or Clean Slate; they also share skills and learn together.
Affordable and inclusive: Low-cost food removes financial barriers and keeps the café
ac￿ssible to all.
Over the year we supported 841 people, with 151 people accessing drop-in advi￿ and 130
visiting us for the first time.

Lockleaze Community Climate Action Plan
Lockleaze was one of the first communities to c(xreate a Communty Climate Action Plan with our
communty in 2022 and in 2024 we refreshed that lan with residents. Local Climate Action underpins most
of the work LNT delivers and we ensure each of our seven strands are addressed through our projects-
taking action on transport. food, housing, nature, energy, waste and consumption, business and education.
Our Impact
We've continued to work with Bristol Climate and Nalure Partnership on their incredible Community
Climate Action programme funded by the National Lottery Climate Fund, not only rolling out our
award winning demonstralor project Really Wild Lockleaze (see below) but regularty offering

quarterly Bristol Community Climate Action Panel which brings a vital community perspective to
large infrastructure projects in the city and beyond.
Buzz Community Garden just off Gainsborough Square is proof that climate action brings
communities together. Together we're increasing biodiversity. reducing carbon footprint by creating
their own compost, learning permaculture principles and growing delicious food.
We've campaigned lo reopen Concord Way shared path for walkers and cyclists, and for a new
Lockleaze railway station.
We worked with West of England Combined Authority on a pilot mobilty hub on Gainsborough
Square improving transport transition - adding cycle racks. cycle tool station, e-way finder,
dedicated bays for e-SCOOters and e-bikes.
We ctidesigned the amazing energy efficiency cookbook of low cost recipes created by residents,
for residents to reduce fuel usage and encourage meat free and healthier meals.
We've begun creating clearer career pathways for opportunities in energy industry with our work
with Ovo Energy-opportunities for work placements. apprenticeships and green employment which
we linked with local 6th form.

Wild Lockleaze {RWL), supports residents to make more Spa￿ for nature, both in their gardens and on
their greens and verges.
This year we have..
Worked on 8 different streets, and public green spaces, running 5 community planning events, and
32 habitat creation events, where we planted 185 trees, created 382 m2 of wildflower meadow, and
planted 158m2 of bulbs, as well as creating a pond at Lockleaze Sports Centre.
Supported residents to create their own nature friendly gardens running 19 learning workshops and
walks (separate to 32 events on greenspaces where we also taught wildlife gardening techniques)
with 185 attendances, encouraged 134 households to do No Mow May (7080m2 of wild lawns),
gave away 1m2 worth of native wildflower seed to 230 residents, and helped 2 households create
ponds, a hoverfly lagoon, and a stumpery. We also made 14 how-to wildlife gardening videos,
featuring real Lockleaze gardens to make it relevanl and relatable for residents.
Helped create a communty network for nature, with 3 Lockleaze Nature Network events with 38
attendances, Lockleaze Nature Festival with 100 attendees. sent out monthly newsletters to 400
residents, and we joined up our wilded-streel WhatsApp lists up to make a 52 person strong Really
Wild Volunteer WhatsApp Community. Leaflets about our project went through 4672 doors, and we
knocked 168 doors, and had 62 doorstep conversations.
Influencing communities across the region. We launched our first toolkit - Wild Streets of Lockleaze.
We were visited by the leaders in the Bristol Cty Council Parks Department in the council and
influenced their large grant application for Nature Towns and Cities granl. We have given 6 talks to
268 people, including al Brislol Environmenlal Record Centre's Citizen Science Event, Natural
History Consortium's Communicate and their Citizen Science Conference. We were Showcased on

The project is making a real differen￿ for wildlife. One resident said "I have seen a big increase in insect
life due to the amazing wldflower planting that has happened. The new areas of wildflowers have attracted
lots of new pollinators that were not seen before"

funding cuts have meant a lot of disrepair, fly tipping and antisocial driving/parking in this area, it can often
feel a little bleak in Lockleaze, but this group do an amazing job of giving people hope that the area can
improve, and a sense of pride. It brings people t(>3ether and makes the streets of Lockleaze look brighter
and friendlier. We are very lucty to have youl"
Crucially, community climate aclion also creates community cohesion. A resident said "it17as encouraged
and stimulated communication between residents, between streets, between neighbours. People who may
not have talked to each other before have been connected in a way that is great to see and be a part of."

When LNT ran our community survey in 2018- leading to Our Lockleaze Community Plan, residents in
Lockleaze were very clear that the area needed more social rent and affordable housing, and housing that
was different from the three bedrooms houses of Lockleaze. In response to this, LNT initiated two

residential development projects designed to provide high quality and affordable housing for residents. Our
capital funding bids to Bristol Cty Council for a combined c. £1.9 million across Ix)Ih projects were
successful.
Having worked with the community in previous years on the design and attributes of the new buildings, in
order to reflect their priorities, Ihis year 2024-5 we inched closer to finalising planning conditions on our two
Constable Road sites, with the build scheduled to begin in 2026. We actively investigated new funding
models including working with a Registered Provider (Housing Association). Despite the protracted process
of getting through planning, LNT remain deeply committed to getting these homes built for Lockleaze
residents.
On three new developments- Shackleton Heights. One Lockleaze. Bonnington Walk site- LoGkleaze
residents have already benefited from new homes via our Lockleaze Local Lettings Policy, clicreated
with residents, ensuring that local people can more into homes that meet their need. and remain in their
area connected with their community and support networks.
We delivered two Talk and Tour to update residents on development progress and continue to welcome
Urban Planning students from UWE to facilitate their learning and emphasise the importance of effective
community engagement in the planning process.
We share all planning consultation information updates and events both locally and citywide and work hard
lo ensure we have good communication wilh all development teams to share information with residents.
including road closures, development progress and when homes for social rent are being released via
Home Choice.
In addition to this, we have a three- year agreement with Housing Matters, prioritised by residents, to
deliver in person housing support for residents every fortnight as part of our advice drop in rota.
Lastly, LNT plans to keep campaigning on housing related issues:
Ensuring that our Local Leltings Policy is properly adopted across Bristol
Safe passage for all whilst development grows in Lockleaze - better road crossings and road safety
Ensuring the adoption of a fair Community Asset Transfer Policy by the council to ensure that
community-owned buildings remain affordable for all residents to use, in tandem with the Roots of
Resilience campaign set up by community organisations across Bristol.

Healthy Ageing Research Project in Lockleaze

This project trialled making available information on proactive and preventative health care campaigns and
local wellbeing activities in alternative venues frequented by residents eg cafes or shops. This improved
ac￿ssIbl11ty to information and reached residents who were not engaging through community hubs or
health centres. Over 40 residents visited The Hub or attended an activity through this pilot project for the
first time creating connections with their community. They ac￿SSed the book swap, attended The Hubbub
cafe, the Gentle Exercise class and the Christmas lighl switch on.

Growing Groups and Shared Spaces
Our community spaces have conlinued to thrive Ihis year, with a wide range of regular groups and new
activities that reflect the energy, creativity, and needs of our local community.
We've welcomed several new groups, including the Lockleaze Eco Youth Team and yoga classes. These
additions have brought people together in new ways-creating spaces to learn. relax, share, and connect.
Each week, The Hub and our other venues continue to host a mix of well-attended, inclusive activities for
people of all ages. These include short mat bowls. genlle exercise, art for well-being, and specialist
sessions for adults with additional needs. Some participants have been attending for many years, while
others are discovering these groups for the first tiM￿brIngIng fresh energy and connection to each
session.
Alongside our own programmes, we continue to support a wide range of community-run and partner-led
activities. Groups such as Aikido, Taekwondo, Little Kickers, and the Polish Girl Scouts are regular
fixtures, adding to the vibrant and diverse calendar of activity across our spaces.

Our venues-particularly The HutrHemain flexible and welcoming spaces for many different uses. We're
especially pleased to support faith groups and cultural galherings such as the several churches we
support in St James, and the longstanding Friday Prayers held at the Hub for Muslim Men.
Our volunteers are central to this work. Their time, energy. and care keep these sessions running-and
many say they get just as much out of giving their lime as the participants do. From offering a warm

Structure, Governance and Management
The Board of Directors, who are Trustees for the purpose of charity law, who served during the year and up
lo the date of this report are set out on page 24. The minimum number of Trustees, per the constitution is
three. At each AGM one-third of the Trustees shall retire by rotation, and retiring trustees and any newly
proposed trustees may then be voted in. Any Trustees appointed by ordinary resolution during the year
require reappointment at the AGM. New Trustees are appointed to the board by application, approved by
the board of Trust&s. We work hard to ensure that our trustees are representative of the ward of
Lockleaze, as well as including key expertise to support our work.
Trustee meetings are held every quarter, with a Finance sub-group of the Trustees meeting the week
before.
Financial review
The charity had total funds of £336,634 (2024: £258,542) at the year-end. with £164,899 (2024: £159,984)
unrestricted.
Total income for the year was £435.727 (2024: £251,296), with expenditure £357,635 (2024.. £250,250).
The large increase in income was mainly due to Community-Led Housing grants from Bristol City Council
and Homes England. In general, our income from social enterprise and community-based grants remained
Ihe same.
The charity held £199,016 (2024: £245.699) in cash held at the bank at the year-end.

The charity aims to hold free reserves of the equivalent of 3 months expenditure, plus a £10,000
emergency repair fund and £10,000 for the future of the Cameron Centre or another new building
recognising a second building is a key source of income for LNT. This would be £95,000.
At the year-end the charty's free reserves were £13,177 (2024: 146,485). This is calculated as total
reserves, less restricted funds and those funds committed to fixed assets (see note 15).
The Trustees noted with concern that this was below LNT'S Reserves Policy and are currently taking action
to rectfy this situation. This will involve a new Reserves Strategy based on unrestricted income discipline
and increased trading income. as well as clearer systems and a Reserves Policy as part of our Finance
Policy that better reflects our aims and objectives as well as risks and weaknesses. We recognise it will
take time ie several years to bring this into line wrth SORP levels.
Funds held as a custodian on behalf of others
The custodian assets are all held within the bank account of the charity and are readily available.
The names of the charities or projects on whose behalf the assets are hekj are in note 18 to the accounts.
The activity of these charities or projects are in line with the objects of Lockleaze Neighbourhood Trust.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF LOCKLEAZE
NEIGHBOURHOOD TRUST ('THE COMPANY.)
I report to the charity trustees on my examination of the accounts of the Company for the year ended 31
March 2025.
Responsibilities and basis of report
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are
responsible for the preparation of the accounts in accordance with the requirements of the Companies Act
2006 {'the 2006 Act,)
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the
2006 Act and are eligible for independent examination. I report in respect of my examination of your charity's
accounts as carried out under section 145 of the Charities Act 2011 {'the 2011 Act,). In carrying out my
examination I have followed the Directions given by the Charity Commission under section 145(5} (b) of the
2011 Act.
Independent examinefs statement
Since the Company's gross income exceeded £250,000 your examiner musl be a member of a body listed
in section 145 of the 2011 Acl. I confirm that l am qualified to undertake the examination because l am a
member of the Institute of Chartered Accountants in England and Wales. which is one of the listed bodies.
I have completed my examination. I confim that no matters have come to my attention in connection with the
examination giving me cause to believe:
accounting records were not kept in respect of the Company as required by section 386 of the 2006
2. the accounts do not accord with those records; or
3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other
than any requirement that the accounts give a Irue and fairf view which is not a matter considered as
part of an independent examination., or
4. the accounts have not been prepared in accordance with the methods and principles of the Statement
of Recommended Practice for accounting and reporting by charities applicable to charities preparing
their accounts in accordance wilh the Financial Reporting Standard applicable in the UK and Republic
of Ireland (FRS 102).
I have no concerns and have come across no other matters in connection with the examination to which

1 Accounting policies
Accounting convention
The financial statements have been prepared in accordan￿ with the historical cost convention (except where otherwise
stated in the accounting policy note) and in accordan￿ with the Statement of Recommended Practi￿.. Accounting and
Reporting by Chartties preparing their accounls in accordan￿ wth the Financial Reporting Standard applicable in the
UK and Republic of Ireland IFRS 1021 issued in October 2019, and the Financial Reporting Standard applicable in the
United Kingdom and Republic of Ireland IFRS 1021, and the Companies Act 20C6.
The charity is a public benefft entity as defined under FRS102. The Trustees consider that there are no material
uncertainties affecting the ability of the charity to conbnue as a going concern.
Income
Income from donations is induded in income when these are receivable, ex￿pt as follows..
l. When donors speafy Ihat donations given to the chanty must be used in future accounling periods, Ihe income is
deferred unb'l Ihose periods.,
11. When donors impose condibons which have to be fulfilled before the charity becomes entitled to use such income,
the income is deferred until the pre-conditsons have been met.
Legacies are included on a receivable basis where charity is entstled to the income, it can be measured reliably and
receipt is probable. Where legacies have been notified to the chanty, or the charity is aware of the granting of probate,
and Ihe criteria for income recognilion have not been met, then the legacy is not included in income but is trealed as a
conlinqent asset and disclosed if material.
Investment income is induded on a re￿1vable basis.
Donations in kind comprise donated services where the costs are measurable and the services would otherwise have to
be paid for to maintain operats'onal effectiveness.
Expenditure
Expenditure is recognised in the perii)d in which it is incurred. Expendilure includes attributable VAT which cannot be
recovered.
Charitable Activities
Grants awarded are allocated to charitable activities.
Granls awarded are treated as expenditure and a liabilty in the accounts as soon as Ihey become legal or conslructive
obligations. In the case of multi-year grant awards. the funding for all years is immediately recognised unless there are
condib.ons which need to be met by the recipient to enable the release of subsequent years, funding.
Govemance costs
G0veMan￿ costs include those costs associated with meeting the consb"tutional and statutory requirements of the
charity and include the examinerfs fees and costs linked to the strategic management of the charity. Governance costs
are included within charitable activity costs.

The charity contributes to defined contribution pension schemes. Contributions payable to the charity's pension
schemes are charged to the Statement of Finan￿al Activities in the period to which they relate.
Tangible fixed assets
Fixed assets are held at cost less accurnulated depreciation. Assets C05ting le5S than £500 are not capitalised.
Depreciation is calculated so as to write off the cosl of an asset, less its estimated ultimate residual value, over the
useful life of that asset as follows..
