I report on the accounts of Voluntary Action North Lincolnshire Limited forthe year ended 31 March 2024, which
are set out on pages 21 to 43.
Respective responsibilities of trustees and examiner
The trustees (who are also the directors of the company for the purposes of company lawl are responsible for the
preparation of the accounts. The charity's trustees consider that 3 n a udit is not req uired for this yea r under
section 144 of the Charities Act 2011 (the Charities Actl and that an independent examination is needed. The
charity's gross income exceeded £250,000 and l am qualified to undertake the examination by being a qualified
member of the Association of Chartered Certified Accountants IACCAI.
It is my responsibility to:
examine the accounts under section 145 of the Charities Act,
to follow the procedures laid down in the general Directions given by the Charity Commission (under section
14515}{bl of the Charities Act, a nd
to State whether particular matters have come to my attention.
Basis of Independent examiner's report
My examination was carried out in accordance with general Directions given by the Charity Commission. An
examination includes a review of the accounting records kept by the charity and a comparison of the accounts
presented with those records. It also includes consideration of any u nusual items or disclosures in the accounts
and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not
provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether
the accounts present a 'true and fair, view, and the report is limited to those matters set out in the statement
below.
Independent Examiner's statement
In connection with my examination, no matter has come to my attention to indicate that:
accounting records have not been kept in accordance with section 386 of the Companies Act 2006.

The Trustees present their report with the financial statements of the charitable Company for the year
ended 31 March 2024.
The financial statements comply with the Charities Act 2011, the Companies Act 2006, the
Memorandum and Articles of Association, and Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable to charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (effective l January 2019)
except in respect of deferred income and the creation of a redundancy provision where adherence
would not give a true and fair view as explained in Note 1.1.
This report and financial statements should be read in conjunction with the reports and financial
statements of Community VISION (Voluntary Infrastructure Support Involving Organisations and
Networks) CIO and East Riding Voluntary Action Services IERVASI Limited which will provide the full
picture of the organisations working under the Community VISION brand while the merger activities are

Voluntary Action North Lincolnshire Limited is a registered charity and a company limited by guarantee
governed by its Memorandum and Articles of Association adopted on 19 March 1997, and amended on 7
October 2004, 4 October 2007, 7 October 2010 and 25 November 2020. The company was incorporated
on l April 1997.
Every member of the Charity undertakes to contribute a maximum of £10 in the event of the charity
winding up.
Recruitment and A
ointment of Trustees
The trustees form the Executive Committee of the charity and are elected at the Annual General Meeting
by the members of the Charity {usually for a three-year term}. There is provision for the co-option of
additional trustees if required. The board of trustees endeavors to include at least one person with skills
or experience in each of the following areas:

Trustee Induction and Trainin
All new trustees undergo appropriate induction training, provided by the Chief Executive. Additional
training is provided at any point for new and existing trustees, whenever it is considered necessary.

The board of trustees, which currently meets monthly, manages the Charity, and concentrates on strategic
matters. The Chief Executive manages the day-to-day operations of the charity and ha5 authority to
delegate as appropriate to other staff members. Ad-hoc committees are set up when the need arises.
Risk Mana
ement
The major risks, to which the company is exposed, as identified by the directors, have been reviewed and
systems have been established to mitigate those risks.
The organisation has risk management plans in place at 2 levels: Organisational and Strategic risks and
delivery risks have been assessed for all activities. The Board have considered and reviewed risk plans and
considerthat systems and processes put in place to mitigate risks are sufficient and meetthe requirements
of the Charity Commission and the Charity's insurers.
Objectives and Activities
As set out in the Memorandum of Association, the Charity's objects are;
la} to promote any charitable purpose for the benefit of the community in the local government district of
North Lincolnshire, and in particular the advancement of education, the protection of health and the relief
of poverty, distress and sickness.
Ibl To promote and organise cooperation in the achievement of the above purposes and to that end to
bring together in council representatives of the voluntary organisation and statutory authorities within the
area of benefit.
This means that the main objects of the charity are promoting, developing and supporting voluntary
activity within the community. The principal activities, carried out to achieve these objectives, are the
provision of services to member organisations; liaison with statutory, national and major voluntary
organisations,. representation of local views about service provision,. and the development of new services.
Trustees paid due regard to the commission's public benefit guidance when exercising any powers or
duties to which the guidance is relevant.

Main ob'ectives for the
ear 2024-25
In developing the main objectives for the following year, the Trustees have given regard to the Charity
Commission guidance on public benefit.
Following on from the merger investigations and closer partnership working with East Riding Voluntary
Action Services IERVASI Ltd (Company No: 5894388, Charity No: 11211901, at our respective AGM'S a
resolution to merge was provided to both organisations memberships which could be voted on in person
and electronically. Thi5 was agreed unanimously by all voting members. We registered a new Charitable
Incorporated Organisation for this purpose, Community VISION (Voluntary Infrastructure Support
Involving Organisations and Networks) CIO (Charity No., 12031291 and new bank accounts were set up for
the new Charity. During the financial year we have been working on developing the brand and started
the transfer of operations into the new charity. This will continue into the next financial year as the
relevant permission5 are received. This brings new opportunities and fresh challenges, which we are
very well placed to meet through our strong partnerships and the skills and dedication of the respective
staff teams working together to strengthen the support offered to the Voluntary, Community Faith and
Social Enterprise Sectors IVCFSEI across both North Lincolnshire and East Riding.
The Board of Trustees remains committed to investigating ways of diversifying income to ensure the
sustainability of support to the VCFSE.

VANL continues to maintain its aim of being a one stop shop for VCFSE organisations, as well as being
able to continue to support communities and individuals, During the year we have received continued
support from our members, the community and developed new/additional funding streams which have
supported VANL to remain sustainable and to grow our service offer for VCFSE organisations,
communities and individuals. We are extremely proud of our achievements and the way the
organisation has developed and have plans to continue thi5 development into the future. This could not
have been done without our dedicated staff, volunteers and Trustees, the support from the community,
our members and our funders.

Merger
The application to register a new Charitable Incorporated Organisation Community VISION (Voluntary
Infrastructure Support Involving Organisations and Networks) CIO was successful and charity status was
th
received on the 18 May 2023 and then banking arrangements were set up. Following this internal
preparations were started to work towards the merger. This has not fully completed in the accounting
period and will be finalised in the next accounting period once all restricted funds and contracts have the
permissions in place to be novated to the new CIO.
In the interim, Voluntary Action North Lincolnshire Limited, East Riding Voluntary Action Services
(ERVAS} Ltd and Community VISION (Voluntary Infrastructure Support Involving Organisations and
Networks) CIO are operating in tandem with partnership arrangements in place,
VANL General Activities
Funding
VANL provided general funding advice and support, this is provided through online information, events
and one to one support to voluntary sector organisations.
VANL administered the Supporting Mental Health Fund, funding originally provided by North Lincolnshire
CCG which later changed to the Humber and North Yorkshire Health and Care Partnership and the
Scunthorpe North Health Inequalities Fund, funding provided by North Lincolnshire Councils Public
Health Team. VANL also took the lead on the Best Start For All Project and administered partnership
funds to Crosby Community Association, North Lincolnshire Mind and Westcliff Community Works in line
with the terms of the funding.
Asset Based Communlty Development, Capacity Building and Governance
VANL provided asset-based community development, capacity building and governance support through
online information, events and one to one support to VCFSE organisations with all aspects of setting-up,
organisational management, governance and policy development, safeguarding etc.
Volunteering
VANL worked in partnership with the Alliance Volunteer Hub to provide support to VCFSE or8ani5ations
requiring volunteers and to individuals wanting to volunteer.
We are also part of a Steering group of the North Lincolnshire VCFSE Alliance which is reviewing the
strategic direction of volunteering and how we can work together to improve the offer across North
Lincolnshire.

VANL General Activities (Continued)
Safeguarding
VANL have been working with the Safeguarding Adults and MARS Board to improve safeguarding
support to VCFSE organisations in North Lincolnshire,
We provide one to one support to VCFSE groups and have developed a quarterly Safeguarding Network.
We have also continued to provide Disclosure and Barring Service checks.
Local-Links
VANL have started to develop Local-Links networking events, these have been mainly held in Scunthorpe
North and Scunthorpe South Localities, These sessions had a focus on growing and developing the
voluntary sector offer within the town, and connecting voluntary sector and public sector activities to
ensure all members of the community are supported.
We also continued to support VCFSE organisations to add their activities to the Live Well site.
Representationladvocacy
VANL continues to represent/provide advocacy for the VCFSE and its interests at strategic level, both
locally and nationally, we provide strategic representation across a range of partnership boards including
the VCFSE Alliance, Equality, Diversity and Inclusion Forum, Integrated Urgent Care Project streams,
Scunthorpe Towns Fund, Voluntary, Community and Social Enterprise Partnership, Social Prescribing
Alliance, Corporate Parenting Board, Children and Young Peoples Partnership, Youth Justice Partnership
Board, Integrated Children and Families Offer Strategic Steering Group, NL Safeguarding Adults Board
Partnerships and Empowerment Group, Youth Activity Partnership, Physical Activity Partnership, Multi-
Faith Forum, Family Hubs Transformation Steering Group, Best Start for Life Steering Group, Best Start
Parental Readiness and Resilience group, Humber Local Resilience Forum and the Humber Violence
Prevention Partnership.

VANL General Activities (Continued)
Nationally, we also work with NAVCA, NCVO, Youth Work Unit, Charities Finance Group, VCS
Emergencies Partnership, Action Fraud, the National Cyber Security Centre, Victim Support, British Red
Cross, Crimestoppers, Get Safe Online, Take 5 and have been involved in many consultations, shaping
policy, campaigns and strategies both locally and nationally including Charity Commission consultations,
prevent charity fraud week, Giving Tuesday and Safeguarding.
Volunteen
The Volunteen Project provides a range of volunteering opportunities for young people aged 11 to 25 in
North Lincolnshire. This improves their prospects of future employability, as well as increasing other
outcomes such as self-esteem, confidence, skills, knowledge, accreditations and the chance to try new
things and make new friends.
BOOST (Buddying Opens Opportunities, Skllls and Tralning)
VANL working with ERVAS have continued to provide a training and accreditation service which includes
the delivery of accredited and non-accredited training and development activities. These activities

VCFSE Training
VANL received funding from the Awards for All strand of the National Lottery Community Fund to
develop and deliver training to the VCFSE, this work has remained ongoing.
Skills Network online learning
We have a partnership with the Skills Network to provide a range of online learning content including
CPD accredited courses, AAT Essentials Modules, AAT level 2 to 4 training and a range of other
qualifications ranging from level I to 3. In addition, we also promote access to the Adult Education
Budget funded courses at level l and 2.
Online learning
VANL have provided acces5 to a range of non-accredited online webinars and training courses to support
VCFSE organisations including an introduction to youth work, governance, funding, social media, cyber
security and data protection.

First Aid and Health and Safety
VANL have continued to work with FabTraining (formerly The First Aid Box) to provide a range of face-to-
face accredited courses, including First Aid/Paediatric First Aid/Mental Health First Aid (various levels),
Fire Safety and Food Safety Training (various levels).
Facilitation and referrals
VANL facilitated access to trainin8 offered by external organisations including the North Lincolnshire
Safeguarding Adults Board and the North Lincolnshire Safeguarding Children's Partnership.
Fraudwatch
The three key strands of Fraudwatch are to provide early intervention and prevention awareness, alerts
and support with reporting and specialist victim support.
VANL worked with ERVAS to continue the work of the Fraudwatch project in North Lincolnshire,
The individuals taking part in these courses have been both a mix of professionals from a range of
sectors including voluntary and community groups, faith groups, the education sector, the public and
private sectors as well as the wider public.
These events have included a mix of online webinars and face to face training workshops.
Work has been undertaken as part of this process to improve the level of service provided to victims of
fraud by Humberside Police, and project staff have worked with Humberside Police to implement the
new Cyber Responder Volunteers scheme within the Humberside Police Force Control Room.
Winterton 2022
We continued to support the Community of Winterton a5 Local Trusted Organisation for Winterton 2022;
Big Local project, helping them to manage and deliver their activities. This included..
direct development work and social prescribing activities within the area
the provision of grants to VCFSE organisations

community in Winterton
the development of a boxing club in Winterton in partnership with Lionheart

Best Start For All
We are the lead partner on a partnership bid to the National Lottery Community Fund for the First Steps
Forward project (previously called Best Start For All). This is a partnership project with North
Lincolnshire Mind, Crosby Community Association and Westcliff Community Works to support families
with a child under 5 to improve their outcomes.
North Lincolnshire VCFSE Alliance
We have continued to raise the voice and influence of the VCFSE wherever we can, including through the
VCFSE Alliance as a vehicle for..
o Facilitating and strengthening the engagement and empowerment of people and
communities, including hard to reach groups, in influencing the development, delivery
and improvement of services, creating resilient and sustainable communities
Building new, and strengthening existing, positive relationships with statutory bodies,

Phoenix Accountancy and Business Consultancy Limited
We continued to work in partnership with the subsidiary company of Community VISION (previously
subsidiary of ERVAS), Phoenix Accountancy and Business Consultancy Limited (Company No.. 11994941)
to strengthen the offer of support to VCFSE organisations. This has continued to thrive and provided
much needed support over the last year, The subsidiary company is very much a part of the VANL offer
to VCFSE organisations.

Phoenix Accountancy and Business Consultancy Limited is registered with the Chartered Institute of
Management Accountants ICIMAI who provide the practicing certificate for the individual Director. They
also provide the supervision for anti-money laundering purposes. It is also registered with the
Association of Accounting Technicians and the Chartered Institute of Professional Development through
the Staff working within.
Services continue to expand and covered the following:
Accountancy services
Phoenix provided support around governance, bookkeeping, management accountancy and
year end accounts including Independent Examinations and tax returns for VCFSE
organisations.
During the year we continued offering Internal Audit/Review service for Academy Schools and
the wider VCFSE as required.
The partnership with Intuit QuickBooks continues which allows VANL to provide QuickBooks
Cloud Accounting Software to organisations at a discounted price.
HR services
Phoenix provides HR Services for VCFSE organisations around all aspects of recruitment, HR,
Redundancy and employment issues.
Payroll services
Phoenix provided payroll services for VCFSE organisations across North Lincolnshire.
IT support and website design and development
Phoenix provided general IT support and advice, as well as designing and developing
websltes working in partnership with Virtual Riders to provide the web hosting.
There are plans to offer the full services of Phoenix across North Lincolnshire.

Grants are only made by the organisation within the criteria laid down by the funding bodies providing
the grant money, The grants are administered by an independent grant review panel.
Due diligence is undertaken on all organisations and individuals applying for grants from the
organisation. We also comply with our requirements and procedures in relation to anti-money
laundering legislation.
Grants Distributed
During the year VANL administered funds for Winterton 2022, the Supporting Mental Health Fund,
Scunthorpe North Health Inequalities Fund and partnership grants for the First Steps Forward project.
VANL is the Local Development Organisation for the Winterton 2022 Big Local area and administered

The Scunthorpe North Health Inequalities Fund, was provided from North Lincolnshire Council Public
Health to provide grants to VCFSE organisations/not for profit groups to provide activities in Scunthorpe
North that will support in reducing health inequalities.

VANL is a service organisation and recognises that its personnel are one of its greatest strengths. All
recruitment is carried out following appropriate HR processes and procedures to ensure that the right
personnel with the right skills are employed within the organisation. In addition, an in-depth induction
and appropriate training are sought to ensure that our employees are highly skilled and adaptable to the
challenges within the VCFSE sector.
The Trustees would like to thank all employees both current and those that left during the year for 311 of
their hard work during the year.
On I" November 2023 all employees were transferred to the new CIO under the Transfer of
Undertakings for the Protection of Employment ITUPE). Employees were then seconded to VANL as
required for operations that had not been transferred.
Contribution of Volunteers
As a charitable organisation our Board of Trustees provide their time and expertise in governance,
strategic planning and overseeing the activities of the organisation on a voluntary basis.
During the year, VANL had volunteers providing additional capacity to the organisation's activities.
In addition, we have supported volunteers through working in partnership with the Alliance Volunteer
Hub and the Volunteen Project to volunteer within VCFSE organisations and their local communities.
The Trustees and staff would like to thank all volunteers for their contribution to VANL, the wider VCFSE
and their communities during the year. Volunteers give their time freely to provide support and are a
much needed and valued resource.

The Executive Committee regularly review the Reserves policy of the charity to ensure it meets the
needs of the Charity, A minimum requirement of the reserves policy is that at least six months, core
running costs and the value of any core redundancy is retained in the unrestricted designated fund to
ensure a sufficient buffer to enable effective financial decision-making, rather than short term decisions
and to ensure effective financial stewardship of the Charity. Additional funds may be maintained as part
of this reserve to support projects where funding is received in arrears, unrestricted contracted projects
or it is decided to be financially prudent by the Executive Committee.
General Funds are to be retained and reinvested in accordance with the Company's Memorandum of
Association and the Charity's objectives contained therein.

The costs in respect of the core functions in the year under review were £40,248.

In April 2011 the Company purchased the property it occupies and holds funds in a Property fund to cover
the cost5 of improving and maintaining the property. This designated reserve is £10,000.00.
During the year, the value of the property was also added into this designated fund as it provides the
differentiation between an asset and a more liquid fund when people are looking at the unrestricted fund
balance.
Investment Polic
At the beginning of the year the company held investments with the Charity Aid Foundation Bank to
produce income and capital growth in a manner that is consistent with the Company's stated charitable
objectives and ethical standpoint. This fund ceased operation and due to the work around the merger
this has been returned to the company and currently sits within the VANL bank account. A review of the
investment strategy will be undertaken once the merger has been completed.

Statement of disclosure of information to Independent Examiner
We, the directors of the company who held office at the date of approval of these financial statements,
each confirm so far as we are aware, that,.
there is no relevant information of which the company's Independent Examiner is unaware; and
We have taken all the steps that we ought to have taken as directors in order to make ourselves
aware of any relevant information and to establish that the company's Independent Examiner is
aware of that information.
Statement of directors, responsibilities
Company law requires the directors to prepare financial statements for each financial year which give a
true and fair view of the state of affairs of the charitable company and of the excess or deficit of income
over expenditure of the charitable company for that period. In preparing those financial
statements, the directors are required to:
select suitable accounting policies and then apply them consistently.
make judgements and estimates that are reasonable and prudent.
prepare the financial statements on the going concern basis unless it is inappropriate to
presume that the company will continue to operate.
The directors confirm that the accounts comply with the above requirements. The directors are
responsible for keeping proper accounting records which disclose with reasonable accuracy at any time
the financial position of the charitable company and to enable them to ensure that the financial
statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets
of the company and hence for taking reasonable steps for the prevention and detection of fraud and other
irregu larities.
Independent Examiner of Accounts
Following the retirement of the previous independent examiner, Jon Lister FCCA of Enterprise
Accountancy Services Ltd has been appointed as the Independent Examiner for this year.
Small company provisions
This report has been prepared taking advantage of the small companies, exemption of section 415A of
the Companies Act 2006.

Accounting Policies
Accounting convention
The financial statements have been prepared under the historical cost convention and in
accordance with the provisions of the Statement of Recommended Practice Accounting and
Reporting by Charities" IFRS1021 (effective January 20191 and other applicable accounting
standards have been implemented wherever possible, having regard to the overriding
requirement that the accounts should comply with the Companies Act 2006.
The company has chosen not to adopt Financial Reporting Standard 102 in its treatment of
the redundancy provision shown in Note 14. Adherence to FRS 102 would have resulted in no
provision being made in the financial statements and no disclosure being made. As a result of
non-adoption of FRS 102 the Balance Sheet total is understated by £012023., £7,586) and the
Net Movement of Funds as reported in the Statement of Financial Activities is understated by
£012023: £1,070).
In addition, grants and contracts received of a revenue nature are accounted for on the
accruals basis and credited to Incoming Resources in the Statement of Financial Activities
when the company is legally entitled to the income, the amount can be quantified with
reasonable accuracy and the grant relates to the relevant time period. Therefore, grants
received in advance may be deferred to future time periods. This is a departure from the
Charities SORP {FRS1021 in order to ensure that the accounts of the Charity provide a "True
and Fair" view. The Trustees considered the requirement to recognise income when the
charity has entitlement to the funds, any performance conditions attached to the itemlsl of
income have been met, it is probable that the income will be received, and the amount can
be measured reliably. Due to some grants/contracts being received in advance this would
distort the Net Surplus/{Deficitl figures which could jeopardise the Charity's position when
applying for contracts. All deferred income is shown in Note 14. Ibl.

The charity is a company limited by guarantee. The members of the company are the
directors named on page 3.

Income
Income is recognised when the charity has entitlement to the funds, any performance
conditions attached to the itemlsl of income have been met, it is probable that the income
will be received, and the amount can be measured reliably.
Services provided, investment income and rents are accounted for on the accrual's basis.
Other income is accounted for when received. All income is shown gross with associated
costs included in expenditure.
Grants received to fund the purchase of fixed assets are credited to the Statement of
Financial Activities when the Company is legally entitled to the income. The related
expenditure is charged to Fixed Assets in the Balance Sheet.
Grants received of a revenue nature are accounted for on the accruals basis and credited to
Incoming Resources in the Statement of Financial Activities when the company is legally

Expenditure and irrecoverable VAT
Expenditure is recognised once there is a legal or constructive obligation to make a payment
to a third party, it is probable that settlement will be required and the amount of the
obligation can be measured reliably.
All expenditure has been classified under heading5 that aggregate costs related to the
category.
All expenditure undertaken is in line with our charitable and is undertaken to further the
purposes of the charity and the associated support costs.
The Charity is not VAT registered and irrecoverable VAT is charged as a cost against the
activity for which the expenditure was incurred.
Tangible fixed assets and depreciation
Tangible fixed assets are stated at cost less depreciation. Depreciation on other assets is
provided at rates calculated to write off the cost less estimated residual value of each asset
over its expected useful life (except as detailed below} as follows..

Fund accountlng
Restricted funds are funds which are to be used in accordance with specific restrictions
imposed by donors. Restricted funds are accounted for separately to each other and to the
core funding of the company.
General funds are unrestricted funds which are available for use at the discretion of the
trustees in furtherance of the general objectives of the charity and which have not been
designated for other purposes.
Designated funds comprise unrestricted funds that have been set aside by the directors for
particular purposes. The aim and use of each designated fund is set out in the notes to the
financial statements.
Investments
Investments are stated at market value at the balance sheet date. The SOFA includes the net
gains and losses on the revaluations and disposals throughout the year.

Operating leases
Rentals applicable to operating leases are charged to the SOFA over the period in which the
cost is incu rred.
Going Concern.
The financial statements have been prepared on a going concern basis.
Income and Expenditure Account
The company is a registered charity and so achievements cannot be measured by normal
commercial criteria. Accordingly, the Directors consider that it would be inappropriate to
present a Profit and Loss Account in one of the formats set out in the Companies Act 2006.
Therefore, as permitted by the Companies Act, in order to reflect the special nature of the
company's activities, the Directors are of the opinion that it would be more appropriate to
present an Income and Expenditure Account.

A brief description of the designated funds is shown below..
Core Costs Reserve
VANL maintains a designated core costs reserve to ensure a sufficient buffer to enable
effective financial decision-making rather than short term decisions. The Executive
Committee agreed for this to be amended from three months to six months core budgeted
running costs and the value of any redundancy provision.
A transfer was made from general unrestricted funds in relation to this.
Property Fund
VANL have a property fund of £10,000 which is for maintenance of the building. During the
year it was agreed that the value of the building asset be included in this designated fund as
it is not working capital.
A transfer was made from general unrestricted reserves for the value of the building.

Sanctuary Breaks
The Sanctuary Breaks scheme is a project of the Greater Lincolnshire Area of Sanctuary. The
scheme offers day-long, weekend or week-long breaks in Greater Lincolnshire for asylum

Funding Advice Volunteer Centre {National Lottery Community Fund)
Restricted funding from the National Lottery Community Fund for the COVID-19 emergency
funded project 'Supporting North Lincolnshire, aimed to help VANL and the wider sector
survive the impact of Ios5 of income due to COVID-19 by sustaining and developing support
for the VCFSE to enhance the respond to the crisis. This project enabled VANL to re-start
volunteering brokerage to make the most of the volunteers coming forward to help, and
provide community development and funding support to the sector to help it not only survive
the crisis but also respond the new needs, including the need to work in a different way. The
project also supported the development of the VCFSE Alliance.
Family Foundations North Lincs {National Lottery Community Fund)
Restricted funding was received from the National Lottery Community Fund for the Family
Foundations project which has been designed by parents and partner agencies to support
parents who are in or committed to recovery from drug5 and or alcohol addictions.

Community Foundation helped VANL to mobilise really quickly to support the sector to
respond to the pandemic situation and to gather information on what that impact was to feed
into national, regional and local structures, including the National Emergencies Trust, the
North Lincolnshire Place Partnership and NAVCA, Outcomes included setting up a information
sharing site for the sector and volunteers and the at least twice weekly updates on emergency
funding to support the sector through the crisis, government and Charity Commission
Guidance and much more.

VANL is liaising with funders to novate all contracts and funding agreements.

CIO is the charitable organisation that has been set up for the merger of Voluntary Action
North Lincolnshire and East Riding Voluntary Action Services IERVAS) Ltd and. All
Directors/Trustees of VANL are also Trustees of Community VISION. All transfers for internal
management fees and full cost recovery charges are based on amounts requested within
funding bids. From November 2023, management fees relating to core staffing was paid to
Community VISION {Voluntary Infrastructure Support Involving Organisations and Networks}
CIO. Staffing Recharges relate to staff seconded to VANL following the transfer of all staff to
Community VISION as of the 1st November 2023.
The creditor balance relating to Community VISION at the year end date was £151,216.
21. Members
The liability of the members is limited.
Every member of the Company undertakes to contribute such amount as may be required,
not exceeding£lO, to the company's assets if it should be wound up while they are a member,
or within a year after they cease to be a member. This is for the payment of the Company's
debts and liabilitie5 contracted before they ceased to be a member and of the
Costs, charges and expenses of winding up and for the adjustment of the rights of the
contributories among themselves.

If the company is wound up or dissolved and after all its debts and liabilities have been
satisfied there remains any property, it shall not be paid to or distributed among the members
of the Company but shall be given or transferred to another charity or charities having
objectives similar to the objects of the Companv.
22. Going Concern
The Trustees consider the Company to be a going concern for a period of at least 12 months
beyond the date of the Independent Examiners report. However, in the next financial year
we will be completing on the merger with East Riding Voluntary Action Services IERVASI Ltd
and all assets and liabilities will be transferred to a new organisation Community VISION
(Voluntary Infrastructure Support Involving Organisations and Networks) CIO once all
permission5 are in place.
The trustees are conscious that the majority of its funders are either directly or indirectly
funded by a series of Government sponsored programs. The Charity has taken steps to reduce
expenditure and seek to diversify its income by providing relevant services and actively
seeking alternative funding sources,
VANL is just moving into its third year of a three year grant to support Capacity Building, in
addition we were working on the second year of a National Lottery Community Fund
partnership grant for the First Steps Forward project. In addition there was an extension of
18 months to the Youth Volunteering and Capacity Building project.
North Lincolnshire Council have also supported us by working with us to procure the Open 4
Communities funding portal for 3 years.
