financial statements of the Gharitable company for the yw ended 30 April 2024.
Tbe trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of
Recommended Practi¢¢ applicable to charities preparing their accounts in ￿cordance with the Financial
Reporting SL2ndard applicable in the UK and Republic of knland (FRS 102) (effective l January 2019).

The Rising Sun Arts Centre is a community arts facility whose aims and objectives as laid out in the Arti¢le5 of
Association are 'to provide facilities for social welfare, recreatlon and leisure-time to the inbabitants of Reading
(regardless of gender, Sexual orientation, race or political or religious opinions) with the objective of improving
the quality of lift foi these inhabitants,.
The Rising Sun's mission is to cieate a vibranL inclusive spa¢¢ where creativity flourishes.
Our values are Participatioo CTeattvity and Knowledge.
The vision of the Centre is:

Objectivaf, Strategi￿ andaclivltids
This y¢aT saw a major focus on the development of facilities and space at The Rising Sun Arts Centre in a
number of areas. Major work w&$ undertaken to improve the centre and the physical surroundings. The Rising
Sun Arts Centre oc¢upies a listed building and thuefore needs constant oare and attention. The Organisation
worked with our landlord to manage a project to completely replace the centre's roo£ a project which meant
major disTuption to the ¢entr¢'s work and access to the building. This was important work to ensure the future
viability of the buildlng. The centre and its volunteers have also been involved in developing plans for a major
refi￿bIShMent of the centre both inside and out. This followed on from the work done by the Rising Sun in
commissioning a feasibility study for the development of the sits and the buildings at 30 Silver Street. The
Charity worked ¢losely with the building's owner and with architects on designs to CTeate an improved space,
and to upgrade resources for the arts ¢entre with additional rooms and facilities. The proposed redevelopment
would CTeafr a n]ore accessible and carbon neutral building and create an outdoor space which would improve
the sense of COllLmunity at the centre.
The Bising Sun, through a seri¢s of meetings of all voluntsers, ha5 begun a project to look Glosely at the work
involved in rLll)ning the centre in preparation for the retirement of key personnel. and to identify the best way to
utiIise paid staff within the centre. This has focused on how best to support volunteers in taking on more
responsÉbility and increasing the provision of l)iJ-quality facilities and administrative support. This wtll enable
the charity to refocus our priorities for the centre next year. ensuring that volunteers remaiu at the heart of what
we do and that participation continues to be the drivino principle of our Work
The Rising Sun Arts Centre l)as continued to attract new volunt¢¢t5 from a wide vaTiety of backgrounds and
ontinues to build a strong and focused volunteer team. The centre has also continued to develop partnerships
with other arts organisations and to develop its programme to be more diverse in art form5 and more iaclusive of
communitie5 in Reading. Th¢ orwisation delivers a strong and varied programme which belies its limited
resouwes.
Publlc benefit
The trnstees confirm that they have complied with the requirements of s¢¢tioll 17 of the Charities Act 2011 to
have due regard to the public benefit guidance published by the Charity Comtni5sion for EnglaDd and Wales.
Financial review
Policy on reserves
The Board have examined the Charity Con]mission's requirements for Reserves in light of the nlain risks to the
organisation, and have consequently established a policy whereby the Reserves should cover 3 months, nllming
Costs.
Currentty this requires an amount of around £20,000. and we have been able to reach thi5 level.

constitutes a private limited company, limited by guarantee. as def￿¢d by the Companie5 Act 2006.
Orgnnisationul structure
The organi5ation ha5 a board of three trustees. The board is independent of senior nlanagementlexecutive
leadership. The Mauager of the centre works part time and supports a volunteer workforce with SI￿lficallt
operational responsibilities. Board members setve for a mayimum of 4 years and are ele¢ted at the AGM in line
with the organisation's Memordndum and Articles of Association.

Risk m(Trk7gement
The trustees have a duty to identify and review the risks to which th¢ charity is exposed and to ensur¢
appropriate controls are ill place to provide reasotthle &ssur4n¢e against fraud and error.
The tn￿teeS actively review the major risks which the charity face5 on a regular basis and believe that
rnaintaiJ)ing reserves at c￿￿ent levels, combined wtth an annual review of the controls over key fmancial
systems, will provide sufficient resources in the event of adverse conditions. They have also examined other
operational and business risks faced by the ¢hatity and believe that they have establisbed systems to mitigate
thcs¢ ri5k5.
Statement of trnstees, responsibilities
The trustees (who are also the directors of Th¢ Rising Sun Arts Centre Ltd for the purposes of company law) are
responsible for preparing the trustees, report and the flliancial statements in accordanc¢ with applicable law and
United Kingdom Accowitillg Standards (United Kingdom Generally A￿epted A¢counÉing Practice), including
FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland"
Company law requires the trustees to prepare firthncial statements for each fmancial year. Under wmpany law
th¢ tru5t¢¢s must not approve the financial statements unl¢ss they are satisfied that they gÈve a true and fair view
of the 5tat¢ of affair5 of the charitable company and of the iD¢oming resources and application of resour¢e5,

I report to the charity trustees On my examination of the accounts of the Company ftir the year ended 30 April
2024.
Responsibilities and basis of report
As the cbarity's trustees of the Company (and a150 its directors for thc PUTPOSCS of company law) you are
f¢5ponsible for the preparation of the accounts in ac¢ordall¢e with the requirements of the Companies A¢t 2006
('tbe 2006 Act,).
Having satisfied myself that the ￿￿￿nts of the Company are not requiTed to be audited under Part 16 of the
2006 Act and are eligible for independent eXaMin￿on, I report in respect of my examination of your charity's
accounts as Ca￿led out under seGtion 145 of the Charities Act 2011 ('tbe 2011 Act,). In carying out my
examination I have followed the Directions given by thc ChaTity Commission under seotion 145(5)(b) of the
2011 Act.
An independent examination does not tnvolve gathering aIl the evidence that wouId be required tn an audit and
consequently does not cover all the matters that an auditor considers in giving their opinion on the accounts. The
planning and conduct of an audit goes Eryond the limited assurance that an independent examination can
provide. Consequendy I express no opinion as to whether the a¢counts present a 'true and fair, view and my
report is limit¢d to those specific matters set out in the independent examiner's statement.

Basis of preparation

accounting policy notes.
Going concern
The t￿Stses consider that there are no nmterial uncertainties about the charity's ability to continue as a going

Support costs in¢lud¢ central fimctions and have been allocated to activity cost categories on a basis consistent
with the use of resources, for example. allocating p￿pety costs by tloor areas, or per capit4 staff costs by the
time spent and other costs by their usatre.
Governance costs
These include the costs attributable to the cl)arity's wmpliaD¢e with constithtional aThd statutory reqU1￿MentS,
including audit, strategic mallageEllent and tn]stees meetings and rein]bur5ed expenses.
Taxation
The charity is considered to pass the tests Set out in Paragraph I Schedule 6 of the Finance Act 2010 and
therefore tt meets the defillition of a charitable wmpany for UK corporation tax pu￿Oses. Accordingly, the
charity 15 Potentially exempt from taxation in respect of income or capits] IFains ieceived within categories
covered by Chapter 3 Part I I of the Corporation Tax Act 2010 or Se¢tion 256 of the T￿tion of Chargeable

Trade creditors obligations to pay for goods or services that have been acquired iti the ordinary Cowse of
business from suppliers. Accounts payable are classified as current liabilities if the charity does not have an
unconditionaI righL at the end of the reporting period. to defer settl￿ent of the ￿editOr for at least twelve
months after the reporting date. If there is an unconditional rigbt to defer settlement for at le&8t twelve months
after the reporting dafr, they are presetLted as non-current liabilities.
Fund strncture
UnTestricted income funds are general f￿dS that are available for u5¢ at the trustees di5cretton in fill￿erallCe of
the objective5 of the clwity.
Restricted income f[￿￿15 are those donated for use in a particular area or for specific purposes, the use of which
is restricted to that area or purpose.
Pensions And other post retirement obligations
The charity operates a defmed contribution pension scheme which is a pension plan under whi¢h fLYed
contribution5 are paid into a pension fund and the chatity has no legal or constructive obligation to P2y further
contributions even if the fi]nd does not hold sufficient a5s¢ts to pay all employees the benefits relating to
employee service in the ¢urr¢Dt and prior periods.
Contribution5 to defined contribution plans are recognised in the Statement of Financial Athivities when they are
due. If contribution yaym¢nts exceed the contribution due for 5ervicq the excess is recognised as a prepayment.
