The Trustees present their annual report and financial statements for the year ended 31 October 2024.
The financial statement5 have been prepared in accordance with the accounting policiés set out in note 1 to the
financi81 statements and camply wllh Ihe Irust's memorandum and articles of association, the Companies Act 2006
and "Accounting and Rèporting by Charities.. Statement of Recommend8d Practice appllcable to charitles preparing
their accounts In accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland
(FRS 1021" (effective 1 January 2019).
ObJective8 and actlvltlea
The Trust is a reglstered charity and a company Ilmlt8d by guarantee. The prlncipal activity of the trust, as a
Christian ministry, is the relief of povety amongst unemployed persons through the provision of career infoTmalion,
advice and guidance to assist them In gaining or being able to retain suitable employment. This activity is further
extended to ernployed jobseekers looking lo change career.
CIAG Services
The principal acllvity of the Trust durlng the year was the delivery of career Informatlon, advlce and guidance
{C.l.A.G.) to clients seeking suitable employment. Thls support was provid8d primarlly through one-to-on8 face-to-
face appolntm8nts and workshops and by email and telephone. Most clients were unemployed, with a smaller
number seeking to change lobs. The Trust continually monitors and rèviews engagement with client groups
Identified by the Department for Education. We r8main committ8d to help a diverse range of clients irrespective of
th8lr background or ablllty.
Public benefit
The Trusleas have paid due regard to guldanc8 issued by th8 Charity Commission in deciding what activities the
trust should undertak8.

Significant activities and achi8vements against objectives

Clients are usually referred by the local job centre or are slgnposted by other voluntary and stakntory agencies.
They may also access services indèpendently. Thare is no limit to the number of limes individuals may receive
support, although appointments wlth a carèers adviser are usually limited to one In each 12-month period.
918 new clients were hèlped durlng Ihe year {comparéd with 782), and there was a total of 4,172 clent sesslons
(1-2-1 and sm811 groups) {compared with 3,964)- The main fundlng for core IAG services was from a contract with
the Department for Education via the prime contractor, CXK Ltd for thè provision of career information, advice and
guidance services, bolh one-to-one and in groups. and on achieving outcomes and reachlng targets.

Services are prornoted through statulory and voluntary partnerships, community forums and recruitment fairs
including The Big Futures Show and the Appr8nliceships Roadshow as well as at local job centre events. Outreach
opportunities are regularly reviewed to meet identifi8d need and adviser capacity.

progress and ensure that the standard is adhered to. Current accreditation ends in 2025.

We review course content and delivery. and the Business Start Up provislon.
We conduct regular audits of contract documentatlon to ensure quallty is maintained.
We work to identify and research evolving client needs with a view to déveloping new services.
In addition to government funding we seek alternative funding streams, including community funding, ¢orporale
Sponsorshlp, events, trusts.18gacles and other major donors.
Hlghllghts
A key highlight for the year was the award of a funding contract by Ihe Home Office for us to support customers to
apply for evlsas, a5 well as the contlnuatlon of contracts with East Sussex County Councll. Thls latter funded work
falls inlo three main categorles - Movlng On Up IMOU), Support Into Work (Siw) and Mulllply.
Translllon to eV18a - Homo Offlce
Electronic vlsas (evlsasl are replaclng physical immigratlon documents {BRP8, BRCS, wet ink stamps in passports
and vignette stickers in passports). The Home Office has contracted with People Matt8r to provide targeted
communlty support to vulnerable cuslomers and those with complex needs to create an evisa so that th8y can
prove their immigratlon status. Support is ￿O-fOld, firstly to help customers apply for a UKVI accounl and
SUCC8ssfully Ilnk thelr evisa and travel documents and, secondly, to ensure customers understand how to access
and use their new eV15a. Delivery is across the county at community venues and is demand-led where the need is
greatest. A significant proportion of jobseekers have an Immigratlon status SO there h8s been a nalural synergy
be￿een providing them with employablllty support and transitlon to evisa.
Movlng on Up
Moving on Up Is a county-wlde employability project 5UPPOrting individuals living in lempor8ry accommodation into
paid émployment. The project crucially 8180 supports participants into Independent, secure accommodatlon (through
SCDA). Moving on Up includes a mlx of one-lo-one mentoring, CV writing, application support and job matching,
better off calculations and budgeting advice, employabilty support, small training interventions Imini-inlerventions).
confidence building, longer learnlng and skills programmes and health and wellbèing initlatives. Alongslde this, a
programme of émployer engagement actlvity helps lo Identify employeTS to offer posilions wlth trainlng.
Employers are offered an incentlve to support new employeès wlth salaries and trainlng. Partlclpants {resldentsl are
offéred a rental incentive {deposit and funds for whrte goods etcl to help them secure accommodation, and
houslng broker to support them wllh finding, negotlating and applylng for rental accommodatlon{s).
The primary role of the ¢harlty Is lo provlde one-lo-one support to jobseekèrs, liaislng wlth employers 8nd key
partners (particularly SCDA} deliverlng the project. The charity 1$ also funded to organise and dellver MOU jobs falrs
across Eastbourne, Wealden, Rother, Lewes and Hastings.
Support into Work
Initially set up by ESCC to support Ukrainians dlsplaced by the war, the prolect was subsequentty extended to
include refugees from other countries to develop employabilrty skills to enable them to gain meaningful employment.
The core tenets of the programme are to help peop18 move into paid work and in doing so increase independence
and self-confid&nce', to utilise the ski115 Of the mlgrant workforce to their full potential., to provlde bespoke modules of
support that help wlth a range of issues, inGluding UK work culture, housing, job searching, IntervEw preparation,
employability, better off calculations and goal setting,. to reduce risk of homelessness through individuals earning
money and having independence, especially in the case of Ukrainian guests in hosted accommodatlon. The
primary role of the Charity is to provide one-tovone support to jobseekers, liaising and collaboratin9 Wlth key partners
(SCDA and Hasllngs REP) in déllvering the project.
Multlply
The Multiply numeracy programme was launched by govemment in 2022 to improve people's ability to use maths in
their dally lives, at home and work. Thls includes helping clients attain a formal qualification to open door5 for them
(such as into a job, progresslon in a job, or progression to further sludyl and building confidence in numbers to
SUPPOrt everyday Ilfe ski115. The wider offer includes aC￿$S to free flexible courses and initiatives Ihat fit around
their Ilves - whether thls is in person or online, at work or in their own time (evenings, part time or intensivety).

Our offer is 'Count on our Support, 12 hours of individualty tutored 18arner-led support with topics ranging from
understanding time, budgeting & money management tips and helping their children with homework to preparing for
GCSE Maths.
2025 and beyond
Funding from the Home Office for ewisa, from ESCC for MOU and from DfE for Multiply will come to an end during
2025. The NCS contract has currently been extended to September 2025.
The government has recently announced the creation of a new jobs and careers service to help peoplè get Into
work and progress in work. It aims to transform JCP into a public employment serv1￿. alongside the National
Careers SeNlce, to promote employment. tackle economic Inactivity and boost living standards.
Connect to Work - the first programme under the n8w Get Britaln Working strategy lorlglnally called Unlversal
Support and then Supported Employment) plans that by 202&2027 Connect to Work wlll support up to 1￿,000
people Into work.
Flnanclal revlew
Unrestricted funds showed a surplus in the year of £40,095. This compar8d to a surplus in the prevlous year of
£30,901.
Al 31 October 2024 unrestricted funds amounted lo £107,344 and rèstricted funds were £21,905.
Reserves policy
The charity relies on funding from various charitable trusts, grant making bodies and the support of indivlduals, in
additlon lo ststutory funding. Trustèes have agreed that it Is desirable to have reserves equlvalent to three months

structure, governance and management
The trust is a regislered charity and a company limlted by guarantee. The trust Is managéd on a day to day basis by
the Chief Executive offl¢er and support slaff. The Trustées meet regulady to Carry out the legal arxl fiscal oversight
of the charity.
Service Delivery - The Trust operates from its Head OITice at 55 South Street, Eastboume and responds to local
need by taklng services into the community. Current venues are: Hailsham Library, St Elisabeth's Church Centre
and Vlctoria Baptist Church In Old Town. The Gateway Centre, South Street Free Church, Eastbourne Job Centre,
All Salnts Church Crowborough and Kings Church Heathfield. Services are delivered in accordance wlih the
prlnciples of the natlonally Tecognised Matrix qualty Standard, Ihe standard for organisations deliverlng Information,
advlce andlor guidance on learning and work.
St8ffing - Therè are 37 team members. 15 of whom are salaried (374.25 hours per weekl and 22 volunteers {219
hours per weekl. There are a variety of work experience and volunteering opportunlties available for dients
needinglwanting to gain experien￿. There are seven client advisers qualified for a Level 6 in care￿ Guidance and
Development and one Gurrently studying to Level 4 Diploma In Information. Advi￿ & Guidance.

The Trustees, who are also the directors of The People Matter Trust for the purpose of company law, are
responsible for preparlng the Trustees, Report and thé financial statements in accordance with applicable law and
United Kingdom Accounling Standards (Unitéd Kingdom Generally Accepted Accounting Practice).
Company Law requires the Trustees to prepare financial stat8m6nts for each financial year which gvie a true and
fair viéw of the stste of affairs of the trust and of the incomlng resources and application of resources. including the
Income and éxp8nditure, of thé charitabl8 company for that year.
In preparing these financial statements. the Twstees are requlrèd to:

Company Informatlon
The People Matter Trust Is a private company Ilmited by guarantee incorporated in England and Wales. The
registered officé Is Chantry House. 22 Upperton Road, Eastboume, East Sussex, BN21 1 BF.
1.1 Accountlng convention
The financial statements have been prepared in accordan￿ with the trust's memorandum and articles of
association. the Companies Act 2006, FRS 102 "The Financial Reporting Standard applicable in the UK and
Republic of Ireland" fFRS 102") and the Charities SORP "Accounting and Reporting by Charitles: Slatement
of Recommended Practlce applicable to chantles preparing their accounts In accordance with the Financial
Reporting Standard applicable in the UK and Republlc of Ireland IFRS 1021. {effectlve 1 January 20191. The
trust is a Public Benefit Entity as defined by FRS 102.
The trust has tsken advantage of the provlslons in the SORP for charllles not to p￿pare a Statement of Cash
Flows.
The financial statem8nts are prepared in st8rllng, whlch is the functlonal currency of the trust. Monetary
amounts In these financlal statements are rounded to the nearest £.
The financial statements have been prepared undèr the historical cost conventlon. The principal accounting
policlès adopted are set out below.
1.2 Golng concern
At the time of approving the financlal statements, the Trustees have a reasonable expectstion that the trust
has adequate resources to continue in operational existence for the foreseeable future. Thus the Trustees
contlnue to adopt the going concern basis of accounting in preparlng the financial statements.
1.3 Charftable funds
Unrestrlcted funds are availab18 for use at the dlscretlon of the Trustees in furtherance of thelr charitable
objectives.
Designated funds comprise funds which have been set aslde at the discretion of the Trustees for specific
purposes. The purposes and uses of the designated funds are set out in the notes to the financial statements.
Restrlcted funds are subject to speclfic conditions by donors or grantors as to h¢)W they may be used. The
purposes and use8 of the restrlcled funds are set out in the notes to the financlal statements.
1.4 Income
Income Is recognised when the trust is legally entitled lo tt after any perfomance conditions have been met,
the amounts can be measured reliably, and it is probable that income wlll be received.
Cash donations are recognlsed on receipt. Other donations are recognised On￿ the trust has been notified of
the donation. unless performance wnditions require deferral of the amount. Income tax recoverable in relation
to donations received under Gift Aid or deeds of covenant is recognised at the time of the donatlon.
Voluntary income and donations are accounled ft)r as recelved by the charity. Grants are recognised In Ihe
statemènt of Financial Activllies in the year In which they are receivable. Grants received where 8 donor has
imposed a condltlon specifying a tlme period over which the expenditure can take place are deferred as a
liability and sub5equentty recognised a5 income over specified period.
1.5 Expendituro
Expenditure is recognlsed once there is a legal or constnjctive obligation to transfer economic beneffl to a
third party, it Is probable that a transfer of economic benefits wll be required in settlement. and the amount of
the obligation can be measured reliably.

1.8 Flnanclal instrumentg
The trust has elected to apply the provisions of Section 11 'Baslc Financial Instruments, and Section 12 '0ther
Financlal Instruments Issues, of FRS 10210 811 of its financial instruments.
Financlal instruments are recognlsed In the trust's balance sheet when the trust becomes party to the
contractual provislons of the instrument.
Flnanci81 assets and liabilitles are offset, wlth the net amounts presented in th8 flnancial ststem8nts, when
there is a legally enforceable right to set off th8 recognlsed amounts and there is an intention to settle on a net
basis or to realise the asset and settle the liablllty simultaneously.
1.9 Employee beneflt8
The cost of any unused hollday entltlemenl Is recognlsed in the perlod In which the employ8e's services are
received.
Terminatlon benefits are recognised Immedlately as an expense when the trust Is demonslrably commltted to
terminate the employment of an employee or to provide temilnatlon benefits.
1.10 Rotlroment beneflt$
Payments to defined contribution rellremenl benefit s¢hemes are charged as an expense as they fall due.
Crftlcal accountlng estlmate8 and Judgements
In the application of the trust's accounting policies, the Trustees are required to make judgements. estimates
and assumptions about the carrying amount of assets and liabiliti&s Ihal are not readily apparent from other
sources. Thè estimates and associated assumption8 are based on hi51orical 8xperienGe and other factors that
arè considered lo be relevant. Actual results may differ from these eslimates.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting
estimates are recognised in the period in which the estimate is revised where the revision affects only that
period, or in the period of the revision and future periods where the revision affects both Gurrent and future
