The Trustees present their annual report together with the financial statements of the charlty for the 1 Aprll 2024
to 31 March 2025. The Trustees confirm that the Annual Report and flnancial statements of the company comply
wrth the cu￿ent statutory requirements, the requirements of the companls governing document and the
provisions of the Statement of Recommended Practice (SORP). applicable to charities preparing their accounts
In accordance with the Flnancial Reporting Standard applicable in the UK and Republic of. Ireland (FRS 102)
{8ffective 1 January 2015) as amended by Update Bulletin 1 (effectiV8 1 January 2015).
Since the charity qualifies as small under section 383. the strategic report required of medium and large
companies under The Compani8s Act 2006 (Strategic 'Report and Directorfs Report) Regulations 2013 is not
required.
The charfty is also known under the name PDVS.

The charlty is established to promote and protect the saf8ty of individuals (in particular but not exclusively
Y￿rnen) who are experfencing or have experienced domestic violence in particular but not exclijslvely by:
i) providing a range.of other charitable services to such wornen and their children where required.
ii) providing support to such women who are experfencing or have experlenced abuse and or violence In thelr
personal or famlly relationshlps-
iii) providing support to male victim5 of domestic violenc8, in particular but not exclusively, by providing some
charitable seNlces to support such mén. wherever It is fe8slble and does not compromise the support the
charity gives to female vlctlmg.
The principal acbAtles are campaigning and ralslng awareness of domestic vidence and provldlng VKJmen who
are experienclng or have experlenced domestl¢ Violen￿ with a range of quality services to support women and
which enables them to make informed decisions about their future.

training and employment
Providing the Sanctuary Service for Preston residents on behalf of Preston City Council. Basic home security
measures enable many vlctims who would otherwise need to leave thelr homes, or sometimes even the local
area, to stay in their current home. near to their friends and families.
Providing a specialist telephone helpline for victims of dofflestic violencelabuse
Provlding opportunlties for volunteers who wish to work with vlctlms of dom8Stlc abusefvlolence

. REVIEW OF ACTivrriES
It has been a v8ry challenging and demanding year for the charity wilh the Trusteeslmanagement Committee
having to make significant changes in terms of reorganlsation of the structure of PDVS and changes In staffing.
This required strategic decisions to be rnade r8garding the redundancy of the long-stsnding Operations Manager
and recruitment and appointmént of a CEO, to lead and direct PDVS in new dir8Ctions and with renewed
purpose.
Funding has continued from The National Lottery, as well as Police Crime and Commission8Is Office.
Lancashire County Council and Preston Clty Council. Accommodation space has also continued to be provided
by Communlty Gateway Associatlon, whlch is hugely appredated.

Highlights of the year
Donation5 and support from our indivldual member5 and other communlty organi5atlons continue to provide
valuable financial contributlons to the charity so that PDVS service5 can continue to OP8rate and flourish.
PDVS has been involved as usual in the annual White Rlbbon Campaign. working in partnership with Communty
Gateway Assoclation, as well as taking part In 'The Most Wutherlng Heights Day Everf event In July 2024. ralsing
over £800 and b8ing at Preston Pride event in Sept 2024. We continue to look for innovatNe way5 to rais8 funds
to support the work that we do.

a. GOING CONCERN
After making appropriate enquiries, the Trustees have a reasonable expectation that the Charfty has adequate
resources to continue in op8rational existence for the foreseeable futur8. For this reason they continue to adopt
the golng concem basis in preparfng th8 financial statements. Further detalls r8gardlng the adoptlon of th8 going
concem basis can b8 found In the Accounting Polides.
b. RESERVES POLICY
The trustees have examined the charity's r8quirements for reserv8s in the light of the main risk5 to the charity.
They have estsbllshed a pollcy wh8mby the unrestrlcted funds not committed or Invest8d in tsnglbl8 fixed assets
held by the charlty should be between 3 and 6 months of expenditure, where posslble.
Total reserves at th8 yaar end show £110,857 of which £13,802 represent designat8d reserves. £86,755
represent unrestrfcted reserves and £10,300 restrlcted reserves {2024 £96,861 of which £13,802 represent
deginated reserves, £76,874 represent unr88tricted reserves and £6,185 restricted res8rve5).
c. PRINCIPAL FUNDING
Principal funding arises from the National Lottery, the Lancashire Coiinty Council and Preston City Council .
Structure, governance and management
. CONSTITUTION
Th8 charity Is registered as a charitable company limlted by guarantee and was set up by a Memorandum of
Association on 1011211996 as amended by Special Resolutions dated 0410311997, 1310212007, 2110112010.
1211112012, 1510212016 and 1910712017 and is a reg15tered charity number 1061953.
b. METHOD OF APPOINTMENT OR ELECTION OF TRUSTEES
The management of the charity is the r8spon51bility of the trustees who are elected and c(>opted under the temis
of the Artlcles of Association.
Trustees are the subscribers to the Memorandum of Association. Any other women over thé age of 18 may apply
to be admitted membership of the organisation. Applications for membership may be approved or rejected by the
Manag8ment Committee. At every Annual General Meeting one third of the committee members shall retire from
office with retiring committee members being éligible for re-election. No person shall be eligible for election to the
Management Committee unless she has been a full member for three calendar months prior to the AGM.
c. POLICIES ADOPTED FOR THE INDUCTION AND TRAINING OF TRUSTEES
The charity has a pollcy statement 'Roles and Responsibilitles of the ManagBment Committee, which is given to
all new trustees along wilh various relevanl Charity Commission documents.

d. ORGANISATIONAL STRUCTURE AND DECISION MAKING
The charity is managéd by a board of directorsArustees referred to as the Management Committee. The day to
day operational management Is delegatéd to senior staff. The dlrectorsltrust86s meet on a regular basls at18ast
slx tlmes a year to revlew operatlons.
•. RISK MANAGEMENT
The Trustees have assessed the major risks to which the charity Is exposed, in particular those related lo the
operalions and finances of the charlty, and are satisfied thal systems and procedur8s are In place to mltlgate our
exposure to the malor risks. The charity has policie5 and procedures in place to evaluate and effectively control
most risks to the charlty.
Plans for futuro parlods
. FUTURE DEVELOPMENTS
The focus for our future activltles 15:
1. To continue to deliver our current services to a high standard and develop new servic8s which respond to the
changing needs of victims of domestic violence.
2. To contlnue to secure further grant fundlng to ensure the resilience and contlnuatlon of the organlsation
3. To contlnue to increase the funding we rectsive through donations from local community and local companles,
and by offèring domestic awareness training to public and voluntary sector agencies
4. To look for opportunltles to genérate our own Investment income through Inltiative5 such as soclal 8nterprls8
with the overall aim of leading to a more mixed model of lunding.
5. To continue to raise our organisation's profile and raise awareness of domestic abuse by a presence at
community events such as Preston Pride, th8 Health Mela, and appropriate campaigns such as the annual
White Ribbon campaign and other initiatlves such as, Women's Aid 'Deserve to be Heard,.
6. To work in partnership and collaboratively with other local organisations and agencies, in order to ralse Ihe
profile of th8 work that PDVS does, securing our reputation as a leading domestic abuse service
organisatlonlprovlder.

Th8 Trustees (who are also directors of Preston Domestic Violence S8Nices for the purposes of company law)
are responsible for preparing the Tru5tees' report and the financial statements in accordance with applicable law
and United Klngdom ACC￿ntIng Standards (Unlted Kingdom Generally Accepted Accounting Practlce).
Company law requlr8s the Trustees to prepare financial statements for each financlal year. Under company law
the Tnjstees must not approve the financial statements unless they are satisfied that they give a true and fair
view of the state of affaSrs of the charltable company and of the Incoming resources and appllcation of resources,
including the income and 8xpenditure. of the charitable company for that period. In preparlng these financial
statements, the Trustees are required to:

observe the methods and principle5 in the Charities SORP",
make judgments and accounting estimates that are reasonable and prudent.,
prepare the financial statements on th8 going concern basis unless it is inappropriate to presume that the

the charitable company and enable them to ensure that the financial statements comply with the Companies Act

The flnanclal statements have been prepared in accordance with Accountlng and ReportSng by
Charities.. Statement of Recommended Practice applicable to charities preparing their accounts in
accordance with the Financial Reporting Standard 8pplicable in the UK and Republlc of Ireland (FRS
102) (effective 1 January 2015) - (Charltles SORP (FRS 102)), the Financial ReportSng Standard
applicable in the UK and Republic of Ireland (FRS 102) and the Companles Act 2006.
Preston Domestic Vlolence Servlces meets the definition of a publlc beneflt entlty under FRS 102.
Assets and liabilities are initially recognlsed at historical cost or transacuon value unless otherwise
stated in the relevant accounting policy.

1.5 Expendlture
Expenditure Is recognised once there is a legal or constructive obligation to transfer economic
benefit to a third party. it is probable that a transfer of economic benefits will be required in
S8ttlement and the amount of the obligatlon can be measured rellably. Expenditure Is classlfied by
activty. The costs of each acllvlty are made up of the totsl of direct costs and shared costs,
including support costs involv8d in undertaking each activlty. Direct costs attributsble to a single
activity are allocated diréctly to that activity. Shared costs which contribut8 to more than one activity
and support costs whlch are not attrlbutable to a single.activlty are apportloned between those
acliviti8s on a basis consistent wlth the use of resources. Central staff costs are allocated on the
basis of time spent, and depreciatlon charges allocated on the p.ortion of the assel's use.
Support costs are thos8 costs incurred directly in support of èxpenditure on the objeds of the charlty
and include project managemènt carried out at Headquarters. Governance costs are those incuffed
In connection wlth adminlstratlon of the charlty and compliance with constitutional and statutory
requirements.

Liabiliti8s are recognised vthen there Is an obligation at the Balance sheet date as a r8suIt of a past
event, it is probable that a transfer of economlc benefit will be required In settlement, and the
amount of the settlement can be estirnated reliably. Llabilities are recognlsed at the amourrt that the
charity anticipates it will pay to Settle the debt or the amount it has received as advanced payments
for the goods or services it must provide. Provisions are measured at the best estimate of the
amounts required to settle the obligatlon. Where the effect of the time value of rnoney15 material,
the provision is based on th8 present value of those amounts, discounted at the pr&tax discount
rate that reflects the risks specific to the liability. The unwinding of the discount is recognised within
interest payable and simllar charges.
1.11 Flnanclal Instrumènts
The charity only has financial assets and financlal liabilitles of a klnd that qualtfy as basic financial
instruments.
Basic financial instrurnents are initially recognised at transaction value and
subsequenuy measured at their setuement value with the exception of bank loans which ar8
subsequently measured at amortised cost using the effective Interest method.
1.12 Pensions
The charity makes monthly contributlons into a personal pension plans on behalf of the employees.
Any outstanding monies due at 31 March 2025 are includ8d in creditors.
