The Trustees presenl their annual report togelher with the flnanclal statements of the charity for the 1 Aprll 2023
lo 31 March 2024. The Trustees confirm that the Annual Report and financial stalements of the company comply
with the current statutory requirements, the requirements of the companrfs goveming document and the
provisions of the Statement of Recommended Practice (SORP). applicable to charities preparing their accounts
in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland {FRS 102)
(eff8Ctive 1 January 2015) as amended by Update Bulletin 1 (effective 1 January 2015).
Since the charlty qualifies as small under section 383, the strategic report requlred of medium and large
companies under The Companies Act 2006 (Strategic Report and Directorfs Report) Regulations 2013 Is not
required.
The Charity is also known under the name PDVS.

women) who are experienclng or have experienced domestic violence In particular but not exclusively by:
i) providing a range of other charitable services to such women and their children where required:
ii) providing support to such wornen who are experiencing or have experienced abuse and or violence in their
personal or family relationships..
111) providing support to male victims of domestic violence, In particular but not exclusively. by providing some
harilable services to support such rnen, wherever it is feasible and does not compromlse the support the
charity gives to female vlctims.
The principal aclNities are campai9ning and raising awareness of domeskn'c violence and providing women who
are experiencing or have experienced domestic vlolence with a range of quality servlces to support women and
whlch enables them to make Informed declslons about thelr future.
b. ACTIVITIES FOR ACHIEVING OBJECTIVES
Providlng an advlce setvice (the HOPE SeNicel which provides a range of support and therapeutic activities
for victims of domestic violencelabuse and victims of sexu81 violencelabuse
Providing an outreach service for victims of domestic violencelabuse
Providing a Changin9 Futures service to help victims of domestic violencelabuse to access volunteering,
training and employment
Providing the Sanctuary Service for Preston residents on behalf of Preston City Council. Basic home security
measures enable many victims who would otherwise need to leave their hom8s, or sometimes even the local
area. to stay in their current home, near to their friends and families.
Providing a specialist telephone helpline for victims of domestic violencelabuse
Providing opportunities for volunteers who wish to work wlth vlclims of domestlc abuselviolence

The trustees have referred to the guidance contained Sn the Charlty Commission's general guidance on publlc
benefit when reviewing the charivs objectives and aims and In plannlng their future activitles (see Future
Developments). In particular, the Iwstees consider how planned actlvities will contrlbute to the alms and
objectives set.
d. VOLUNTEERS
The charity is grateful for the unstinting efforts of ils volunteers who are Involved as trustees In servlce provision
and fundraising.
Achl•v•m•nts and perforniance
. REVIEW OF ACTIVITIES
The charity has had a successful year. Fundlng has been secured from the Lancashire Police and Crime
Commissioner, Lancashire County Councll and Preston City Councll as well as the continuation of the funding
from the National Lottery. Extra support from Community Gateway Association by providing space for PDVS in
their premises continues and is a very valuable contribution to the charity.
Catherine Tumer resigned as Chair and Trustee on 31.07.24 and Jacqueline Wllliams became Chair on
01.08.24.

Taking a Stand against Domestic Abuse: Being involved in activities during the White Ribbon Campaign, working
in partnership with Community Gateway Housing Association.
Networking events.. Regular alendance at Lancashire Domestic Violence Forum meetings, Empower Her in
April. Preston Health Mela in April, Celebrating PDVS, 30th anniversary in June, Taking part in 'The Most
Wuthering Heights Day Everf event in July, raising a grand total of £1661.27. amongst many olhers.

Financlal revlew
a. GOING CONCERN
After making appropriate enquiries, the Trustees have a reasonable expectation that the Charity has adequate
resources to contlnue in operational exlstence for the foreseeable fulure. For this reason they continue to adopt
the going concern basis in preparing the financial statements. Further detalls regarding the adoption of the going
concern basis can be found In the Accounting Pollcies.
b. RESERVES POLICY
The Irustees have examined the charity's requirements for reserves in the light of the main risks to the charity.
They have established a policy whereby the unrestricted funds not committed or invested in tangible fixed assels
held by the charity should be between 3 and 6 months of expenditure, where possible.
Total reserves at the year end show £96,861 of which £13.802 represent designated reserves, £76.874
represent unrestrlcted reserves and £6,185 ￿stricted reserves (2023 - £72,142 of which £11,568 represent
deginated r8seNes, £47,915 represent unrestricted reseThes and £12,659 restrfcted reserves).
e. PRINCIPAL FUNDING
Prlncipal funding arises from the National Lottery, the Lancashire County Council and Preston City Council .
Structurei governance and management
a. CONSTITUTION
The charity is registered as a charStable Gornpany limlled by guarantee and was set up by a Memorandum of
Associatlon on 1011211996 as amended by Special Resolutions dated 0410311997, 1310212007, 2110112010.
1211112012. 1510212016 and 1910712017 and is a registered charily number 1061953.
b. METHOD OF APPOINTMENT OR ELECTION OF TRUSTEES
The management of the charity is the responsibility of the trustees who are elected and COwOPted under the temis
of the Articles of Association.
Trustees are the subscribers to the Memorandum of Association. Any other women over the age of 18 may apply
lo be admitted membership of the organisation. Applications for membership may be approved or rejected by the
Management Committee. At every Annual General Meeting one third of the committee members shall retir8 from
office wlth retlrlng committee members being eligible for re-election. No person shall be eligible for election to the
Management Committee unless she has been a full member for three calendar months prior to the AGM.
c. POLICIES ADOPTED FOR THE INDUCTION AND TRAINING OF TRUSTEES
The Charity has a policy statement 'Roles and Responsibilities of the Management Committee, which is given to
all new trustees along with various relevant Charity Commission documents.

d. ORGANISATIONAL STRUCTURE AND DECISION MAKING
The charity is managed by a board of directorsltrustees referred to as the Management Committee. Th8 day to
day operational management is delegated to senior staff. The directorsltwstees meet on a regular basis at least
slx tlmes a year to review operations.
e. RISK MANAGEMENT
The Trustees have assessed the major risks to whlch the charity is exposed. in particular those related to the
operatlons and finances of the charity, and are satisfied that systems and procedu￿5 are in place lo mitigate our
exposure to the major risks. The charity has policies and procedures in place to evaluate and effeclively control
most risks lo the charity.

with the overall aim of leading lo a more mixed model of funding.
5. To continue to raise our organisation's profile and raise awareness of domestic abuse by a presence al
community events such as Preslon Pride, the Health Mela, and appropriate campaigns such as the annual
Whlte Rlbbon campaign and other initiatives such as, Women's Aid 'Des8rve to be Heard,.
MEMBERS. LIABILITY
The Members of the charity guarantee to contribute an amount not exceedlng £1 to the assets of the charty in
the event of winding up.

The Trustees (who are also dlreclors of Preston Domestic Vlolence Services for the purposes of company law)
are responsible for preparing the Truslee$' report and the financial statements in accordance with applicable law
and United Kingdom Accounting Standards (United Kingdom Generalty Accepted Accounting Practice).
Company law requires the Trustees to prapare financial statements for each financial year. Under company law
the Twstees must not approve the financial statements unless they are satisfied that they glve a true and lalr
view of the slate of affairs of the charitable company and of the incomlng resources and appllcatlon of resources,
including the income and expenditure. of the charitable company for thal period. In preparing these financial
statements. the Trustees are required to..

accordance with the Financial Reporting Standar(l applicable in the UK and Republic of Ireland (FRS
102) (effective 1 January 2015) - (Charities SORP {FRS 102)), the Financial Reporting Standard
applicable In the UK and Republlc of Ireland (FRS 102) and ihe Companles Ad 2006.
Preston Domestic Violence SeNlces meets the definitlon of a publlc benefit entity under FRS 102,
Assets and liabilities are initially reco9nised at historical cost or transaction value unless otherwise
stated in the relevant accounting policy.

1.4 Income
All income is recognised once th8 charity has entitlem8nt to the income, it is probable that the
income will be r8C8ivèd and the amount of incom8 receivable can be measured reliably.
For legacies, entitlement is taken as the earller of the date on which either: the charity is aware that
probate has been granted, the estate has been finalised and notification has been made by the
executor(s) to the Trust that a distribution will be made, or when a distribution is received from the
estate. Receipt of a legacy, in whole or in part, is only considered probable when the amount can be
measured reliably and the charity has beén notified of the executor's Inlention to rnake a distribution.
Where legacies have been notified to the charity. or the charity is aware of the granting of probate.
and the criteria for income recognition have not been met, then the legacy is treated as a contingent
asset and disclosed if material.
Donated setvices or facilities are recognised when the charity has control over the item. any
conditions associated with Ihe donated item have been met. the receipt of econornic benefit from the
use of the charfjty of the item Is probable and that economlc benefit can be measured reliably. In
accordance vAth the Charllies SORP {FRS 1021, the general volunteer tlme of the Friends Is not
recognised and refer lo the Trustees, report for more infomiatlon about thelr contrlbutlon.
On receipt, donated professional services and donated facilities are recognised on the basis of the
value of the glft to the charity which Is the amount the charlty would have been wllllng lo pay to
obtain senrfices or facilities of equivalent economic benefit on the open market,. a corresponding
arnount is then recognised in expenditure in the period of receipt.
Income tax recoverable in relation to donations received under Gift Aid or deeds of Govenant is
recognised at the time of the donation.

1.5 Expendlture
Expenditure is recognised once th8re is a legal or constructiv8 obligation to transfer economic
benefit to a third party, it is probable that a transf8r of economic benefits will b8 required in
settlement and the amount of the obligation can be measured reliably. Expenditure is classified by
actlvty. The costs of each aclivity are made up of Ihe total of direct costs and shared costs.
Including support costs Involved In undertaking each activity. Direct costs attributabl8 to a single
activity are allocated directly lo that activity. Shared cos15 which contribute to more than one aclivity
and support costs which are not attributable to a slngle aclivity are apportloned between those
activities on a basis consislenl with the use of resources. Central staff costs are allocatod on the
basis of time spent. and depreciation charges allocated on the portion of Ihe asset's use,
Support costs are those costs incurred directly in support of expenditure on the objects of the charity
and include project management carried out at Headquarters. Govemance costs are those incurred
in connection with administration of the charity and compliance with constitutional and statutory
requirements.

operations, including support costs and costs relatlng to the govemance of the charity apportioned to

1.11 Financial instruments
The charity onty has financial assets and financial liabilities of a kind that qualify as basic financial
instruments.
Basic financial instruments are initially recognised at transaction value and
subsequently measured at their settlement value wlth the exceplion of bank loans whlch are
subsequently measured at amortised cost using the effective interest method.
1.12 Pensions
The charity makes monthly contributions into a personal pension plans on behalf of the employees.
Any outstanding monies due at 31 March 2024 are included in creditors.

furtherance of the general objectlves of the charlty and whlch have not been deslgnated for other

donors or vhlich have been raised by the charity for particular purposes. The costs of raising and
administering such funds are charged against the specific fund. The aim and use of each restricted
