A core part of our work is to bring people logether to share views and issues. identity common 501ulions,
and build su51ainable peer support nelworks in and between communities. We have conlinued to host
'Finding Ovr Voice. events aimed al helping local people to identify and articulate the issues thal are
important to them as well as to slimulale new community and social oction. COVCA has also continued to
facililate. and develop. the locol Community Collective, a forum of leaders of local voluntary and
community seclor organisations. which provides peer support, collaboration opportunities and helping to
ensure that local voices are heard within new heollh slructures. the new unilary authorily, North Yorkshire
Council. and the Combined Mayoral Authority.
We have supported a range of oclivities 05 part of the Great Big Green Week and will continue to help
communities to tackle the challenges created by climate change: we have woiked with a range of
partners to explore issues surrounding post-covid communities. cost of living increases. environmental
change. wasle and reuse and so on. This has been further slrenglhened by our exciting two year 'Waste
Not Want Not, inifiative. which has delivered regular workshops engaging local people with heritage skills
which are at risk of being lost. We have continued to support GROW Scatborough wilh their work in our
communily garden. and wider throughoul Scatborough. This also led to Ihe development of a 15 month
project to co-create a communily m05aic for our garden celebrating nature. community and creativity
the finished artwork will be inslalled in the summer of 2025.
CaVCA Consultancy has also seen us supporting a range of organisation5 in areas such a5 asset transfer.
funding strategy. business planning. successior) plonning. marketing and communications and so on.
This
work both enables the sustainobility of COVCA whilst 0150 SUPPOrting a Ihriving local and social sector on
the Coast.
We have continued to svpport the work of Ihe Scarborough Business Ambossadors and ils drive to raise
ospirations and increase opportunitie5 locally. and we also represent the community on the Scarborough
Fair Sleering Group and hold a place on the Scarborough Fvnd panel. We 0150 represenl CaVCA on the
Seechange partnership which is a cross sector partnership exploiing health inequalities. We also attend
the county wide VCSE Leaders Group to ensure we are up to date with new developmenls impacting
upon our sector and its delivery. We are an active partner in the Yorkshire Policy Innovation Partnership
IYPIP) which is an ocademic-led portnership working across Ihe whole of Yorkshire to explore innovation in
policy making.

During the year we have continued to operate our portfolio of community assets benefiting over 100
tenants and IOOOS of sessional users over the period of Ihe review. We hove developed a new co-working
spoce within the Street, Scarborough Works @ The Street. which provides comfortable friendly drop-in work
space for those small businesses and sole traders who do not hove dedicated office space but feel they
would benefit from working some, or all, of the time amongsl o woth communily.
In the autumn of 2024 we began the process of remodelling The Street's entrance and receplion area to
accommodote the new climbing wall. alongside a new branding and website redevelopment exercise.
One of the findings of the branding exercise wos that our formed reception areo was nol viewed as a
place 'to dwell,
we wanted to change this. Once the reception area wa5 relocoted inlo the formed
café areo we immediately felt a change in the building, we created soft sealing oreas to make people
feel more 'at home, and these hove been replicated on Ihe ground floor of the building. Street Rocks, our
newly expanded climbing centre opened in January 2025 with climbers Steve Mcclure and Franco
Cookson joining us for the celebration5.
We have continued to operate Green Lane Centre in Whitby and The Hungate Centre in Pickering,
providing valvoble community assets accommodating local enterprises, community activities and support
services for local people.
Additionally, COVCA delivers seNices where we ore the best-placed orgonisation lo do so, and where
there are no alternative providers available locolly. This has involved us in the following initiatives during
the 2023-24 financial year:
Slreet Action, funded by the National Lotlery Communily Fund. began lo deliver in June 2024 and hit the
ground running with a project to brighten up Hope Streel. The project aims to help local people lo come
together to take action on issues of importance lo them and their communilies. and 0150 to celebrate their
collective action.
Duiing the year we entered into a partnership with North Yorkshire Council lo provide migrant support
across the County, with CaVCA being engaged to provide community developmenl support in the
Scarborough area. Designed to support bolh economic migrants, ond refugees / asylum seekers, the
project is due to commence in April 2025.
A wide range of local residents benefit direclly from our setvices listed obove and client5 of many other
local charities ond VCSE organisations benefil from the work Ihat we do in supporting and developing
local groups.
In compiling this report the Trustees have given due regard to public benefit guidance published by the
Charity Commission.
FINANCIAL REVIEW
Financial results
There was a satisfactory financial performance in year in line with the approved annual budget where we
had oriticipated a deficit due to Ihe liming of funding.
The balance sheet shows lotal funds of £2,974,945 made up of a General Fund lunrestrictedl ot £405,391
and Restricted Funds of £2,569,554.

The Trustees consider Ihat unre51ricted cash reserves are required for the following reasons-

months lo allow time to adjust in the event of a significant reduction in anticipated or budgeted
income stream5.
To provide for otherwise unfunded staffing-related costs such as parental leave. exlended staff
5icknes5 and redundancy payments- and for unforeseen compliance costs arising from exrsting or
new legislation and regulations.

CaVCA Truslees ore confident Ihat CaVCA is a going concem on the basis of an assessmenl of the risks
and uncertainties outlined above. and on our reserves, asset value and independenl income generation
ability.
REMUNERATION POLICY
CaVCA Trustees determine staff remuneration with reference to the National Joint Council poy scales and
the underpinning guidance on role olignmenl to grade.
PRINCIPAL RISKS AND UNCERTAINTIES
The main risk and uncertainty moving forward relates lo maintaining and increasing levels of eamed
income.
FUTURE PIAN5
CaVCA will continue to focus on delivery os a locally owned. managed and rooted sociol enterprise,
investing in capacity building and development with the infention of developing resilience and
sustainability within our local com munilies. COVCA'S role will be to aSSlSt local people in coming together
to take action over issues of importance to the local area. stimulating community busine55, and enabling
social cohesion.
During 2025-26 we will focus our delivery on:

Rasing the lesser heard voices of our residenls and enabling community conversations about
mallers of local importance

Developing Street Rocks as a beacon for climbing locally and a centre for raising
aspirations amongst young people
Maintaining and further developing our portfolio of managed workspoce and commvnity

In 2025-26 we will olso continue lo build on and develop new partnerships lo influence local policies and
plans, parliculorfy those of statutory ogencies following local govemment reorgani5ation arid devolution,
and we will promote community resilience in Ihe light of changes to public 5eclor funding, wellare reform.
heallh and social care delivery, the coronavirus pandemic. and the ongoing economic climate. We will
conlinue to be actively involved in the Scarborough Neighbourhood Board Iwhich oversees the Plan for
Neighbourhoodsl. Scarborough Fair. The Scorborough Fund and in the Yorkshire Policy Innovation
Partnership. We will continue to develop CaVCA Consullancy as a fee-eorning Service providing speciali51
professional support services and we will olso continue to host a range of community projects and octively
seek to fill gaps in sociol provision. Further we will continue to develop the Totally Socially model as the
'CaVCA Way embedded ot the heart ol all ihat we do: we will continue to seek out the voices of local
people in relation to matters which ore important to them and will develop the Community Research
Network on the Coast- we will continue lo deliver in support of a 'green' agenda, helping local people to
recognise and utilise the ski115 at Iheir disposal. maximising people's ability to reuse, recycle, Share and
reduce their reliance on depleting resources.
We will help communities to understand and work
colloboralively within the unitary council slructure and the combined mayoral outhorily.

The charity is controlled by its governing documenl, a deed of trust. and constitute5 a limited company,

STRUCTURE. GOVERNANCE AND MANAGEMENT
Organ15allonal structure
The Charity is governed by a Board of Trustees, which is elected by the members, and who ore also
directors of the Company. On becoming a Trustee. each Truste& is provided with an induclion cartted out
under the direction of the Chair and Chief Executive. Training events and away days are orranged as and
when required.
Trustees appoint a Chief Executive Officer, who is also Company Secretary, to manage the operations of
the Charily.
The Board of Trustees normally meels bi-monthly and the Chief Executive Officer altends all Trustee
meetings and has responsibilily for all slrotegic management decisions within policies agreed by the
Board of Trustee5. Operotional decisions are delegaled to the Senior Managemenl Team under Ihe
guidonce of the Chief Execulive Officer.
Wider nelwork
The members of the Charity ore local voluntary and community groups, charifies and social enterprises.
The chority works c105ely with ils members and is in the process ol reviewing its membership offer to
increase involvement and active engagement of our membership. COVCA 15 also o member of Locality.
The Chief Execulive 15 also o Fellow of the Royal Society for the Encouragement of the Arts, Manufactures
and Commerce IRSAI. Our Finance Manager is a member of Ihe Charity Finonce Group ICFGI.
FUNDS HELD AS CUSTODIAN FOR OTHERS

Irregularities, including fraud, ore insfonce5 of non-compliance with laws and regulafion5. We design
procedures in line wilh our responsibilities, outlined above. to detecl moterial misstatements in respect of
irregulorities. including fraud. The extent lo which our procedures are capable of detecting irregularities,
including fraud is detailed below=
We obtained on underslanding of the legal and regulafory frameworks that are applicable to the
company ond determined that the most significant frameworks which are directly relevont lo specific
assertions in Ihe financial Statements are those that relate to the reporting framework IUK GAAP and the
Companies Act 20061 and the relevanl tox complionce regulations in the UK.
We understood how the company 15 complying with those fromeworks by making enqviries of
management and those responsible for legal and compliance procedures. We corroboratod our enquiries
through review of boord minutes and discussions with those charged with governance.
We assessed the susceptibility ol the company's financial slatements to material rnisslaternent, including
how fraud might occur. by discussion with management from various parts of the bu5ines5 lo understand
where they considered there was o susceptibility to fraud. We considered the procedures ond controls that
the company has established lo prevent ond delecl fraud, and how these are monilored by
management. and also any enhanced risk factors such as performance targets.
Based on our understanding. we designed our audit procedures to identify any non-compliance with laws
and regulations identified in the paragraphs above.
We also perfomied audit work over the risk of manogement override of controls, including testing of journal
Qnlries and other odjustments for appropriateness. evaluating the business rationale of significant
tronsoctions outside the nonY)al course of businèss and reviewing accounling estimotes for bias.

ACCOUNTING POLICIES
Bosls of preparlng the linanclal stalements
The financial statements of the charitable company. which is a public benefit entity under FRS 102,
have been prepared in accordance wilh the Charities SORP IFRS 1021 'Accounling and Reporting by
Charities.. Statement of Recommended Practice applicable to charities preparing Iheir accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Irelond
IFRS 1021 leffeclive l Jonuary 20191,, Financial Reporting Standard 102 'The Financial Reporting
standard applicable in Ihe U K and Republic of Ireland, and the Companies Act 2006. The financial
statement5 have been prepared under the hislorical cost convention.
Coast and Vole Communily Action is o charitable company limited by guarantee in the Uniled
Kingdom. The address of the regislered office is given in Ihe charity information on page 8 of these
linancial statements. The nature of the charitys operations and principal activitie5 ore advice,
support, promotion and repre5enlation of Ihe voluntary. communily and social enterprise sector
principally. but not exclusively, in the Borough of Scarborough and Ryedale and ils environs.
The accounts are prepared in slerling which is the functional currency of the charity.
Income
All income is recognised in the Slolement of Finonciol Activities once the charity has enlitlement to
the fund5, It is probable that the income will be received and the amount can be measured
reliably.
For grants to be recognised the charity will have been notified of the amounts and Ihe settlement
date in writing. If there are conditions allached to the grant and this requires a level of
performance before entitlement can be obtained then income is deferred until those condilion5 are
fvlly met or the fulfilment of those conditions is Within the control of the charily ond it is probable
that they will be fulfilled.
Income from trading activities includes income earned from fundraising events to raise funds for the
chority. Income is received in exchange for supplying goods ond seNices in order to raise funds and
is recognised when entitlemenl ha5 occurred.
Expenditvfe
Liabilities are recognised as expendifure as soon as there is a legal or constructive obligotion
committing the charily to that expenditure, il is probable that a transfer of economic benefits will
be required in settlèment and Ihe amount of the obligation can be measured reliably. Expenditure
is accounted for on on occruals basis and hos been classified Under headings Ihot aggregate all
Cost related to the category. Where costs connol be directly attributed to particulor headings they
have been allocoted to activities on a basis consistent with the use of resources.
Support costs
Support C051s are those Ihat assist the work of the chatity but do not directly represent charitable
activities and include office cosls. govemance c051s, administrative payroll costs.
Where support costs cannot be directly otlributed to parlicular headings they have been allocated
to charitable activities on o basis of staff time. Costs have been directly allocated where possible.
The anoly515 of Ihese costs is included in note 8.

Tanglble Ilxed assels
Tangible fixed ossets are stated at cost lor deemed costl or valuation less accumulated
depreciation and accumulated impoirment losses.
Freehold property is not depreciated on the basis that the nel book value is already lower than the
estimated residual value of the property al the end of its useful life.
Toxallon
The charity 15 exempt from corporation tax on its charitable activities. The company is regi5teied for
VAT on a partial exemption basi5. Any non-recoverable VAT is allocated in the accounts on a basis
consislent with Ihe original expense.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objeclive5 af the discretion of
the trustees.
Restricted funds can only be used for particular restricled purposes within the objecls of the charity.
Reslriclions arise when specified by the donor or when fund5 are raised for particular restricted
purposes.
Further explonation of the nature and purpose of each fund is included in the notes to the financial
statemenls.
Penslon cos1$ and other posl.retirement benelits
The choittable company operates a defined contribution pension scheme. Contributions payable
to the charitable compony's pension scheme are charged to the Statemenl of Financial Activities in
the period to which Ihey relate.
Investments
Listed investments are revalued ot the market value at the balance she&t dote ond Ihe unrealised
gain or105S IS taken to the Statement of Financial Activities.
Loans and boThowlngs
Loans and bO￿owing5 are initially recognised at the transaction price including tiansaction costs.
Going concwn
The financial statements have been prepared on a going concem basis as the truslees believe thot
no material uncertainties e￿$t. The truslee5 have considered the level of funds held and the
expected level of income and expenditure for 12 months from oulhorising these financial
statements. The budgeted income and expenditure is sufficient wilh Ihe level of reserves for the
chority to be able fo continue a5 a going concern.

During the year Ihe charity received income of £Nil 12024: £5,000) in donation5 from Scarborough
Business Ambassador5 of whom Mr R Grunwell and Ms M L Bonney are a directors.
