The Charifable Objects of Coast and Vale Community Action, as om&nded in March 2019. are to promote
any Chorilable Purposes for the benefil of Ihe public, principally. but not exclusively. on the Yorkshire Coost
and Rurol Hinterfand of the Borough of Scarborough and District of Ryedale in the Counly of North
Yorkshire. and in the East Riding of Yorkshire Ihereinafter called the areo of benefit), and in particular by:
Building the capacity of local people and groups in such a way thal they are better able to identify
and help meet their own needs, and porlicipate more fully in sociely.
Promoting urban, rural and coostol regeneration through:

We have conlinued to pilot the Communily Research Network on the coast to enoble a different type of
conversation with our communities. The CRN supports o core port of our work which inlend5 lo bllng
people together to share views and issues, identify common solutions. and build sustoinoble peer support
nelwork5 in and between communilies. We have conlinued to host 'Finding Our Voice, events aimed at
helping local people lo identify and articulate the issues that are important to them 05 well os to stimulate
new community and social oction. CaVCA has also continued to facilitate the local Community
Collective. a forum of leaders of Iccal voluntary and community sector organisotions, which provides peer
support, collaboration opportunities and helping fo ensure that locol voices are heard within new health
51ructures, the new unitary authority. North Yorkshire Council, and the Combined Moyoral Authority.
We hove supported a range of activities as port of the Great Big Green Week and will continue to help
communities to tockle the chollenges crealed by climale change; we have workeé wilh a ronge of
partners to explore issues sU￿ound1ng posl-covid communities. cost of living increases, environmental
change. waste and reuse and so on. This has been further strengthened by o grant from the Heritage
Lottery Fund for our two yaar'wasle Not Want Not, initiative.
CaVCA Consultancy has also seen us supporting o ronge of organisotions in oreas such as osset transfer,
funding strategy, business planning, succession planning, markeling and communications and so on. This
work both enables the sustainability of COVCA whilst also supporting a thriving local and social seclor on
the Coasl.
We have continued to develop the profile of indoor climbing locally. building on the climbing community
which uses our Climbing Woll al the Streef
our committed climbing community is keen lo see the
expansion of the local indoor climbing offer in order to meet the growing need for climbing locally, and
we ore working on an investment plan and various profile and fundr0i5ing activitie5. We held 0 24 hour
climbathon in July 2023 to raise funds and the profile of local climbing, and we began to explore the
possibilify of exponding clim bing wilhin the Streel. rather than looking for a new building. With this in mind
we secured funding from Sport England lo ollow us to employ a part time climbing development wotker to
support the management team and the climbing community in developing the project. Since the year
end, we have secured the funding required and commissioned the new installation from Kong Climbing.
We have continued to support the work of the Scarborough Business Ambassadors and its drive lo raise
aspiralion5 and increase opportunities locolly, and we also represent the community on the Scarborough
Fair Steering Group ond hold a place on the Scorborough Fund panel. We also represent COVCA on the
Seechange partnership which is o cross sector portnership exploring health inequalities. We olso attend
the county wide VCSE Leaders Group to ensure we are up to date wilh new developments impacting
upon our sector and its delivery.

During the year we hove continued to operate our portfolio of community a5sels benefiting over 100
tenants and l OOOS of sessional users over the period of Ihe review. We have developed a new co-working
space wilhin the Street, Scorborough Works @ The Street. which provides comfortable friendly drop-in work
space for those small businesses and sole Iraders who do not have dedicoled office Space but feel they
would benefit from working some, or oll. ot the time amongst a work community. As staled above, we
have li51ened Io QLJr climbing communily, and are expanding the facilities at the Street to include 8 new
12m climbing lines in the current reception area and o bouldering / conditioning suite on the lop floor. This
will include some remodelling of the building which we believe will have multiple benefits to Ihe
orgonisation, not least in creoling a new, cosier and more welcoming reception facility.
We have continued to operote Green Lane Centre in Whitby and The Hungate Cenlre in Pickering.
Trustees determined to sell Church Housa on Flowergate in Whilby as the rother dated building wa5
considered to no longer be fit for purpose as a community sector hub as it required extensive investment.
The building sole completed just before year end, with trustees investing the proceeds in charitable
delivery and a55et maintenance.
Additionally, CaVCA delivers seNice5 where we are Ihe best-placed organisation to do so, ond where
there ore no altemative providers availobl& locally. This has involved us in the following initiatives during
the 2023-24 financial year..
Social prescribing we hove continued lo work in partnership with the Whitby Coast and Moor5 Primory
Care Network to provide a social prescribing seNice for the Whitby areo. We currently have Iwo full time
community link worker5 working with an active caseload of approxmofely 50 patients at any one time. We
are experiencing high levels of refeffals, mony of whom hove complex needs and the team hove
developed effective partnership working wilh other services to ensure presenting issues can be resolved in
order that potients can be assisted to lake Iheir own aclions to improve health and wellbeing.
Eady years / pre-school work- during the period of this review we have continued to deliver We Are Family.
thanks to support from the Masonic Charilable Foundation. This has enabled us to deliver slay and play
sessions for families wilh pre-school children across the coast. These sessions create friendships and mutual
support networks. 'normalise' asking for support and provide practical tips on ploying, child development
and supporting school readiness. We have also been delivering Children'5 University locally thanks to an
initial donation from the Opportunity Areo, ond intensive fundraising throughout the year from local
businesses which has allowed for the programme to continue. Children's University broadens children's
horizons by rewarding their extra Cu￿1cular activity. allowing them to eam 'hours' which contribule towards
their graduotion ol the end of Year 6. Almost 200 children 'graduate' each year and evidence shows thot
participation in Children's University builds aspirations and o love of leaming as well as contribuling to the
development of key skills like communication ond team working.
A wide range of locol residents benefit directly from our services listed above and clients of many other
locol charities and VCSE organi50tions benefit from the work that we do in supporting ond developing
locol groups.
In compiling this report the Trustees have given dve regard to public benefit guidance published by tha
Charity Commission.

There was a satisfactory financial perfomonce in year in line with the approved annual budget where we
had anticipated a deficit due lo Ihe timing of funding.
The balance sheet shows total funds of £3,025,469 mode up of a General Fund lunrestricledl of £501,874
and Restricted Funds of £2,523,595.

Coast and Vale Community Action's funding comes from four main sources,.

Total income during 2023-24 was £714,547. Of this approximately 82.5% of funding1£589,6541 wa5 eamed
income generated by properties and core seNices, including rentol income. consultancy seNices.

aid from 78% in 2022-23 ond has now exceeded our previous highest ratio of 81 % in 2019-20, which is a very
positive piclure.

Long term boffowing secured ogainsl our freehold property is £535,726 which equates lo approximately
18% of our total asset value, This figure is well within prudent loonlasset value rolios.

Reserves Pollcy
The Trustees consider that unre5tricled cash reserves ore required for the following reasons..
To enable Coost and Vale Community Action to maintain essential core functions for a period of six
monlhs to allow time lo adjust in the evenl of a significant reduction in anticipated or budgeled
income streams.
To provide for othemise unfunded slofFing-related cosls such as parentol leave, extended stoff
sickness and redundoncy paymenls,. and for unforeseen compliance costs orising from existing or
new legislation and regulations,
To cover unforeseen expenditure relaling lo the Charity's physicol assel base.
To provide funds of last resort in the evenl of vnovoidable cost overTuns of activities that cannot be
met from restricted fund5 and to mointoin project conlinuity in the event of limited short lerm
funding gap
To pump prime new projects and initiatives when appropriate
A lorget figure of £275,000 free reserves has been set. lo include £50,000 for maintenance of the physical
asset base, and ot 31 st March 2024 the freB reserves were £386,809 (total unrestricted reserve5 £501,874).
This increased level of reserves is due fo the sale of Church House and a proportion of it 15 designated to
the climbing wall expansion and the upgrade of Ihe healing system at The Street. The remaining level of
free reserves is considered to be acceploble considering ongoing high energy costs which will have an
impoct on expendilure over the next year.
Golng concem
CaVCA Trustees are confident thot CaVCA is o going concem on the basis of on assessment of Ihe risks
and uncertainties outlined above. and on our reserves, asset value and independent income generation
ability.
REMUNERATION POIICY
CaVCA Trustees determine staff remuneration wilh reference to the National Joinl Council poy scales and
the underpinning guidance on role alignment to grade.
PRINCIPAL RISKS AND UNCERTAINTIES
The main risk and uncertainty moving forward relates lo maintaining and increasing levels of eamed
income.

FUTURE PLANS
CaVCA will continue to focus on delivery as a locally owned, managed ond rooted social enterprise.
investing in capacity building and development with the intention of developing resilience and
suslainability within our locol communities. CaVCA's role will be to assist locol people in coming together
to lake action over issues of importance to the local area, stimulating community business. and enabling
social cohesion.
During 2024-25 we will focus our delivery on:
Community capocity building and community development support. including helping local
communilies to live well within the current cost of living crisis
Rasing the lesser heard voices of our residents and enabling community conversations about
matters of locol importance
Enabling social cohesion ond local economic resilience
Maintaining and further developing our portfolio of managed workspoce and community
facilities
In 2024-25 we will 0150 continue to build on ond develop new parlnerships lo influence local policies and
plans. particularty Ihose of statutory agencies following locol govemment reorganisation and devolution,
and we will promote community resilience in the light of changes lo public sectorfunding, welfare reform,
heallh and sociol care delivery, Ihe coronovitus pandemic, and the ongoing economic climate. We will
continue to be actively involved in the Scorborough Town Boards, Scart)orough Fair. The Scarborovgh Fund
and in the Scotborough Business Ambassadors, We will continua to develop CaVCA Consultancy as a
fee-aaming seNice providing specialisl professional support setvices and we will also continue to hosl a
range of community projects and aclively seek to fill gaps in social provision. Further we will continue to
develop Ihe Tolally Socially model as Ihe 'CaVCA Woy, embedded ot the heart of all that we do: we will
continue to seek out the voices of local people in relalion to motters which are importanl lo them and will
develop the Communily Research Network on Ihe Coast; we will conlinue to deliver in support of a 'green'
ogenda, helping local people to recognise and utilise the skills at their disposol, maximising people's obilily
to reuse, recycle, share and reduce their reliance on depleting resources. We will help communities to
understand ond work collaboratively within the new unitary council slnjcture ond the combined mayoral
authorily. We will support the raising of aspiralions by leading the Children's University locally. We will also
refresh our branding. marketing and digital presenco to ensure we portray an outhenlic picture of our work
and enable people to find out oboul us more easily. Finolly we will see our vision of developing a
professional climbing centre in Scarborough fulfilled.

Governing document
The chanty is controlled by its goveming document. o deed of trust, ond constitutes o limited company,
limited by guarantee. as defined by the Companies Acl 2C£I6.

The Charity is govemed by a Board o* Trustees, which is elected by the members. ond who are also
direclors of the Company. On becoming a Trustee. each Ttustee is provided wilh an induction catried out
under the direction of the Chair and Chief Executive. Training events and away days are arranged as and
when required.
Trustees appoint a Chief Executive Officer. who is also Company Secfetary. to manage the operations of
the Charity.
The Boord of Trustees nomally meets bi-monthly and olso ha5 a permonent Finance Sub-committee which
meets monthly.
The Chief Executive Officer ottends all Trustee meetings and has responsibility for all strategic
management decisions within policies agreed by the Boord of TnJst8es. Operational decisions ore
delegaled lo the Senior Manogemenl Team Under Ihe guidance of the Chief Executive Officer.

STATEMENT OF TRUSTEES. RESPONSIBILITIES
The tru51ees (who ore also the directors of Coast and Vale Communily Action for the purposes of company
lawl are responsible for preparing the Report of the Trustees and the financial stotemenls in accordance
with applicable law and United Kingdorn Accounting Slondards (United Kingdom Generally Accepted
Accounting Practice).
Company law requires the trustees to prepore financial statements for each finoncial year which give a
true and foir view of the state of affairs of the choritable company and of the incoming resources ond
application of resources, including the income ond expenditure, of the charitable company for Ihot
period. In preporing those financial statements, the trustees are required to
select suitable occounting policies ond then apply them consislently-
observe the methods and principles in the Charity SORP..
make judgements and estimotes thal are reasonable and prudent;
prepare the financial statements on the going concem basis unless it is inappropriale to presume Ihat
the charitable company will continue in business.
The InJstees are responsible for keeping proper accounting records which disclose with reosonoble
accurocy at any time the financiol position of Ihe choritable company and to enable them lo ensure Ihat
the financial statements comply with the Companies Act 2006. They are also responsible for safegvording
the assets of Ihe charitable company and hence for taking reasonable steps for the prevention and
detection of fraud and other irregularities.

responsibilities for the oudit of Ihe financial statements section of our report. We are independenl of Ihe
charitable company in accordance with the ethicol requirements that ore relevant lo our avdil of the
financial statements in the UK, including the FRC'S Ethical Standord, and we hove fvlfilled our other ethical
responsibilities in accordance wilh these requirements, We believe thal the audit evidence we hove
obtained is sufficient and appropriate to provide a bosis for our opinion.

In audiling the financial statements, we hove concluded thal the trustees, use of Ihe going concem basis
of accounting in the preporation of the financial slolements is appropriate.

The financial slalements of Ihe charitable compony, which is a public benefit enlity under FRS 102.
have been prepared in occordonce wilh the Charities SORP IFRS 102) 'Accounting and Reporting by
Charities: Statement of Recommended Practice applicable to charities preparing their accounls in
accordance with the Financial Reporting Slandard applicable in the UK and Republic of Ireland
IFRS 1021 (effective l January 20191,, Financiol Reporting Standard 102 'The Finoncial Reporting
Standard applicable in the UK and Republic of Irelond, and the Companies Act 2cNJ6. The financial
statements hove been prepared under Ihe historical cost convention.
Coast and Vale Communily Aclion is a charitable company limited by gvaronlee in Ihe United
Kingdom. The oddress of the registered office is given in the charily information on page 8 of these
financial statements. The nature of the charity's operations and principal activities ore advice.
support, promotion and representalion of the volunlary, community and social enterprise sector
principally. bul not exclusively. in the Borough of Scarborough and Ryedale and its environs.
The accounts ore prepared in steding which is the functionol currency of the charity.
Income
All income is recognised in the Statement of Financial Activities once Ihe charity has entitlement to
the funds, il is probable Ihat the income will be received and the omounl can be measured
reliably.
For grants lo be recognised Ihe charity will hove been notified of the amounts and Ihe setllemenl
date in wriling. If there are conditions attoched to the granl and this requires o level of
performance before entitlement can be oblained Ihen income is deferred until those conditions ar8
fully met or the fuifilment of those conditions is within the conlrol of the charity and it 15 probable
that they will be fulfilled.
Income from troding activities includes income eamed from fundraising events to rais& funds for the
charity. Income is received in exchange for supplying goods ond services in order to raise funds and
is recognised when entitlement has occurred.
Expendllure
Liobililies are recognised os expenditure as soon os there is a legal or constTuctive obligation
commitling the charity lo that expenditure, it is proboble Ihal a transfer of economic benefits will
be required in settlement and the amount of the obligation can be measured reliably. Expenditure
is occounted for on an accruals basis ond has been classified under headings Ihat aggregate oll
cost related to the category. Where costs connot be directly attribuled lo particular headings Ihey
have been allocated lo octivities on a bosis consislenl with the use of resources.
Support costs
Support costs are those thot assist the work of the charity bul do nol directly represenl charitable
activities and include office costs, govemance costs, administrative payroll costs.
Where support cosls connot be directly attributed to porticulor headings they have been ollocaled
lo charitable activities on a basis of staff time. Costs have been directly allocoled where possible.
The onalysis of these costs is included in note 8.

estimated residual value of the property at Ihe end of its useful life.
Taxation
The charity is exempt from corporalion lax on its charilable aclivilies. The company is registered for
VAT on a partial exemption basis. Any non-recoverable VAT is allocated in the accounts on a b051S
con5151ent with the originol expense.
Fund accounllng
Unrestricted funds can be used in occordance with the charitable objectives at the discretion of
the tnJslees.
Restiicted funds can only be used for particular restricted purposes within the objects of Iha chority.
Restrictions arise when specified by the donor or when funds are raised for particular restricled
purposes.
Furlher explanation of the nature ond purpose of each fund is included in the noles to the financial
statements.
Pen$lon costs and other post-rellrement benellts
The charitable company operales a defined contribution pension scheme. Conlribulions payable
to the chorilable company's pension Scheme are charged to the Statement of Financial Activities in
the period to which they relole.
Investments
Listed investments are revalued at the market value at the balance sheet date and the unreolised
gain or loss is taken to the Stotemenl of Financial Activities.
Loans and borrowings
Loans and borrowings ore initially recognised al the transaction price including transaction costs.
Govemmènl grants
The compony receives govemment grants in respect of the coronovirus job retenlion scheme and
local council grants. These granls ore recognised at Ihe fair value of the asset received or
receivable when there is reasonable ossuronce that the charity will comply with conditions
alloching to them and the grants will be received using the accnJol model.
Going concern
The financial statements have been prepared on a going concem bosis as the trv5tees believe Ihot
no material uncertainties exist. The truslees have considered the level of funds held ond the
expected level of income ond expenditure for 12 months from aulhorising these financial
sfalements, The budgeted income and expendilure is sufficient with the level of reseNes for the
chority to be able to continue as a going concem.
