Choir's Statement
It is my honovr to introduce ond present the Annuol Report for Rurol Action Derbyshire.
The lost year has brought significant chonges in our leodership teom. Our Chief Executive Officer Bev Porker retired
ofter 10 years of amazing service and dedicotion to be reploced by Emmo Simpson. This wos ofter o comprehensive
notional search and recruitment exercise. A few months loter our Finance Manager, Cloire Symonds retired ofter 5 years
of Service ond commitment to the charity. A strategy of succession plonning occurred with the appointment of Debro
Weetmon.
We olso conveyed our huge Ihonks and gratitude to Johp. Haynes. Trustee ond Treosurer for 17 yeors. John was
replaced by Robin Grant os o new trustee and qualified occountont with significont commercial finance experience.
Sodly. due to changes introduced by a trusted provider. we were unable to continue to provide the Community Oil
Buying Scheme
o service thot was much appreciated by many people who hod no olternotive to oil to heat their
homes. We continue to work to develop o viable alternative to this which we hope to introduce loter this year.
Our projects continue to deliver to. and in many cases exceed commissioner requirements. l ond the board of trustees
convey our sincere thanks to oll Flurol Action Derbyshire colleogues ond volunteers In their unstinting work to reduce
rurol ineqvolities. I convey my grotitude to oll our commissioners in the public sector and offer our support in their
strotegic objectives in whotever woy we con.
The ochievements of the organisotion and the projects we provide are significant and the board will assure and
challenge that the charity is run in line with Charity Commission and oll other legol requirements.

I was delighted to be appointed Chief Executive of Rurol Action Derbyshire in Jonuary 2025, following the deporture of
Beverley Parker. 8ev leoves behind o strong legacy, on orgonisotion with on excellent reputation among funders.
pcrtners. ond stakeholders. As the Choir notes in his report, our projects often exceed the expectotion5 of
commissioners. Bev's steody leodership helped steer RAD through the uncertointies of recent yeors. and l om fully
committed to building on thol foundotion to ensvre the organisotion reryoins at the forefront of tockling rurol Issue5.
The period covered by this report reflects a time of both consolidotion ond quiet transformation. The RAD team hos
continued to respond to the complex and evolving needs of rurol communities while seeklng new opportunities to
address entrenched disodvantage.
The chollenges facing rurol Derbyshire remain Significant. The ongoirig cost-of-living crisis hos had o sustained impact,
particulorly in oreos where poverty is more hidden and dispersed. moking it harder to reoch with conventionol support.
Fuel povertu, digitol exclusion, sociol isolotion op.d limited access to essential services continue to shape the live5 of
many. Yet this year hos once ogain highlighted the strength and resilience of our rurol communities and the value of
AAD'S practical. locollu rooted response.
Throughout this period, our projects hove continued to deliver meaningful impoct. We hove deepened portnerships
ocr05S the county and strengthened our role os o trusted odvocote for Derbyshire's rurol voice.
Since stepping into the CEO role, I hove been focused on ensurlng RAD'5 long-term sustoinobiSity, developing a new
strategic plon and securing income thot protects our independence ond enobles us to oct where we ore most needed.
We ore also reoffirming RAD'S core volues. porticulorly around colloborotion. inclusion. equity. ond integrity. so thot we
remain a relevant, responsive. ond compassionote organisotion in on ever-chonging rurol landscape.

apprenticeships and training is significontly more expensive thon in urbon oreos. This mokes rurol residents more reliont
on cars. The Department for Tronsport found that 50% of rurol people live in oreos with the poorest occessibility to
services.
Wheels to Work breoks down barriers through providing bicycles, e-bikes ond mopeds for those in need In Derbyshire.
Over the post yeor, we hove supported 19 new riders on mopeds, 2 on e-bikes, and 7 with bicycles.
Overoll with new ond retained clients we supported 43 beneficiories.
Digital Inclusion
Whether it's accessing your bonk account. chotting to friends or family, or getting the supermorket shop delivered to
your door. we are living In on increasingly digitol world Poor occess to relioble broodbond, ond a lock of information on
how to get started with technology continue to oct os borriers to accessing the opportunities the virtuol sphere con
provide. In fatt, many resldents in Derbyshire hove still never vsed the internet.
Digital Support Derbyshire oims to reduce the county s digitol divide by creoling a network dedicoted to helping people
connect safely with their communities. This network consists of individuals committed in some way to tockling this
divide, including our Digitol Champlons. who hove received training to provide the necessary guidance to get more
people online.
We Icvnched the DSD Smoll Gronts. funding 13 projects (£47.6k owarded),. held 2 grant ponel meetings., finalised criterio.
opplication processes. ogreements. ond poyment systems. Coordinated 4 network meetings with vorious speokers and
o Q&A on the new scheme. Controct-manoged the Device Refurbishing Scheme with Pcrefurb. distributin9 131 devices
and SINS to Derbyshire Inclus￿0￿ group5 ond individuols. Coordinoted 3 steering groups, developed an online digitol
mop. ond releosed a Digitol Exclusion troining pock online. Launched o Digital Health Project with The Bureau at
Glossop.

Communities Against Scoms
Commvnities Agoinst Scoms has strengthened locol colloborotion through six quarterly meetings with the PCC
portnership monoger and seven sessions with Oerbyshire Police fraud officers. In Octaber 2024. we launched o
dedicoted webpage-refreshed in Februory 2025-to shore besl-practice advice and resources.
The project mointoined visibility ot county shows ond hosted 16 grassroots oworeness events. engaging 230 community
groups. Notionol observances like Sofer Internet Doy and Scams Aworeness Week feotured daily sociol-medio
compoigns, while ongoing outreoch hos extended scams trolning to vi1109e halls, food-bonk portners ond ciigital-
inclusion grontees.
Aim: To enoble communities to develop more control. protect and develop community assets and build resilience
and community spirit.
Community Bulldings Advisory Service
For over o century, community buildings hove acted os vitol social hubs for rurol people. In fact, research bu ACRE hos
found thot in 60% of villoges. community holls ore the only place for people to meet in the oreo. Yet these hubs are Still
focing chollenges post-covid. with volunteer5 finding it difficult to deal with the finonciol ond operotionol impocts of such
a difficult period.
We provided toilore(J advice to individual community buildings ossisting them with their specific issues ond concerns.
Advice ond 5UPPOrt were olso provided to other orgonizotions. such 05 Parish Councils, district Community Voluntury
Service5. and other locol charities.
Our monthly newsletter ond e-bulletins (44) were distributed to 322 Community Buildings stakeholders.
There were 60 new offiliotes in 2024 which continue into 20?5
There wos olso o focus on Energy and environment with 25 on-site energy audits completed and 29 med40 resources
distributed.
Aim.- To oddress rural disodvantage particularly for vulnerable. marginalised or low-income groups.
The Willow Project
Domestlc obuse is still olormingly prevolent throughout the country. In rural oreos. this abuse ccn last 25(At longer thon
in urban oreos. os many vittims are isoloted and cut off from support services, ond are living in "traditional, potriorchal
communities thot control ond subj ugate women" occording to the Notional Rurol Crime Network.
Over the post year, The Willow Project trained 82 champions across Derbyshire and delivered talks to 20 school stoff ot
Killamorsh Jnr School. We went to ten in-person and virtual events-including o Bokewell Livestock Market-and
launched o pvblic event to mork 16 Doys of Activism. We relaunched the Podcast in Morch which hos olreody driven
over 100 listens, boostSng total plous to 444. A virtual meet-up united all chompions. gothering fresh insights to guide
future outreach and support to raise oworeness about rurol domestic abuse. Emma Simpson was o key note speoker ot
the Notional Rural Crime Network Conference In London In Narch to highlight why rural is different when it comes to
domestic abuse.

Feeding Derbyshire
With the cost of groceries continuing to rise. on increosing nvmber of people have been forced to rely on food bonks
for their weekly meols. This chollenge is even more pressing in rural communities, where there is often o lack of budget
supermarkets ond cheoper olternatives.
This yeor we rolled out o new membership model. now ot 277 members. and published o community pontry evaluotion
report. Seven new pontries joined. roising the network to 15,. pontry membership climbed from 2.953 to 3.785 ond weekly
shopper numbers from 624 to 813. We hosted four Steering Group meetings ond two sustalnability webinors on food
supply and budgeting. A full website refresh introduced on interoctive mop of 64 providers, spotlights feotures. regulor
newsletters. o WhatsApp forum, ond our first food-provider survey, which captured data on 11,OQO meals distributed in
QI. In all we ochieved £1m savings for shoppers.
Rurol Hordship Fund and Oil Bank
The Rurol Hardship Fund was able to continue with funding from Morches Energy Agency. vio their Fuel for Food
project (which 15 funding by DCC'S Household Support Fund) and we launched the new fund in September. It has
supported referrols from CAB. Social Services and some Women's refuges with fuel, essential household items or other
e55entiols. In total we spent £20.Sk supporting clients. Most of the clients were very thankful for the support given ond
the referrers gave very positive feedbock in how we ron the scheme. relotively qulckly supporting their clients with whot
they needed.
Aim: To support rvrol economic and communlty development
Derbyshire is a predominontly rurol county wlth 77% of the areo clossed os rural. Flurol oreos present particulor
chollenges from on economic development perspective and Rural Action Derbyshire understands these challenges well.
We ore a key partner with statutory ond privote sector economic portnerships and o source of knowledge and insight
into rurol communities.
Rural Housing Enoblement
Working with Midlands Rurol Housing. contact hos been mode vio DALC with porish councils asking if they ore
interested in carrying out o Housing Need5 Survey (HNS) for their community. We hove produced website content. on
email newsletter, o leaflet. bonners. blogs ond sociol media activity. We held 4 well-ottended Steering Group meetings.
porticipoted in a notional study commissioned by ACRE carried out CCRI ond discussed chonges to the Plonning Policy
Fromework ond the Peok District NPA consultation on o proposed new Local Plon. Six locol outhorities across the
Derbyshire/Staffordshire potch attended os well os o representative from Derbyshire Association of Locol Councils and
one registered provider (Trent & Dove). The RHE for Derbyshire engaged with porish councils in Edole, Hope. Repton
and Doveridge and 3 potential Rural Exception Sites identified in Doveridge. Biggin ond Edole. Ashover PC hove
expressed interest in a HNS but are waiting to review the outcome of NEDDC Local Plon coll to sites.
Aworeness is growing and we ore pleosed with the progress being mode.

Financiol review
a. Going concern
After moking oppropriote enquiries. the Trustees hove a reosonable expectotion that the charity has adequate
resources to continue in operationol existence for the foreseeable future. For this reoson, they continue to adopt the
golng concern bosis in preporing the finonciol stotements. Further detoils regording the adoption of the going concern
basis con be found in the occovnting policies.
b. Reserves pollcy
Unrestricted Funds
It is the policy of the charity to mointoin unrestricted reserves. which are the free reserves of the charity. ot a level that
equotes to tspproximotely three months of totol expenditure. As ot 31 March 2025 free reserves omount to £151.924
(2024 - £111.524). The charity hos carried higher levels of unrestricted funds due to a property sale in previous yeors.
The majority of the funds ore set oslde os designated funds to cover future redundoncy Ilobility and to cover the
pension liability risk outlined in note 19.
Restrlcted Fund5
Sufficient reserves shovld be retoined under each of the restricted reserves to meet the company's obligotions under
that fund.
Quarterly monogemenl informotion is presented to the Monogement Boord ond there ore four formol board meetings
each yecr. Sub-committees are called between the Board Neelings to consider issues as ond when they arise. In
addition. the Choirperson hos regular contact with the Chief Executive Officer, the Treosurer and the Finonce Monoger.
Grant Making
Aurol Action Derbyshire is not a grant-moking body but sometimes il is osked to odminister smoll gront funds on behalf
of funders.

o. Constitution
Estoblished in 1924, Rurol Action Derbyshire. formerly Derbyshire Rurol Community Council. is an independent
organisotion and registered charity operoting ocross the county. Its legol name is Rurol Action Derbyshire which is
incorporoted os o company limited by guorontee under the Componies Act, ond is olso registered os a charity. The
compony was formed to toke over the choritable activities of Derbyshire Rural Community Council ond did so with
effect from 1 April 1997.
b. Methods of appointment or election of Trustees
The company'5 Articles of Association require the Boord to consist of such honorory officers ond other members os
shall be oppointed at the Annuol General Meeting.
All the compony direttors (Trustees) hold office for o minimum term of three years to a moximum term of nine yeors.
Any member of Aural Action Derbyshire can also slond for election os a company director provided he/she Is properly
nominoted and seconded by other members.

I report to the charity Trustees on my exominotion of the accounts of the chority for the yecr ended 31 Morch 2025.
Responsibilities and Basis of Report
As the Trustees of the chority (ond its directors for the purposes of compony low) you are responsible for the
preparotion of the occounts in occordonce w1th the requlrements of the Companies Act 2006 ('the 2006 Act,).
Having sotisfied myself thot the occounts of the chority ore not required to be audited under Port 16 of the 2006 Act and

2.1 8osis of preparation of flnonciol stotements
The financiol stotements have been prepored in occordonce with the Chorities SORP (FRS 102) - Accounting
ond Reporting by Chorities.. Statement of Recommended Practice opplicoble to chorities preparing their
occounts in accordance with the Finonciol Fleporting Standord opplicoble in the UK and Republic of Irelond
(FRS 102) (effective 1 January 2019). the Finonciol Aeportlng Stondord applicoble in the UK and Republic of
Irelond (FRS 102) and the Componies Act 2006.
Rural Action Derbyshire meets the definition of o public benefit entity under FRS 102. Assets ond liobilities
are initiolly recognised at historicol cost or tronsaction volue unless otherwise 5toted in the relevant
occounting policy.
2.2 Going concern
The finonciol stotements hove been prepored on o going concern bosis os the trustees believe thot no
materiol uncertuinties exist. The trustees hove considered the level of funds held ond the expected level of
income ond expenditure for 12 months from the signing of these finoncial stotement5. The budgeted income
ond expenditure is sufficient with the level of reserves for the charity to be oble to contlnue os o going
concern.
2.3 Income
All income is recognised once the chority hos entitlement to the income. it is proboble thot the income will
be received and the omount of income receivoble con be measured reliably.
For donotions to be recognised the charity will hove been notified of the amovnts ond the settlemen+ date
in writing If there ore conditions ottached to the donation ond this requires a level of performance before
entitlement can be obtained then income is deferred until those conditions ore fully met or the fulfillment of
those conditions is within the control of the cttaritu and it is proboble thot they will be fulfilled.

2.4 Expenditure
Expenditure is recognised once there is a legal or constructive obligotion to tronsfer economic benefit to o
third porty. It Is probable that o transfer of economic benefits will be required in settlement and the omount
of the obligotion can be measured reliob5y. Expenditure is classified by octivity. The costs of eoch activity
are mode up of the totol of direct costs and shared costs. including support costs involved in vndertoking
each activity. Dirett Costs ottributable to o single octivity ore allocated directly to thot activity. Shared costs
which contribute to more thon one activity ond support costs whic* ore not ottributoble to a single octivity
ore opportioned be￿een those octivities on o b05is consistent with the use of resource5. Centrol staff costs
ore allocoted on the basis of time spent. ond depreciotion chorges ollocoted on the portion of the asset's
use.
Expenditure on choritoble activities is incurred on directly undertaking the activities which further the
choritu's objectives. os well os any associoted support Costs.
2.5 Interest receivable
Interest on funds he,'d on deposit is included when receivoble and the omount con be measured reliably by
the chority,. this is normally upon notificotion of the interest paid or poyable by the Institution with whom the
funds ore deposited.
2.6 Taxation
The chority is considered to poss the tests set out in Paragroph I Schedule 6 of the Finonce Act 2010 ond
therefore it meets the definition of o choritoble company for UK corporotion tax purposes. Accordingly. the
charity is potentially exempt from toxatlon in respect of income or copitol goins received within cotegories
covered by Chapter 3 Port 11 of the Corporotion Tox Act 2010 or Section 256 of the Taxation of Chargeable
Gains Act 1992. to the extent Ihot such income or gains are opplied exclusively to charitable purposes.
2.7 Pensions
The compony mokes pension contributions to The Pension Trust's Growth Plan. c multi-employer defined
benefits scherne. the ossets of which ore held separately from those of the chority in on independently
administered fund. Normal contributions ore chorged to the Statement of Finonciol Activities (SOFA) Sn the
period in which they are payoble to the scheme. The pension liability is the responsibility of the Pensions
Trust which hos identified the ossets/liobilities of the scheme that are ottributable to the chority. The
pension surplus/(deficit) is calculated bosed on the net present volue of future deficit payments over a set
term which Is currently 9 yeors os required by FRS 102.
The unwinding of the discount is treated os on interest expense within the SOFA ond goins/losses on re-
meosurement of the 5urplus/deficit ore shown within the SOFA under other recognised gain5 ond losses.
The company olso makes pension contributions to personal pension plans as appropriote to the employee.
Contribution5 are charged to the SOFA when due.

omount It hos received os odvonced poyments for the goods or services it must provide.
2.12 Financial instrvments
The charity only hos finonciol 055ets and finonciol liobilities of o kind thot qualify as bosic finonciul
instruments. Basic finonciol instruments ore initiolly recognised at tronsoction volue ond subsequently
meosured ot their Settlement volue with the exception of bonk loons which ore Subsequently rneosured ot
amortised cost using the effective interest method.
2.13 Fund accounting
General funds are unrestricted funds which ore avoiloble for use at the discretion of the Trustee5 In
furtherance of the generol objectives of the chority and which have not been designated for other
purposes.
Designoted funds comprise unrestricted funds that hove been set oside by the Trustees for porticulor
purposes. The oim and use of each designated fvnd is set out in the notes to the finonciol statements.
Restritted funds are funds which ore to be used in occordance with specific restrlctions imposed by donors
or which hove been roised by the chority for particu1or purposes. The costs of roising ond administering
such funds ore chorged against the specific fund. The aim and use of eoch restricted fund is set out in the
notes to the financiol stotements.

Pension commitments
The chority operotes o defined beneftt penslon scheme. However. the scheme is o multiple employer scheme and
the chority is unoble to identify its share of the underlying ossets and liabilities.
The company porticipotes in the scheme, o multi-employer scheme which provides benefits to some 521 non-
ossocioted porticipating employers. The scheme is a defined benefit scheme in the UK. It is not possible for the
company to obtain sufficient information to enoble it to account for the scheme os a defined benefit scherne.
Therefore it occounts for the scheme as a de*ined contribution scheme.
The scheme is subject to the funding legislation outlined in the Pensions Act 2004 which came into force on 30
December 2005. This. together with documents issued by the Pensions Regulotor and Technicol Actuorial
Standords issued by the Finonciol Reporting Council, set out the fromework for funding defined benefit
occupotional pension schemes in the UK
The scheme is closslfied as a 'lost-mon stonding orrongement,. Therefore the company is potentially liable for
other porticipoting employers, obligations if those employers are unoble to meet their share of the scheme
deficit following withdrawal from the scheme. Porticipoting employers ore legolly required to meet their shore of
the scheme deficit on on annuity purchose bosis on withdrowal from the scheme.
A full octuoriol valuotlon for the scheme wos carried out ot 30 September 2023. This voluotion showed ossets of
£514.9m. liabilities of £531.Om ond o deficit of £16.Im. To eliminate this funding shortfall. the Trustee hos osked the
participoting employers to pau odditionol contributions to the Scheme as follows..

shortfall. the Trustee asked the porticipoling employers to poy odditional contributions to the scheme os follows..

The recovery plon contributions are ollocoted to eoch porticipoting employer in line with their estimoted share of
the Series 1 and Series 2 scheme liobilities.

componu recognises a liability for this obligotion. The amount recognised is the net present value of the def icit
reduction contributions payable under the ogreement thot relotes to the deficit. The present value is colculated
using the discount rate detoiled in these disclosure5. The unwinding of the discount rote is recognised as a
finonce cost.
