R4D focuses its efforts on projects which moke the most dlfference to vulnerable people. especially those living in the
more rural oreos of Derbyshire. All of us have contbnued to experience the infloted cost of living. porticulorly affecting
food. housing ond energy costs. As we know, people living in rural oreos tend to Spend more on these essentiol costs
due to lock of choice, high travel costs ond limited ovoilobility of affordable home5, More families ore being pusheci into
relative poverty as o result.
RAD responds to the needs of the Community in 5everol woys: we hove o strong focus on fuel and food poverty ond
hove mode o reol difference to commup.ity pantry members who collectively saved opproximotely £900,000 compared
lo supermorket price5. We have d15tribvted over £16.000 in hordship gronts to people struggling on a income.
Members buying oil through our oil buying have collectively soved olmost £37,000. Like mony chorities we are keen to
demonstrote the added volue of our work. From these three projects alone. we hove soved Derbyshire residents olmost
a million pounds. enabling them to eat better heot their homes ond sloy well. In our report we olso describe our other
projects which contribute to keeplng people sofe. connected ond enabling communities and people to thrive.
This exceptionol performonce is due lo the de(Jication oynd enthusiasm of RAD staff ond the support of our 8oord. our
funders. ond oui- portners. As we enter Dur centenory yeor, we will reflect on the varied chollenges for rural communities

Digital Inclusion
Whether it's accessing your bonk c)ccount. chatting to friends or family, or getting the supermarket shop delivered to
your door. we ore living in on increasingly digilol world. Poor occesg to reliable broodbond, ond o lack of iiiformotlDn on
how to get storted wlth technology continue to oct as borriers to accessing the opportunitles the virtuol sphere can
provlde. In fact. many residenls In Derbyshire have still never used the internet.
Digitol Support Derbyshire oim5 to reduce the county's digital divide by creoting a network dedlcated to helping people
connect safely with their communlries. This network con515ts of individuals committed in some woy to tockling this
divide. including our Digital Champions, who hove received training to provide the necessaru guidonce to get more
people online.
We have dellvered pllot projects wilh Pcrefurb and Workpoys. The first with Pcrefurb hos enobled donated devices to
be refLJrbished and given lo groups ond individuals, enhancing online occess. The second with Workpoys hos roised
oworeness about cligitol exclusion through troining. We ore olso delighled to have secured futvre fundlng for this
project from Derbyshire County Council PL)blic Health ond the NHS.

communities thot control ond subj ugate women" occording to ihe Notionol Rurol Crime Network.
Our domestic obuse oworeness troining informs participonts of the signs of the obuse ond provides advice on how to
help those who mou be in need. In the post yeor, wè hove troined over 173 people ocross the county. In oddition. vJe
have delivered 11 tolks and attended 11 events. We hove olso produced 29 podcast episodes on vorious toplcs. Includlng
mole victims and incels.
Further to thig, we hove a network of Willow Project Chompions. who roise oworeness of issues oround domestic obuse
in their locul areas. The Champions engoged in 15 oclivitie5. from public events to group meetings.
Feeding Derbyshire
With the cost of grocerie5 continuing to rlse, an increasing number of people hove been forced to rely on food bonks
for their weekly mea15. This challenge is even more presslng in rvral communities. where there is often a lock of budget
supermorkels and cheaper ollernotives.
Qur Feeding Derbyshlre teom continue to develop the Affordoble Food Network. which consists of 8 community
pantries ocross the countu. These ore community-run, member-based stores sel2ing nvtritious food and groceries for a
fractlon of the cost of o svpermorket shop. We hove worked with the network lo support o ropidly growing
membership, currently there ore 2.953 rnembers in total. The network continbes ro grow, ond S more pontries ore sel lo
join the network Imminently.
Our teom have estoblished a partnership with Chesterfield Footboll Club for food poverty initiatives, storting with
donotion boxes al the stodivm. They have also developed o food supply pilot to oddress supply and cost issues.
securing funding from Feèding Britoin ond SC Johnson. Cruciolly our teom have been aworded the tender to contlnue
delivering Feeding Derbyshire for 2024-2026.

Fuel Poverty
Rising energy bills huve affected people across the country ond continue to be chollenging for the 67.000 Derbyshire
households living off the mains gos grid - with os mar)y as 40% of properties in the Derbyshire Doles relying on oil, cool,
or liquid petroleum gas (LPG) to warm their home5. For those off moins gos and using oil, prices are not regulated,
moking it impossible for some households to budget. While there moy be no formol methods for protecting off-gos
households. RAD'5 collective borgoining power through our Community 015 Buying Scheme helps to keep cos15 at more
monogeable levels.
Lost yeor. we saved our 800 members on overage of 8 pence per litre on their heoting oll by negotioting with suppliers
A tolol of 159 new members joined the scheme. and we ordered 443.154 litres of oil for them. collectively saving oround
£37.000.
Rvral Hardship Fund and Oil Bank
We run o Rurol Hardship Fund to help people in rurol oreos of Derbyshire who are suffering extreme hordship. RAD
helped with household costs through its Rurol Hardship Fund. Thls helps those who are ir) financiol hordship ond need
help with critical expenses. If o cor. fridge, cooker or washing machine breoks down for instonce, mony people will
struggle to find the money to get It repaired or replaced.
Of the Hordship Fund opplicalions received. 73 were successful. The items ronged from food. cool ond energy costs to
furniture and white goods. We also hod 6 successful Oil Bank applicotions. We know Irom the feedbock received that
this work enobles people to stay well ond WOTM. 11 a150 reduces the onxlety and worry which impocis on our
benef iciaries physlcol ond mental health.

2.1 Bosis of preparation of flnanclol statements

ond Reporting by Chorities". Stotement of Recommended Proctice opplicable to chtsrities preporing their
accaunts in occordonce with the Flnanciol Reporting Standord opplicable in the UK and Republic of Ireland
(FRS 102) (effective l Januory 2019), the Flnanciol Reporting Standord opplicable in the UK ond Republic of
Ireland (FRS 102) arid the Compor)ies Act 2006.
Rurol Action Derbyshire meets the definition of o public benefit entity under FRS 102. Assets and liobilltles
ore Inillolly recognised ot hi5toricol cost or tronsaction volue unless otherwise staled in the relevont
occounting policu.
2.2 Going Concern
The financiol statements have been prepared on a golng concern basis as the trustees believe that no
moterlol uncertoinlies exist. The trustees hove consldered the level of f unds held ond the expected level ol
income ond expenditure for 12 months from the signing of these finoncial stotements. The budgeted income
ond èxpendElure is suflicient with the level of reserves for the chority to be oble to continue os u going
concern.
2,3 Income
All irncome is recognised once the chorlty hos entitlement lo the income. it is probable that the Income w511
be received ond the omount of income receivoble ccjn be measured reliably.
For donations to be recognlsed the chority will hove been notified of the omounts and the settlement dale
in writin9. If there ore cond11ions ottoched to the donotion ond this requlres o level of performonce before
entitlement con be obtained then income is deferred until thoge conditions ore fvlly mel or the fulfillment of
Ihose condilions is within the control of ihe chority and il Is proboble thot they will be fvlfilled.

2.5 Interest receivable
Interest on f unds held on deposit is inclvded when receivoble ond 4he amount can be meosured reliobly by
the chority.. thi5 is normolly upon notificatlon of the interest poid or poyoble by the insiitution wlth whom the
f unds tsre deposited.
2.6 Taxation
The chority is considered to pa55 the tests set ovt in Porogroph I Schedule 6 of the Finance Act 2010 and
therefore it meets the definition of a charltoble company for UK corporotion tox purposes Accordingly, the
chority is potentially exempt f rom toxotion in respect of income or capitol goins received within categories
covered by Chopter 3 Port 11 of the Corporation Tox Act 2010 or Section 256 of the Toxalion of Chargeable
Gains Act 1992, to the extent thai such income or goins ore opplied exclusively lo charitc)ble purposes.
2.7 Pensions
The compony rnokes pension contributions to The Pension Trust's Growth Plon, a multi-emploger defined
bÈnefitg schème, the ossets of which are held separotelg from those of the chority in on Independently
odministered fund. Normal contributions ore charged to the Stotement of Finonciol Activities (SOFA) in Ihe
period in which they ore poyoble to the scheme. The pension liability Is the responsibility of the Pensions
Trust which has identified the ossets/1iobililies of the scheme thot are altributoble to the charity. The
pension svrplus/(deficit) Is calculated bo5ed on the nel present valve of fvture deficit poyments over a set
term which is currently 9 yeors as required bu FFIS 102.
The unwlnding of the discount is treoted as on interest expense wlthln the SOFA and golns/losses on re-
mèosurement of the surplus/de*icit ore shown within the SOFA under other recognised goins ond losses.
The compony also mokes pension contributions to personol pension plons os oppropriole to the employee.
Contributlons are chorged lo the SOFA when due.

measured at their settlement vcjlue with the exception of bonk loons which ore subsequently measured ot
amortised c051 using the effèctive Inieresl method.
2,15 Fund accounting
Generol funds are unrestricted funds which are ovoilable for use at the dlscrelion of the Trvstees in
furtherance of the general objective5 of the charity ond which have not been designated for other
purpose5.
Designated funds comprise unreslrlcled funds that hove been set aside by the Trustees for porllcular
purpose5. The aim ond use of each desi9noted fund is set out In the notes to the finoncial statements.
Restricted fvnds ore funds which ore to be vsed in occordonce with specific restrictions imposed by donors

Pension commitments
The chority operates o defined benefit pension scheme. However, the scheme is o multiple employer scheme ond
the charity is unable to identif u its share of the underlying assets ond liabilities.
The compony porticipotes in the scheme. o multl-emplouer scheme which provides benefits to some 638 non-
associoted partlcipaling emplouers. The scheme is o defined benefit scheme in the UK. It is not possible for the
comptsny to obtaln suff icient information to enable il to occount for the scheme as o deflned benefit scheme.
Therefore it occovnts for the scheme 0$ a def ined contribution scheme.
The scheme is svbject to the funding legislotion outlined In the Penslons Act 2004 which come into force on 30
December 2005. This, together with documents 15sued by the Pensions Regulalor ond Technical Actuarlol
Standards 155ved by the Flnonciol Reporting Council, set out the fromework for funding defined benefit
occupationol pension schemes in the UK.
The scheme is classified os a 'losl-man standing orrangement,. Therefore the compony is potentiolly Ilable for
other porticipotlng employers, obligotions if those employers ore un(3ble to meet their shore of the scheme
