4 April 2024. The trustees have adopted the provtsions of Accounting and Reporllng by Charitles: Statement

Reporting Stsndard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

St Edmunds Charlty is primarily a Supported Housing facllty for Vulnerable Adults who are In recovery from
alcohovsubslance abuse wlth or wlthout associated mental health Issues, who have been clean and sober
for a mlnimum period of 13 weeks. The Servlce Users of the Charty have had lives in the past that have
been greatly impaired by alcohollsubstance misuse and they have a need for longer temi Houslng Support,
viithout which they would find It difficult to be able to malntain their lrfe and home whllst remalnlng
cleanlsober in thelr new lrfe style and renewed quality of life.
St Edmunds Charity provides fully centra heated furnlshed flats, Housing Support personal assistance
individual houslng based support plans and reviews. This Is all conducted In a safe and substance free
environment. In addition to thSs Servlce Users are encouraged to obtain extemal assi8tsnce for education.
recreational and Insplrational needs. Staff members are there to assist Servlce Users with regard to
housing related support, Housing Benefits, health, hygiene and Ilfe choices. finance housekeeplng and
Move-on assistance. Compulsory vRekty House Meetlngs are held every Monday afternoon facllitated by
staff, Service Users have now appolnted a Project Representative who attends the Bl-WeekSy Staff
Meetings in order to raise any Issues on their behalf. The 24 hour call service was also introduced In 2020
for any unforeseen emergency or health issues and conllnues to date.
There was one Temiination of Llcence Agreement To Quit issued for breach of sobriety as per the Servrce
Users Licence Agreernents. less serious misdemeanours, and breaches of Ucence Agreements etc are
covered by our 28 Day Notice to Quit Letters those issued Y￿re rescinded following compliance. Five
successfvl Mov&Ons were completed, we therefore had six new servi￿ Users in the finanGial year.
The Service Users Group Leader is available to provide Peer Support Nthen needed. In addltlon. the
Prolect has a nominated Warden {Ex Tradesman) to assEst in practical matters when approprfate In an
emergency. The Warden has completed Health & Safety Courses and has contlnued w6th trainlng vthere
necessary.
We have IV￿ Servlce Users In pakl employment {under 16 hours p.w.). We currenlly have a further twelve
Service Users in Volunlary Work, a very encouraglng year.
Ex-service Users as long as they are alcohollsubstsnce free are ￿tI¢0me to attend the Projects Soclal
Events and may be tested at random.
The Charlty has now a compllment of staff as follows. the long term serving Principal, BuslnesslProject
Manager, Snr Housing Support Vlorker, HousevKeepern4ousing-Support Worker. Project Warden and
Volunteer3.
The Webslte has now been reconstnjcted with new Images of the Ilats and layouts together with staff
photos. Savings have also been made In the upkeep dovmloads.

We are pleased to report thal 87 Clement Royds Street has been scheduled to be re-roofed in the next
financial year, costs have rfsen dramatlcally In thls sedor up nearfy 30% on the origlnal estlmate.
Utllltles
The slgnlficant Continued rise In energy costs has Induced a more stringent control of the use of energy by
the Service Users and room lemperature in Ihe communal areas have been reduGed. Lighting replaGement
wherefvihen possible has been replaced with LED unfts.
It ts strongly held belief of the Charity staff Team and Trustees that St Edmund8 Charity is a great route to
aid housing abstsnence-based recovery and in the majority works for most people who Ilve at the project(s).
A further point vthlch remalns valld every year Ss that whllst people are Ilving at St Edmunds Charty they
are leamlng to enjoy their recovery and not a draln on resources of the Police, Ambulance, Law Court8 or
the National Health. furthemiore, they have regained thelr self-esteem. whllst In some cases means no
longer begging or steallng. Furthemore. It Is testament to the fact that a high percentsge of our Servtce
Users move on into the wider communty and no longer are a burden on the aforementloned 8wvlces.

The charity has a surplus for the year whlch has been added to reserves brought forward. It is the charity's
intentlon that reseprfes are maintained at a level which represents approximately six weeks running costs.
Current reserves are below this level and the truslees are monitorÈng the position. Free reserves at the
charlty are £15,121.

The charity's powers of Investment are govemed by its Memorandum and Articles of knooation.
The truslees have the power to invest in such assets as they see fft. Currently there are insufficient surplus
funds for any long-terni investments to be made.

The Trustees and Management endeavour that the Charity will contlnue to meet Its objectives through lis
provision of Supported Housing and exiemal agencles.

The Company is managed by the Board of Trustees who receive a monthty report form Ihe
principal as to the progre&8, activities and upkeep of the Charity.
RISK MANAGEMENT
The BusinesslProject Manager has now completed a review of all the Charsty's Policy and Procedure
mandates together with the Serv1￿ Ugers obllgation and Licence Agreement.
Rlsk Assessments have also been conducted agalnst fraud and error to protect both the Charity and SeNice
Users.
PUBLIC BENEFIT
The BusinesslProject manager has consldered the Charlty Commission guldance on publlc benefit whllst
reviewing Polw and Procedure. Aims and Objectives for the future of the Charity's activities.

Under company law the coundl rnembers have the same legal responslblllties as company directors and the
tiue is interchangeable.
Company law requires the directors to prepare accounts for each financial year, which give a true and fair
view of the state of affairs of the company and of the profft or loss of the company for that year. In preparing
those accounts the dlrectors are required to select suitable accounting policies and then apply them
consl8tently: rnake Judgernents and eslmates that are reasonable and prudent; follow appllcable accounting
standards, subject to ary material departures dlsclosed and explained in the accounts; and prepare the
accounts on a going concern basis unless it is Inappropriate to presume that the Company will continue in
business.
The dlrectors are responsible for keeplng proper accounting records. thlch dlsclose wtth reasonable
accuracy at any time the financial position of the company and to enable them to ensure that the accounts
comply ￿ the Companles Act 2006. They are also responsible for safeguarding th8 assets of the company
and hence for takng reasonable steps for the prevenlion and detection of fraud and other Irregularfties.

ELATED PARTIES
The main propety occupied by the charity is occupied under a licence agreement from the charity
inclpal. From March 22 the rent due is termed as a variable viable periodic monthly rental charge for
the fiats of up to £7,500pm (£90,OOOpa) plus £15.490pa for communal areas. The trustees have
agreed the charty ￿111 pay a rent vthich allows the charity to breakeven but any under accrued rent
may be paid in a subsequent year when there are sufficient available funds. For the year to
05104r2024 a total rent of £99.400 VRS paid and In 2022123 rent of £64,700 was paid. Consequenty
the charlty has a potentlal liablllty of £46,880 over the two years. The charity principal and the trustees
have agreed that the liability will only arise If the charity has fvnds to pay and consequently provlslon hs
nol made in the accounts.
An offsite propety was rented from an employee related to the charity ￿ncIpal. The rent pakl YRS
£5.850 with a further £600 accrue. The Charity maintains both properties. A fvrther property is rented
from a third party which is located withln the curtilage of the project.
During the prevlous year consultancy payments totallSng £15.453 vRre made to a company run by the
charfty prlncipal.
