Treasurers Report- AGM 13[th] November 2025

During the financial year from 1[st] September 2024 to 31st August 2025 Poperinghe Pre-school made a loss of £18K.

The loss arose for numerous reasons beyond the control of the Pre-school.

The landlord changed from the MOD to Crest Nicholson as a result our rent increased by £1,000 per month. The increased rent was covered by the increase in funding rates from Wokingham Borough Council; however our utilities also increased with un unexpected overspend of £9k.

Additionally, unbudgeted SEN funding of £11K allowed us to offset the majority of the overspend on wages and national insurance contributions which totalled £18K. The overspend resulted from a higher than budgeted increase in minimum wage consequently all employees had to receive the same percentage increase in hourly rate to keep the correct differential in pay between qualified and unqualified employees. NI rates rose and the thresholds of which to pay NI reduced from April 25 resulting in much higher than anticipated NI charges.

Finally after being offered a substantial discount we purchased toner cartridges for the printer earlier than planned at a cost of £1.5K.

All these factors resulted in a significant loss for the pre-school last year, however, our budget is looking healthier for the next financial year.

Independent examiner’s report to the Trustees of Poperinghe Pre School

I report on the accounts of the Charity for the period ended 31 August 2025, which includes the Statement of Financial Activities, the Balance Sheet, and the notes to the accounts.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. It is my responsibility to:

• to follow the procedures laid down in the General Directions given by the Charity Commissioners under section 145(5)(b) of the 2011 Act; and

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and the seeking of explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently, no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that, in any material respect, the requirements:

EXPENDITURE AND LIABILITIES

conditions or output to be provided, such grants are only recognised in the SoFA once the recipient of the
grant has provided the specified service or output.
Grants payable without These are only recognised in the accounts when a commitment has been made and there are
performance conditions no conditions to be met relating to the grant which remain in the control of the charity.
ASSETS
Tangible fixed assets for use These are capitalised if they can be used for more than one year, and cost at least £500. They

Independent examiner’s report to the Trustees of Poperinghe Pre School

I report on the accounts of the Charity for the period ended 31 August 2025, which includes the Statement of Financial Activities, the Balance Sheet, and the notes to the accounts.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. It is my responsibility to:

• to follow the procedures laid down in the General Directions given by the Charity Commissioners under section 145(5)(b) of the 2011 Act; and

Basis of independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and the seeking of explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently, no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that, in any material respect, the requirements:

• to keep accounting records in accordance with section 130 of the 2011 Act; and

• to prepare accounts which accord with those records and to comply with the accounting requirements of the 2011 Act
