**Objects:** TO RELIEVE THE SUFFERING AND DISTRESS OF PERSONS WITH SEVERE LEARNING DIFFICULTIES AND CHALLENGING BEHAVIOUR AND THEIR FAMILIES AND CARERS: CHALLENGING BEHAVIOUR - BEHAVIOUR OF SUCH INTENSITY, FREQUENCY OR DURATION THAT THE PHYSICAL SAFTEY OF THE PERSON, OR OTHERS, IS LIKELY TO BE PLACED IN SERIOUS JEOPARDY, OR BEHAVIOUR WHICH WILL LIMIT OR DENY ACCESS TO THE COMMUNITY OR IMPAIR A CHILD'S GROWTH AND DEVELOPMENT
