## **Report of the Trustees for the Year Ending 31[st] July 2021** 

The District Scout Council is a Trust established under the rules which are common to all Districts. Trustees are appointed in accordance with the Policy Organisation and Rules of the Scout Association.    The District Registration Number with the Scout Association is 15707. Custodian Trustees are The Scout Association Trust Corporation.   Lloyds Bank plc are the bankers to the District.

2020-21 continued in a similar vein to the previous year with the ongoing challenges of COVID19 and lockdown which impacted Scouting at all levels.   The District Executive agenda remained focussed on ensuring Groups remained financially viable and supported as they faced significant falls in income due to reduced numbers and opportunities to pursue active scouting.   Later in the year Scouting began to return to some face-to-face activities and this has resulted in some increase in income as a result, the District Executive has proposed to resume the slight increase to the District Levy this year, mindful that nationally the increase in membership fees is significant.    Hatton Campsite income has begun to increase as the ability to open it up for bookings has improved although there is has been an on-going increase in costs to ensure COVID safety.   Whilst the District holds sufficient reserves as per Scouting POR policy for the short to medium term, the District Executive keeps the financial state of the group accounts under review. 

The District Executive Committee met fully on two occasions through the year.   These meetings (April and June) were held virtually via Zoom.  In addition, the District team met monthly via Zoom to review the status of groups and also to review the updated TSA guidance to put out to the Groups.

The Appointments Advisory Committee moved to on-line meetings to allow for new and renewed appointments to be made.  This did introduce a new level of flexibility for when meetings could be held at different times and days than the original scheduling. A significant amount of work was undertaken to ensure that all existing Leaders in the District hold full DBS Clearance and new Leaders apply for their clearance as part of their induction into Scouting.
