REPORT OF THE TRUSTEES OF NUNEATON & BEDWORTH UNIT 616 OF THE SEA CADET CORPS

The Charity Trustees present their report together with the financial statements of the charity for the year ended 31st March 2022. The financial statements comply with both the Charity’s Constitution and the Charities Act 2011.

Aim of the Sea Cadet Corps

The aim of the Sea Cadets Corps is to give young people the best possible head start in life, through nautical adventure and fun, based on the customs and traditions of the Royal Navy. Our aim is to develop young people and support them towards responsible adulthood.

Charitable Purpose

The charitable purpose of the Unit is to promote the development of young people in achieving their physical, intellectual and social potential as individuals and as responsible citizens. This is achieved by the provision of education and leisure time activities using a nautical theme, based on the traditions of the Royal Navy and in accordance with the principles, ethos and practices of the Marine Society & Sea Cadets (MSSC).

In furtherance of the Purpose, the Unit offers young people a structured environment in which to develop; provides access to education and training including sailing, rowing, windsurfing, paddle sports, power boating, seamanship, navigation, marine engineering, cooking, music, first aid, drill, piping, and public services; it provides opportunities for young people to obtain a range of qualifications and a wide range of opportunities for community involvement.

Public Benefit

The trustees continue to give regard to the Charity Commission’s general guidance ‘Charities and Public Benefit’ provided by the Unit in relation to the charitable purpose of the Sea Cadets movement as set out in the activities and achievements outlined in this report.

To achieve its aim the Unit encourages recruitment of young people from all backgrounds and abilities including where possible, and within the realms of Health and Safety, those with disabilities and develops their skills and abilities by:

We continue to target recruitment within the local area giving young people opportunities to take part in activities that in many cases would otherwise be unaffordable.

We are only able to do this because we are wholly volunteer led and all funds raised or received are used entirely for the charitable purposes of the Unit.

Chairperson’s Report – Mrs Jemma Vickers

I am extremely proud to have been the Chairperson at Nuneaton and Bedworth Sea Cadets for just over a year now. My personal goal for the first year in post was to bring a sense of calm and stability to the unit. Having experience of a strong leadership team in a unit from my time as a cadet, uniformed staff and as a trustee, I knew how important it was to achieve this for the unit to settle and grow. Our senior team has been in place for the entire year, with no changes in position. The Command team have navigated through the year together and have been the leaders that the unit needed. With very clear and frequent communication, a strategic plan for the unit, and a determination to make this work, we are aiming to achieve the same goal: to make T.S. Vanquisher the very best that it can be for the young people we serve.

I am incredibly humbled to work with such a dedicated team of adult volunteers. Their enthusiasm and devotion to our unit and cadets has created the family that is Team Vanquisher! Along with building the foundation of stability for the unit, the team links, bonds and friendships required to offer the best cadet experience has also been grown. With new team members joining and being welcomed into the family. The fabric of the building has continued to be improved and this will continue again into the next financial year. Financial stability continues with grants having been acquired to aid with the purchase of equipment and capital expenditure.

The Unit Management Team continue work on various projects to bring in funds as required, with all main positions fulfilled:

This team make my job so much easier than it could be! I am so very grateful to them all. However, I’d like to include a special mention to Steve. Without this man, I think I may have lost the plot on several occasions! He challenges me in all the right ways, is a fantastic sounding board, and I know the unit is safe in his hands if I cannot be around. However, his impact goes far beyond being my right-hand man; He supports me, the unit, and every single member of this unit, taking on not only his role with tenacity and vivaciousness, but also covering for others, going above and beyond, and being the absolute back bone of the unit.

Happily, our cadet, and adult volunteer, numbers continue to grow. However, we are now at the stage where we are reaching our maximum cadet numbers and will therefore need to have a waiting list in place for new cadet joiners. Over the next year we plan to grow the unit management team to include skillsets which we do not currently hold.

There is still much to achieve, but we are very much on the right path to bring that to fruition. The unit is possibly the strongest it has been in the last decade and the entire Ship’s Company should feel incredibly proud of all their achievements. With our 30[th] Birthday in 2022, we plan to celebrate in style and truly cement ourselves as front runners within our community and the wider borough, as well as in the corps.

Commanding Officers Report – Petty Officer (SCC) Nick Humber

I am proud and consider myself extremely privileged to lead our unit as Commanding Officer of Nuneaton and Bedworth Sea Cadets. In recent times, TS Vanquisher has advanced immensely; both as a unit, and as a team - with many, many ideas still ahead to move TS Vanquisher forwards even further. I could not be prouder of the dedicated team of staff who surround me and who support our unit and our cadets. Furthermore, I am thankful for the leadership of our Unit Chairperson who heads a hardworking and successful committee, I thank the full Unit Management Team for all their support and all the hard work that they undertake. Collectively, both staff and UMT, we have such a dedicated, hard-working team of volunteers with the passion and willpower that is bringing TS Vanquisher from strength to strength. Together, our aim is to support our cadets to develop and achieve, and to meet the objectives of the Unit.

Above all, I am hugely proud of our Cadets who have been part of the journey and transformation of TS Vanquisher. Our Cadets continue to maintain their commitment to Sea Cadets and to our Corps Values. Furthermore, there have been so many achievements and many ‘firsts’ for TS Vanquisher in recent times that have involved our cadets. Our Cadets really are the driving force behind our ethos to continue to strive to provide the best possible opportunities for our young

people. The aim of our structured Cadet Training Program is to provide our young people with basic life skills: teamwork; leadership; communication; motivation; self-confidence and citizenship; all which will help them transition into responsible adulthood.

This report covers the period from April 2021 up until March 2022. What a year this has been for TS Vanquisher! A year filled with dedication, commitment, and many ‘firsts’ for the unit. Stability has continued as our unit has grown and flourished with the support of our dedicated volunteers. The energy and motivation discussed in last year’s report has continued, leading to an enhanced and holistic cadet experience for Cadets. Adults are engaging well with training and are committed to their own continuous development to support our cadets; many have been eager to upskill to carry out specific duties. This has widened adult Corps Knowledge and helped to deliver a more meaningful experience for our cadets. Indeed, 163 adult qualifications were achieved throughout this period of time. Some highlights in recent staff qualifications include: a Paddle Sports Instructor; a Rowing Instructor; an Advanced First Aid Instructor; three qualified Junior Training Officers; a Mental Health First Aider; amongst many, many more. In addition, my First Lieutenant and I have fully completed the Command Course. Furthermore, we now have four members of staff who have completed the Bandmaster course in support of our newly developed unit band. Staff have also worked hard towards completion of Duke of Edinburgh training so that we can hopefully look towards delivering this within the unit in the future. We currently now have three qualified DofE leaders and one qualified DofE Expedition assessor. Again, due to the support, dedication and determination of all adults, all objectives that we had set out last year were met and our achievements as a unit have in fact extended far beyond our initial targets. We not only increased staff boating qualifications, but we also had two of these qualifications being at instructor level. The outdoor training area has been a great asset to enable the enhancement and utilization of the unit grounds for cadet training space. Furthermore, our aim of stabilising the Junior section and increasing Junior numbers by 5 has exceeded expectation and our Junior Cadet numbers have increased vastly – to the point where we had to temporarily cap Junior numbers for a brief period of time. The Junior section is guided by the unit Junior team consisting of Junior Training Officer and Junior Training Instructor. We believe strongly that our Juniors are the foundations that underpin the future of our unit and are pleased with the progress they are making under the guidance and vision of our Junior Instructor team. The cadet experience has been immense in terms of the varied opportunities that have been open to our cadets. Cadet engagement continues to grow, and staff have worked hard to enable this. The unit has maintained a balance between CTP modules and creating a fun, team led environment which has exposed our young people to a huge breadth of knowledge and opportunity; 273 course bookings were made this last year. Our unit now has a fully active band, and it has been great to see this grow and develop. We now have a full team of band instructors who instruct a variety of instruments and are led by our Unit Band Master. This year also seen two cadets advance to Leading Cadet which have been the first Leading Cadets at TS Vanquisher for many years. After taking a period of leave to complete their GCSE examinations in school, both have now fully returned and are working hard towards their journey towards Petty Officer Cadet. We currently also have a wide breadth of Cadets representing each rank within the Corps. We are proud of what we have achieved, and we are excited for the future as we continue our journey towards meeting our aims for 2022-2023.

Covid-19

The post Covid 19 effects were and are still being felt throughout the unit, with some families struggling to meet unit subscription fees. These are managed on an individual basis, and thankfully, we can assist currently.

The Unit Management Team work to keep running costs and overheads to a minimum where possible, and work with the Commanding Officer and the Uniformed Staff to plan for expected expenditure wherever possible so that there is time to source funding to cover the costs.

Achievements and Performance 2021-22

It’s safe to say that adults and cadets alike have very much enjoyed a full year of face-to-face activity, returning to courses and competitions, including returning home with medals for the first time for many of our cadets!

Financial Review

Due Process

In accordance with Part 2, 26 of the Sea Cadet Constitution 2017, the charities income and expenditure accounts were approved by the Trustees (Unit Management Team) at their meeting on 10[th] August and are presented to the charity members for consideration and adoption.

Basis of Accounts

Nuneaton & Bedworth Sea Cadets is a registered charity and prepares its accounts on a Receipts and Payments basis, this is the simplest of accounting methods and is adopted by small charities with an annual income of £250,000 or less. All income and expenditure are recorded at the time the funds are received or paid.

Performance for the Financial Year

We are pleased to report that the accounts have remained stable. Fundraising through community events and grants have resulted in us again requiring an Independent Inspection of accounts for the 2020/21 year, the second consecutive year. Full details are included in the notes to the accounts.

Areas for Improvement

The Trustees will prioritise for 2022/2023

Our fundraising efforts this year have centred around the continuation of our refurbishments and replacing or purchasing equipment in order to deliver more training opportunities to our young people. There have been some challenges, but we have overcome them and are looking forward to a positive future.

Reserves Policy

The trustees continue to review the charity’s requirements for reserves, considering the main risk to the organisation, that being a reduction of income. The trustees have established a policy whereby the reserves in total that are not invested in tangible fixed assets held by the Unit, should be up to the equivalent of 6 months overhead costs of the charity.

The level of these reserves has been determined by the need to meet the working capital requirements of the charity and for the charity to carry out of its legal obligations. At the end of March 2022, the total of the charity’s unrestricted reserves stood at £5320.11, and a further £1,910.88 in restricted funds. Although unrestricted upon donation, a large proportion was ringfenced towards renovation and refurbishment projects, alongside the 6 months overhead reserves.

Whilst the balance at the year-end is a great deal higher than our required level, the trustees are aware that expenditure during 2022/23 is likely to be significantly higher than in an average year due to the continuation of the building works and level of planned capital investment.

Structure, Governance and Management

Units of the SCC are formed and operated entirely by volunteers in local communities. Each Unit is a self-supporting youth organisation and an independent charity with a central support management and training structure provided primarily by the Marine Society and Sea Cadets (MSSC). The unit becomes a part of the SCC by virtue of its affiliation to the MSSC, the parent body of the SCC. In accepting this affiliation, the unit undertakes to comply with all regulations issued by, or on behalf of, the MSSC Council.

The Unit was registered as an unincorporated charity on 12th November 1996 and is governed by a constitution approved by the Charity Commission of England and Wales. A revised

constitution issued by the Marine Society and Sea Cadets was ratified by the Board of Trustees at its meeting in December 2017.

Recruitment and Appointment of the Trustees

Trustees serve and are re-elected on an annual basis. A minimum of 4 office holders: Chair, Secretary, Treasurer and Commanding Officer. UMT office holders are elected at the first meeting following the Annual General Meeting (AGM). UMT members are elected from the membership of the Sea Cadets Unit which is drawn loosely as being those with an interest in the unit.

The constitution lays down specific controls for UMT membership and will be observed for all future recruitment.

In the event of a vacancy arising during the year (known as a casual vacancy), the trustees have the power to co-opt new trustees. All trustees will serve until the date of the next AGM, after which the post will be filled by election.

The trustees are represented by a wide range of individuals drawn from the local community. Trustees have the power to appoint additional trustees to act jointly with them for all purposes. A trustee whose term of office has expired can be appointed for a further term of office.

Responsibilities of the Trustees

Charity law requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state affairs of the charity and of its financial position at the end of that year.

In preparing those financial statements the trustees are required to:

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charity (Accounts Reports) Regulations 2008. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

No final report would be complete without acknowledging the efforts and dedicated service of the adult volunteers who make the unit a success. For any Sea Cadet Unit to succeed it is fully reliant on its teams to work together. Our uniformed and civilian instructors, management team and unit assistants all have one common aim, that of delivering the best experience for our young people. In this modern age, time is a precious commodity and like with all teachers and trainers there is a lot goes on behind the scenes, outside of parade times and over weekends that is not observed but makes such a big difference.
