BOWES AND GILMONBY PARISH HALL

Bowes and Gilmonby Parish Hall is a village hall serving, as the name suggests, the neighbouring civil parishes of Bowes and Gilmonby, near Barnard Castle in the south west corner of County Durham. The parishes are rural and predominantly agricultural, with a total population of only around 500 and huge area of approximately 14,000 acres (one person to every 28 acres).

The village of Bowes is the main centre of population, and whilst fortunate enough to have retained its primary school, pub, church and club, it is heavily dependent on the nearest town, Barnard Castle (five miles away), for other amenities.

The Parish Hall charity was established by Deed of Trust in 1960 and the building officially opened on 24 April 1963. The building consists of a central hall with a stage at one end, together with an adjoining smaller Supper Room which can if necessary be used independently of the main hall for meetings or small functions. There is an upstairs small meeting room. A kitchen, toilets (including a disabled toilet) backstage area and foyer complete the available space in the Hall. There is level access into all areas of the hall except the small meeting room.

AIMS AND OBJECTIVES

The stated aims and objectives of the Parish Hall (defined in the Deed of Trust) are "to promote the benefit of the inhabitants of Bowes and Gilmonby parishes and the neighbourhood, without distinction of sex or political, religious or other opinions and in particular for use for meetings, lectures and classes and for other forms of recreation and leisure-time occupation with the object of improving the conditions of life for the inhabitants".

GOVERNANCE

The hall is managed by a Committee consisting of volunteers elected at the AGM. They are de facto trustees of the charity. The committee at the start of the year was -

Mike Bettison (Chair), Esther Beck (Treasurer & Minutes Secretary), Joan Coleman, Peter Fisher, Jackie Seddon. Val Smart, Roger Smart and Norma Atkinson.

The committee met online or via the telephone for January, February, March and April due to the continuing global pandemic. Monthly meetings resumed in the hall in May, when the delayed AGM was held. There were no meetings in August or December.

HALL USERS

Hall users are divided into three distinct groups - section members, affiliated organisations and outside hirers.

For Sections users each member pays £1.20 per session for each meeting. There are currently no Sections. Affiliated organisations are the WI and the Bowes Agricultural Society. They pay an annual affiliation fee of £12 and receive in return a discount of 10% on the published hire charges of the Hall. Outside users, who range from the Church to private parties, pay the full published charges.

The Post Office operates a satellite service on Thursdays 9.30 – 12noon.

CURRENT RATES

The rates were reviewed during the year and were set as follows: Affiliated Membership £12 per annum Sections £1.20 per person per session Main Hall £7 per hour Supper Room £6 per hour Committee Room £5 per hour Private Hire £75

For Hirers from outside the Village

Whole Hall £20 per hour (including Kitchen) Main hall only £15 per hour (excluding Kitchen) Supper Room £10 per hour (including Kitchen) Supper Room £8 per hour (excluding Kitchen) Committee Room £7 per hour

For the course of Covid-19 restrictions if the Main Hall had to be used where normally the Supper room would have been adequate, Supper room rates were charged.

NETWORKS

The hall is a member of The Village Hall Consortium (TVHC) which has been instrumental in providing small amounts of finance for various activities. TVHC is also working to increase hall income through marketing the halls to potential users. The hall is also represented at the Teesdale Action Partnership Forum.

IMPROVEMENTS

Again the Hall received a number of grants during the year due to the pandemic. These were partly used for some improvements and repairs. The main fire exit door had the step removed to make it fully accessible. All the wooden flooring was repaired, sanded and oiled. The lighting in the supper room was replaced with LED lighting. The electrics were given the full 5 year check.

EVENTS 2021

Slowly things began to happen during the year. The Post Office service on a Thursday morning continued. Local elections were held in May. The Parish Council held a few meetings in the hall when their usual venue, the School, was unavailable. Bowes Agricultural Show, Bowes Carnival and the Bowes Book Club held meetings. The WI resumed meetings in June. The monthly Ukulele / Social sessions resumed in September. St Giles Harvest Auction took place in September. A twice-weekly keep fit session began in October. An evening of local pictures taken by Joyce Press in the 1980’s was held.. There were three Family discos organised by the Carnival committee. The Christmas Lights committee held ‘Graham’s Gallery’ ( a display and auction of local art) and a Country & Western night. The School Nativity returned for two performances. We had one Highlights event – Martin Harley, a blues guitar virtuoso. The final event of the year was the Carols night with the Barnard Castle Band.
