**Trustees' Report for the year ended 28 February 2023**
## **Objectives and Performance**
The Society aims to advance public education in the events and people of Canterbury and to preserve, protect, develop and improve the city's features of aesthetic, artistic or historic interest.
The Society has five significant projects ongoing at present.
1. Working with the Whitstable Harbour Board, the Society is constructing a scale model of the harbour in 1923, whe a sail-powered collier unloaded its last cargo of coal. Based in the new quay-side South Quay Shed, the model will go o public display at the end of 2023, when the Board will take possession. Costs are met by a generous bequest from former trustee Brian Porter.
2. The project to commemorate the pioneering 17[th] -century playwright Aphra Behn with a significant new statue in t High Street has progressed well. Following a public competition, four maquettes were chosen and displayed around t country in the summer. The panel of judges, guided by the popular vote, selected the winning design and the statue w commissioned from the distinguished sculptor, Christine Charlesworth. To date, most of the necessary funds have be raised by events, donations and loans. The next step is to finalize the preferred site.
3. A memorial to Canterbury’s Tudor Martyrs is still under consideration, with focus on its nature and position.
4. The Society has worked with the Canterbury City Council to ensure appropriate signage in the city cemetery including to those killed in the World War II Baedeker Raids
5. The Society is working closely with the Levelling-Up-Fund-backed Canterbury’s Tales of England project to reinvigorate the city’s somewhat underwhelming tourist appeal.
Beside driving forward these projects, over the course of the year the Society has organised a series of readings, talks, walks and social events.
## **Financial Review**
## **Going concern**
After making appropriate enquiries, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. For this reason they continue to adopt the going concern basis in preparing the financial statements. Further details regarding the adoption of the going concern basis can be found in the accounting policies.
## **Aphra Benn Project financial commitment.**
The Trustees have entered into a commitment with Christine Charlesworth for the production of the full-size statue of Aphra Benn. The agreed cost is £55,668 of which £7,125 has been paid and which is included in the outgo on the proje in the current year. It is intended to finance the balance of the cost with amounts in the restricted fund for this project together with further donations and fund-raising. To the extent that future income is not raised, the Society has unrestricted funds available that can meet the balance of the committed outgo.

Charity law requires the trustees to prepare accounts for each financial year which give a true and fair view of the state of affairs of the charity and of the receipts and payments of the charity for that period. In preparing these accounts the trustees:
- Select suitable accounting policies and then apply them consistently;
- Make judgements and estimates that are reasonable and prudent;
- Follow applicable accounting standards, subject to any material departures disclosed and explained
- Prepare the accounts on the going concern basis unless it is inappropriate to presume the charity will continue to operate.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time position of the charity and to enable them to ensure that the accounts comply with the Charities Act 2011 and the Char and Reports) Regulations 2008.
They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention of fraud and other irregularities.

## **HONORARY INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF THE CANTERBURY COMMEMORATION SOCIETY**
I report on theaccounts oftheTrustees oftheCanterbury Commemoration Society (“the Trustees”) for theyear ended February 2023. These are set out on pages 5 to 8 and have been prepared on the receipts and payments basis.
## **Respective responsibilities of the Trustees and the Independent Examiner**
TheTrustees consider that an audit is not required for theyear under section 144(2) of theCharities Act 2011 (“theAct and that an independent examination is needed. As Charity Trustees they are responsible for the preparation of t accounts.
It is my responsibility to:
- examine the accounts under section 145 of the Act;
- state whether particular matters have come to my attention.
## **Basis of Independent Examiner’s Statement**
My examination was carried out in accordance with the General Directions given by the Charity Commissioners.
An examination includes a review of the accounting records kept by the Trustees, and a comparison of the accou presented with those records. It also includes consideration of any unusual items or disclosures in the accounts a seeking explanations from the Trustees concerning any such matters. Theprocedures undertaken do not provide all t evidencethat would berequired in a full audit, and consequently I do not express an audit opinion on the accounts. T report is limited to the matters in the Statement below.
## **Independent Examiner’s Statement**
In connection with my examination, no matters have come to my attention:
- (1) which give me reasonable cause to believe that in any material respect the requirements
- to keep accounting records in accordance with section 130 of the Act; or
- to prepare accounts that accord with the accounting records
- have not been met; or
- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies**
## 1.1 Basis of preparation of the accounting statements
The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK (FRS 2) issued on 16 July 2014 and the Charities Act 2011.
## 1.2 Fund accounting
General funds are unrestricted funds which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity and which have not been designated for other purposes.
Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes. The name and use of each designated fund, if any, is set out in the notes to the financial statements.
Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors or which have been received by the charity for particular purposes. The costs of raising and administering such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the notes to the financial statements.
## 1.3 Income
All income is recognised when it is received.
Income Tax recoverable in relation to donations received under Gift Aid is also recognised at the time that it is received from HMRC.
## 1.4 Expenditure
Expenditure is recognised at the time that the payments are made.
## 1.5 Tangible assets
The only asset other than cash at bank consists of the stocks of the Society's publication on 'Ethelbert's Laws' . These are considered to have nomvalue

## 1.6 Interest receivable
Interest on funds held on deposit is accounted for when received.
- 1.7 Cash at bank and in hand
Cash at bank and in hand includes cash and short term highly liquid investments.
## **2 Restricted Funds**
## **Brian Porter Bequest**
This fund represents the bequest of £50,000 received from the estate of the late Brian Porter. The purpose of the bequest was, if possible, to re-erect the chimney of the winding house of the 'Crab and Winkle' line which formerly stood at Whitstable Harbour and was later used as a mounting for the harbour lights now displayed in Whitstable Museum. However the amuount of the fund was found to be considerably less than that which would be necessary to complete the donor's wishes. It was agreed therefore that the funds should used to create a model of Whitstable Harbour as it was in 2023 to be displayed in the Harbour.
## **The Aphra Behn Project**
The purpose of this fund is to raise a statue of Aphra Behn in Canterbury and is treated by
the trustees as restricted to this purpose. During the year the Trustees transferred £10,000 from general funds to this project. If these funds are not needed, they are to be transferrd back to general funds. Funds are raised for this project by donations and fund raising activities. During the year the final instalment on the maquettes and the first instalment for the creation of the statue were paid.
## **The Canterbury Tudor Martyrs' Memorial Project**
The purpose of the fund is to raise a memorial to those of all faiths who were martyred in Canterbury in the Tudor period. The nature of the memorial is under consideration.
