**The Rape and Sexual Abuse Support Centre North Wales established in 1983 provides independent specialist support and therapy to anyone over the age of 3 that has experienced any form of sexual abuse and/or violence.**

**• Recognition that the survivor is never to blame for being abused** 

**• To offer women and men only spaces where possible across North Wales**

**• To raise awareness of issues related to sexual violence** 

**• To maintain confidentiality within safeguarding boundaries, allowing service users to trust the service we offer**

## TRUSTEES' REPORT FOR THE YEAR ENDED 31 MARCH 2021 

The trustees present their report with the financial statements of the charity for the year ended 31 March 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). 

## **OBJECTIVES AND ACTIVITIES** 

## **Objectives and aims** 

The charity is established to provide specialist support services to anyone in the area of North Wales who has experienced any form of sexual violence. Its purpose is to provide a confidential therapeutic listening service, counselling, information and support service; to advance the education of the public in the subject of rape and sexual abuse and their effects be they physical, medical, psychological or social. 

Whilst RASASC NW recognises that sexual violence is a crime of violence and abuse of power, we also recognise that it is often the cause and consequence of gender inequality. RASASC NW services are available to anyone from the age of 3 that has experienced any form of sexual abuse and/or violence in North Wales. 

## **Significant activities** 

-To maintain a free and confidential service, which is therapeutic and educational 

-To respect the rights of women, men and children who access our service 

-Recognition that the survivor is never to blame for being abused 

-To offer women only spaces where possible across North Wales 

-To support service users in making decisions through counselling, support and information 

-To raise awareness of issues related to sexual violence 

-To maintain confidentiality within safeguarding boundaries, allowing service users to trust the service we offer 

-To evaluate the service on a regular basis and to develop the service in response to the needs of our service users, where possible 

## **Public benefit** 

The Trustees have had due regard to guidance published by the Charities Commission on Public Benefit. This is ensured by: 

- Providing support and advocacy to victims and survivors of sexual violence and abuse - By recognising that a number of victims suffer a range of disabilities including mental and emotional wellbeing, physical and/or learning difficulties 

- Providing outreach services to promote prevention, awareness raising and support. 

- Providing training to others on sexual exploitation awareness. 

- Assisting in the research projects of other organisations 

## **ACHIEVEMENT AND PERFORMANCE** 

## **Charitable activities** 

RASASC NW delivers specialist 'trauma informed' therapy and support to anyone from the age of 3 in North Wales who have experienced any form of sexual abuse/violence, which addresses the immediate, short and long term negative effects of sexual abuse. A 'trauma informed' response recognises the full impact that sexual abuse/violence has on someone's life, working with the survivor to address the many negative symptoms they are left with.

## **Charitable activities - continued** 

North Wales has some of the highest incidence/statistics relating to rape and child sexual abuse, supporting the need for our service and which helps individuals in North Wales who have experienced sexual violence. The help that we offer our clients has ripple effects that continues throughout society. Therapeutic intervention promotes mental and physical well-being which leads to a reduction in prescribed medication, reduction or overcoming substance misuse, return to work or education, improved parenting, less children put into care, anger management, reduction in criminal behaviour/activity and so on. 

Due to the COVID-19 pandemic, at the end of March 2020 in response to Welsh Government restrictions and guidance face to face activity ceased. RASASC NW staff and sessional workers worked from home and provision of therapeutic services were delivered remotely via telephone and/or an online video platform. This was possible as a result of previous funding received by RCEW to digitally transform the organisation and new COVID-19 emergency funding from various sources, enabling RASASC NW to continue with service provision safely in response during the pandemic. In August 2020 face to face services were resumed from RASASC NW Parc Menai centre and other suitable venues that had been reconfigured and risk assessed in accordance with Welsh Government COVID-19 H&S guidelines. 

The ongoing COVID-19 crisis continued for the remainder of this financial year and bought many challenges for the organisation. Despite these challenges, RASASC North Wales continued to offer services to survivors in North Wales throughout. Not only were existing services transformed but new services were introduced to meet the growing and changing needs of the service users and organisation. 

Not only did RASASC NW meet the challenges that COVID-19 presented but developed and strengthened in response.  RASASC NW sourced additional funding to improve IT structure and resources within the organisation, sourced and developed training to increase expertise and upskill staff within the organisation to meet the growing complex needs of our service users. 

RASASC NW continued throughout to take and receive new referrals, introducing the following new and additional services: 

-late/evening sessions so that clients with childcare restrictions can access therapy 

-email support service to reach survivors that are marginalised or hard to reach 

During the COVID-19 pandemic RASASC NW clients presented with more complex mental health needs (and continue to).  This had a significant impact on the organisation from increasing number of sessions required by clients, increase in provision of supervision to RASASC NW staff and counsellors, increase in Safeguarding concerns, increase in staff and counselling hours and the need to source and develop additional relevant training. 

RASASC NW referrals and service provision for 2020 – 2021 continue to be high and similar statistics to the previous financial year which saw the highest ever referrals to the centre in its history.

Of those that have received RASASC NW specialised therapeutic intervention and completed therapy progress and monitoring forms, data analysis shows that:- 

- **91%** felt an improvement or managed their levels of feeling tense, anxious or nervous by the end of therapy 

- **92%** maintained or increased their ability to cope with problems 

- **93%** maintained or increased levels of happiness at the end of therapy 

- **90%** felt an improvement or managed being able to communicate by the end of therapy 

- **84%** maintained or improved their mental health by the end of therapy 

## **FINANCIAL REVIEW** 

## **Financial position** 

This year has allowed RASASC NW to transform and strengthen, enhancing the sustainability of the organisation.  RASASC NW funding from Betsi Cadwaladr Health Board, Children in Need, Lloyds Bank Foundation and The Steve Morgan Foundation continued, and additional funding was sourced from The Ministry of Justice, PCCO and The Welsh Government to ensure the continued delivery of RASASC NW services during the COVID-19 pandemic. 

Our total income over the year amounted to £582,877 This included grants from 16 sources, donations and fund raising, an increase of £281,548 on the prior year. This was mainly attributable to additional funding sourced in response to the COVID-19 pandemic to ensure the continuation of RASASC NW services. We are pleased to say that our funding from the Ministry of Justice, our single largest funding source, will continue until 2023.

## **Financial position- continued** 

We saw a significant increase in expenditure in the staffing costs in the year due to the restructuring by the organisation and the appointment of the lead clinician, from part of the previous year and the additional recruitment of a RASASC NW trainer, RASASC NW Administrator and increase in hours of existing staff in response to the COVID-19 pandemic in this financial year. Along with this, training and IT/Computer costs more than doubled. The investments made in these areas has enhanced the accessibility, efficiency and effectiveness of RASASC NW therapeutic services. 

The total expenditure during the year rose significantly in most areas, correlating with additional funding sourced, providing RASASC NW with a net income of £107,919. 

## **Reserves policy** 

The trustees have set a reserves policy which requires: 

-   Reserves to be maintained at a level which ensures 6 months organisation core activity could continue during a period of unforeseen difficulty. 

-  The charity made a surplus of £10,839 during the year on unrestricted funds and a surplus of £97,080 on restricted funds. The unrestricted funds stood at £201,227 and the restricted funds were £229,352. 

-  The free reserves of the charity (unrestricted funds less amounts invested in fixed assets) amount to £185,471 which exceeds the 6 months running costs of £132,500 and allows for redundancy costs. The trustees are satisfied with the level of reserves but will seek to increase these to ensure 12 months of funding for the organisation's core activity. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity. 

## **Recruitment and appointment of new trustees** 

RASASC NW believes that for the Board of Trustees to be fit for purpose, it must be comprised of individuals that possess a range of skills and experiences that will enable them to effectively fulfil their individual role on the board. For the Board of Trustees to remain relevant it must encompass new ideas and continually seek to refresh policies and procedures in line with the wants and needs of the organisation's users and partners. To this end it is important that the Board of Trustees is able to regularly recruit new members whilst retaining the stability to govern the organisation. 

New Trustees can be recruited at any time. The Board of Trustees will need to ensure that the makeup of the Board sits within the criteria laid down in the Constitution and Mission Statement. They will need to determine if the nominee has the skills and ability to fulfil the role as detailed in the "Roles and Responsibilities of a Trustee" and that they fulfil the legal requirements to be a Charitable Trustee. This will be done through the process detailed in the Trustees Recruitment Procedure. 

Any candidate whose application is successful will be invited by the Chair of Trustees to join the Board of Trustees at the next Board Meeting so that the candidate can establish what being a Trustee of RASASC NW entails.

## **Risk management** 

RASASC NW is very grateful to all our funders who have enabled us to maintain and enhance our services and provide contact and support with our clients. However, a significant amount of our funding is for a relatively short period of between one and three years. This can make future planning for sustainability difficult in this challenging economic climate. 

RASASC NW has an ongoing funding strategy and action plan to mitigate the loss of funding. We strive to diversify funding sources as part of the ongoing strategic aims. 

The Trustees have a duty to identify and review the risks to which the Charity is exposed and to ensure appropriate controls are in place to provide reasonable assurances against fraud and error. 

The Senior Management Team are undertaking regular reviews of an operational and strategic risk register, and a strategic risk register is reported to the Board on a regular basis.

I report to the charity trustees on my examination of the accounts of RASASC NW (the Trust) for the year ended 31 March 2021. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a registered member of ACCA which is one of the listed bodies. 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 2. the accounts do not accord with those records; or

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **Pension costs and other post-retirement benefits** 

The charity operates a defined contribution pension scheme.  Contributions payable to the charity's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.

## TRUSTEES' REPORT FOR THE YEAR ENDED 31 MARCH 2021 

The trustees present their report with the financial statements of the charity for the year ended 31 March 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). 

## **OBJECTIVES AND ACTIVITIES** 

## **Objectives and aims** 

The charity is established to provide specialist support services to anyone in the area of North Wales who has experienced any form of sexual violence. Its purpose is to provide a confidential therapeutic listening service, counselling, information and support service; to advance the education of the public in the subject of rape and sexual abuse and their effects be they physical, medical, psychological or social. 

Whilst RASASC NW recognises that sexual violence is a crime of violence and abuse of power, we also recognise that it is often the cause and consequence of gender inequality. RASASC NW services are available to anyone from the age of 3 that has experienced any form of sexual abuse and/or violence in North Wales. 

## **Significant activities** 

-To maintain a free and confidential service, which is therapeutic and educational 

-To respect the rights of women, men and children who access our service 

-Recognition that the survivor is never to blame for being abused 

-To offer women only spaces where possible across North Wales 

-To support service users in making decisions through counselling, support and information 

-To raise awareness of issues related to sexual violence 

-To maintain confidentiality within safeguarding boundaries, allowing service users to trust the service we offer 

-To evaluate the service on a regular basis and to develop the service in response to the needs of our service users, where possible 

## **Public benefit** 

The Trustees have had due regard to guidance published by the Charities Commission on Public Benefit. This is ensured by: 

- Providing support and advocacy to victims and survivors of sexual violence and abuse - By recognising that a number of victims suffer a range of disabilities including mental and emotional wellbeing, physical and/or learning difficulties 

- Providing outreach services to promote prevention, awareness raising and support. 

- Providing training to others on sexual exploitation awareness. 

- Assisting in the research projects of other organisations 

## **ACHIEVEMENT AND PERFORMANCE** 

## **Charitable activities** 

RASASC NW delivers specialist 'trauma informed' therapy and support to anyone from the age of 3 in North Wales who have experienced any form of sexual abuse/violence, which addresses the immediate, short and long term negative effects of sexual abuse. A 'trauma informed' response recognises the full impact that sexual abuse/violence has on someone's life, working with the survivor to address the many negative symptoms they are left with.

North Wales has some of the highest incidence/statistics relating to rape and child sexual abuse, supporting the need for our service and which helps individuals in North Wales who have experienced sexual violence. The help that we offer our clients has ripple effects that continues throughout society. Therapeutic intervention promotes mental and physical well-being which leads to a reduction in prescribed medication, reduction or overcoming substance misuse, return to work or education, improved parenting, less children put into care, anger management, reduction in criminal behaviour/activity and so on. 

Due to the COVID-19 pandemic, at the end of March 2020 in response to Welsh Government restrictions and guidance face to face activity ceased. RASASC NW staff and sessional workers worked from home and provision of therapeutic services were delivered remotely via telephone and/or an online video platform. This was possible as a result of previous funding received by RCEW to digitally transform the organisation and new COVID-19 emergency funding from various sources, enabling RASASC NW to continue with service provision safely in response during the pandemic. In August 2020 face to face services were resumed from RASASC NW Parc Menai centre and other suitable venues that had been reconfigured and risk assessed in accordance with Welsh Government COVID-19 H&S guidelines. 

The ongoing COVID-19 crisis continued for the remainder of this financial year and bought many challenges for the organisation. Despite these challenges, RASASC North Wales continued to offer services to survivors in North Wales throughout. Not only were existing services transformed but new services were introduced to meet the growing and changing needs of the service users and organisation. 

Not only did RASASC NW meet the challenges that COVID-19 presented but developed and strengthened in response.  RASASC NW sourced additional funding to improve IT structure and resources within the organisation, sourced and developed training to increase expertise and upskill staff within the organisation to meet the growing complex needs of our service users. 

RASASC NW continued throughout to take and receive new referrals, introducing the following new and additional services: 

-late/evening sessions so that clients with childcare restrictions can access therapy 

-email support service to reach survivors that are marginalised or hard to reach 

During the COVID-19 pandemic RASASC NW clients presented with more complex mental health needs (and continue to).  This had a significant impact on the organisation from increasing number of sessions required by clients, increase in provision of supervision to RASASC NW staff and counsellors, increase in Safeguarding concerns, increase in staff and counselling hours and the need to source and develop additional relevant training. 

RASASC NW referrals and service provision for 2020 – 2021 continue to be high and similar statistics to the previous financial year which saw the highest ever referrals to the centre in its history.

Of those that have received RASASC NW specialised therapeutic intervention and completed therapy progress and monitoring forms, data analysis shows that:- 

- **91%** felt an improvement or managed their levels of feeling tense, anxious or nervous by the end of therapy 

- **92%** maintained or increased their ability to cope with problems 

- **93%** maintained or increased levels of happiness at the end of therapy 

- **90%** felt an improvement or managed being able to communicate by the end of therapy 

- **84%** maintained or improved their mental health by the end of therapy 

## **FINANCIAL REVIEW** 

## **Financial position** 

This year has allowed RASASC NW to transform and strengthen, enhancing the sustainability of the organisation.  RASASC NW funding from Betsi Cadwaladr Health Board, Children in Need, Lloyds Bank Foundation and The Steve Morgan Foundation continued, and additional funding was sourced from The Ministry of Justice, PCCO and The Welsh Government to ensure the continued delivery of RASASC NW services during the COVID-19 pandemic. 

Our total income over the year amounted to £582,877 This included grants from 16 sources, donations and fund raising, an increase of £281,548 on the prior year. This was mainly attributable to additional funding sourced in response to the COVID-19 pandemic to ensure the continuation of RASASC NW services. We are pleased to say that our funding from the Ministry of Justice, our single largest funding source, will continue until 2023.

## **Financial position- continued** 

We saw a significant increase in expenditure in the staffing costs in the year due to the restructuring by the organisation and the appointment of the lead clinician, from part of the previous year and the additional recruitment of a RASASC NW trainer, RASASC NW Administrator and increase in hours of existing staff in response to the COVID-19 pandemic in this financial year. Along with this, training and IT/Computer costs more than doubled. The investments made in these areas has enhanced the accessibility, efficiency and effectiveness of RASASC NW therapeutic services. 

The total expenditure during the year rose significantly in most areas, correlating with additional funding sourced, providing RASASC NW with a net income of £107,919. 

## **Reserves policy** 

The trustees have set a reserves policy which requires: 

-   Reserves to be maintained at a level which ensures 6 months organisation core activity could continue during a period of unforeseen difficulty. 

-  The charity made a surplus of £10,839 during the year on unrestricted funds and a surplus of £97,080 on restricted funds. The unrestricted funds stood at £201,227 and the restricted funds were £229,352. 

-  The free reserves of the charity (unrestricted funds less amounts invested in fixed assets) amount to £185,471 which exceeds the 6 months running costs of £132,500 and allows for redundancy costs. The trustees are satisfied with the level of reserves but will seek to increase these to ensure 12 months of funding for the organisation's core activity. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing document** 

The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity. 

## **Recruitment and appointment of new trustees** 

RASASC NW believes that for the Board of Trustees to be fit for purpose, it must be comprised of individuals that possess a range of skills and experiences that will enable them to effectively fulfil their individual role on the board. For the Board of Trustees to remain relevant it must encompass new ideas and continually seek to refresh policies and procedures in line with the wants and needs of the organisation's users and partners. To this end it is important that the Board of Trustees is able to regularly recruit new members whilst retaining the stability to govern the organisation. 

New Trustees can be recruited at any time. The Board of Trustees will need to ensure that the makeup of the Board sits within the criteria laid down in the Constitution and Mission Statement. They will need to determine if the nominee has the skills and ability to fulfil the role as detailed in the "Roles and Responsibilities of a Trustee" and that they fulfil the legal requirements to be a Charitable Trustee. This will be done through the process detailed in the Trustees Recruitment Procedure. 

Any candidate whose application is successful will be invited by the Chair of Trustees to join the Board of Trustees at the next Board Meeting so that the candidate can establish what being a Trustee of RASASC NW entails.

## **Risk management** 

RASASC NW is very grateful to all our funders who have enabled us to maintain and enhance our services and provide contact and support with our clients. However, a significant amount of our funding is for a relatively short period of between one and three years. This can make future planning for sustainability difficult in this challenging economic climate. 

RASASC NW has an ongoing funding strategy and action plan to mitigate the loss of funding. We strive to diversify funding sources as part of the ongoing strategic aims. 

The Trustees have a duty to identify and review the risks to which the Charity is exposed and to ensure appropriate controls are in place to provide reasonable assurances against fraud and error. 

The Senior Management Team are undertaking regular reviews of an operational and strategic risk register, and a strategic risk register is reported to the Board on a regular basis.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. 

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. 

## **Pension costs and other post-retirement benefits** 

The charity operates a defined contribution pension scheme.  Contributions payable to the charity's pension scheme are charged to the Statement of Financial Activities in the period to which they relate.
