To Provide, Or Assist In The Provision Of, Facilities For Recreation, Education, Training And Other Leisure Time Activities Especially For Children And Others Being Facilities Of Which Such Individuals And Community Groups Have Need By Reason Of Their Age, Or Social Or Economic Circumstances, And Which Wil Improve Conditions Of Life For Such Individuals And Community Groups By Promoting Their Education, Physical, Mental Or Spiritual Wellbeing.
