Trustees' Annual Report and Accounts for the year ending 31 March, 2024
The trustees of Cylch Meithrin Llandrindod present their annual report and accounts for the year beginning 1 April, 2023 to 31 March, 2024 and confirm they comply with the requirements of the Charities Act, 2011.
Objectives
Our goal is to support the learning of preschool children aged 2 to 4, primarily in Llandrindod and the nearby areas, using Welsh as the main language in a warm and nurturing setting. We strive to provide access to high-quality education through the Foundation Phase and Flying Start programs for up to 2.5 hours per day, or up to 10 hours per week if funded by the government. Children eligible for Flying Start can attend for a maximum of 2.5 hours each weekday. Building on the successful Cylch Meithrin model, instruction is delivered mainly in Welsh, with some English to help children transition to a possible bilingual school environment.
Our Aims

To create a welcoming, secure, and friendly environment for children.

To provide caring, approachable, and supportive staff.

To encourage learning through play in both indoor and outdoor spaces, with constant supervision.

To offer children opportunities to socialize and interact with others, preparing them for the transition to primary school.
Review of Activities and Performance
We are a high-quality, welcoming early years education and care provider for children aged 2 to 5, delivered entirely through the medium of Welsh. As the only fluent Welshspeaking preschool in the area, we provide a unique opportunity for children to immerse themselves in the Welsh language. We follow the Foundation Phase curriculum, which focuses on learning through play and exploration.
We offer both morning and afternoon sessions, registered to accommodate 19 children in our 3+ program and 10 children in the Flying Start session. Additionally, we can accept children from outside the Flying Start area, with a fee of £12 per session.

As a setting we have worked very hard at embedding the Flying Start ethos within our provision and delivery of quality childcare. We take on board all advice from Sophie our advisory teacher and really try to implement her ideas to help propel our little setting further and to be able to offer more experiences to our children. We have begun to take more off-site visits and to get the children in and around our community. We take walks down to our local shop and have got involved in activities put on in our community for children. We particularly enjoyed the mud and sticks session where the children got a chance to start their own little fire to roast bananas and marshmallows. It was an amazing afternoon and gave us staff lots of ideas that we could bring into our setting and make use of our Forrest school area within the school grounds. We are also working hard to have visits within the setting too and have recently had guinea pigs come to be fed, have a cuddle, and have their brushed. The children absolutely loved this experience and hope to offer more of this type of provision in the future.
Staffing-wise I feel we are in a very strong position now offering a strong highly qualified team to provide the best care and consistency for our children. Our register is very quiet at the moment so we will continue to promote the setting through open days, taking part in local Flying Start activities and through our Facebook page. I am hoping we will be able to attend more of the training as a setting if the training is closer to Llandrindod as I am the only driver in our team currently and I’m finding it difficult to get my staff to the training. Hopefully this will be something we can resolve in the coming months.
In the Spring our numbers in setting increased slightly after another big Facebook advertising campaign things are looking much brighter and have improved staff morale. With consistent staffing for the children in our Flying Start session also is having a positive impact and offering more security to our families. We have built great relationships with our new children and their families also, which is fantastic! We have used our grant money wisely and we are utilizing it throughout the setting to really embed the Flying Start ethos and enhance the children’s play opportunities and experiences. We are very much looking forward to going out lots more in our forest school area in the school, trips out in our community and visits during the summer now that our new children have really settled and feel confident in their new environment. We have looked at our summer plans and are confident we are able to offer the 15 sessions through the summer holidays too. We have had some more
enquiries which will hopefully help boost the numbers further. I am close to completing my level 5 in July which is amazing and coming to the end of Incredible beginning which I’ve found wonderful and have taken lots of ideas that we can use within the setting and Karlene is looking forward to attending the face-to-face training in Builth coming up soon. Karlene and I really enjoyed attending the Childcare conference in Newtown where we again got lots of inspiration from for the setting. As a while at Cylch we are really looking forward to what the summer holds and looking forward to revamping our outdoor area to enhance play and learning. We have just completed our outdoor shed, turning it into a little nature reserve and the children absolutely love it!

Respective Responsibilities of Trustees and Examiner
The charity’s Trustees are responsible for the preparation of the accounts. The charity’s Trustees consider that an audit is not required for this period under section 144 (2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
-
® examine the accounts under section 145 of the 2011 Act;

e to follow the procedures laid down in the General Directions given by the Charity Commissioners under section 145(5}(b) of the 2011 Act ; and
-
e to state whether particular matters have come to my attention
Basis of independent Examiner’s Report
My examination was carried out in accordance with the General Directions given by the Charity Commissioner. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent Examiner’s Statement
In connection with my examination, no matter has come to our attention:

1) Which gives us reasonable cause to believe that in any material respect the requirements
-
e tokeep accounting records in accordance with section 130 of the 2011 Act; and e to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the 2011 Act have not been met; or
-
2) To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
