of association. The charity exists as a separate legal enlily and is independent of the national charity the Royal
Mencap Souety.

The iTUStees consider that they have complied with the d%Jty in section 4 of the Charities Ad 2006 to have duè regard lo public benefit guidance
published by the Chatities Commission and that the detailed rewew of activities, sot out in this Annual Report, demonstrates that Ihe charity deliv&r5

Goveming Do¢um¢nt
Sheffield Mencap is a Company limited by guarantee govemed by its Memorandum and Arttclos of Association incorporaled 6 March 1996 as
amended by special resolution dated 14 February 2005 and 3 June 2010.11 is registered as a charity with the Charity Commission.
Organisation
Tha board oftruslees comprises of up to 16 members who meet bi-monthly to administer the charity. The Chief Executive is appointed by the Iruslees
lo manage the day-IrAay operations of the Charity. The list of the trustees and method of election are given in full on page 1.
Key Management Porsonnal R•muneTation
The remuneration of the key managèment personnel is Set using b&n¢hmarks and consideration of Comparable and relevant salaries relating to
similar employment position5. Any uplift in remuneration is approved by Truslees and conside¥s the current financial position of the charty.
Flnancial roview
Financial suslain8bility is a key priollty for Sheffigld Mencap and Gateway. The Irusle8s monitor the income and expenditure throughout the year
which also includes the management of funds brought forward to onsure that the charity only expgnds available funds.
Th8 n?1 income forthe year amounted to £82.34812023- net income £75,682>. Oflhis nal amoLsnl, general funds increased by £53.443 and restricted
funds increased by £28,905. Totsl funds now sland at £1.069,034 {2023 - £986,686).

We currently run the followin9 range of seyvices and activities..
Gateway
Our longestablished and much-loved evening social and leisu￿ seryice runs on four nights each week and continues to attrad large numbers of
members. There are three adult evenings all of which depend on numerous volunteers lo help deliver aclivilies. A varied range of Music. Art, Sport
and Cooking a¢livities are provided. We also have a Children and young people's club running each Frlday evening ITGIFI and parents are
encouraged lo stay and meet for mLrtual support.
Actlvlty and Leamlng Hub
This service rufis 5 days a week at Norfolk Lodge and is extremely popular with OLtr members who fund their place through their S￿la1 care ￿an.
The Activity and Learning Hub offers a wide range of accredited and non-accredited sessions lo our members lo provide engagin9, challenging and
creative opportunities for development and progression.
Carer$ Support S¢rvlces
These highly valued services p¥ov*de practical support to lamity carers of people with leaming disab41it*os and comprises of advice and infomiatKJn
work and an outreach proj8¢t, offering creab've group work and specialist advice. We also deliver a popular'Lunch CILtb' giving opportvntty for ¢argfS
and the people with a learning disability to meet up every month for fun. friendship and a hot meal.
Out & About
Out and About provides a flexible short breaks service to people wlh a leaming disability and their family Carfrrs. The project Tuns small group
aclivilies in the community in the evenings and weekends. and also incorporates a wide range of sports and fitness sessions delivered al Norfolk
Lodge and elsewhere.
Children's Servlces
We provide a range of proje¢ls for Children and Young People, in¢liJding the Short Breaks Service njnning on Saturday5 and in s¢hool holidays,
S￿131 ¢lubs and Saturday Stars supporting children and young people develop their communication skills and confidence, and the very popular
Children's Fitness group.
H&alth and Wgllbelng Sorvicgs
We continue to have expand the range of services lo improve Ihe health and well-being of our mtsmbers and carers. These include work lo support
peopl6 with leaming disability lo ac¢ess primary care and preventive health programs, employing a spo¢ialist Leaming Disability Nurse lo work with
primary and secondary care on access and rtsasonable adjLÈslments, and group sessions with membors lo improve diet, exercise and take up of
screening programs
Reservès policy
The exe¢Ltlive Committee have developed a policy whefgby the unreslriclèd ftjnds not Committed or invested in the tangible fixed assets {Ihe free
reserves) the charity holds should be six months of thé resources expended. Al Ihis18vel, the trustees feel that they would be able to carry on the
charity's activities in the event of a significant drop in funding. and if req*JiTed, allow sufficient timo to close down services with enou9h notice that our
members have a chance to find an allernalive setvice lo reduce dislress and anxiety. 11 would Ihtrn be necessary to consider how funding would be
replaced or the aotiviti8s of the orgat)isalion changed. The free reserves al 31 March 2024 were £618,746 which represents around 7 months oftolal
expenditure.

The challenges and Context, alongside our success in delivering significant improvements and change in recent years, put us in a good place as we

Prlnclpal funding sources
The developrnenl individual budgets and plans means that everyone who chooses to use our services can pay for their place out of their own funds
or via thts local authorities payment frarnework. We also look lo Charitable Grants and Foundations for support, alongside grants from the public
sector, and place a value on our services by Charging low ¢ost'subscriptions' for attending where required. We also have a limited number of public
sedor contraets lo deliver parts of our Children's and Health services.
Fundraislng poll¢y
Sheffield Mencap and Gateway procures funds through grant and trust fundraising, Community fundraising and donations and legacies. During the
financtal year 2023124, Sheffield Mencap obtsined grants written by our Fundraising Manager. Sheffield Mencap's financial affairs are be conducted
in a responsible manner, consistent with the ethical obligations of stewardship and legal ￿quirementS of Charity Commission regulations. The
Fundraising Manager is a member of the Inslilule of Fundraising which sets out a standard for Fundraisers and abides by this standard in their work
for Sheffield Mencap and Gateway.
Sheffield Mencap closely monitors any individual or organisalion that solictls funds on ils behalf lo ensure adherence to donor intent as well as
8ccDunlable, transparent and responsible fundraising practices. The CEO monitored tho activities carried otjt by the Fundraising Manager through
regular meetings and roviow. There were r¥0 ctsmplainls re¢oÉved by the charity in relation lo ils Fundraising activities during the financial year 23124.
Donors, prtvacy will alw8ys be respocted and records will bè kept confidential in line with our Data Protection Policy that is lully complrdnl wlh the
2018 Data Protection Act. Donor5, have the rtght to see their own record, lo challenge its accuracy and lo have their details removed. Al requests
from donors or prospective donors requiring that fundraising contact cease will have their request actioned by Sheffield Me￿ap. Sheffield Mencap
does not share the personal data of individual donors with any extomal party.

Our objectives are lo obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether
due to fraud or error, and lo issue a Report of the Independent Auditors that includes our opinion. Reasonable assurance is a high levèl of assurance,
bul is not a guarantee that an audit conducted in accordance wth ISAS IUKI will always delect a material misslalemenl when it exists. Misslalements
can arise from fraud or error and are ￿nsidered material if, indivldually or in the aggregate, they could reasonably be expected to influence the
economic decisions of users taken on the basis of these financial slalements.

We have assessed the overall susceptibility of the flnancial ststomenls to material misstatement due to irregularities as low.
At the planning stage we identttSed areas of laws and regulations that COLtld reasonably be expected lo have a material effect on the financial statements
from our general commercial and sector experience and through discussion with the dire¢lors and other management, as roquired by auditing

Sheffield Mencap is a company limlled by guarantee, registered in England and Wales. In the event of the charity being wound vp,
the liability in resp￿1 of the guarantee is limited lo £1 per member of the charity. The address of the registered office is given in the

The I￿nancIal statements have been prepared under the historical cost convention and in accordance wlh Accounting and Reporting
by Charities.. Slalement of Recommended Practice applicable lo charities preparing accoLtnls In accordance wth the Financial
Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019, the Financial Reporting Standard applicable

Termination benefits are payable when employment is lemiinated before the nomal ￿tIrement date. or whenever an employee
accepts voluntary redundan￿ in exchange for these benefits. The charity recognises termination bonefits when il is demonstrably
committed to either li} lerfninaling the employment of Current employee5 8c¢ording to a detailed form81 plan wtthout possibility of
withdrawal or lill providing termination benefiEs as a resLtIt of an offer fflade lo enwurag8 voluntary redundancy.

Voluntary income, donations and grants are 2ccounted for as receivablo by the Charity, except when donors specify that donations
and grants given lo the Charity, mu51 be used in future accounting periods. This income is defe￿ed until those periods. The chaTity
includes lega¢tes in the SOFA wheTr the legacy has b¢en received or if, before receipt, il becomes reasonably certain that the legacy
will be received and that the value of the incoming resources can be measured with suffiuonl reliability.

Pension costs - The Charity pays contributions into personal pension schemes on behalf of certain employees.
Fixed Assets

afkol value by way of transfer from the fixed asset account to dofiations rec¢ived. Additions lo fixed assols consists of items
purchased with a value of over £1.500 that are consid&red to have a useful economi¢ life of more than one year. This Ihroshold applies
lo single items only. If req*ji￿d by exceptional Circumstan￿ or by restrictions placed on funds, Ihe threshold value ￿aY not be
