LONDON CHINESE ALLIANCE CHURCH TRUSTEES’ ANNUAL REPORT FOR THE YEAR ENDED DECEMBER 31, 2022.

The Board of Trustees presents its report and accounts for the year ended December 31, 2022.

OBJECTIVES AND ACTIVITIES

The objectives of the Charity consist of the advancement of Christian faith in accordance with the Statement of Beliefs (appended to this document) in London and other parts of United Kingdom and world as the Trustees may see fit from time to time.

We provide weekly Worship Services in Chinese and English for all ages, children and youth programs, newcomers, adults, and seniors fellowship, weekly bible studies, prayer meetings, as well as campus ministry among other activities. Activities of the Church are held every Sunday morning at Victoria Hall, 1-3 St Johns Road, Harrow, HA1 6QT, and Saturday mornings at the Asda Community Room, Odhams Industrial Estate, St Albans Rd, Watford WD24 7RT.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The Trustees of the Charity, who served throughout the year except where stated otherwise, were Rev. Bradley Chu, Kwai Chun Ho, Vanessa Siu Chuk Lai (from 29/5), Chun-Wai Ho (from 29/5), Ming Chi Kwok (resigned 29/5), Kam Fung Claudia Lai (resigned 29/5), and Kelly Ma (resigned 29/5).

The government document of the Charity is the Constitution of London Chinese Alliance Church. The day-to-day management of the Charity is undertaken by our Trustees who report to the Chairman of the Board which is responsible for the overall management of it.

The Trustees, except the appointed Chairman of the Board under the Church’s by-laws, are elected to serve for a period of two years after which they must be re-elected at the next Annual General Meeting (AGM) and then the officers are to be appointed by the Chairman of the Board of Trustees. All members of the congregation are encouraged to stand for election to the Board of Trustees.

The Board meets at least once a month. The AGM is to be held once a year after the completion of each calendar year.

VOLUNTARY HELP AND DONATIONS IN KIND

The elected Trustees and other members of the Charity continue to provide their services free.

ACHIEVEMENTS AND PERFORMANCE

Our church elects to see lives transformed by God’s grace, and people impacted and changed as followers of Christ, to have baptize several people and welcome others into church membership, also to embrace people who became believers by accepting Jesus Christ as their Lord and Saviour.

PUBLIC BENEFIT

The Trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission in determining the activities undertaken by the charity. The Trustees review the activities of the charity against its aims on an ongoing basis and are satisfied that all activities continue to be related to the aims which are set in such a way as to benefit society as a whole.

FINANCIAL REVIEW

The Board of Trustees considers that the Charity’s financial position at the year-end was satisfactory.

The Board of Trustees has agreed to examine the level of General Reserve from time to time to ensure that it is enough to meet ongoing operation expenditures and running costs over a period of twelve months.

The Trustees declare that they have approved the Trustees’ Report above, and agree that the Chairman of the Board will sign on behalf of the Charity’s trustees.

1. Accounting policies

1.1 Basis of Accounting

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable to the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) – (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

The Charity meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

1.2 Preparation of the accounts on a going concern basis

Having considered future budgets and cash flows, the trustees confirm that they have no material uncertainties about the entity’s ability to continue as a going concern for the foreseeable future.

1.3 Income recognition

This comprises donations and investment income. All income is recognised once the charity has entitlement to the income, it is probable that the income will be received and the amount of income can be measured reliably.

Donations are recognised when the charity has been notified in writing of both the amount and settlement date. In the event that a donation is subject to conditions that require a level of performance before the charity is entitled to the funds, the income is deferred and not recognised until those conditions are fully met, or the fulfilment of those conditions is wholly within the control of the charity and it is probable that those conditions will be fulfilled in the reporting period.

1.3 Income recognition (continued)

Legacies are recognised on a case by case basis following the grant of probate when the administrator/executor for the estate has communicated in writing both the amount and settlement date. In the event that the gift is in the form of an asset other than cash or a financial asset traded on a recognised stock exchange, recognition is subject to the value of the gift being reliably measureable with a degree of reasonable accuracy with the title of the asset having been transferred to the charity.

Investment income is credited to income when it is receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the bank.

1.4 Expenditure

Liabilities are recognised as expenditure as soon as there is legal or constructive obligation committing the charity to that expenditure, it is probable that settlement will be required and the amount of obligation can be measured reliably.

Expenditure is recognised on an accruals basis as a liability is incurred, inclusive of VAT, which cannot be recovered.

Charitable activities comprise mainly of staff costs, premises and administrative costs.

1.5 Fixed asset and depreciation

Fixed asset is stated at cost less accumulated depreciation.

1.6 Designated Funds

Designated funds are subject to specific conditions by individual funds scheme. Contributions are charges in the Statement of Financial Activity as they become payable in accordance with the rules of the scheme.

1.7 Debtors

Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.

1.8 Cash at bank and in hand

Cash at bank and in hand includes bank accounts, cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.

1.9 Creditors and provisions

Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.

1.10 VAT

The charity is not registered for VAT but is unable to reclaim all of the input tax incurred.

Irrecoverable VAT is charged to the expenditure heading for which it was incurred.

1.11 Estimation uncertainty

In the view of the trustees in applying the accounting policies adopted, no judgements were required that have a significant effect on the amounts recognised in the financial statements nor do any estimates or assumptions made carry a significant risk of material adjustment in the next financial year.

1.12 Financial instruments

The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value.

1.13 Taxation

As a registered charity no taxation liability arises on the results for the year.

STATEMENT OF BELIEF

1. There is one God, who is infinitely perfect, existing eternally in three persons: Father, Son and Holy Spirit.

2. Jesus Christ is true God and true man. He was conceived by the Holy Spirit and born of the Virgin Mary. He died upon the cross, the just for the unjust, as a substitutionary sacrifice, and all who believe in Him are justified on the ground of His shed blood. He arose from the dead according to the scriptures. He is now at the right hand of the Majesty on high as our great High Priest. He will come again to establish His kingdom of righteousness and peace.

3. The Holy Spirit is a divine person, sent to indwell, guide, teach, empower the believer and convince the world of sin, of righteousness and of judgement.

4. The Old and New Testaments, inerrant as originally given, were verbally inspired by God and are a complete revelation of His will for the salvation of men. They constitute the divine and only rule of Christian faith and practice.

5. Man was originally created in the image and likeness of God: he fell through disobedience incurring thereby both physical and spiritual death. All men are born with sinful nature, are separated from the life of God and can be saved only through the atoning work of the Lord Jesus Christ. The portion of the impenitent and unbelieving is existence forever in conscious torment, and that of the believer, in everlasting joy and bliss.

6. Salvation has been provided through Jesus Christ for all men and those who repent and believer in Him are born again of the Holy Spirit, receive the gift of eternal life and become the children of God.

7. It is the will of God that each believer should be filled with the Holy Spirit and be sanctified wholly.

8. Provision is made in the redemptive work of the Lord Jesus Christ for the healing of the mortal body. Prayer for the sick and anointing with oil are taught in the scriptures and are privileges for the Church in this present age.

9. The Church consists of all those who believer on the Lord Jesus Christ, are redeemed through His blood and are born again of the Holy Spirit. Christ is the head of Body, the Church, which has been commissioned by Him to go into the entire world as a witness, preaching the Gospel to all nations.

10. The local church is a body of believers in Christ who are joined together for the worship of God, for edification through the Word of God, for prayer, for fellowship, the proclamation of the Gospel and observance of the ordinances of baptism and the Lord’s Supper.

11. There shall be a bodily resurrection of the just and of the unjust; for the former, a resurrection unto life, for the latter, a resurrection unto judgement.

12. The second coming of the Lord Jesus Christ is imminent and will be personal, visible and physical.
